Our study aimed to analyse socio-economic sustainability and the drivers of land abandonment in the Kras region of Slovenia, a representative eastern Mediterranean farmland area. We also sought to provide policy recommendations for supporting biodiversity conservation and facilitating the sustainable transition of similar High Nature Value (HNV) farming systems across Europe. The Slovenian Typical Farm Model (SiTFarm) was used to assess the economic performance of representative livestock and wine-growing farm types. Additionally, in-depth interviews with farmers were conducted to understand their perspectives on these farming systems and their preferences for alternative management strategies and policy instruments. Our findings indicate that, due to the introduction of basic income support for sustainability and complementary voluntary coupled payments, budgetary support for the livestock sector in the region is projected to increase by 27–55% in estimated gross margins during the 2023–2027 Common Agricultural Policy (CAP) period, depending on the farm type. Furthermore, farms can enhance their economic performance by converting to organic farming and enrolling in agri-environmental schemes that promote extensive grasslands management, which is crucial for biodiversity conservation. This suggests that Slovenia's current CAP strategic plan adequately addresses the maintenance of the existing farming systems. However, the region faces significant challenges, particularly in restructuring small farms and adding value to primary farm products. These issues appear to be insufficiently addressed by the current CAP strategic plan, implying that limited progress is expected in mitigating land abandonment in the long term. Comprehensive strategies for the development of feasible HNV farming systems, aligned with biodiversity conservation recommendations, and a well-managed system of supporting institutions and policy instruments is needed to facilitate more market-oriented and sustainable development of agriculture at the local level. The Latest Common Agricultural Policy reform intends to expand and strengthen environmental and social support and to liberalise the delivery model carried out through strategic planning. This paper aims to assess the potential impacts of the new CAP reform on the main agricultural markets in Croatia. The impact assessment is analysed using the AGMEMOD model where, in addition to the baseline scenario, three scenarios of potential changes are developed and compared to the baseline. Changes in market patterns (production, yield and net trade) at the end of the simulated period are compared with the baseline scenario results by 2030. The reduction in support levels to production, abolishment of voluntary coupled supports and introduction of additional environmental constraints have a significant impact on the main Croatian agricultural markets. Crop markets prov to be less dependent on subsidies, so that market pattern changes will not mean the loss of Croatia's net export status for soft wheat, maize and soy beans, while barley no longer holds this status. Livestock sectors, especially beef and dairy, in addition to demonstrating a distinct lack of competitiveness even before the Croatian accession to the EU, additionally suffer significant production volume losses along with an increase in imports. Simple Summary: Maintaining minimum population sizes for local livestock breeds is a key goal in the conservation of animal genetic resources. As markets and livestock production systems have tended to favour a narrow base of high-output improved breeds, countries have had to use financial and other incentives to motivate breeders to keep local breeds. This paper explores the potential for more cost-effective alternatives to the most commonly used financial incentive, a fixed payment per animal or livestock unit. We compare the current fixed payment incentives for local breeds under the Slovenian Rural Development Programmme with those instead determined through a competitive tender approach. A stated preference survey was realised to determine the conditions under which breeders would be willing to participate in such an incentive system based on differentiated payments. Willingness to accept (WTA) payment for conservation was found to differ significantly from actual payment levels, being lower for the local sheep and goat breeds, and higher for the local pig breed. This suggests that implementation of differentiated payments would be more cost-effective; particularly when accompanied by measures to streamline administrative requirements, improve access to breeding stock and target support for local breed market valorisation (e.g., promotion of value chains based on designated quality schemes). Local livestock breeds in Slovenia have been eligible for financial incentives in the form of a fixed payment per livestock unit (LU) since 2002. The scheme has however not been successful in reversing the erosion of animal genetic resources (AnGR). This paper investigates an alternative, whereby incentive payments would better reflect breeders' actual opportunity costs. The paper contributes to the limited existing body of knowledge related to the use of tender mechanisms in the design of the payments for agrobiodiversity conservation schemes (PACS), particularly for AnGR. Empirical findings draw on the results of a stated preference survey involving 301 farmers in Slovenia, engaging, or being potentially able to engage, in the rearing of local pig, sheep and goat breeds. Interval and logistic regression model results suggest that willingness to accept (WTA) conservation support significantly differs from actual payment levels. The estimated WTA was found to be 27% lower for the local sheep and goat breeds and 5% higher for the local pig breed, suggesting that differentiated incentive payments would provide a more cost-effective alternative. Additional analysis of breeders' preferences and motives for engaging in local livestock breed production further informs understanding regarding AnGR conservation policy and the importance of accompanying actions to reverse negative population trends.
