In time-delay cosmography, three of the key ingredients are (1) determining the velocity dispersion of the lensing galaxy, (2) identifying galaxies and groups along the line of sight with sufficient proximity and mass to be included in the mass model, and (3) estimating the external convergence κext from less massive structures that are not included in the mass model. We present results on all three of these ingredients for two time-delay lensed quad quasar systems, DES J0408–5354 and WGD 2038–4008 . We use the Gemini, Magellan, and VLT telescopes to obtain spectra to both measure the stellar velocity dispersions of the main lensing galaxies and to identify the line-of-sight galaxies in these systems. Next, we identify 10 groups in DES J0408–5354 and two groups in WGD 2038–4008 using a group-finding algorithm. We then identify the most significant galaxy and galaxy-group perturbers using the 'flexion shift' criterion. We determine the probability distribution function of the external convergence κext for both of these systems based on our spectroscopy and on the DES-only multiband wide-field observations. Using weighted galaxy counts, calibrated based on the Millennium Simulation, we find that DES J0408–5354 is located in a significantly underdense environment, leading to a tight (width |$\sim 3{{\ \rm per\ cent}}$|⁠), negative-value κext distribution. On the other hand, WGD 2038–4008 is located in an environment of close to unit density, and its low source redshift results in a much tighter κext of |$\sim 1{{\ \rm per\ cent}}$|⁠ , as long as no external shear constraints are imposed. We investigate the environment and line of sight (LoS) of the H0LiCOW (H 0 Lenses in COSMOGRAIL's Wellspring) lens B1608+656 using Subaru Suprime-Cam and the Hubble Space Telescope (HST) to perform a weak lensing analysis. We compare three different methods to reconstruct the mass map of the field, i.e. the standard Kaiser–Squires inversion coupled with inpainting and Gaussian or wavelet filtering, and |${\rm {\small {glimpse}}}$|⁠ , a method based on sparse regularization of the shear field. We find no substantial difference between the 2D mass reconstructions, but we find that the ground-based data are less sensitive to small-scale structures than the space-based observations. Marginalizing over the results obtained with all the reconstruction techniques applied to the two available HST filters F 606 W and F 814 W , we estimate the external convergence, κext, at the position of B1608+656 is |$\kappa _{\mathrm{ext}}= 0.11^{+0.06}_{-0.04}$|⁠ , where the error bars correspond, respectively, to the 16th and 84th quartiles. This result is compatible with previous estimates using the number counts technique, suggesting that B1608+656 resides in an overdense LoS, but with a completely different technique. Using our mass reconstructions, we also compare the convergence at the position of several groups of galaxies in the field of B1608+656 with the mass measurements using various analytical mass profiles, and find that the weak lensing results favour truncated halo models. We report the results of the STRong lensing Insights into the Dark Energy Survey (STRIDES) follow-up campaign of the late 2017/early 2018 season. We obtained spectra of 65 lensed quasar candidates with ESO Faint Object Spectrograph and Camera 2 on the NTT and Echellette Spectrograph and Imager on Keck, confirming 10 new lensed quasars and 10 quasar pairs. Eight lensed quasars are doubly imaged with source redshifts between 0.99 and 2.90, one is triply imaged (DESJ0345−2545, z  = 1.68), and one is quadruply imaged (quad: DESJ0053−2012, z  = 3.8). Singular isothermal ellipsoid models for the doubles, based on high-resolution imaging from SAMI on Southern Astrophysical Research Telescope or Near InfraRed Camera 2 on Keck, give total magnifications between 3.2 and 5.6, and Einstein radii between 0.49 and 1.97 arcsec. After spectroscopic follow-up, we extract multi-epoch grizY photometry of confirmed lensed quasars and contaminant quasar + star pairs from DES data using parametric multiband modelling, and compare variability in each system's components. By measuring the reduced χ2 associated with fitting all epochs to the same magnitude, we find a simple cut on the less variable component that retains all confirmed lensed quasars, while removing 94 per cent of contaminant systems. Based on our spectroscopic follow-up, this variability information improves selection of lensed quasars and quasar pairs from 34-45 per cent to 51–70 per cent, with most remaining contaminants being star-forming galaxies. Using mock lensed quasar light curves we demonstrate that selection based only on variability will over-represent the quad fraction by 10 per cent over a complete DES magnitude-limited sample, explained by the magnification bias and hence lower luminosity/more variable sources in quads. Galaxies and galaxy groups located along the line of sight towards gravitationally lensed quasars produce high-order perturbations of the gravitational potential at the lens position. When these perturbation are too large, they can induce a systematic error on H 0 of a few per cent if the lens system is used for cosmological inference and the perturbers are not explicitly accounted for in the lens model. In this work, we present a detailed characterization of the environment of the lens system WFI 2033−4723 (⁠|$z_{\rm src} =\,$| 1.662, |$z_{\rm lens}=\,$| 0.6575), one