Urban agglomeration is the strategic core area of social–economic high-quality development in the world. However, high-density agglomeration and high-speed expansion have caused dramatic changes in land space, leading to prominent eco-environmental problems and, thus, threatening human well-being. How to solve the contradiction between urban agglomeration land expansion and eco-environment protection has become an urgent scientific problem. In this paper, we constructed a framework of assessing land space change and its eco-environmental effects in the urban agglomeration by using the Geo-informatic Graphic, eco-environmental quality index (EQI), and eco-environmental contribution rate. We then quantitatively analyzed the characteristics of land space transition as well as its eco-environmental effects in the Guanzhong Plain urban Agglomeration (GPUA) based on the land use data in 1990, 2000, 2010 and 2020. The results indicated that from 1990 to 2020, the production space of the GPUA continued to shrink, the living space continued to expand, and the ecological space showed a fluctuating increasing trend. There were significant regional differences in the land space change of the GPUA, with 92.2% of the counties showing a significant contraction in agricultural production space, 93.3% and 91.1% showing a significant expansion in urban and rural living space, and 64.4% showing an increase in woodland ecological space. Agricultural production space is transformed into ecological space and living space, and living space occupies ecological space and agricultural production space, which is the main mode of land space transition in the GPUA. With the continuous expansion of low-quality and high-quality areas of the eco-environment and the continuous contraction of medium-quality areas, the improvement and deterioration of the eco-environmental quality of the GPUA have coexisted, first showing a trend of deterioration and then improvement. The transition of agricultural production space into grassland and woodland ecological space improved the eco-environmental quality, while the transition of grassland ecological space into agricultural production space, and the occupation of agricultural production space by urban and rural living space as well as industrial and mining production space resulted in the deterioration of eco-environmental quality. This paper presents a model to study how climate forecasts and the agricultural production function affect the effectiveness of government policies (disaster bailouts and agricultural income tax) and agricultural insurance (both compulsory and voluntary). In the base model with a neoclassical production function, we find that these programs could increase farmers' expected profit and reduce its volatility. Furthermore, credible climate forecasts enable farmers, insurance companies, and governments to make more informed cultivate and insurance decisions, and therefore increase the benefit of these insurance programs to farmers. The results suggest that climate forecasts, combined with agriculture policies and insurance, can play an important role in securing farmers' profits and providing climate risk management guidance for agriculture production. The lack of defined land uses in most parts of Greece (80%) has led to multiple environmental problems and phenomena of informal (arbitrary) construction with secondary side effects, such as a lack of basic technical and environmental infrastructure, unfair competition among private investors, the strengthening of climate change (increase in the number of urban diffusion) and the decline of natural and cultural resources. The Greek urban policy, over the last 100 years, has not succeeded in limiting these problems and for that reason the new Law 4759/2020 is expected to promote the development of a more efficient spatial planning system reform implemented through the Local Urban Plans (LUPs) and the Special Urban Plans (SUPs) that are funded by the Recovery and Resilience Facility (RRF). These programs will contribute to the preservation of cultural heritage and to the development of productive activities at both local and national levels, especially on the sectors of renewable energy sources, the circular economy, and the construction of "green" materials, digital applications and products etc. LUPs and SUPs are related to the holistic reform of the national urban policy and the relevant planning system that horizontally affects a wide range of policy areas such as: environmental protection and adaptation to climate change (for natural ecosystems and biodiversity; agriculture; forestry; fisheries; water resources; coastal zones), built environment and development, protection of historic sites and buildings, allocation of the public infrastructure, allocation of investments etc. The General Secretariat of Spatial Planning and Urban Environment Ministry of Environment and Energy has the main responsibility for the implementation procedures of all the proposed actions that will start in 2022 and will end in 2026. This paper focuses on the analysis of the current urban policy reform in Greece and the reasons that this reform is considered an immediate necessity in the current Greek urban legislative framework and the expected outcomes of LUPs and SUPs, which are examined in the literature for the first time, contributing to research on the present EU planning systems. One of the most important goals of humanity has always been happiness. In our daily life, happiness is conditioned by different variables, such as relationships with certain groups of individuals, health, security values, expectations, etc. Over the years, technology, especially digitalization, has revolutionized the world and changed our lives. In this context, empirical research on digitalization has grown enormously during the last decade; however, studies on the relationship between digitalization and happiness remain limited. As such, the objective of the present paper is to present an empirical investigation on the relationship between digitalization and happiness in the European Union (EU) during the period 2019–2021, before and during the COVID-19 pandemic. In this context, the link between the Digital Economy and Society Index (DESI) and World Happiness Index (WHI) globally for all EU countries, at the level of each WHI variable and at the level of geographical groups in the EU was analyzed using correlations. While the DESI indicator acts as a basis for policymakers, governments, regional administrators and public officials to invest in areas of priority with an evidence-based approach, the WHI indicator can be an important tool for guiding public policy and measuring its effectiveness. The results show that there was a positive and significant relationship between the two indicators at the level of EU countries in all three years. The results also show that in the Western and Northern regions of the EU, the relationship between the two indicators was stronger compared to the other regions. Thus, our study offers supporting arguments for the digital transformation of happiness and provides alternate methodologies and perspectives on the interactions between digitalization and happiness. This paper provides an overview of the special issue on "Water policy, productivity and economic efficiency". In particular, it includes an overview of key topics on the future of water as a productive factor, in the context of alternative uses and perspective scenarios. The selected papers cover a wide range of relevant economic issues and are presented in three categories: productivity assessment, institutional framework and mechanisms, and governance aspects. The definition of the success of research projects implemented at public universities is far from being unequivocal. The success of a research project has to be in line with both the public university's and the funding institution's policies, as well as with the personal objectives and ambitions of the researchers. Once the success definition for the research project has been determined, the strategy of implementation must be defined. The omission of this step may result in effort lost (public money, time, enthusiasm, etc.) after being directed toward objectives which do not fit with either the public university's or the funding agency's policies, nor with the researchers' personal objectives. This paper discusses this problem and proposes a model where simulation is used to choose the project strategy that best fits the selected