This paper takes stock of one year of policy responses to the 2022/2023 energy crisis triggered by Russia's war of aggression against Ukraine from the perspective of small and medium-sized enterprises (SMEs). In this paper, "SME policy responses" are defined as all government policies, whether SME-specific or not, which have lowered or affected in other ways the price of electricity and natural gas paid by SMEs. The paper discusses three broad policy categories and related approaches implemented across countries: price-support measures; income-support measures; and complementary policies fostering the green transition. Overall, while emergency measures were initially centred on energy-intensive sectors, a larger number of SMEs were eventually covered as governments ramped up the scale and scope of their action due to the protraction of the Russian war in Ukraine. Going forward, as wholesale energy prices return to prewar levels, price-support measures should be withdrawn. Income support could be used in some cases to help companies deal with still high retail energy prices, but the main policy focus should shift towards measures that improve the energy efficiency and environmental performance of SMEs. Climate change and natural disasters, the COVID-19 pandemic, and geopolitical shocks have increasingly disrupted school education around the world in recent years. Whether leading to school closures, school destructions or repeated interruptions in students' learning experiences, these external shocks have translated into lost learning opportunities for students. In this context, education systems face heightened pressure to become ever more resilient, enhance the efficiency of public spending and address emerging learning gaps. This working paper highlights key education strategies for helping students catch up on lost learning opportunities and bridge learning gaps, based on a review of research and policy evidence from OECD and non-OECD countries. It examines a range of academic strategies to address learning gaps, including i) adapting instructional strategies and pedagogies to individual needs, ii) extending and adapting the time of instruction, and iii) providing curricular flexibility and enabling fluid learning pathways within the school system. It provides research evidence on the effectiveness of such strategies, together with examples of their large-scale implementation and cost-effectiveness considerations. The article presents a summary of the report entitled "Monitoring and Evaluation for Adaptation: Lessons From Development Co-operation Agencies." It says that the paper is the first empirical assessment of monitoring and evaluation (M&E) frameworks used by development co-operation agencies for their programs and projects. According to the author, the analysis reviewed documents for 106 projects and programs. Examples of climate change funds and programs are also presented.

Climate shocks such as extreme floods and storms, droughts and heatwaves have complex, inter-connected and far-reaching consequences across multiple policy sectors and systems. Shocks in other systems, such as financial or health crises, can, in turn, affect climate challenges. Applying a systems approach to climate change helps policymakers understand linkages between issues that are treated separately and propose crosssectoral, multi-disciplinary solutions in cities. This paper proposes a fourpronged policy framework to disentangle the different elements of economic, social, environmental, and other systems operating in cities, maximise co-benefits and manage trade-offs across systems, and build systemic climate resilience in cities. It summarises the contribution of the Working Party on Urban Policy and the Regional Development Policy Committee to the 2021-2022 OECD Horizontal Project on "Building Climate and Economic Resilience in the Transition to a Low-Carbon Economy". This paper takes stock of the institutional set-ups, mechanisms and practices used by governments, and in particular centres of government, to steer climate change policy. To respond effectively to climate change, governments need decision-making and co-ordinating processes that reflect the complexity and pressing nature of the climate crisis, the multitude of stakeholders involved, and the need to balance between short-term and long-term policy objectives. With their unique positioning, centres of government in OECD Member countries often play a crucial role in providing leadership and co-ordination for climate policy. The first part of this paper identifies the institutional arrangements, mandates and skillsets of centres of government for climate-related action. The second part analyses the centre's stewardship role at different stages of the policy cycle, touching on strategic planning, co-ordination, the development of evidence-informed policies, and monitoring as well as overall efforts to "green" public administrations. State-of-the-art scientific evidence shows that our planet is approaching several environmental and climate tipping points faster than previously expected. This means that the international community is facing a rapidly closing window of opportunity to achieve profound transformations across sectors, systems and mindsets to secure a