This paper investigates the annual and seasonal variations in the minimum and maximum air temperature (Tmin and Tmax) and precipitation over Kashmir valley, Northwestern Himalayas from 1980–2019 by using the innovative trend analysis (ITA), Mann-Kendall (MK), and Sen's slope estimator methods. The results indicated that the annual and seasonal Tmin and Tmax are increasing for all the six climatic stations, whereas four of them exhibit significant increasing trends at (α = 0.05). Moreover, this increase in Tmin and Tmax was found more pronounced at higher altitude stations, i.e., Pahalgam (2650 m asl) and Gulmarg (2740 m asl). The annual and seasonal precipitation patterns for all climatic stations showed downward trends. For instance, Gulmarg station exhibited a significant downward trend for the annual, spring, and winter seasons (α = 0.05). Whereas, Qazigund showed a significant downward trend for the annual and spring seasons (α = 0.05). The overall analysis revealed that the increased Tmin and Tmax trends during the winter season are one of the reasons behind the early onset of melting of snow and the corresponding spring season. Furthermore, the observed decreased precipitation trends could result in making the region vulnerable towards drier climatic extremes. Turkey is located in the heart of complex transition geography between Eurasia and the Middle East. In the grand scheme, the so-called eastern Mediterranean Basin is located almost in the middle of the dusty belt, and is a hot spot of climate change. The downstream location of dust-carrying winds from close desert sources reveals Turkey as an open plane to particulate matter exposure throughout the year. In order to clarify this phenomenon, this paper aims to determine the desert dust climatology of Turkey via CALIPSO onboard Lidar. This prominent instrument enables us to understand clouds, aerosols and their types, and related climatic systems, with its valuable products. In this study, a 9-year CALIPSO-derived pure dust product dataset was formed to explain horizontal and vertical distributions, transport heights and case incidences. The results indicated that the pure dust extinction coefficient increased as the location shifted from west to east. Moreover, in the same direction of west to east, the dominant spring months changed to summer and autumn. Mountain range systems surrounding Anatolia were the main obstacles against lofted and buoyant dust particles travelling to northern latitudes. Even if high ridges accumulated mass load on the southern slopes, they also enabled elevated particles to reach the ground level of the inner cities. [ABSTRACT FROM AUTHOR]

The 2015 release of the precipitation climatology from the Global Precipitation Climatology Centre (GPCC) for 1951-2000, based on climatological normals of about 75,100 rain gauges, allows for quantification of mean land surface precipitation as part of the global water cycle. In GPCC's 2011-release, a bulk climatological correction was applied to compensate for gauge undercatch. In this paper we derive an improved correction approach based on the synoptic weather reports for the period 1982-2015. The compared results show that the climatological approach tends to overestimate the correction for Central and Eastern Europe, especially in the northern winter, and in other regions throughout the year. Applying the mean weather-dependent correction to the GPCC's uncorrected precipitation climatology for 1951-2000 gives a value of 854.7 mm of precipitation per year (excluding Antarctica) or 790 mm for the global land surface. The warming of nearly 1 K relative to pre-industrial temperatures is expected to be accompanied by a 2%-3% increase in global (land and ocean) precipitation. However, a comparison of climatology for 30-year reference periods from 1931-1960 up to 1981-2010 reveals no significant trend for land surface precipitation. This may be caused by the large variability of precipitation, the varying data coverage over time and other issues related to the sampling of rain-gauge networks. The GPCC continues to enlarge and further improve the quality of its database, and will generate precipitation analyses with homogeneous data coverage over time. The aim of this paper is to assess the latest version of the MODIS LAI/FPAR product (MOD15A2H), namely Collection 6 (C6). We comprehensively evaluate this product through three approaches: validation with field measurements, intercomparison with other LAI/FPAR products and comparison with climate variables. Comparisons between ground measurements and C6, as well as C5 LAI/FPAR indicate: (1) MODIS LAI is closer to true LAI than effective LAI; (2) the C6 product is considerably better than C5 with RMSE decreasing from 0.80 down to 0.66; (3) both C5 and C6 products overestimate FPAR over sparsely-vegetated areas. Intercomparisons with three existing global LAI/FPAR products (GLASS, CYCLOPES and GEOV1) are carried out at site, continental and global scales. MODIS and GLASS (CYCLOPES and GEOV1) agree better with each