research project success definition in the context of the policy of a given public university, the preferences of its researchers, and the policy of the funding agencies. The model is illustrated by means of a case study—a real world research project implemented at a public university in a European country, where the policy of subsidizing public universities has been changing both very regularly and in a highly unpredictable manner. It is shown how various project strategies can lead to multiple project outcomes, which are then evaluated in different ways depending on the point of view of public university policy or of the researchers, the funding agencies, and/or society. The main conclusion is that applying simulation to a research project before it starts may contribute significantly to the optimization of time, effort, and resource usage with the objective of project success maximization in the context of public university policy and the objectives of the researchers. This paper estimates the comovement between two leading cryptocurrencies and the G7 stock markets. It then attempts to explain the comovement with the rational investment theory by examining whether it is driven by market uncertainty measures, public attention to COVID-19, and the government's containment and health responses to COVID-19. Wavelet Coherence heatmaps show that the stock-cryptocurrency comovements increase significantly and positively during the pandemic, indicating that cryptocurrencies lose their safe haven properties against stocks during the heightened market uncertainties. Over the longer investment horizons, Bitcoin reemerges as a safe haven or strong hedger while Ethereum's properties weaken. Seemingly Unrelated Regression results reveal that the stock-cryptocurrency comovements are rationally explained by market uncertainties, government responses to COVID-19, and market fundamentals. However, the comovements are also driven by the fear of COVID-19 to a certain extent. Our findings offer valuable insights for investors considering cryptocurrencies to rebalance their equity portfolios during market distress. For policymakers, the Economic Policy Uncertainty (EPU) results suggest that government policies and regulatory frameworks can be used to regulate speculation and investment activities in the cryptocurrency market. Urban–rural transformation development is the key to resolving the imbalance in the dual structure of urban and rural areas. However, the transformation of the urban–rural relationship will also affect the structure and spatial distribution of land use. This paper measured the spatial–temporal characteristics of land–use transition in the Yangtze River Delta from 1990 to 2018 by using a geo–information Tupu method and explored the driving mechanism of land–use transition under the background of urban–rural transformation development by using a spatial regression analysis method. The results showed the following: (1) The transition from cultivated land to urban construction land, from rural residential land to cultivated land, and from rural residential land to urban construction land were the three main types of land–use transition in the Yangtze River Delta during urban–rural transformation development. (2) The transition from cultivated land to urban construction land was always the most important type of land–use transition. It expanded from the central area to the surrounding cities. The transition of rural residential land to cultivated land and urban construction land began to increase significantly after the year 2010, which was the urban–rural integration development period. (3) The urban–rural land–use transition was driven by government policies, industrial restructuring, population urbanization and migration. During the urban–rural integration development period, secondary industry and tertiary industry were the main driving factors of the transition from cultivated land to urban construction land. The number of policies, the primary industry, the total population, and the urbanization rate were the main driving factors of the transition from rural residential land to cultivated land. Primary industry, secondary industry, and tertiary industry were the main driving factors of the transition from rural residential land to urban construction land. Significant differences in loan terms between demographically distinct groups of borrowers in the United States are often interpreted as evidence of systematic ethnic, racial or gender discrimination by lenders. The appearance and interpretation of such discrimination has long been a controversial issue in public policy and has significant implications for both the economic efficiency and equity of credit markets. Arising from concern for borrowers disadvantaged by such discrimination, the design and implementation of regulations preventing the disparate treatment of demographically distinct groups by lenders are generally considered to have enhanced the equality of access to credit. Unfortunately, existing research has not examined whether this gain in social equity comes at a cost in efficiency borne by all market participants. The reliance on adverse selection or moral hazard in current models of limited lending and credit rationing poses difficulties in empirical testing for the presence and magnitude of such costs. This paper offers a novel theoretical framework in which lending discrimination can endogenously arise in the presence of value-maximizing lenders competing in an economy with complete markets, common knowledge and arbitrage-free pricing. By avoiding the reliance of current models on the exogenous presence of adverse selection or moral hazard, this framework allows potential efficiency costs to beexamined in a market environment without an ex ante assumption of informational market failure. Owing to the presence of common knowledge among participants, we first show how equilibrium loan terms to borrowers in different demographic classes can diverge in such an efficient environment. We then apply the properties exhibited in market equilibria to measure the potential costs of misallocating credit risk owing to the type of regulations observed in actual credit markets. Agricultural systems have entered a period of significant disruption due to impacts from change drivers, increasingly stringent environmental regulations and the need to reduce unwanted discharges, and emerging technologies and biotechnologies. Governments and industries are developing strategies to respond to the risks and opportunities associated with these disruptors. Modelling is a useful tool for system conceptualisation, understanding, and scenario testing. Today, New Zealand and other nations need integrated modelling tools at the national scale to help industries and stakeholders plan for future disruptive changes. In this paper, following a scoping review process, we analyse modelling approaches and available agricultural systems' model examples per thematic applications at the regional to national scale to define the best options for the national policy development. Each modelling approach has specificities, such as stakeholder engagement capacity, complex systems reproduction, predictive or prospective scenario testing, and users should consider coupling approaches for greater added value. The efficiency of spatial decision support tools working with a system dynamics approach can help holistically in stakeholders' participation and understanding, and for improving land planning and policy. This paper aimed to assess the effect of the cryptocurrency market on firms' market value, especially on the sectoral level, in Africa. To reach the study's main goal, the authors adopted the Panel-Corrected Standard Errors (PCSEs) and Panel Double-Clustered Standard Errors (PDCSEs). Using firm-level data, the results of this study can be summarized as follows: (a) The cryptocurrency market hurts the firm market value in Africa. (b) The firms operating across different sectors respond disproportionally to the cryptocurrency market. For instance, the sectors that offer low returns in Africa (industrial, energy, financial) negatively respond to the cryptocurrency market, while the sectors that offer high returns (real estate and information technology) are not significantly affected. (c) The cryptocurrency market has a perverse effect on less experienced and highly indebted firms. (d) The consistent policies of governments to ban cryptocurrency do not work efficiently. Aims: In 2014, in response