sustainable and liveable future. What is the role of education system in enabling social change at the massive scale and pace needed for climate change mitigation? And what policy levers can they employ to build resilience and adapt to environmental challenges? This paper explores ways to rethink educational approaches in the context of climate change, focussing primarily on school education, while exploring links to other levels of education. It looks specifically at strategies to restructure foundational science education and cross-curricular learning, zooms in on the potential of place-based approaches in empowering learners for action, and concludes by identifying policy levers to increase education system resilience. Following the historic 2015 Paris Agreement aiming to limit global temperature rise to well below 2°C above pre-industrial levels by 2100, 165 Intended Nationally Determined Contributions, representing 192 countries, have been submitted. Nationally Determined Contributions (NDCs) detail each Party's efforts to reduce domestic greenhouse gas (GHG) emissions and adapt to the impacts of climate change. This paper, recognising the role of cities and regions in implementing the Paris Agreement, highlights the need for an integrated approach in implementing NDCs and long-term low GHG emission development strategies (LTLEDS) and attempts to present key policy options for such an approach. First, the paper identifies the national and subnational co-ordination mechanisms in current NDCs, LT-LEDS and other subnational climate strategies and argues that the current processes of developing and implementing NDCs and LTLEDS provide a unique opportunity for national governments to integrate innovative subnational climate action. The paper then assesses the potential for co-ordination of national, regional and local climate mitigation investment through the lens of the OECD Recommendation on Effective Public Investment Across Levels of Government adopted in 2014. This working paper develops a methodology for the estimation of Energy Physical Supply and Use Tables (E-PSUTs) based on the IEA's World Energy Balances (WEB). The tables are similar in nature to those proposed by the United Nations (UN) System of Environmental Economic Accounting (SEEA). However, unlike the SEEA system, the proposed methodology is able to fully exploit, and be consistent, with the information on fuel transformation processes available in the WEB, a significant improvement. The E-PSUTs, by themselves, can be used to derive robust energy indicators in physical units. However, the final goal of the modelling strategy is to use the estimated E-PSUTs as a key input into a hybrid methodological approach, an Energy Multi-Factor Input-Output (MF-IO) model, which links global energy production and consumption in physical units with global production and consumption in monetary units, allowing the development of novel indicators to provide a richer understanding of the multiple links between global energy systems and the global economy and, contribute to ongoing discussions related to climate change. Furthermore, complementary analyses can be undertaken by linking the MF-IO model with other relevant variables such as industry value added and employment data. Additionally it can be used to estimate energy-related CO2 emissions indicators, allowing for improved estimates of "embodied" carbon emissions. Addressing the climate crisis requires the net zero transition of millions of SMEs globally. SMEs have a significant aggregate environmental footprint and need to adopt cleaner business models. As eco-entrepreneurs and eco-innovators, they also have a key role to play in devising innovative climate solutions. Access to finance is essential for SME investments in net zero, but small businesses face considerable challenges in tapping into the growing pool of sustainable finance. This challenge is likely to grow as financial institutions seek to comply with mandatory environmental reporting requirements. This policy paper examines the sustainable finance landscape for SMEs, the various actors in the ecosystem and the key drivers and barriers affecting the supply of and demand for sustainable finance. It provides an overview of the key policies and instruments in place to support SME access to sustainable finance and identifies considerations for future public support and policy making. This section presents concluding remarks on a working paper about the private sector's adaptation to climate change. Companies active in addressing climate change issues operate in a broad range of industries such as utilities services, manufacturing, retail, mining and financial services. The three different levels of engagement in adaptation are risk awareness, risk assessment and risk management. A major barrier to adaptation among companies is the inability to finance.

An overview of a working paper on the private sector's adaptation to climate change is presented. It notes the important role of the private sector in a county's success at adaptation. There is ongoing discussion at both the national and international levels on the planning, financing and implementation of adaptation. Information on case studies of companies active on adaptation issues is provided.