other. This is expected because the surface reflectances, from which these products were derived, were obtained from the same instrument. Considering all biome types, the RMSE of LAI (FPAR) derived from any two products ranges between 0.36 (0.05) and 0.56 (0.09). Temporal comparisons over seven sites for the 2001-2004 period indicate that all products properly capture the seasonality in different biomes, except evergreen broadleaf forests, where infrequent observations due to cloud contamination induce unrealistic variations. Thirteen years of C6 LAI, temperature and precipitation time series data are used to assess the degree of correspondence between their variations. The statistically-significant associations between C6 LAI and climate variables indicate that C6 LAI has the potential to provide reliable biophysical information about the land surface when diagnosing climate-driven vegetation responses. The Sentinel-3 Mission Performance Centre (S3MPC) is tasked by the European Space Agency (ESA) to monitor the health of the Copernicus Sentinel-3 satellites and ensure a high data quality to the users. This paper deals exclusively with the effort devoted to the altimeter and microwave radiometer, both components of the Surface Topography Mission (STM). The altimeters on Sentinel-3A and -3B are the first to operate in delay-Doppler or SAR mode over all Earth surfaces, which enables better spatial resolution of the signal in the along-track direction and improved noise reduction through multi-looking, whilst the radiometer is a two-channel nadir-viewing system. There are regular routine assessments of the instruments through investigation of telemetered housekeeping data, calibrations over selected sites and comparisons of geophysical retrievals with models, in situ data and other satellite systems. These are performed both to monitor the daily production, assessing the uncertainties and errors on the estimates, and also to characterize the long-term performance for climate science applications. This is critical because an undetected drift in performance could be misconstrued as a climate variation. As the data are used by the Copernicus Services (e.g., CMEMS, Global Land Monitoring Services) and by the research community over open ocean, coastal waters, sea ice, land ice, rivers and lakes, the validation activities encompass all these domains, with regular reports openly available. The S3MPC is also in charge of preparing improvements to the processing, and of the development and tuning of algorithms to improve their accuracy. This paper is thus the first refereed publication to bring together the analysis of SAR altimetry across all these different domains to highlight the benefits and existing challenges. While multifaceted, a chief aim when designating parks and protected areas is to support the preservation of biological diversity, in part, through representing and conserving the full range of landscape conditions observed throughout a representative area. Parks and protected areas are, however, typically developed using a static interpretation of current biodiversity and landscape conditions. The observed and potential climate change impacts to biodiversity have created a need to also contemplate how parks and protected areas will respond to climate change and how these areas will represent the future range of landscape conditions. To assess change in biodiversity, broad-scale ecosystem information can be sourced from indirect remotely sensed indicators. Quantifying biodiversity through indirect indicators allows characterization of inter-relationships between climate and biodiversity. Such characterizations support the assessment of possible implications of climatic change, as the indicators can be generated using modeled forecasts of future climatic conditions. In this paper we model and map impacts of climate change on British Columbia's parks and protected areas by quantifying change in a number of remotely sensed indicators of biodiversity. These indicators are based on the measured amount of incoming solar energy used by vegetation and map the overall annual energy utilization, variability (seasonality), and latent or baseline energy. We compare current conditions represented by parks and protected areas, to those forecasted in the year 2065. Our results indicate that parks and protected areas are forecasted to become more productive and less seasonal, due to increased vegetation productivity in higher elevation environments. While increased vegetation productivity may be beneficial for biodiversity overall, these changes will be particularly problematic for sensitive and specialist species. Future gaps in vegetation conditions protected by parks and protected areas are observed in the eastern edge of the Rocky Mountains and the central interior region of British Columbia. Protected areas along the Coast Mountains, Vancouver Island highlands, and the Rocky Mountains show the greatest levels of change in the biodiversity indicators, including decreasing seasonality, with the Mountain