to evidence that Canada's tobacco use would lead, inexorably, to substantial morbidity and mortality for the foreseeable future, a group of experts convened to consider the development of a "Tobacco Endgame" for Canada. The "Tobacco Endgame" defines a time frame in which to eliminate structural, political, and social dynamics that sustain tobacco use, leading to improved population health. Strategies: A series of Background Papers describing possible measures that could contribute to the creation of a comprehensive endgame strategy for Canada was prepared in advance of the National Tobacco Endgame Summit hosted at Queen's University in 2016. At the summit, agreement was reached to work together to achieve <5% tobacco use by 2035 (<5 by '35). A report of the proceedings was shared widely. Achievements: Progress since 2016 has been mixed. The Summit report was followed by a national forum convened by Health Canada in March 2017, and in 2018, the Canadian Government adopted "<5 × '35" tobacco use target in a renewed Canadian tobacco reduction strategy. Tobacco use has declined in the last 5 years, but at a rate slower than that which will be needed to achieve the <5 by '35 goal. There remain > 5 million smokers in Canada, signaling that smoking-related diseases will continue to be an enormous health burden. Furthermore, the landscape of new products (e-cigarettes and cannabis) has created additional risks and opportunities. Future directions: A bold, reinvigorated tobacco control strategy is needed that significantly advances ongoing policy developments, including full implementation of the key demand-reduction policies of the WHO Framework Convention on Tobacco Control. (1) Background: Cross-border venture capital (VC) investments play an important role in the scaling up of high-growth companies. However, policymakers worry that foreign VC investments transfer the majority of economic activity to the investor country. On the one hand, start-ups welcome the foreign capital, expertise, and networks that accompany cross-border investments. On the other hand, policymakers are concerned that cross-border investments predominantly benefit foreign economies and fail to develop the local entrepreneurial ecosystem. This paper describes a framework for how policymakers can develop a set of policies toward cross-border VC investments. (2) Methods: The paper examines available data and trends about the role of cross-border investing, focusing on Europe, Israel, and Canada. Then, the paper explains the underlying economic challenges and develops a policy framework. (3) Results: The analysis shows that in addition to policies that aim to attract foreign investors, there are also important policies for the development of the domestic VC market. The analysis encompasses policies that are both financial and non-financial in nature. (4) Conclusions: A core insight for policymakers is to retain a balance of initiatives, attracting foreign investors while simultaneously making sure to strengthen the country's domestic VC industry and innovation ecosystem. Policy integration is a substantive and innovative strategy, used to address complex problems that go beyond the scope of sectoral policies, and require a joint and integrated response. While theoretical advances have been made in the field, there have not been many empirical proposals of a comparative nature. This paper develops a proposal for the analysis of integrality in the domain of urban policies, in which the integrated strategy has become a key component. Following a literature review, three dimensions were defined, referring to the diagnosis, the action strategy, and the project governance, which have allowed us to examine the presence of an integrated strategy in the designs of the projects developed within the framework of the URBAN and URBANA, initiatives implemented in Spain between 1994 and 2013, promoted by the European Union (EU). The results show that, as occurs in other public policies, the extent of the integrated strategy is limited and varies according to the dimensions. Moreover, the differences found between the two initiatives support the idea that policy integration is a gradual and dynamic process, with a certain learning effect, which develops over time and in which the dimensions of integration do not evolve in a coordinated manner. Cities demand urgent transformations in order to become more affordable, livable, sustainable, walkable and comfortable spaces. Hence, important changes have to be made in the way cities are understood, diagnosed and planned. The current paper puts urban accessibility into the centre of the public policy and planning agenda, as a transferable approach to transform cities into better living environments. To do so, a practical example of the City of Monterrey, Mexico, is presented at two planning scales: the metropolitan and local level. Both scales of analysis measure accessibility to main destinations using walking and cycling as the main transport modes. The results demonstrate that the levels of accessibility at the metropolitan level are divergent, depending on the desired destination, as well as on the planning processes (both formal and informal) from different areas of the city. At the local level, the Distrito Tec Area is diagnosed in terms of accessibility to assess to what extent it can be considered a part of a 15 minutes city. The results show that Distrito Tec lacks the desired parameters of accessibility to all destinations for being a 15 minutes city. Nevertheless, there is a considerable increase in accessibility levels when cycling is used as the main travelling mode. The current research project serves as an initial approach to understand the accessibility challenges of the city at different planning levels, by proving useful and disaggregated data. This paper presents examination of how a pension policy affects income growth and the inflation rate in a utility model. Even if the contribution rate of pension increases because of an aging society, an aging society increases income growth and the inflation rate. Moreover, this paper presents examination of the optimal growth rate of the money supply. Because of the pension policy, the optimal growth rate of money stock changes. This result is intuitive because a pay-as-you-go pension changes capital accumulation. Therefore, the income growth rate should be changed to raise the welfare of all generations. In the last 20 years, German policy makers have reformed the pension system and the labor market with the aim of prolonging working life. As a consequence, older workers' employment rate and average retirement age rose. In addition to the actual behavior of today's retiree cohorts, the reforms also influence the expected retirement age of future pensioners, the development of which will be investigated in this paper, arguing that they have adapted to the reforms and increased their expected retirement age. The analyses are based on data from the SOEP and DEAS survey and results show an increase of the expected retirement age. However, while high-skilled workers both want and expect to retire late, low-skilled workers prefer to retire early but expect that they have to work longer in order to ensure a reasonable pension. The implementation of government policy can have an influence on market environment and market prices of pork in consequence. In South Korea, consumers prefer high-fat pork cuts due to the prevalence of roosting pork over a hot grill. This paper examines the impact of the government policy which aims to increase the consumption of low-fat pork cuts because of the concerns regarding asymmetric consumption between high-fat and low-fat pork cuts. Using hedonic price methods combined with quasi-experimental approaches we estimate the subsequent impact of food policy on the price of low-fat pork cuts using a time series of sales data. This study utilized an effective approach which has been widely employed for policy evaluation to produce plausible estimates of the economic values generated by the government policy. We find the existence of market segmentation and different impacts of the policy between markets. While the market price for high-fat pork cuts has remained stable, the price for low-fat pork cuts has slightly increased since the policy has been implemented. This paper illustrates that government's policy can be a good strategy to maintain sustainability of the food industry by improving the balance in pork consumption and the management of