The article examines a methodology of analyzing test items of standardized language proficiency tests in accordance with the NATO STANAG 6001, namely the facility value, discrimination index and distractor efficiency of test items. Item analysis is conducted to evaluate the contribution of each item and the quality of the overall test. Results of item analysis are used to improve test items, which in turn ensures test validity and reliability. In order for a language test to provide accurate information about the level of language proficiency of test takers, test items must be pre-tested and piloted. Piloting is a trial test the results of which are used to eliminate errors and inaccuracies in the test items. Calculation of statistical features is the primary means of diagnosing test item parameters. The facility value of a test item is the percentage of test takers who answered the item correctly. The larger the percentage, the easier the item. The selection of items according to facility value is important for the successful use of tests. Selecting test items that are too difficult drastically reduces test validity and reliability. Items that are too easy will lead to test monotony and ineffectiveness. If the test and a separate item measure the same thing, test takers who do well on the test are expected to answer that item correctly, and those who do not do well on the test are expected to answer the item incorrectly. A good item must discriminate between test takers who score high on the whole test and those who score low. If everybody answers the item correctly or incorrectly, the item does not discriminate and should be removed or rewritten. Distractor is an incorrect alternative in a multiple choice item used in the testing process to divert attention from the correct answer of those test takers who either do not know the correct answer at all or have very vague ideas about the subject of testing and try to guess the correct answer during testing. The quality of a separate item and of the overall test depends on distractors. Distractor analysis is important in determining the relative usefulness or efficiency of the decoys in each item. If nobody selects a particular distractor, it should be rewritten or changed altogether. Distractor analysis is done by looking at the percentage of test takers who choose each distractor. The prospect of further research in the theoretical framework is determined by the authors in analyzing built-in systems of test item analysis in computer language testing programs and methods of estimating, describing, and analyzing the test results., В статье освещается методика анализа тестовых заданий стандартизированных языковых тестов на определение уровня владения иностранным языком, а именно определение сложности, индекса дискриминации тестового задания и эффективности дистракторов. Анализ позволяет оценить вклад каждого тестового задания и качество теста в целом и усовершенствовать их., В статті висвітлюється методика аналізу тестових завдань стандартизованих мовних тестів на визначення рівня володіння іноземною мовою, а саме визначення складності, індексу дискримінації тестового завдання та ефективності дистракторів. Аналіз дозволяє оцінити внесок кожного тестового завдання і якість тесту в цілому та вдосконалити їх.

Introduction. The conditions for countering armed aggression, the expansion of international contacts and the intensification of military cooperation between Ukraine and other countries, the active participation of the Armed Forces of Ukraine in operations to maintain peace and security, as well as the orientation towards NATO standards in the process of training troops, actualize the problem of language training of cadets of higher military educational institution. Globalization processes endow information with the attributes of an attribute on which the effectiveness of the functioning of modern society largely depends, and the experience of current military conflicts indicates the growing role of information warfare, which distinguishes an active strategic nature, the absence of restrictions for distribution in time and space, which indicates the need for high military - political awareness of the country and highly professional speech training of military personnel [6]. The need for a thorough analysis of foreign experience, modern, progressive international views on the process under study, as well as the use of integrated approaches and innovative methods that increase the ability of cadets' motivational resources. The cooperation of Ukraine in this direction with the military departments of the progressive countries of the world is currently an obligatory component of international cooperation and enhances the prospect of strengthening the national security and the defence of Ukraine. Purpose. The purpose of the article is to analyse the best foreign experience in organizing language training with the prospect of further implementation of key provisions in the domestic practice of professional training of military personnel of the Armed Forces of Ukraine to improve the quality of their speech competence. Methods. At different stages of scientific research, the following research methods were used: theoretical (analysis and comparison of sources on the problem under study) and empirical. Results. It should be noted that, despite the variety of forms, options and methods for organizing language training in the armies of foreign states, primarily members of the Alliance, the interoperability of national military contingents in the course