This paper addresses the assessment of woody biomass resources in Russia and the Baikal region. The analysis of the literature demonstrates that the Baikal region has considerable amounts of waste from the logging, timber processing, and pulp and paper industries (up to 220 PJ). A review of utilization technologies for woody biomass demonstrates that the existing technologies based on biomass gasification are promising for energy purposes. The gasification of biomass for small-capacity power plants has some advantages compared to its combustion. This paper considers an autonomous power system that consists of photovoltaic converters, wind turbines, storage batteries, a biomass gasification power plant, and a diesel power plant. A mathematical model used to optimize the system's structure finds the minimum of the total discounted costs for the creation and operation of the system with some constraints met. Based on mathematical modeling, the cost-effectiveness of such a power supply system is assessed for different climatic zones of the Baikal region and the coastal area of Lake Baikal. The findings indicate that the optimal solution is the integration of various renewable energy sources in hybrid power systems. The proportion of energy sources of different types in the installed capacities is found. The study demonstrates that the optimal structure of the power system can provide significant savings (the total discounted costs are reduced by almost 2.5 times compared to the option using a diesel power plant alone). The global energy sector is in a period of transition, during which time it is expected that renewable and low-carbon energy sources, such as wind and solar, will replace traditional fossil fuels, including oil, gas, and coal. The energy transition is happening not only to limit the environmental impact of fossil fuel production and consumption but also to ensure energy security, reliability, access, affordability, and sustainability. The importance of the energy transition has been amplified by recent events, notably the Russian-Ukraine conflict. Economic, financial, and trade sanctions against Russia, and in particular its oil and gas industry, have forced countries to find new suppliers in the short term, but also to investigate new and more sustainable sources to guarantee long-term energy security. Given the importance of energy, it is perhaps not unexpected that there is a considerable body of recent academic literature, particularly over the last 4–5 years, studying what industries, consumers, governments, and markets can do to help bring about a faster energy transition. In this paper, we provide a review of the literature that pertains to the economic aspects of the energy transition. While our initial search of the literature is targeted at uncovering all relevant articles on the subject, we focus most of our discussion on the most influential articles in prominent journals and articles published in this journal—Energies. This review is intended to help identify active topics and potential research gaps and provide future direction, so we hope it will prove useful to the readers and authors interested in this topic. The lingering COVID-19 pandemic and ongoing war between Russia and Ukraine have wreaked havoc on the global oil supply chain. The current disruption of the oil supply chain and the rapidly growing energy demand created unprecedented oil shortages and raised the oil price beyond the affordable level. As worldwide oil price hikes continue, there is an urgent need for developing alternative energy sources, such as smart rural energy. Despite its enormous potential as a viable alternative to traditional fossil fuel-based energy sources, smart rural energy has never been fully utilized in society. The limited use of smart rural energy may be related to its lack of commercialization, which could have created more eco-friendly and cost-efficient alternative energy sources. This paper assesses the eco-friendliness and cost-efficiency of smart rural energy sources such as solar, wind, biomass, and hydropower for the first time. This paper is also one of the first studies that intends to develop viable strategic plans for commercializing smart rural energy using strategy maps, which subsequently helps increase public awareness of renewable energy by creating visual communication tools that convey the benefits of smart rural energy commercialization to multiple stakeholders, including government entities, business communities, and energy consumers. The global energy crisis, which began in 2021 due to the extraordinary economic recovery after the pandemic and intensified after Russia's invasion of Ukraine in February 2022, has changed the conditions of energy management, paying more attention to energy efficiency. Natural gas prices have reached record levels and, consequently, so have electricity prices in some markets. Oil prices have reached their highest level since 2008. Higher energy prices have contributed to sharply increased inflation. Households are again becoming interested in buying coal as a source of heat. High energy and gas prices have pushed many families into poverty and forced some factories to cut production or even close. They have also slowed economic growth to the point where some countries are heading for a serious recession. Paradoxically, the negative effects of the energy crisis may accelerate the introduction of cleaner, sustainable, renewable energy such as wind and solar energy. The energy crisis is comparable to the oil crisis of the 1970s, when it contributed to significant advances in energy efficiency. The current crisis has highlighted the importance of investments in renewable energy resources and initiated the process of integrating regional markets, developing energy efficiency and promoting renewable energies. The aim of this article is to comprehensively explore the complex relationship between energy awareness, consumption patterns, and energy efficiency, with a focus on both individual consumers and industries, during the global energy crisis. This paper is based on a literature review, overarching policy documents, energy reports, and other secondary documents. The primary research method was the systematic literature review method, based on which the impact of the global energy crisis on energy efficiency was evaluated. This