Hemlock ecozone most at risk. Examples of large parks that are predicted to experience rapid change in vegetation characteristics include Strathcona, Garabaldi, and Kitlope. Our maps of future spatial distributions of indirect biodiversity indicators fill a gap in information products available for adaptive parks management and provide an opportunity for dialogue and further research on the use of future scenarios of landscape conditions in conservation planning. This paper explores how climate services are framed in the literature and possible implications for climate services' policies and projects. By critically exploring the frames around climate services, the wider objective is to encourage more reflexive and responsible research in the field, particularly given the huge challenge that climate change represents. By using a framing analysis based on an extensive literature review, five dominant frames were identified. Climate services are mainly framed (1) as a technological innovation, (2) as a market, (3) as an interface between users and producers, (4) as a risk management tool, and (5) from an ethical angle. The predominant frames influence how we think about climate services, shared assumptions, and the way in which policies and projects are designed. To prevent negative effects of climate services on the ground, such as inequalities, the main recommendations include establishing interdisciplinary and transdisciplinary dialogues between different communities of practice and players, increasing empirical and social science research to improve our understanding of this new field, and finally, re-thinking climate services in terms of adaptation rather than as the mere production of new information products. Estimating extreme precipitation events over complex terrain is challenging but crucial for evaluating the performance of climate models for the present climate and expected changes of the climate in the future. New satellites operating in the microwave wavelengths have started to open new opportunities for performing such estimation at adequate temporal and spatial scales and within sensible error limits. This paper illustrates the feasibility and limits of estimating precipitation extremes from satellite data for climatological applications. Using a high-resolution gauge database as ground truth, it was found that global precipitation measurement (GPM) constellation data can provide valuable estimates of extreme precipitation over the southern slopes of the Pyrenees, a region comprising several climates and a very diverse terrain (a challenge for satellite precipitation algorithms). Validation using an object-based quality measure showed reasonable performance, suggesting that GPM estimates can be advantageous reference data for climate model evaluation. [ABSTRACT FROM AUTHOR]

Through an empirical investigation of the historical relationship between the destination climate and tourist arrivals in the Caribbean, this study presents the first revealed preference evaluation of a climate index informed by tourists' stated climatic preferences for coastal-beach tourism (i.e., a sun-sand-surf or 3S travel market). The goal of this multi-organization collaboration was to examine the potential application of a newly designed climate index—the Holiday Climate Index (HCI):Beach—for three Caribbean destinations (Antigua and Barbuda, Barbados, Saint Lucia). This paper provides an overview of the evolution of climate indices, including the development of the (HCI):Beach. To test the validity of climate indices for a beach travel market, daily climate ratings based on outputs from the Tourism Climate Index and the HCI were correlated with monthly arrivals data from Canada (a key source market) at an island destination scale. The results underscore the strength of the new index, with each destination scoring consistently higher using the HCI:Beach, including a stronger relationship (R2) between index scores and tourist arrivals. Stakeholder participation at the intersection of climate and health is essential to assess and plan for the human health impacts of current and projected climate-sensitive hazards. Using the Maricopa County Department of Public Health (MCDPH) Coalition on Climate Change and Public Health workgroup and the Climate Assessment for the Southwest (CLIMAS) program as examples, this paper describes the important role of scientist–public health stakeholder collaboratives in addressing the public health impacts of climate-sensitive hazards. Using the MCDPH and CLIMAS stakeholder groups, stakeholder connections were mapped to show relationships between the organization types and connections between scientists and public health stakeholders. Stakeholders, defined as meeting attendees, were primarily individuals from academic institutions (n = 175), government agencies (n = 114), non-profits (n = 90), and health departments (n = 85). Engaging public health stakeholders in transdisciplinary regional climate initiatives and addressing gaps in their networks helped these programs