stocks. A convoluted network of different water governance systems exists around the world. Collectively, these systems provide insight into how to build sustainable regimes of water use and management. We argue that the challenge is not tomake the systemless convoluted, but rather to support positive and promising trends in governance, creating a vision for future environmental outcomes. In this paper, we analyse nine water case studies from around the world to help identify potential ‘innovative arrangements’ for addressing existing dilemmas. We argue that such arrangements can be used as a catalyst for crafting new global water governance futures. The nine case studies were selected for their diversity in terms of location, scale and water dilemma, and through an examination of their contexts, structures and processes we identify key themes to consider in the milieu of adaptive transformation. These themes include the importance of acknowledging socio-ecological entanglements, understanding the political dimensions of environmental dilemmas, the recognition of different constructions of the dillema, and the importance of democratized processes. This paper considers how to achieve equitable water governance and the flow-on effects it has in terms of supporting sustainable development, drawing on case studies from the international climate change adaptation and governance project (CADWAGO). Water governance, like many other global issues, is becoming increasingly intractable (wicked) with climate change and is, by the international community, being linked to instances of threats to human security, thewar in the Sudanese Darfur and more recently the acts of terrorism perpetuated by ISIS. In this paper, we ask the question: how can situations characterized by water controversy (exacerbated by the uncertainties posed by climate change) be reconciled? The main argument is based on a critique of the way the water security discourse appropriates expert (normal) claims about human-biophysical relationships. When water challenges become increasingly securitized by the climate change discourse it becomes permissible to enact processes that legitimately transgress normative positions through post-normal actions. In contrast, the water equity discourse offers an alternative reading of wicked and post-normal water governance situations. We contend that by infusing norm critical considerations into the process of securitization, new sub-national constellations of agents will be empowered to enact changes; thereby bypassing vicious cycles of power brokering that characterize contemporary processes intended to address controversies. Background: Cyberbullying is a globally shared youth problem—a problem of the interpersonal conflicts and contradictions that emerge during the socialization of adolescents. In particular, the issue of cyberbullying among rural left-behind adolescents needs to be given high priority. However, previous studies have paid little attention to how emotional neglect and social anxiety affect the cyberbullying behavior of rural left-behind adolescents. Therefore, this study was based on cognitive-behavioral theory to investigate the relationship between emotional neglect, cyberbullying, and social anxiety. Methods: This study used the Emotional Neglect Scale, the Cyberbullying Scale, and the Social Anxiety Scale to conduct an anonymous online survey of 1429 rural left-behind adolescents in China. Results: (1) Emotional neglect, social anxiety, and cyberbullying showed a two-way positive correlation. (2) The direct effect of emotional neglect on rural left-behind youth cyberbullying was significant (β = 0.14, p < 0.00). (3) Social anxiety showed a partial mediating effect in the process of emotional neglect affecting rural left-behind youth cyberbullying, with a mediating effect of 26.32%. Conclusions: The results have positive implications for improving relevant policies and constructing mechanisms for protecting the rights and interests of rural left-behind adolescents. The aim of this paper is to investigate whether and which specific, distinctive characteristics of European cycle logistics projects and the corresponding supporting policies have an impact on their economic performances in terms of profit and profitability. First, we identify project success factors by geographic area and project-specific characteristics; then, we statistically test possible dependence relationships with supporting policies and economic results. Finally, we provide a value-based identification of those characteristics and policies which more commonly lead to better economic results. This way, our work may serve as a basis for the prioritization and contextualization of those project functionalities and public policies to be implemented in a European context. We found that cycle logistics projects in Europe achieve high profit and profitability levels, and the current policies are generally working well and supporting them. We also found that profit and profitability vary across the bike model utilized: mixing cargo bikes and tricycles generates the highest profit and profitability, whilst a trailer–tricycle–cargo bike mix paves the way for high volumes and market shares. This paper investigates the impact of Social Discount Rate (SDR) choice on intergenerational equity issues caused by Public–Private Partnerships (PPPs) projects. Indeed, more PPPs mean more debt being accumulated for future generations leading to a fiscal deficit crisis. The paper draws on how the SDR level taken today distributes societies on the Social Welfare Function (SWF). This is done by answering two sub-questions: (i) What is the risk of PPPs' debts being off-balance sheet? (ii) How do public policies, based on the envisaged SDR, position society within different ethical perspectives? The answers are obtained from a discussion of the different SDRs (applied in the UK for examples) according to the merits of the pertinent ethical theories, namely libertarian, egalitarian, utilitarian and Rawlsian. We find that public policymakers can manipulate the SDR to make PPPs looking like a better option than the traditional financing form. However, this antagonises the Value for Money principle. We also point out that public policy is not harmonised with ethical theories. We find that at present (in the UK), the SDR is somewhere between weighted utilitarian and Rawlsian societies in the trade-off curve. Alas, our study finds no evidence that the (UK) government is using a sophisticated system to keep pace with the accumulated off-balance sheet debts. Thus, the exact prediction of the final state is hardly made because of the uncertainty factor. We conclude that our study hopefully provides a good analytical framework for policymakers in order to draw on the merits of ethical theories before initiating public policies like PPPs. Electricity is a vital factor underlying modern living standards, but there are many developing countries with low levels of electricity access and use. We seek to systematically identify the crucial elements underlying transitions toward greater electrification in developing countries. We use a cross-sectional regression approach with national-level data up to 2012 for 135 low- and middle-income countries. The paper finds that the effectiveness of governments is the most important governance attribute for encouraging the transition to increased electrification in developing countries, on average. The results add to the growing evidence on the importance of governance for development outcomes. This paper presents an informal process inspired by a public practice of conflict mediation used until a few decades ago in Gallura (NE Sardinia, Italy), named La Rasgioni (The Reason). The aim is twofold: (i) to introduce an innovative method that translates the complexity of water-related conflicts into a "dialogical tool", aimed at enhancing social learning by adopting theatrical techniques; and (ii) to report the outcomes that emerged from the application of this method in Arborea, the main dairy cattle district and the only nitrate-vulnerable zone in Sardinia, to mediate contrasting positions between local entrepreneurs and representatives of the relevant institutions. We discuss our results in the light of four pillars, adopted as research lenses in the International research Project CADWAGO (Climate Change Adaptation and Water Governance), which consider the specific "social-ecological" components of the Arborea system, climate change adaptability