of performing tasks requiring international participation still raises the military-political the leadership of the language barrier as the main obstacle, which also reinforces the need to find new ways to organize and / or improve the process of teaching foreign languages in the Armed Forces of Ukraine. Originality. There is no people without language. Language is a definite “identifier” of a nation even in a globalized world. Through it, respect for their people, their history and culture is instilled, the foundations of the integral inner world of the individual, its national self-education, and people's worldview are laid. These processes are not permanent and cannot end at a certain stage of education. But the issues of language education should be paid attention to throughout life. Conclusion. The implementation of a standardized approach to improving the level of knowledge of a foreign language indicates that a serviceman, applying for participation in an international project, for appointment to a certain post in NATO military structures or professional development within the framework of international projects, must have the appropriate SLP (in accordance with the requirements of NATO STANAG). At the same time, the tasks of language training in each of the NATO member countries are now being solved in different ways., В статье обоснована актуальность сотрудничества Вооруженных Сил Украины по языковой подготовке с ведущими зарубежными военными ведомствами и установлена ​​ее роль в укреплении национальной безопасности и обороны Украины. Обобщены ведущие учебные заведения стран, обеспечивающие языковую подготовку представителей разных видов вооруженных сил. Отдельным предметом анализа языковой подготовки военнослужащих избраны: целевая аудитория, количество слушателей, форма обучения, продолжительность курсов, преподавательский состав, методическое и техническое обеспечение. Приведены приоритетные направления повышения качества языковой подготовки согласно планам руководства вооруженных сил Великобритании, которые могут служить перспективными векторами развития для военного образования., Анотація. У статті обґрунтовано актуальність співпраці Збройних Сил України щодо мовної підготовки з провідними закордонними військовими відомствами й встановлено її роль в зміцненні національної безпеки та оборони України. Узагальнено, що нині у Збройних Силах України сформована ефективна система мовної підготовки, котра забезпечує неперервне вивчення курсантами вищих військових навчальних закладів іноземних мов на всіх етапах підготовки та в процесі виконання професійних обов’язків. Запропоновано аналіз останніх тематичних досліджень і публікацій. Схарактеризовано особливості реалізації принципу неперервної мовної підготовки як складової навчання військовослужбовців відповідно до освітніх програм США, Великобританії, Канади, Австралії, Австрії та Угорщини. Проаналізовано рівень забезпечення фахівцями з належною мовною підготовкою силових структур досліджуваних країн, встановлено провідні напрями діяльності центрів вивчення іноземних мов, наведено перелік мов, недостатній рівень знання яких перешкоджає своєчасному опрацюванню оперативної інформації. Узагальнено провідні заклади освіти країн, що забезпечують мовну підготовку представників різних видів збройних сил. Окремим предметом аналізу мовної підготовки військовослужбовців обрано: цільову аудиторію, кількість слухачів, форму навчання, тривалість курсів, викладацький склад, методичне та технічне забезпечення. Наведено пріоритетні напрями підвищення якості мовної підготовки згідно з планами керівництва збройних сил Великобританії, що можуть слугувати перспективними векторами розвитку для вітчизняної військової освіти.

Introduction Security systems and security units of potentially dangerous objects of the Armed Forces of Ukraine (especially the storage of combat stocks) should be able to effectively and timely detect and counter sabotage and reconnaissance groups, reconnaissance and strike UAVs, missile strikes, natural disasters, terrorists, saboteurs, etc., and fire and the technical equipment of the facilities must ensure reliable protection, security and defense. The relevance of the chosen research topic is also due to Ukraine's desire to meet international standards of NATO and the modern military sphere, which is impossible without developing new approaches to personnel management. Given the above, the problem of effective personnel management in the Armed Forces of Ukraine is very relevant. The urgency is exacerbated by the fact that at present the formation of Ukraine's military personnel policy, in particular on training, retraining and advanced training of specialists in the protection of potentially dangerous objects of the Armed Forces of Ukraine, occurs during the military conflict in Ukraine, using new methods of combat , the predominance of information warfare, the complications of geopolitical relations between the superpowers. The experience of the 1.5-month war against Ukraine shows that one of the main targets of attacks on the Armed Forces of Ukraine are arsenals, bases and depots of missiles and ammunition. Рurpose of the article is to analyze the system of training, retraining and advanced training of specialists in the protection of potentially dangerous objects (arsenals, bases and depots of missiles and ammunition, enterprises of the military-industrial complex) of the Armed Forces of Ukraine and recommendations for their implementation. . Methods The basic general methods and approaches of research were used for research of