The Right to Build is defined by textual elements that determine what an owner can build on a parcel. Such regulations contain elements that can influence the development of territories. Expressed through legal texts, their effects on the territory are difficult to assess because of the documents' complexity and of the diversity of urban configurations. In this paper, we present a generic and extendable model to represent such regulations. This model is based on (1) a representation of geographical concepts (attributes, features and relations) mentioned in regulations and (2) rules formalized with Object Constraints Language (OCL). We also propose an implementation that allows the handling of formalized rules in order to check if a building configuration proposal respects urban regulations. Many applications are possible in order to assist in the conception of such regulations, land acquisition strategy or territorial evolution studies, in this article, we notably describe a future application dedicated to assist building permit surveyors. The multitude of satellite data products available offers a large choice for urban studies. Urban space is known for its high heterogeneity in structure, shape and materials. To approach this heterogeneity, finding the optimal spatial resolution (OSR) is needed for urban form detection from remote sensing imagery. By applying the local variance method to our datasets (pan-sharpened images), we can identify OSR at two levels of observation: individual urban elements and urban districts in two agglomerations in West Europe (Strasbourg, France) and in Southeast Asia (Da Nang, Vietnam). The OSR corresponds to the minimal variance of largest number of spectral bands. We carry out three categories of interval values of spatial resolutions for identifying OSR: from 0.8 m to 3 m for isolated objects, from 6 m to 8 m for vegetation area and equal or higher than 20 m for urban district. At the urban district level, according to spatial patterns, form, size and material of elements, we propose the range of OSR between 30 m and 40 m for detecting administrative districts, new residential districts and residential discontinuous districts. The detection of industrial districts refers to a coarser OSR from 50 m to 60 m. The residential continuous dense districts effectively need a finer OSR of between 20 m and 30 m for their optimal identification. We also use fractal dimensions to identify the threshold of homogeneity/heterogeneity of urban structure at urban district level. Socio-economic development has promoted the modification of land cover patterns in the coastal area of Ha Long, Cam Pha cities since the 1990s. The urban growth, together with intensive coal mining activities, has improved the life quality of residents. However, it has also caused many environmental problems in this region. Change detection techniques based on post-classification comparison were applied for monitoring the spatial and temporal evolution of land covers. The confusion matrix for 2001 and 2019 showed high overall accuracy (97.99%, 94.95%) and Kappa coefficient (0.97, 0.92), respectively. Statistics from classified images have revealed that man-made features increased by about 15.32%, while natural features, mangrove jungles, and water bodies decreased 10.64%, 1.96%, 2.72%, respectively, and urban evolution presents various dynamics, soft in the first period (1991–2001), but stronger in the second period (2001–2019) with different characteristics. The study also expresses the constraint of topographic and geologic resources, which have prevented the urban development in this coastal area. Such obtained results are very important for understanding interactions and relations between natural and human phenomena and they may help authorities by providing indicators and maps able to highlight necessary actions for sustainable development. Environmental research and management organizations are mutually dependent when it comes to produce and use knowledge in favor of responsible action in an increasingly uncertain world. Still, science and practice interfacing remains a challenge when it comes to implementing and sustaining a collaborative process. In this paper, we develop a descriptive framework to study the coevolution of scientific and planning activities embedded in a territorial system. Scientists and managers dynamically interact through institutional arrangements, operationalization of knowledge and information and communication tools. We propose an approach to systematically document transdisciplinary pathways and characterize the bounding process between organizations on a typical case-study, the coastal Thau territoire (Mediterranean Sea, France). By tracing, illustrating and analyzing coupled trajectories of environmental sciences and planning for the last decades, the Systemic Timeline Multistep methodology tackles cross-fertilization mechanisms. The relational analysis draws on the elaboration of a synchronic timeline to question co-evolution and grasp causal mechanisms of research projects interactions with management pathways. Its application on the Thau territoire shows that scientific activities and public actions shaped each other in a continuous process of interaction. It also gives insights into the contributive roles of long-term place-based research and intermediate organizations for the emergence of new sociotechnical arrangements. [ABSTRACT FROM AUTHOR]