in water governance institutions and organizations, systemic governance (relational) practices, and governance learning. The combination of the four CADWAGO pillars and La Rasgioni created an innovative dialogical space that enabled stakeholders and researchers to collectively identify barriers and opportunities for effective governance practices. Optimal forms of reinsurance policies have been studied for a long time in the actuarial literature. Most existing results are from the insurer's point of view, aiming at maximizing the expected utility or minimizing the risk of the insurer. However, as pointed out by Borch (1969), it is understandable that a reinsurance arrangement that might be very attractive to one party (e.g., the insurer) can be quite unacceptable to the other party (e.g., the reinsurer). In this paper, we follow this point of view and study forms of Pareto-optimal reinsurance policies whereby one party's risk, measured by its value-at-risk (VaR), cannot be reduced without increasing the VaR of the counter-party in the reinsurance transaction. We show that the Pareto-optimal policies can be determined by minimizing linear combinations of the VaRs of the two parties in the reinsurance transaction. Due to the electricity market deregulation and integration of renewable resources, electrical load forecasting is becoming increasingly important for the Chinese government in recent years. The electric load cannot be exactly predicted only by a single model, because the short-term electric load is disturbed by several external factors, leading to the characteristics of volatility and instability. To end this, this paper proposes a hybrid model based on wavelet transform (WT) and least squares support vector machine (LSSVM), which is optimized by an improved cuckoo search (CS). To improve the accuracy of prediction, the WT is used to eliminate the high frequency components of the previous day's load data. Additional, the Gauss disturbance is applied to the process of establishing new solutions based on CS to improve the convergence speed and search ability. Finally, the parameters of the LSSVM model are optimized by using the improved cuckoo search. Over the last decade, the importance of electricity in the overall energy mix has been increasing. Trends show that by 2030, half of the electricity production will be from renewable energy sources, such as wind or solar energy. To complete and underpin such robust growth, the EU policies and national legislations related to the electricity market must introduce new instruments, taking into account new market players and cutting-edge technologies such as energy storage devices. The sustainability and security of the European electricity supply are strongly dependent on the successful integration of photovoltaic energy. This paper examines the deviation between day-ahead and intraday photovoltaic power generation forecasts compared to the real production regarding 1000 MWp photovoltaic systems. The aim was to determine the photovoltaic balancing requirement through real data relative to the day-ahead and intraday forecasts. Another goal was also to establish the photovoltaic grid balancing reduction potentials of lithium-ion-based and vanadium redox flow battery storage systems. As a result of this research, it was possible to present the magnitudes of the balancing power, the energy divergence, and the frequency in the examined 5-year period. In addition, by a second modeling concept, several energy storage capacity sizes (nominal net storage capacity) were simulated from the values of 10 to 10,000 MWh to estimate these grid balancing reduction potentials by using real, measured photovoltaic data. With the advances in the IoT era, the number of wireless sensor devices has been growing rapidly. This increasing number gives rise to more complex networks where more complex tasks can be executed by utilizing more computational resources from the public clouds. Cloud service providers use various pricing models for their offered services. Some models are appropriate for the cloud service user's short-term requirements whereas the other models are appropriate for the long-term requirements of cloud service users. Reservation-based price models are suitable for long-term requirements of cloud service users. We used the pricing schemes with spot and reserved instances. Reserved instances support a hybrid cost model with fixed reservation costs that vary with contract duration and an hourly usage charge which is lower than the charge of the spot instances. Optimizing resources to be reserved requires sufficient research effort. Recent algorithms proposed for this problem are generally based on integer programming problems, so they do not have polynomial time complexity. In this work, heuristic-based polynomial time policies are proposed for this problem. To boost privacy research, nations could strengthen democratic institutions alongside economic factors. International organizations could use this analysis to identify high-potential countries for targeted support. This study examines the factors influencing scientific productivity in blockchain, privacy, and cybersecurity research across countries. While previous research has explored the determinants of general scientific output, less is known about the patterns of influence in these technological fields, which have been dominantly studied with a bibliometric focus. Using regression models, we analyze the impact of economic, political, educational, and social factors on the publication rates in these domains. Data from international databases on country-level indicators and scientific publications form the basis of our analysis. The results show that Gross National Income per capita is the strongest predictor of research output across all the fields studied. Research spending as a percentage of GDP also demonstrates a consistent positive relationship with publication rates. However, the impact of the factors varies across fields. Rural ecological revitalization (RER) is one of the five goals of China's rural revitalization strategy. However, there is a lack of an effective index system to evaluate RER levels, which hinders the implementation of this national policy and reduces the effectiveness and efficiency of public resource input. Using the driver-pressure-state-impact-response (DPSIR) framework, this study developed an evaluation framework consisting of 5 subsystems, 12 secondary indicators, and 33 tertiary indicators. Using the entropy-weighted TOPSIS method, we analyzed a set of 30 provinces' data and empirically determined the weights of each indicator. We found that the response subsystem had the largest weight (0.338), followed by the state (0.271), impact (0.148), pressure (0.130), and driver (0.113). We then evaluated the RER level in each province and found that five provinces had high RER levels, 16 provinces had moderate RER levels, and nine provinces had low RER levels. Using Moran's I, we examined spatial autocorrelation of provincial RER levels at global and local dimensions. We found significant positive global autocorrelations across all subsystems, indicating that geological aggregation exists in all RER subsystems. The local autocorrelation results showed that low–low and high–high patterns were the dominant local autocorrelation patterns. According to the findings, we discussed the possible implications of this RER evaluation index system and provided policy recommendations for strengthening RER in different regions across the country. Conservation easements (CEs) are used as a conservation mechanism to conserve the biodiversity and ecosystem on private land, and are receiving increasing attention around the world. Most of the literature mainly focused on the contribution of CE to private land conservation in the U.S. and other countries, while its role in collective land conservation remains underreported. China planned to build the world's largest national parks (NPs) and faced the conflict between nature conservation and social development. As a private and voluntary conservation tool, CEs have the potential to fill the conservation gap, reduce conservation costs, promote adaptive management, and incentivize sustainable national park construction. We reviewed the recent CE practices in Qianjiangyuan, Wuyishan and Nanshan National Parks. The local government and NP administration drove its practices in China's NPs, whereas non-profit organizations have few opportunities to participate. Furthermore, due