to develop more collaborative projects over time. Based on the European energy directives, the building sector has to provide comfortable levels for occupants with minimum energy consumption as well as to reduce greenhouse gas emissions. This paper aims to compare the impact of climate change on the energy performance of residential buildings in order to derive potential design strategies. Different climate file inputs of Madrid have been used to quantify comparatively the thermal needs of two reference residential buildings located in this city. One of them represents buildings older than 40 years built according to the applicable Spanish regulations prior to 1979. The other refers to buildings erected in the last decade under more energy-restrictive constructive regulations. Three different climate databases of Madrid have been used to assess the impact of the evolution of the climate in recent years on the thermal demands of these two reference buildings. Two of them are typical meteorological years (TMY) derived from weather data measured before 2000. On the contrary, the third one is an experimental file representing the average values of the meteorological variables registered in Madrid during the last decade. Annual and monthly comparisons are done between the three climate databases assessing the climate changes. Compared to the TMYs databases, the experimental one records an average air temperature of 1.8 °C higher and an average value of relative humidity that is 9% lower. [ABSTRACT FROM AUTHOR]

Examining the effects of climate change on spring maize, and its suitability under dynamic cultivation patterns, will aid strategic decision-making for future agricultural adaptation. This paper investigates the climate suitability of spring maize, based on daily data from 50 meteorological stations, and statistics on maize yield and area at the county level in Jilin Province, China, between 1986 and 2015. Based on a significant correlation between the cultivation patterns indicator ≥10 °C accumulated temperature (AAT10) and the average yield (R2 = 0.503), the yield data are used to determine suitable thresholds for meteorological factors under the dynamic cultivation pattern, and a fuzzy fitness approach is used to evaluate the climate suitability. The results showed a good agreement between suitability estimates and scaled observed yields (average d = 0.705). Moreover, good consistency between cultivation patterns, climate suitability and yield show that the late-maturing varieties of maize have gradually moved northward and eastward, and the areas of high suitability and high yield have gradually expanded eastward. In addition, drought and chilling hazard factors limit the suitability of climate resources, especially in the eastern and western regions. [ABSTRACT FROM AUTHOR]

Climate related changes can have significant effects on Posidonia oceanica, an endemic seagrass species of the Mediterranean Sea (MEDIT). This seagrass is very important for many aspects of functioning of the sea but there is an increasing number of reports about the ongoing loss of its biomass and area coverage. We analysed multiyear data of the sea surface temperature (SST), sea level anomalies, ocean colour MODIS-A and ERA-Interim reanalysis. The results provide a description of current environmental conditions in the MEDIT and their spatial and temporal variability, including long-term trends. We defined regions where the extent of the P. oceanica meadows may be limited by specific environmental conditions. Light limitation is more severe near the northern and western coasts of the MEDIT, where the vertical diffuse attenuation coefficient is large. In the zone extending from the Gulf of Lion towards the south, significant wave heights reach large values. Wave action may destroy the plants and as a result the shallow water depth limit of P. oceanica meadows is most likely deeper here than in other regions. The highest SST values are documented in the south-eastern part of the Mediterranean Sea. In this area P. oceanica meadows are more endangered by the climate warming than in other regions where SSTs are lower. The absence of P. oceanica meadows in the south-eastern edge of the Mediterranean Sea can be attributed to high temperatures. Our conclusions are partly confirmed by the information about P. oceanica from the literature but more monitoring efforts are needed to fully describe current extent of the meadows and their shifts. Results presented in this paper can help with designing special programs to confirm the role of environmental conditions on the spatial distribution of P. oceanica and their future trends in the Mediterranean Sea. A challenge in addressing climate risk in developing countries is that many regions have extremely limited formal data sets, so for these regions, people must rely on technologies like remote sensing for solutions. However, this means the necessary formal weather data to design and validate remote sensing solutions do not exist. Therefore, many projects use farmers' reported