The article focuses on John Gronouski, who recently became Postmaster General, one of the most demanding and thankless jobs the U.S. government offers. Fifty years ago, or even twenty-five years ago, top post office jobs were regarded as legitimate political prizes. The post office undertakes a massive materials handling job, involving many of the techniques used in industry. Even though it was the nation's largest employer, it had nothing resembling an employee relations program. An incentive award system existed on paper, but no one was responsible for making it work.