to the current legislation's lack of explicit specifications regarding CEs, the provisions outlined in the CE agreement were insufficiently constructed and did not align with the unique circumstances of the park. After a decade of work, Brújula Intersexual has become a reference in Mexico and Latin America. However, the presence of the Latin American intersex movement in the specialised literature in English is restricted. We consider that conducting a self-reflexive review of Brújula Intersexual could contribute to understanding (1) the work strategies implemented by Brújula Intersexual; (2) the formation of the Spanish-speaking intersex community and movement in Mexico; and (3) the heterogeneous dynamics of the global intersex movement. We designed a qualitative–quantitative study involving discussion meetings with the Brújula Intersexual team, revision of the Brújula Intersexual archive, a scoping review, and a timeline. The results and discussion are focused on two axes: (1) Brújula Intersexual: structure and working strategies, in which two concepts are developed, namely, the intimate sphere and the atmosphere of trust; (2) The articulation of Brújula Intersexual within the intersex movement and its resonances in public policy. Researching Brújula Intersexual contributes to the collective memory and reveals important events that link the Spanish-speaking and global anglophone intersex movements. In particular, Brújula Intersexual was configured as a critical counter-device that manages intense flows of affection, allowing for the production of new subjectivation modes for people with intersex bodies. Many manufacturing firms face considerable difficulties in building export capacity and selling their products in international markets. These firms often struggle with unpredictable cost changes, logistical problems along the supply chain, and rising labor expenses that could threaten the competitive edge of manufacturing operations. As there is also a clear absence of practical export models tailored to the unique needs of industrial firms, our study aims to offer a more holistic approach to assessing the impact of cost components on enhancing export-oriented production capacity (EOPC), a perspective not comprehensively provided by the comparative advantage theory, the Heckscher–Ohlin model, or the resource-based theory. While offering a comprehensive analysis of cost components in production, we argue that adjusting the resources, managing the costs, and enhancing production efficiency can significantly improve the EOPC of the manufacturing firms. Using primary data collected from 200 manufacturing firms in Oman during the period 2012–2016, multiple regression analysis followed by descriptive statistical analysis together with a correlation matrix indicates strong positive relationships between the EOPC and factors such as the raw material cost (RMC), labor wages (LW), labor force (LF), and R&D costs (RND). Multicollinearity assessment shows VIF values below the threshold, suggesting reliable estimates. Interaction terms and market conditions were integrated into the model, enhancing its predictive accuracy. Preliminary multiple regression analysis confirms the significant impact of the RMC, LW, LF, and R&D on the EOPC, while highlighting the importance of market conditions in moderating these effects. The model's adjusted R2 value indicates a strong fit, showing that the independent variables account for a substantial proportion of the variance in the EOPC. Each variable's importance is reflected in its coefficient, while p-values assess the statistical significance, highlighting which factors are crucial for enhancing export capabilities. Specifically, low p-values for cost components, labor force size, and wages confirm their significant influence, and varying market conditions further modulate these effects, demonstrating the accurate interplay between internal and external factors. Adjustments in cost components under varying market scenarios were analyzed, indicating optimal strategies for increasing the EOPC. Of the five scenarios proposed to distribute the cost either among some variables while keeping others constant or among all the factors, the best-case scenario adjusted all variables together, resulting in a 20% increment in exports. We conclude with some practical and policy implications for governments to support industries in accessing cheap resources through tax reductions on imported raw materials and efficient supply chains, while promoting innovation, technology adoption, and R&D investment at the firm level. The South African preferential procurement policy emerged from the demand for transparency, fair competition, value-for-money, standardised and benchmark pricing, and regulation of public procurement arrangements in the construction industry. The policy aims to address historical inequalities, support economic growth, and foster sustainable development. The effectiveness of the preferential procurement policy in South Africa is affected by the inhibiting factors of its implementation system. Given this, this study assesses the factors inhibiting preferential procurement policy implementation in the South African construction industry. This study reviewed the extant literature from online databases as a secondary data source to identify and understand the factors inhibiting procurement policy implementation. A quantitative research design using a closed-ended survey questionnaire surveyed 31 identified inhibiting factors affecting procurement policy implementation from the literature review. One hundred sixty-seven (167) questionnaires were retrieved from two hundred (200) distributed, representing an 83.5 per cent response rate, distributed through Google Forms to the respondents in Northwest Province, South Africa. The reliability of the data collection instrument was determined using Bartlett's sphericity, Cronbach's alpha, and Kaiser–Meyer–Olkin tests. The exploratory factor analysis findings established eight components from the 31 identified inhibiting factors affecting procurement policy implementation, which are the absence of due diligence in procurement screening, corruption and political interference in procurement systems, an ineffective regulatory framework supporting public procurement policy, discrepancies in award of contracts and the absence of dispute resolution, ambiguity in procurement selection criteria, poor enforcement mechanisms, cost discrepancies in advance payment, and excessive bureaucracy in procurement documentation. This study's practical implications provide an understanding of establishing and prioritising procurement selection criteria, such as project requalification requirements, cost performance requirements, technology integration in the prequalification process, and contract change order requirements, which would improve procurement systems in the South African construction industry. Cognitive frailty, which is characterized by the co-occurrence of physical frailty and cognitive impairment, poses significant risks to the well-being and independence of elderly individuals. Previous research has established that demographic, health-related, and social factors contribute to both physical frailty and cognitive decline. However, the role of social factors in influencing cognitive frailty remains unclear. This study aims to identify the relationship between social factors and cognitive frailty among Korean older adults living in the community. We performed secondary analyses of data from the 2020 Survey on Older Adults. After entering demographic factors and health-related factors into the logistic model as covariates, this study explored the association between cognitive frailty and social factors, including living arrangements, social support, the frequency of engagement in social activities per week, and satisfaction with friends and community. Among participants, approximately 2.9% had cognitive frailty, 3.2% had only physical frailty, and 21.9% had only cognitive decline. Lower levels of satisfaction with friends and the community and infrequent participation in social activities were strongly correlated with cognitive frailty. These findings emphasize the necessity of public health programs that encourage older individuals' social involvement. A supportive social environment can be fostered through initiatives that promote community events, group activities, and volunteerism. Public health policies should prioritize the development and maintenance