perceptions and recollections of climate risk events, such as drought. However, if these are used to design risk management interventions such as insurance, there may be biases and limitations which could potentially lead to a problematic product. To better understand the value and validity of farmer perceptions, this paper explores two related questions: (1) Is there evidence that farmers reporting data have any information about actual drought events, and (2) is there evidence that it is valuable to address recollection and perception issues when using farmer-reported data? We investigated these questions by analyzing index insurance, in which remote sensing products trigger payments to farmers during loss years. Our case study is perhaps the largest participatory farmer remote sensing insurance project in Ethiopia. We tested the cross-consistency of farmer-reported seasonal vulnerabilities against the years reported as droughts by independent satellite data sources. We found evidence that farmer-reported events are independently reflected in multiple remote sensing datasets, suggesting that there is legitimate information in farmer reporting. Repeated community-based meetings over time and aggregating independent village reports over space lead to improved predictions, suggesting that it may be important to utilize methods to address potential biases. A new methodology for long-term monitoring of climate change impacts on historic buildings and interiors has been developed. This paper proposes a generic framework for how monitoring programs can be developed and describes the planning and arrangement of a Norwegian monitoring campaign. The methodology aims to make it possible to establish a data-driven decision making process based on monitored decay related to climate change. This monitoring campaign includes 45 medieval buildings distributed over the entirety of Norway. Thirty-five of these buildings are dated to before 1537 and include wooden buildings as well as 10 medieval churches built in stone while the remaining 10 buildings are situated in the World Heritage sites of Bryggen, in Bergen on the west coast of Norway, and in Røros, which is a mining town in the inland of the country. The monitoring is planned to run for 30 to 50 years. It includes a zero-level registration and an interval-based registration system focused on relevant indicators, which will make it possible to register climate change-induced decay at an early stage. In this paper, we describe and analyze a climatology of the Hot-Dry-Windy Index (HDW), with the goal of providing fire-weather forecasters with information about the daily and seasonal variability of the index. The 30-year climatology (1981–2010) was produced using the Climate Forecast System Reanalysis (CFSR) for the contiguous United States, using percentiles to show seasonal and geographical variations of HDW contained within the climatology. The method for producing this climatology is documented and the application of the climatology to historical fire events is discussed. We show that the HDW climatology provides insight into near-surface climatic conditions that can be used to identify temperature and humidity trends that correspond to climate classification systems. Furthermore, when used in conjunction with daily traces of HDW values, users can follow trends in HDW and compare those trends with historical values at a given location. More usefully, this climatology adds value to HDW forecasts; by combining the CFSR climatology and a Global Ensemble Forecast System (GEFS) ensemble history and forecast, we can produce a single product that provides seasonal, climatological, and short-term context to help determine the appropriate fire-management response to a given HDW value. After more than ten years of operation of EU-ETS trading, it is time to analyse the results and draw lessons from the experience. Economic research typically considers emission price as the main explanatory variables when measuring the effects of Emission Trading Systems. The novelty of this work is to analyse whether or not trade alone, as an institutional change, is effective in reducing greenhouse gases emissions. The objective of this paper is to analyse to what extent the EU-ETS as a “regulatory” instrument of the supply of allowances is responsible for the effectiveness of the carbon market as a basic tool in the reduction of emissions. The analysis also includes other overlapping policies aimed at fighting climate change, for example, the promotion of renewables. For the empirical analysis, an econometric model is estimated using panel data for the 28 European Union countries between 1990 and 2014. The econometric model include three dummy variables to measure the effectiveness of the three phases of the EU-ETS commerce in reducing emissions. Furthermore, we analyse how effective the phases are when renewables energies are included in the analysis. The results show that the EU-ETS is effective to reduce emissions and each phase has a greater impact on the reduction.