of the core targets of the H0LiCOW project for which we present cosmological inferences in a companion paper. We use the Gemini and ESO-Very Large telescopes to measure the spectroscopic redshifts of the brightest galaxies towards the lens, and use the ESO-MUSE integral field spectrograph to measure the velocity-dispersion of the lens (⁠|$\sigma _{\rm {los}}= 250^{+15}_{-21}$|  km s−1) and of several nearby galaxies. In addition, we measure photometric redshifts and stellar masses of all galaxies down to i < 23 mag, mainly based on Dark Energy Survey imaging (DR1). Our new catalogue, complemented with literature data, more than doubles the number of known galaxy spectroscopic redshifts in the direct vicinity of the lens, expanding to 116 (64) the number of spectroscopic redshifts for galaxies separated by less than 3 arcmin (2 arcmin ) from the lens. Using the flexion-shift as a measure of the amplitude of the gravitational perturbation, we identify two galaxy groups and three galaxies that require specific attention in the lens models. The ESO MUSE data enable us to measure the velocity-dispersions of three of these galaxies. These results are essential for the cosmological inference analysis presented in Rusu et al. We present a blind time-delay strong lensing (TDSL) cosmographic analysis of the doubly imaged quasar SDSS 1206+4332 . We combine the relative time delay between the quasar images, Hubble Space Telescope imaging, the Keck stellar velocity dispersion of the lensing galaxy, and wide-field photometric and spectroscopic data of the field to constrain two angular diameter distance relations. The combined analysis is performed by forward modelling the individual data sets through a Bayesian hierarchical framework, and it is kept blind until the very end to prevent experimenter bias. After unblinding, the inferred distances imply a Hubble constant H 0 = 68.8 |$^{+5.4}_{-5.1}$|  km s−1 Mpc−1, assuming a flat Λ cold dark matter cosmology with uniform prior on Ωm in [0.05, 0.5]. The precision of our cosmographic measurement with the doubly imaged quasar SDSS 1206+4332 is comparable with those of quadruply imaged quasars and opens the path to perform on selected doubles the same analysis as anticipated for quads. Our analysis is based on a completely independent lensing code than our previous three H0LiCOW systems and the new measurement is fully consistent with those. We provide the analysis scripts paired with the publicly available software to facilitate independent analysis (footnote with link to www.h0licow.org). The consistency between blind measurements with independent codes provides an important sanity check on lens modelling systematics. By combining the likelihoods of the four systems under the same prior, we obtain H 0 = 72.5 |$^{+2.1}_{-2.3}$|  km s−1 Mpc−1. We present a weak gravitational lensing measurement of the external convergence along the line of sight to the quadruply lensed quasar HE 0435-1223. Using deep r-band images from Subaru Suprime Cam, we observe galaxies down to a 3σ limiting magnitude of -26 mag resulting in a source galaxy density of 14 galaxies per square arcminute after redshift-based cuts. Using an inpainting technique and multiscale entropy filtering algorithm, we find that the region in close proximity to the lens has an estimated external convergence of κ =-0.012+0.020-0.013 and is hence marginally underdense. We also rule out the presence of any halo with a mass greater than Mvir = 1.6 x 1014h-1 M... (68 per cent confidence limit). Our results, consistent with previous studies of this lens, confirm that the intervening mass along the line of sight to HE 0435-1223 does not affect significantly the cosmological results inferred from the time-delay measurements of that specific object. We report on discovery results from a quasar lens search in the ATLAS-DR3 public footprint. Spectroscopic follow-up campaigns, conducted at the 2.6 m Nordic Optical Telescope (La Palma) and 3.6mNew Technology Telescope (La Silla) in 2016, yielded seven pairs of quasars exhibiting the same lines at the same redshift and monotonic flux ratios with wavelength (hereafter NIQs, nearly identical quasar pairs). Magellan spectra of A0140-1152 (01h40m03.s0- 11d52m19.s0, zs = 1.807) confirm it as a lens with deflector at zl = 0.277 and Einstein radius θE = (0.73 ± 0.02) arcsec. Follow-up imaging of the NIQ A2213-2652 (22h13m38.s4- 26d52m27.s1) reveals the deflector galaxy and confirms it as a lens. We show the use of spatial resolution from the Gaia mission to select lenses and list additional systems from a WISEGaia- ATLAS search, yielding three additional lenses (02h35m 27.s 4-24d 33m 13.s 2, 02h 59m 33s - 23d 38m 01.s8, 01h46m32.s9-11d33m39.s0). The overall sample consists of 11 lenses/NIQs, plus three lenses known before 2016, over the ATLAS-DR3 footprint (≈3500 deg2). Galaxies located in the environment or along the line of sight towards gravitational lenses can significantly affect lensing observables, and can lead to systematic errors on the measurement of H0 from the time-delay technique. We present the results of a systematic spectroscopic identification of the galaxies in the field of view of the lensed quasar HE 0435-1223 using the W. M. Keck, Gemini and ESO-Very Large telescopes. Our new catalogue triples the number of known galaxy redshifts in the direct vicinity of the lens, expanding to 102 the number of measured redshifts for galaxies separated by less than 