of social activity centers that offer various programs to prevent progression to cognitive frailty in older adults. Land disputes have significantly disrupted legal order, production, and social harmony, and has been regarded as a quintessential challenge in public governance, attracting worldwide attentions from scholars. As an emblematic feature of China's latest reform and opening-up strategy, the Yangtze River Economic Belt (YREB) in China has experienced rapid development after entering the new era (2012–2021) alongside substantial risks and challenges, particularly regarding land disputes. Better understanding of the manifestation and formation mechanism of new characteristics of land disputes is beneficial for contemporary public governance and for achieving a high-quality development of the YREB, whose Gross Domestic Product (GDP) accounted for 46.3% of the national GDP in 2023. A total of 325,105 land dispute cases in 11 provinces or municipalities of the YREB from 2012 to 2021 were collected and analyzed. On this basis, an evaluation index system of the new characteristics of land disputes, named the overall land dispute (OLD) index, was constructed according to measurement theory by coupling the interactions of quantity, claim amounts, duration periods, and the appeal rate of land dispute. Then, the OLD index was evaluated by descriptive statistical methods, a geographic information system (GIS) spatial analysis, a center of gravity model, kernel density estimation, and Theil index methods, to reveal the new characteristics and formation mechanisms of land disputes in the YREB from 2012 to 2021. The results indicated that: (1) The OLD index exhibited a trend of an initial increase followed by a decline, indicating that land disputes in the YREB showed signs of alleviation. (2) The government's capacity for resolving land disputes was significantly improved, as evidenced by the decline in the OLD index from 0.59 in 2018 to 0.51 in 2021. This improvement could be attributed to the effectiveness of enhanced governmental working mechanisms, regulatory standards, and the integration of digital technologies. (3) The analysis of the center of gravity model indicated that the focus of land disputes shifted westward, propelled by national policy support for upstream regions of the YREB and the need for land ecological protection. (4) The analysis of kernel density estimation indicated that regional disparities in land disputes within the YREB had declined, driven by a positive trend toward balanced regional development and rural governance. In China, winning the battle for blue skies is a focal point of the central government's environmental governance efforts. Public evaluations provide validity and legitimacy to the Chinese government's top-level design for environmental governance. This study utilizes data from two waves of the Chinese General Social Survey (CGSS) conducted in 2013 and 2021, paired with objective air quality data, to conduct a longitudinal analysis of public evaluation of central government environmental governance in China. Furthermore, it explores the relationships between perceived air pollution, objective air quality, environmental knowledge, and public assessment of central government environmental performance. The findings indicate the following: (1) Over the past decade, there has been a noticeable improvement in air quality in China, leading to a significant enhancement in public perception of the central government's environmental performance. (2) Subjective perceptions of air pollution have a significant negative impact on evaluations of the central government, whereas objective environmental governance measures do not exhibit significant effects. (3) Environmental knowledge plays a negative moderating role in the relationship between perceived air pollution and public assessment of central government environmental performance; individuals with higher levels of environmental knowledge tend to express greater dissatisfaction with the central government's environmental performance upon perceiving air pollution. These research findings offer valuable insights for informing the formulation of environmental governance policies by the central government of China and provide lessons for other developing and highly polluting countries. The present study follows Chilean older persons' social participation in organizations. The methodology used corresponds to the data delivery period from the National Socioeconomic Characterization Survey (CASEN), where the samples used are 2003 (n = 257,077), 2009 (n = 246,924), 2011 (n = 200,302), 2015 (n = 266,968), and 2017 (n = 216,439). The data were processed using SPSS statistical software (version 27.0) for a descriptive analysis of the data and variable crossing, along with a comparison based on presenting the data in maps via QGis geographical software (3.36.6 version). The main finding of the present study is that while social participation in organizations continues a cross-sectional downward trend across Chilean population age groups, there are still good indicators among elderly people, determining non-participation profiles for public policy implementation. Some determinants for participation in this age group above the rest of the population may be due to improved health conditions, more free time after retirement, and cultural determinants inciting active participation in society. The topic of technology development and its disruptive effects has been the subject of much debate over the last 20 years with numerous theories at both macro and micro scales offering potential models of technology progression and disruption. This paper focuses on how theories of technology progression may be integrated and considers whether suitable indicators of this progression and any subsequent disruptive effects might be derived, based on the use of big data analytic techniques. Given the magnitude of the economic, social, and political implications of many disruptive technologies, the ability to quantify disruptive change at the earliest possible stage could deliver major returns by reducing uncertainty, assisting public policy intervention, and managing the technology transition through disruption into deployment. However, determining when this stage has been reached is problematic because small random effects in the timing, direction of development, the availability of essential supportive technologies or "platform" technologies, market response or government policy can all result in failure of a technology, its form of adoption or optimality of implementation. This paper reviews key models of technology evolution and their disruptive effect including the geographical spread of disruption. The paper then describes a use case and an experiment in disruption prediction, looking at the geographical spread of disruption using internet derived historic data. The experiment, although limited to one specific aspect of the integrated model outlined in the paper, provides an initial example of the type of analysis envisaged. The analysis of residential water demand has long attracted attention from researchers. However, the central topics at issue have evolved considerably, transitioning from estimating price and income elasticities to using experimental techniques that assess how to motivate households towards water conservation. In this literature review, we contribute to the existing literature by giving an updated overview of the state of the art in the central topics regarding residential water demand. Moreover, we present some interesting lines of research to be explored in the future. Thus, we first review some traditional key drivers of residential water demand. Second, we discuss the role of public policies when managing residential water demand, paying special attention to pricing tools. Next, we briefly review some of the methodological issues with respect to traditional econometrics and discuss related modeling. We then discuss the role of experimental designs and nudging on residential water use. This essay argues that a new subfield of AI governance should be explored that examines the policy-making process and its implications for AI governance. A growing number of researchers have begun working on the question of how to mitigate the catastrophic risks of transformative artificial intelligence, including what policies states should adopt. However, this essay identifies a preceding, meta-level problem of how the space of possible policies is affected by