the raised question: comparison, analysis, synthesis, abstraction, generalization and analogy. Results.The article presents an analysis of the existing system of training, retraining and advanced training of personnel for the protection of arsenals, bases and warehouses of missiles and ammunition of the Armed Forces of Ukraine. Factors influencing the state of protection and survival of arsenals, bases and warehouses of missiles and ammunition are also identified. Particular attention is paid to the priority tasks in the field of development of the system of comprehensive resource security (survivability, protection and protection) of potentially dangerous objects of the Armed Forces of Ukraine and the main directions of development of security systems (survival, protection and protection). Originality A typical three-dimensional model of the complex security system of the facility allowed to determine the principles, functions and priorities of the state personnel policy in the field of protection of potentially dangerous objects of the Armed Forces of Ukraine. Methodological bases of use of modern systems of safety of objects on the basis of conceptual designing and platform approach taking into account modern achievements in the field of technologies of safety of objects are developed. This approach makes it possible to anticipate possible violations and actions of violators and takes full account of the requirements of customers (owners of facilities); uses advanced security technologies and means to respond to events; realizes all possibilities for protection and protection of the object. Conclusion Ensuring the comprehensive security of facilities is one of the most important ways to increase the state's defense capabilities, solving the problem of ensuring a high level of defense, economic and other potentials of the state. The essence of the protection of objects is to counteract the criminal intentions of violators. Conceptual design and a platform approach to security will ensure a guaranteed level of survivability, reliable protection and defense of objects. Educational work on the training of security specialists in the learning process should be saturated with increasing their information and analytical competence, the ability to predict and model the military-political situation; use methods of expert assessments; counter terrorism, especially information terrorism; know the technical means to combat sabotage and terrorism. Досліджено Державні стандарти професійно-технічної освіти щодо підготовки робітників за професією 5169 “Охоронник”; чинники, які впливають на стан охорони та забезпечення живучості арсеналів, баз та складів ракет і боєприпасів; надано рекомендації щодо основних напрямків, особливостей та подальшого розвитку системи підготовки особового складу з охорони арсеналів, баз та складів ракет і боєприпасів Збройних Сил України.

The article examines the importance of using authentic texts for the language proficiency tests development in the language training system of military higher education institutions. For effective evaluation of reading comprehension, texts should be carefully selected, edited, and be consistent with the language proficiency levels described in NATO Standardization Agreement (STANAG) 6001. The main goal of STANAG 6001 language proficiency tests is to assess a test-taker’s unrehearsed general language proficiency level for the purpose of interoperability within NATO using the criteria described in STANAG 6001 proficiency scales and to measure a test taker’s spontaneous ability to fulfill the real-world communication tasks in the frequently-occurring real-world communicative settings with the level of accuracy expected in those situations. Authentic texts are written or spoken by native speakers for native speakers. The main criteria for selection of authentic texts that are important for language testing in the language training system are communicativeness, functionality, relevance, absence of prejudices, and compliance with the test specifications. The ideal text would require no editing at all. However, some authentic texts will seem promising for testing purposes but require some adjustment to fit test specifications. Following editing, test writers should review their work by asking the following questions: Is all spelling and punctuation correct? Does the edited material retain semantic information and cohesion so that it can reasonably be considered a “text”? Would native readers/listeners find the edited text awkward or inauthentic? Reading test tasks developed from authentic texts will prepare test takers for communication tasks they may deal with in the foreign language communicative setting and will allow determining which STANAG 6001 level best describes the test taker’s level of sustained ability., В статье обосновывается важность использования аутентичных текстов для разработки тестов на определение общего уровня владения иностранным языком в системе языковой подготовки ВВУЗ. Для эффективного оценивания навыков чтения, тексты должны быть тщательно отобраны, отредактированы, и соответствовать описанию уровней сложности, поданного в языковом стандарте НАТО СТАНАГ 6001., В статті обґрунтовується важливість використання автентичних текстів для розроблення тестів на визначення загального рівня володіння іноземною мовою у системі мовної підготовки ВВНЗ. Для ефективного оцінювання навичок читання, тексти повинні бути ретельно відібрані, відредаговані, та відповідати опису рівнів складності, поданого у мовному стандарті НАТО СТАНАГ 6001.