Optical remote sensing can contribute to biodiversity monitoring and species composition mapping in tropical forests. Inferring ecological information from canopy reflectance is complex and data availability suitable to such a task is limiting, which makes simulation tools particularly important in this context. We explored the capability of the 3D radiative transfer model DART (Discrete Anisotropic Radiative Transfer) to simulate top of canopy reflectance acquired with airborne imaging spectroscopy in a complex tropical forest, and to reproduce spectral dissimilarity within and among species, as well as species discrimination based on spectral information. We focused on two factors contributing to these canopy reflectance properties: the horizontal variability in leaf optical properties (LOP) and the fraction of non-photosynthetic vegetation (NPVf). The variability in LOP was induced by changes in leaf pigment content, and defined for each pixel based on a hybrid approach combining radiative transfer modeling and spectral indices. The influence of LOP variability on simulated reflectance was tested by considering variability at species, individual tree crown and pixel level. We incorporated NPVf into simulations following two approaches, either considering NPVf as a part of wood area density in each voxel or using leaf brown pigments. We validated the different scenarios by comparing simulated scenes with experimental airborne imaging spectroscopy using statistical metrics, spectral dissimilarity (within crowns, within species, and among species dissimilarity) and supervised classification for species discrimination. The simulation of NPVf based on leaf brown pigments resulted in the closest match between measured and simulated canopy reflectance. The definition of LOP at pixel level resulted in conservation of the spectral dissimilarity and expected performances for species discrimination. Therefore, we recommend future research on forest biodiversity using physical modeling of remote-sensing data to account for LOP variability within crowns and species. Our simulation framework could contribute to better understanding of performances of species discrimination and the relationship between spectral variations and taxonomic and functional dimensions of biodiversity. This work contributes to the improved integration of physical modeling tools for applications, focusing on remotely sensed monitoring of biodiversity in complex ecosystems, for current sensors, and for the preparation of future multispectral and hyperspectral satellite missions. High-spectral-resolution hyperspectral data are acquired by sensors that gather images from hundreds of narrow and contiguous bands of the electromagnetic spectrum. These data offer unique opportunities for characterization and precise land surface recognition in urban areas. So far, few studies have been conducted with these data to automatically detect and estimate areas of photovoltaic panels, which currently constitute an important part of renewable energy systems in urban areas of developed countries. In this paper, two hyperspectral-unmixing-based methods are proposed to detect and to estimate surfaces of photovoltaic panels. These approaches, related to linear spectral unmixing (LSU) techniques, are based on new nonnegative matrix factorization (NMF) algorithms that exploit known panel spectra, which makes them partial NMF methods. The first approach, called Grd-Part-NMF, is a gradient-based method, whereas the second one, called Multi-Part-NMF, uses multiplicative update rules. To evaluate the performance of these approaches, experiments are conducted on realistic synthetic and real airborne hyperspectral data acquired over an urban region. For the synthetic data, obtained results show that the proposed methods yield much better overall performance than NMF-unmixing-based methods from the literature. For the real data, the obtained detection and area estimation results are first confirmed by using very high-spatial-resolution ortho-images of the same regions. These results are also compared with those obtained by standard NMF-unmixing-based methods and by a one-class-classification-based approach. Blind source separation is a common processing tool to analyse the constitution of pixels of hyperspectral images. Such methods usually suppose that pure pixel spectra (endmembers) are the same in all the image for each class of materials. In the framework of remote sensing, such an assumption is no longer valid in the presence of intra-class variability due to illumination conditions, weathering, slight variations of the pure materials, etc. In this paper, we first describe the results of investigations highlighting intra-class variability measured in real images. Considering these results, a new formulation of the linear mixing model is presented leading to two new methods. Unconstrained pixel-by-pixel NMF (UP-NMF) is a new blind source separation method based on the assumption of a linear mixing model, which can deal with intra-class variability. To overcome the limitations of UP-NMF, an extended method is also proposed, named Inertia-constrained Pixel-by-pixel NMF (IP-NMF). For each sensed spectrum, these extended versions of NMF extract a corresponding set of source spectra. A constraint is set to limit the spreading of each source's estimates in IP-NMF. The proposed methods are first tested on a semi-synthetic data set built with spectra extracted from a real hyperspectral image and then numerically mixed. We thus demonstrate the interest of our methods for realistic source variabilities. Finally, IP-NMF is tested on a real data set and it is shown to yield better performance than state of the art methods. [ABSTRACT FROM AUTHOR]
