Well-being impact assessments of urban interventions are a difficult challenge, as there is no agreed methodology and scarce evidence on the relationship between environmental conditions and well-being. The European Union (EU) project "Urban Reduction of Greenhouse Gas Emissions in China and Europe" (URGENCHE) explored a methodological approach to assess traffic noise-related well-being impacts of transport interventions in three European cities (Basel, Rotterdam and Thessaloniki) linking modeled traffic noise reduction effects with survey data indicating noise-well-being associations. Local noise models showed a reduction of high traffic noise levels in all cities as a result of different urban interventions. Survey data indicated that perception of high noise levels was associated with lower probability of well-being. Connecting the local noise exposure profiles with the noise-well-being associations suggests that the urban transport interventions may have a marginal but positive effect on population well-being. This paper also provides insight into the methodological challenges of well-being assessments and highlights the range of limitations arising from the current lack of reliable evidence on environmental conditions and well-being. Due to these limitations, the results should be interpreted with caution.

As part of its climate strategy, the EU aims at increasing the share of electricity from renewable energy sources (RES-E) in overall electricity generation. Attaining this target poses a considerable challenge as the electricity sector is "locked" into a carbon-intensive system, which hampers the adoption of RES-E technologies. Electricity generation, transmission and distribution grids as well as storage and demand response are subject to important path dependences, which put existing, non-renewable energy sources at an advantage. This paper examines how an EU framework for RES-E support policies should be designed to facilitate a carbon lock-out. For this purpose, we specify the major technological, economic and institutional barriers to RES-E. For each of the barriers, a policy review is carried out which assesses the performance of existing policy instruments and identifies needs for reform. The review reveals several shortcomings: while policies targeting generation are widely in place, measures to address barriers associated with electricity grids, storage and demand are still in their infancy and have to be extended. Moreover, the implementation of policies has been fragmented across EU Member States. In this respect, national policies should be embedded into an integrated EU-wide planning of the RES-E system with overarching energy scenarios and partially harmonized policy rules. The minimization of negative externalities is a key aspect in the development of a circular and sustainable economic model. At the local scale, especially in urban areas, externalities are generated by the adverse impacts of air pollution on human health. Local air quality policies and plans often lack of considerations and instruments for the quantification and evaluation of external health costs. Support for decision-makers is needed, in particular during the implementation stage of air quality plans. Modelling tools based on the impact pathway approach can provide such support. In this paper, the implementation of health impacts and externalities analysis in air quality planning is evaluated. The state of the art in European member states is reported, considering whether and how health effects have been included in the planning schemes. The air quality plan of the Piemonte region in Italy is then considered. A case study is analyzed to evaluate a plan action, i.e., the development of the district heating system in the city of Turin. The DIATI (Dipartimento di Ingegneria dell'Ambiente, del Territorio e delle Infrastrutture) Dispersion and Externalities Model (DIDEM model) is applied to detect the scenario with the highest external cost reduction. This methodology results are extensible and adaptable to other actions and measures, as well as other local policies in Europe. The use of health externalities should be encouraged and integrated into the present methodology supporting air quality planning. Since 2013, romantic Rhine cruises gained immense popularity in Europe. However, these tourism activities also involve the generation of large amounts of waste. As rivers contribute significantly to the plastic waste influx in the marine environment, it is essential that river cruise companies cope with plastics in an environmentally-safe way. In this contribution, we try to overcome knowledge gaps regarding both the plastic practices of river cruise companies and the policies on cruise tourism and environmental pollution. We adopt a multiple-case study approach and use the Social Practice Theory to analyse the companies' practices and challenges. Furthermore, we combine this with the analytical approaches of the Policy Arrangements and Synoptic Governance to explore the policies for environmental protection and tourism. The results show that, overall, river cruise companies have an eco-friendly approach to plastic waste management. However, dealing with plastics in the freshwater environment is not sufficiently rooted in the above policies: river cruise companies face important omissions in policies and facilities, resulting in plastic emissions in the river. Following the results, we formulate recommendations to support sustainable waste management routines onboard and to improve waste reception facilities onshore to protect the aquatic environment. The Water Framework Directive (WFD) is the core legislative instrument in the European Union for the protection of water resources. Adopted in 2000, its objectives were to achieve "good status" for water bodies by 2015 and prevent any further deterioration. However, the European Commission and some stakeholders are rather dissatisfied with the implementation of the Directive so far, in particular with the use of exemptions to the environmental objectives. Exemptions are of paramount importance: they may constitute a significant obstacle to the achievement of the WFD's objectives as they enable member states to lower the ambition of the Directive and to delay the achievement of good status, thereby undermining the environmental goal of the WFD. Critical voices observe an excessive reliance on exemptions, poor justifications, and great variations in their use. Based on an analysis of 120 policy documents and 15 semi-structured interviews, this article provides explanations for the politics of exemptions in EU water management. It shows that different viewpoints and interpretations on the WFD's objectives and exemptions were already present in the negotiation phase of the Directive, but remained undefined on purpose. Moreover, dysfunctional decision-making procedures in the Common Implementation Strategy and the lack of political support in WFD implementation were significant obstacles to an agreement on this important issue. Finally, decisions on WFD implementation in member states were often driven by pragmatism. The article explains how the negotiations of the WFD and the EU-level discussion on the implementation of the Directive undermined environmental goals in EU governance; its findings are also relevant for policy fields other than water.