Introduction. Ukraine has chosen to integration in Euro-Atlantic security structures, and since 2014 has been actively pursuing a Euro-Atlantic course. As a NATO graduate country, Ukraine has to fulfill a number of requirements for NATO membership, one of the key ones being proficiency in military personnel in a foreign language (English) not lower than the SMR-2 (functional) according to the NATO STANAG 6001 standard. However, the average among militaries is SMR-1 (survival). Such an indicator is insufficient to meet NATO requirements, so the article attempts to identify groups of reasons for such a level of foreign language proficiency by military personnel of the Armed Forces of Ukraine and suggested ways of overcoming this problem.Purpose. To study the requirements of the governing documents on the level of foreign language proficiency of military personnel, to determine the reasons for the lack of proficiency in the foreign language of military personnel of the Ukrainian Armed Forces. Research methods: system analysis, induction and deduction, comparison, classification, generalization and systematization.Results: identifying groups of reasons for a low level in a foreign language and some recommendations for improving it.Originality. At present, the level in a foreign language (English) by military personnel of the Armed Forces of Ukraine is a rather problematic issue. Unless military personnel in the Armed Forces of Ukraine increase, their level of foreign language skills to NATO requires there can be no question of joining NATO. Therefore, the study identified the reasons for the low level in a foreign language proficiency by military personnel of the Armed Forces of Ukraine and some recommendations for improving it that may be useful for solving this problem.Conclusion. The study suggests that there is currently a problem of a low level in in a foreign language (English) and identifies four groups of reasons for this low level and some recommendations to address the current problem. At the same time, the research leads us to state that the solution of the topic raised depends on the militaries (himself), including, who, however, needs to be supported and motivated.It should be noted that the achievement of the required level in a foreign language by Ukrainian Armed Forces personnel is one of the priority and at the same time problematic tasks for the Armed Forces, so it is necessary to further investigate this issue in search of the best ways to solve this problem., В статье проанализировано современное состояние и перспективы развития системы подготовки военнослужащих по английскому языку. Определены требования руководящих документов в знания иностранного языка военнослужащих и определенные группы причин недостаточного уровня владения иностранным языком военнослужащих вооруженных сил Украины., У статті проаналізовано сучасний стан та перспективи розвитку системи підготовки військовослужбовців з англійської мови. Визначені вимоги керівних документів до знання з іноземної мови військовослужбовців та визначені групи причин недостатнього рівня володіння іноземною мовою військовослужбовців збройних сил України.

Introduction. The communicative competence of military specialists is one of the most important characteristics of their general professional competence. However, there are still many unresearched aspects of this problem, namely the scientific and theoretical foundations and practical ways of improving the system of language training of officers of the Armed Forces of Ukraine. In particular, the development of recommendations for the allocation of academic hours for attaining an appropriate level of foreign language proficiency requires special attention.Purpose. Development and substantiation of recommendations for the allocation of the training time required to achieve the appropriate level of foreign language proficiency.Methods. The system of general scientific and special methods of theoretical and empirical research was used, namely: analysis of scientific literature on the problem of research, systematization and generalization of scientific information, monitoring of the existing system of training of military specialists in different countries, analysis and interpretation of the obtained theoretical and empirical data.Results. The article examines the domestic and foreign experience in the problem of the distribution of academic hours for the study of foreign languages. According to the results of the study, recommendations for the allocation of the training time required to reach the appropriate level of foreign language proficiency by military experts of the Armed Forces of Ukraine according to the NATO Standard STANAG 6001 have been developed and substantiated.Originality. The current state and efficiency of language training of military specialists of the Armed Forces of Ukraine at intensive courses of foreign languages at the National Defense University of Ukraine named after Ivan Chernyakhovskyi have been considered.Conclusion. The study of the topics and amount of linguistic material required to study within each standardized language proficiency level is a prospect for further scientific research in this direction., В статье исследуется отечественный и зарубежный опыт распределения учебного времени для изучения иностранных языков. Рассматривается состояние и эффективность языковой подготовки личного состава Вооруженных Сил Украины на интенсивных курсах иностранных языков в Национальном университете обороны Украины имени Ивана Черняховского. По результатам исследования разработаны и обоснованы рекомендации по выделению учебного времени, необходимого для достижения соответствующего уровня владения иностранным языком военными специалистами Вооруженных Сил Украины по стандарту НАТО STANAG 6001., У статті досліджується вітчизняний та зарубіжний досвід розподілу навчального часу для вивчення іноземних мов. Розглядається стан та ефективність мовної підготовки особового складу Збройних Сил України на інтенсивних курсах іноземних мов у Національному університеті оборони України імені Івана Черняховського. За результатами дослідження розроблено та обґрунтовано рекомендації щодо виділення навчального часу, необхідного для досягнення відповідного рівня володіння іноземною мовою військовими фахівцями Збройних Сил України за стандартом НАТО STANAG 6001.
