The objectives of this experiment are to use the Space Technology Experiments Platform (STEP) system to demonstrate the viability of concentrator photovoltaic arrays by: (1) configuring a deployable mast on the STEP pallet with concentrator mass models and some active photovoltaic modules; (2) measuring the array pointing dynamics under normal rotation as well as disturbance conditions; (3) performing an array plasma interaction experiment to determine the steady-state plasma losses under various voltage conditions; and (4) providing active distributed control of the support truss to determine the improvement in dynamic response. Experiment approach and test control and instrumentation are described.

A new and unique approach to improving photovoltaic conversion efficiency, the reflective multiband gap solar cell concept, was examined. This concept uses back surface reflectors and light trapping with several physically separated cells of different bandgaps to make more effective use of energy from different portions of the solar spectrum. Preliminary tests performed under General Dynamics Independent Research and Development (IRAD) funding have demonstrated the capability for achieving in excess of 20% conversion efficiency with aluminum gallium arsenide and silicon. This study analyzed the ultimate potential for high conversion efficiency with 2, 3, 4, and 5 different bandgap materials, determined the appropriate bandgaps needed to achieve this optimized efficiency, and identified potential problems or constraints. The analysis indicated that an improvement in efficiency of better than 40% could be attained in this multibandgap approach, compared to a single bandgap converter under the same assumptions. Increased absorption loss on the back surface reflector was found to incur a minimal penalty on efficiency for two and three bandgap systems. Current models for bulk absorption losses in 3-5 materials were found to be inadequate for explaining laboratory observed transmission losses. Recommendations included the continued development of high bandgap back surface reflector cells and basic research on semiconductor absorption mechanisms.

Requirements for prime power generation from solar arrays are expected to increase for the next generation of spacecraft power systems. An enhancement of the efficiency of the conversion of incident sunlight to electricity would have a number of advantages, provided the cost involved in achieving this enhancement would not be too great. Solar input response can be improved by splitting the solar spectrum into component wavelength bands and directing these bands to solar cells of different bandgaps. Two approaches have been proposed for achieving spectrum splitting photovoltaics. One approach involves multiple-cell systems using dichroic mirrors, while the other employs monolithic multibandgap solar cells. The present investigation is concerned with a procedure which has the advantages of both approaches, while avoiding many of the drawbacks of each.

Efficient resource allocation and network design for satellite systems serving heterogeneous user populations with large numbers of small direct-to-user Earth stations are discussed. Focus is on TDMA systems involving a high degree of frequency reuse by means of satellite-switched multiple beams (SSMB) with varying degrees of onboard processing. Algorithms for the efficient utilization of the satellite resources were developed. The effect of skewed traffic, overlapping beams and batched arrivals in packet-switched SSMB systems, integration of stream and bursty traffic, and optimal circuit scheduling in SSMB systems: performance bounds and computational complexity are discussed.

A satellite-switched, multi-beam system using N sub T transponders is considered, in which a large number of ground stations are distributed over N sub Z (not less than N sub T) zones. Each station transmits information digitally in a packet-switched time division multiple access mode, with all packets of fixed length. A demand-assigned packet scheduling procedure is described which achieves high throughput with relatively low average time delay, adapts easily to fluctuating demand from individual earth stations, and automatically schedules transmissions to avoid adjacent zone interference.

Following an overview of issues involved in the choice of promising system architectures for efficient communication with multiple small inexpensive Earth stations serving hetergeneous user populations, performance evaluation via analysis and simulation for six SS/TDMA (satellite-switched/time-division multiple access) system architectures is discussed. These configurations are chosen to exemplify the essential alternatives available in system design. Although the performance evaluation analyses are of fairly general applicability, whenever possible they are considered in the context of NASA's 30/20 GHz studies. Packet switched systems are considered, with the assumption that only a part of transponder capacit is devoted to packets, the integration of circuit and packet switched traffic being reserved for further study. Three types of station access are distinguished: fixed (FA), demand (DA), and random access (RA). Similarly, switching in the satellite can be assigned on a fixed (FS) or demand (DS) basis, or replaced by a buffered store-and-forward system (SF) onboard the satellite. Since not all access/switching combinations are practical, six systems are analyzed in detail: three FS SYSTEMS, FA/FS, DA/ES, RA/FS; one DS system, DA/DS; and two SF systems, FA/SF, DA/SF. Results are presented primarily in terms of delay-throughput characteristics.

The control of merging aircraft is formulated as a finite-time, quadratic optimal control problem of a linear system with state and control constraints. The purpose of this paper is to demonstrate that the Hybrid Air Traffic Controller (HAC), which has been previously developed as a solution to this problem, may be easily implemented. Use is made of both the properties of the algebraic solution to the matrix Riccati equation and the structure of the linear model. This approach results in a real-time synthesis procedure for the HAC which does not rely on iterative numerical integration techniques.

The Federal Aviation Administration has initiated a program to automate its existing manual air traffic handling procedures. One procedure, whose automation is expected to increase controller efficiency by 2.6 to 2.9 times, is known as aircraft merging. This procedure is concerned with the merging of N aircraft, which are distributed among K feeder routes, into one or more final routes. The question of obtaining an exactly realizable and easily implementable automatic controller for merging is discussed. The optimal control of a linear system with state and control constraints is considered.