study emphasizes the diverse influences on energy awareness, ranging from economic factors to consumer preferences and environmental consciousness. The findings of the paper underscore the significant responsibility of industries in contributing to energy-saving efforts and the active role of consumers in the energy market. The responsibility of industries in contributing to energy efficiency is highlighted, with a call for a comprehensive approach that integrates energy-saving criteria into product development and corporate social responsibility. The aim of this paper is to simulate the European natural gas system in extreme situations and to determine its weaknesses in terms of demand coverage. An assessment has also been made of the targets set for existing energy efficiency regulations and their effects on the coverage of future natural gas demand. This document assesses the potential for energy efficiency improvements associated with European countries and the effect of such improvements on the lessening of the natural gas demand. Once the efficiency improvement potential has been identified, the results of demand coverage in various scenarios of natural gas supply cut-off via pipelines were studied. The expected result reflects the study of the effect of the presumed demand reduction, due to the improvement of energy efficiency, on the self-sufficiency of the natural gas network and the improvement of energy coverage for EU countries. To carry out this study, an evaluation of the current infrastructures was developed, the existing resources were optimized, and the independence of the system was quantified in relation to the current situation of natural gas consumption at the European level. The proposed model has resulted in improvements in the coverage of the demand of certain countries and has detected those with systems that are not robust enough to face extreme crisis situations. The main conclusions are that the natural gas system has improved considerably from 2009 to the present, and that, in the event of massive gas cuts, there is a real risk of being unable to cover the natural gas demand of several countries with a very high dependence on gas from Russia. The COVID-19 pandemic and Russia's war on Ukraine have impacted the global economy, including the energy sector. The pandemic caused drastic fluctuations in energy demand, oil price shocks, disruptions in energy supply chains, and hampered energy investments, while the war left the world with energy price hikes and energy security challenges. The long-term impacts of these crises on low-carbon energy transitions and mitigation of climate change are still uncertain but are slowly emerging. This paper analyzes the impacts throughout the energy system, including upstream fuel supply, renewable energy investments, demand for energy services, and implications for energy equity, by reviewing recent studies and consulting experts in the field. We find that both crises initially appeared as opportunities for low-carbon energy transitions: the pandemic by showing the extent of lifestyle and behavioral change in a short period and the role of science-based policy advice, and the war by highlighting the need for greater energy diversification and reliance on local, renewable energy sources. However, the early evidence suggests that policymaking worldwide is focused on short-term, seemingly quicker solutions, such as supporting the incumbent energy industry in the post-pandemic era to save the economy and looking for new fossil fuel supply routes for enhancing energy security following the war. As such, the fossil fuel industry may emerge even stronger after these energy crises creating new lock-ins. This implies that the public sentiment against dependency on fossil fuels may end as a lost opportunity to translate into actions toward climate-friendly energy transitions, without ambitious plans for phasing out such fuels altogether. The wholesale electricity and capacity market constitute the backbone of the Russian power industry. It is in this market that large suppliers and buyers operate, and its entire turnover is consequently transmitted to the retail market. Our paper presents a theoretical overview of the main tools for forming the cost of electricity and capacity in the wholesale market in Russia (depending on the regional affiliation), the type of end users, and the degree of state participation. We consider the specifics of the formation of the cost of electricity and capacity in the price and non-price wholesale markets of Russia, which differ in territorial, climatic, and economic characteristics, as well as the established structure of generation. In the empirical part of the paper, we carry out a structural analysis of the volumes of trade in electricity and capacity in the price and non-price zones of the market. Furthermore, we explain the reasons for the current dynamics of prices in the wholesale market. Using the obtained results, we calculate the maximum annual effect of the solar power plant operation in various zones of the Russian wholesale market, as well as in the retail market. In addition, we estimate the economic incentive for the transition of the functioning of power facilities from the wholesale to the retail market. Our results can be of considerable practical importance and might be used for improving the strategy for the development of the electric power industry at the regional level both in Russia and in the other countries. Amidst the ongoing European energy crisis, the EU has proposed a legislative package to enhance gas independence from Russia, diversify energy supplies, and increase renewable energy targets. However, the urgency for energy security has led some countries to prioritise gas independence over decarbonisation, potentially sacrificing or delaying EU targets. Considering this framework, this article contributes to the body of knowledge by examining the electricity mix of the six most significant EU countries in terms of generation capacity, considers their alignment with 2025 energy transition goals, and analyses the latest legislative trends to evaluate their compatibility with EU objectives. The findings from these analyses indicate that EU members are currently prioritising gas independence, which has led to re-starting or extending the lifespan of coal-fired power plants and