the politics and administrative mechanisms of how those policies are created and implemented. This creates a new set of key considerations for the field of AI governance and should influence the action of future policymakers. Delivering green building (GB) projects involve some activities that are atypical in comparison with conventional buildings. Such new activities are characterized by uncertainty, and they incur hidden costs that have not been expected nor are they readily appreciated among the stakeholders. This paper develops a typology and chronology to examine the new activities that are associated with transaction costs (TCs) in the real estate development process (REDP) of green building. Through in-depth interviews with representatives from the major developers in Hong Kong who have experiences in GB practice, this study aims to unearth TCs involved at the critical stages of the REDP. Apart from reconfirming the early project planning stage as the most critical in the consideration of TCs, the study results also identified "extra legal liability risk of the GB product" as the major concern for any GB developer in Hong Kong. The key additional activities that bring significant TCs in developing GB are identified and compared to their traditional counterparts. In turn, project managers not only have to pursue overall cost management whilst winning more business, but they also have to pay particular attention to sustainability in order to minimize hidden societal costs. The study also provides a reference for governments and professionals that will aid in forming policy as well as advance the practice of the GB market by optimizing the societal costs. The COVID-19 pandemic is a major problem facing humanity throughout the world. The rapid and accurate tracking of population flows may therefore be epidemiologically informative. This paper adopts a massive amount of daily population flow data (from January 10 to March 15, 2020) for China obtained from the Baidu Migration platform to analyze the changes of the spatiotemporal patterns and network characteristics in population flow during the pre-outbreak period, outbreak period, and post-peak period. The results show that (1) for temporal characteristics of population flow, the total population flow varies greatly between the three periods, with an overall trend of the pre-outbreak period flow > the post-peak period flow > the outbreak period flow. Impacted by the lockdown measures, the population flow in various provinces plunged drastically and remained low until the post-peak period, at which time it gradually increased. (2) For the spatial pattern, the pattern of population flow is divided by the geographic demarcation line known as the Hu (Heihe-Tengchong) Line, with a high-density interconnected network in the southeast half and a low-density serial-connection network in the northwest half. During the outbreak period, Wuhan city appeared as a hollow region in the population flow network; during the post-peak period, the population flow increased gradually, but it was mainly focused on intra-provincial flow. (3) For the network characteristic changes, during the outbreak period, the gap in the network status between cities at different administrative levels narrowed significantly. Thus, the feasibility of Baidu migration data, comparison with non-epidemic periods, and optimal implications are discussed. This paper mainly described the difference and specific information under non-normal situation compared with existing results under a normal situation, and analyzed the impact mechanism, which can provide a reference for local governments to make policy recommendations for economic recovery in the future under the epidemic period. This paper examines attempts to integrate environmental sustainability goals into the design and implementation of projects funded by the EU Structural Funds programmes in the U.K. between 2000 and 2006. It does so by comparing how the two "horizontal priorities" (environmental sustainability and gender equality) fared in terms of understanding and acceptance by project applicants. It places this material within the wider context of literature on environmental policy integration and inter-agency cooperation. A "policy coordination" framework is used as a heuristic device to construct an account of the ways in which the two themes were handled through the interplay of the myriad of actors and organisations involved in the process. A key part in this involved the deployment of "policy champions" to work with external organisations bidding for funding to support projects that formed the core of programme implementation. The paper also examines the variable reactions on the part of project designers to the requirement to incorporate environmental and gender goals and the greater inter-professional networking that these implied. The comparison between the two priorities clearly demonstrates the difficulties inherent in the breadth and complexity of environmental issues and the need in the first instance to link them to relatively simple actions directly associated with economic development activity. Waste management is a distinct practice aimed at reducing its effects on health and the environment and increasing energy and material recovery. The urban waste management industry has been slow to adopt new technologies, such as sanitary landfills and incineration, which enable better treatment results. The aim of a thorough ecological-economic evaluation of different treatment technologies is to extract the maximum practical benefits from investments and to ensure the minimum environmental impacts of wastes. This paper compares four garbage treatment systems, including sanitary landfills systems, fluidized bed incineration system, grate type incineration system and the current landfills system in Liaoning Province, China. By considering the economic and environmental impacts of waste treatment and disposal, impact of emissions, and contribution of wastes input, this paper constructed an emergy-based urban solid waste model for evaluating the sustainability of the holistic systems. The results in Liaoning indicate that the human health losses caused by the harmful air emissions are ranked in this order: fluidized bed incineration > grate type incineration > current landfills > sanitary landfills, while the ecosystem losses are ranked: grate type incineration > fluidized bed incineration > sanitary landfills > current landfills. The electricity yield ratios are ranked: grate type incineration > fluidized bed incineration > sanitary landfills > current landfills. Taken together this suggests that in considering the incineration option, decision makers must weigh the benefits of incineration against the significant operating costs, potential environmental impacts, and technical difficulties of operating. Emergy analysis of the urban so treatment systems can provide a set of useful tools which can be used to compare the comprehensive performances of different waste treatment processes for decision-making and optimizing the whole process. This paper begins with an account of Lucía Vega Jimenez, a Mexican woman who lived and worked in Metro Vancouver, Coast Salish Territories (Canada) and who died while held in detention in British Columbia's Immigration Holding Centre. This article argues that Lucía's story exposes a number of critical aspects regarding the geographies and politics of migration in Canada today. First, Lucia's story points to the ways in which Canada's determination process invisibilises certain forms of violence and, as such, serves as a highly restrictive and exclusionary mechanism. Second, it shows how this exclusionary mechanism extends like 'capillaries' throughout urban space. In this context city services (like transit) increasingly become less spaces of refuge, and more privatized border checkpoints. Third, following Lucia's story reveals how city checkpoints funnel people with precarious status into remote detention, akin to Foucault's 'carceral archipelago.' While expanding on carceral literature, this paper departs from existing scholarship that tends to think about remoteness horizontally. The paper argues that it is below the surface where carceral regimes become particularly hostile and—as such—the paper calls for deepened engagement with questions of verticality. Finally, the article illustrates how subterranean carceral dimensions are being politicized, agonistically, through sanctuary practices. [ABSTRACT FROM AUTHOR]