an increasing interest in nuclear energy as a low-carbon alternative. These findings have significant implications as they reveal how countries are being steered away from their pre-crisis energy transition paths, resulting in the formation of new perspectives for both the short and long term. This research investigates the impact of oil price, income and carbon dioxide emissions on renewable energy consumption in Russia for the data period from 1990 to 2015, using the Vector Error Correction Models and the Canonical Cointegrating Regression method. This article is the only study conducting individual time-series analysis that emphasizes the effect of oil price on renewable energy consumption in the case of Russia. The results of empirical analysis conclude that oil price affects renewable energy consumption negatively. The negative oil price effects on renewable energy use can be interpreted as a sign of issue that stems from higher oil prices and slows the transition from conventional to renewable energy sources. Additionally, we found that there is a positive and statistically significant influence of real GDP per capita as a proxy of income on renewable energy consumption, whereas the carbon dioxide emissions have a negative and statistically insignificant influence on renewable energy consumption. Considering these empirical results, Russia, which has a significant share in energy production in the world, should focus on the use of renewable energy in order to maintain this superiority and its sustainability. The energy crisis caused by global structural changes in the economic sphere is the cause accelerating the energy transition based on the concept of sustainable development. This study is to test the hypothesis about the incentive effect of tax expenditures on alternative energy and energy conservation. The objects of empirical research are the EU, OECD countries, OECD partner countries and Russia from 2018–2020. The tools of scientific research are based on methods of economic–statistical and comparative analysis and expert judgments. The concept of tax expenditures in terms of decarbonization is analyzed using a systematic approach. The integrated methodological approach shows the relationship between the tax policy and government strategies in achieving sustainable development goals to ensure the transition to rational energy consumption patterns and sustainable energy sources. The authors analyze incentives for the energy sector and alternative energy sources in the considered groups of countries, and they assess the scale of tax expenditures in the energy sector for OECD countries. There are two types of tax expenditures for achieving environmental sustainability—increasing renewable energy sources and improving the energy efficiency. The authors apply the multivariate average formula to assess the scale of tax incentives in OECD countries. The results are typified depending on the scale of tax expenditures as one of the tools and these results are grouped according to the dynamics. In the presented sample, a wide range of tax benefits and preferences is typical for the leading countries in the ranking. Successful energy transitions, also referred to as leapfrog development, present enormous prospects for EU nations to become carbon neutral by shifting from fossil fuels to renewable energy sources. Along with climate change, EU countries must address energy security and dependency issues, exacerbated by factors such as the COVID-19 pandemic, rising energy costs, conflicts between Russia and Ukraine, and political instability. Diversifying energy sources, generating renewable energy, increasing energy efficiency, preventing energy waste, and educating the public about environmental issues are proposed as several strategies. The study draws the conclusion that central European countries may transition to a clean energy economy and become carbon neutral on economic and strategic levels by locating alternative clean energy supply sources, reducing energy use, and producing renewable energy. According to the study, the EU energy industry can be decarbonised and attain energy security using three basic strategies, such as supply diversification, energy savings, and quicker adoption of renewable energy to replace fossil fuels. The paper is devoted to the assessment of the prospects of implementing clean energy sources in Russia, where the current energy policy goal is to increase the role of renewable and clean energy sources. The research is based on data from the Krasnoyarsk Region as one of the largest territories but also as a representative model of Russia. The aim of the study is to identify where and which renewable energy source (solar, wind, hydro and nuclear) has the highest potential. The novelty of our research lies in its holistic nature: authors consider both geographical and technical potential for renewable energy sources development as well as prospective demand for such resources, while previous research is mostly focused on specific aspects of renewable energy development. We also consider the level of air pollution as an important factor for the development of renewable energy sources. The results of the study show that there is a strong potential for clean energy sources in the Krasnoyarsk Region. The resulting matrix identifies the potential of energy sources across all the municipal entities and also indicates whether the source of energy is primary or supplemental and where several sources may be implemented in cooperation. Under the conditions of climate change and energy crisis stemming from the COVID-19 pandemic and the embargo on the supply of raw materials from Russia, high hopes are attached to the development of renewable energy in terms of meeting energy needs. Still, renewable energy has some drawbacks too. In the most dynamically growing solar and wind energy industries, the main problems that are indicated include this energy storage and ensuring the security of supplies. These are supposed to be solved by the digital transformation of renewable power generation plus the entry of market players that implement digital business models in renewable energy. The purpose of the article is to identify a framework "digital compass" of business models in renewable energy within a group of solar and wind energy start-ups, operating in energy storage and supply industries. At the base of this study there were: digital technologies, customer orientation, delivery of value and revenue stream. The research algorithm applied here enabled the identification and classification of startup business models based on secondary data using R software. The results show that the identified startups implement digital business models to a minor extent. Startups dealing with solar energy storage stand out in a quite positive manner. The low digital attractiveness of investing in wind energy storage and supply (which, to a smaller extent applies to solar energy), is also indicated the investment preferences of big-tech. Due to the depletion of traditional energy sources, the rising costs of their operation and the need to transition to a sustainable economy, it becomes relevant to increase the share of renewable energy sources in total consumption. The purpose of this study is to determine the role of renewable energy and the establishment of factors determining pro-environmental behavior. The data of the author's sociological survey of the population of the Arctic regions of Russia and methods of descriptive statistics were used, and regression analysis was carried out. The study shows the ecological and energy characteristics of the Arctic regions of Russia. The main advantages and possibilities of transition to renewable energy sources have been identified. A relationship has been established between the degree of involvement in pro-environmental behavior and knowledge about renewable energy, the perceived importance of environmental problems, age, income, education, amount of waste produced and current electricity costs. It is shown that the degree of involvement in pro-environmental behavior affects the willingness to pay more for renewable energy. A number of institutional measures to promote renewable energy, increase willingness to pay for renewable energy and spread pro-environmental behavior are proposed. [ABSTRACT FROM AUTHOR]

The energy transition from inefficient fossil-based to sustainable energy systems can face various lock-ins. There are no pathways that are free of stress. However, many routes are possible. A good understanding of the dynamic behavior of systems is crucial, and proper support tools are needed to assess the outcomes of every selected pathway. This study aims to develop an Internet-based interface tool for the national energy simulation model as a tool for a "hybrid forum"; study energy transition lock-ins in one of the Eastern European countries; and apply the interface tool to study different pathways to Latvia's climate and energy goals. System dynamics are used to reach the goals of the study. A causal loop diagram is applied to study feedback loops and lock-ins, a stock-and-flow structure is used to build a simulation model, and a user interface tool is built on top of it. The results show that the developed interface tool is user-friendly and can be used as a discussion platform. The results from the case study reveal how the soft power of Russia can lock in the energy transition in Eastern European countries by creating policy choices with additive effects and what pathways towards energy transition can be used to lock-out. Many hydrocarbon-rich countries have recognized the global shift towards renewable energy sources, and Russia is not an exception. Drawing on two strands of literature—technological innovation systems and the advocacy coalition framework—we investigate the roles of actors and coalitions in shaping the Russian renewable energy policy and explore why particular renewable energy sources have progressed more than others, and what the main reasons are for their sudden development. The results show that the more successful renewable energy industries are those that were promoted by influential actors from traditional energy industries. Moreover, these actors also promoted the specific design of support schemes for renewable energy policy in Russia. We discuss the importance of policy process theories for understanding energy transition studies and provide specific policy recommendations for policy creation in the renewables industry. The exhaustion of fossil fuels causes decarbonized industries to be powered by renewable energy sources and, owing to their intermittent nature, it is important to devise an efficient energy storage method. To make them more sustainable, a storage system is required. Modern electricity storage systems are based on different types of chemical batteries, electromechanical devices, and hydrogen power plants. However, the parameters of power plant components vary from one geographical location to another. The idea of the present research is to compare the composition of a solar-powered hydrogen processing closed-cycle power plant among the selected geographical locations (Russia, India, and Australia), assuming the same power consumption conditions, but different insolation conditions, and thus the hydrogen equipment capacity accordingly. The number of solar modules in an array is different, thus the required hydrogen tank capacity is also different. The comparison of equipment requires building an uninterrupted power supply for the selected geographical locations, which shows that the capacity of the equipment components would be significantly different. The "European Green Deal" has ambitious aims, such as net-zero greenhouse gas emissions by 2050. While the European Union aims to make its energies greener, Russia pursues power-goals based on its status as a geo-energy superpower. A successful "European Green Deal" would have the up-to-now underestimated geopolitical advantage of making the European Union less dependent on Russian hydrocarbons. In this article, we illustrate Russian power-politics and its geopolitical implications by analyzing the illustrative case of the North Caucasus, which has been traditionally a strategic region for Russia. The present article describes and analyses the impact of Russian intervention in the North Caucasian secessionist conflict since 1991 and its importance in terms of natural resources, especially hydrocarbons. The geopolitical power secured by Russia in the North Caucasian conflict has important implications for European Union's energy supply security and could be regarded as a strong argument in favor of the "European Green Deal".