3 arcmin from the lens.We complement our catalogue with literature data to gather redshifts up to 15 arcmin from the lens, and search for galaxy groups or clusters projected towards HE 0435-1223. We confirm that the lens is a member of a small group that includes at least 12 galaxies, and find 8 other group candidates near the line of sight of the lens. The flexion shift, namely the shift of lensed images produced by high-order perturbation of the lens potential, is calculated for each galaxy/group and used to identify which objects produce the largest perturbation of the lens potential. This analysis demonstrates that (i) at most three of the five brightest galaxies projected within 12 arcsec of the lens need to be explicitly used in the lens models, and (ii) the groups can be treated in the lens model as an external tidal field (shear) contribution. Strong gravitational lens systems with time delays between the multiple images allow measurements of time-delay distances, which are primarily sensitive to the Hubble constant that is key to probing dark energy, neutrino physics and the spatial curvature of the Universe, as well as discovering new physics. We present H0LiCOW (H0 Lenses in COSMOGRAIL's Wellspring), a program that aims to measure H0 with <3.5 per cent uncertainty from five lens systems (B1608+656, RXJ1131-1231, HE 0435-1223, WFI2033-4723 and HE 1104-1805). We have been acquiring (1) time delays through COSMOGRAIL and Very Large Array monitoring, (2) high-resolution Hubble Space Telescope imaging for the lens mass modelling, (3) wide-field imaging and spectroscopy to characterize the lens environment and (4) moderate-resolution spectroscopy to obtain the stellar velocity dispersion of the lenses for mass modelling. In cosmological models with one-parameter extension to flat Λ cold dark matter, we expect to measure H0 to <3.5 per cent in most models, spatial curvature Ωk to 0.004, w to 0.14 and the effective number of neutrino species to 0.2 (1σ uncertainties) when combined with current cosmic microwave background (CMB) experiments. These are, respectively, a factor of ~15, ~2 and ~1.5 tighter than CMB alone. Our data set will further enable us to study the stellar initial mass function of the lens galaxies, and the co-evolution of supermassive black holes and their host galaxies. This program will provide a foundation for extracting cosmological distances from the hundreds of time-delay lenses that are expected to be discovered in current and future surveys. We present a new measurement of the Hubble Constant H0 and other cosmological parameters based on the joint analysis of three multiply imaged quasar systems with measured gravitational time delays. First, we measure the time delay of HE 0435-1223 from 13-yr light curves obtained as part of the COSMOGRAIL project. Companion papers detail the modelling of the main deflectors and line-of-sight effects, and how these data are combined to determine the time-delay distance of HE 0435-1223. Crucially, the measurements are carried out blindly with respect to cosmological parameters in order to avoid confirmation bias. We then combine the time-delay distance of HE 0435-1223 with previous measurements from systems B1608+656 and RXJ1131-1231 to create a Time Delay Strong Lensing probe (TDSL). In flat Λ cold dark matter (ΛCDM) with free matter and energy density, we find H0 =71.9-3.0+2.4 kms-1Mpc-1 and ΩΛ=0.62-0.35+0.24 . This measurement is completely independent of, and in agreement with, the local distance ladder measurements of H0. We explore more general cosmological models combining TDSL with other probes, illustrating its power to break degeneracies inherent to other methods. The joint constraints from TDSL and Planck are H0 = 69.2-2.2+1.4 kms-1Mpc-1, ΩΛ=0.70-0.01+0.01 and Ωk=0.003-0.006+0.004 in open ΛCDM and H0 =79.0-4.2+4.4 kms-1Mpc-1, Ωde=0.77-0.03+0.02 and w=-1.38-0.16+0.14 in flat wCDM. In combination with Planck and baryon acoustic oscillation data, when relaxing the constraints on the numbers of relativistic species we find Neff = 3.34-0.21+0.21 in NeffΛCDM and when relaxing the total mass of neutrinos we find Σmv ≤ 0.182 eV in mvΛCDM. Finally, in an open wCDM in combination with Planck and cosmic microwave background lensing, we find H0 =77.9-4.2+5.0 kms-1 Mpc-1, Ωde=0.77-0.03+0.03, Ωk=-0.003-0.004+0.004 and w=-1.37-0.23+0.18. We present spectroscopic confirmation of two new gravitationally lensed quasars, discovered in the Dark Energy Survey (DES) and Wide-field Infrared Survey Explorer (WISE) based on their multiband photometry and extended morphology in DES images. Images of DES J0115-5244 show a red galaxy with two blue point sources at either side, which are images of the same quasar at zs = 1.64 as obtained by our long-slit spectroscopic data. The Einstein radius estimated from the DES images is 0.51 arcsec. DES J2146-0047 is in the area of overlap between DES and the Sloan Digital Sky Survey (SDSS). Two blue components are visible in the DES and SDSS images. The SDSS fibre spectrum shows a quasar component at zs = 2.38 and absorption by Mg II and Fe II at zl = 0.799, which we tentatively associate with the foreground lens galaxy. Our long-slit spectra show that the blue components are resolved images of the same quasar. The Einstein radius is 0.68 arcsec, corresponding to an enclosed mass of 1.6 × 1011M๏. Three other candidates were observed and rejected, two being low-redshift pairs of starburst galaxies, and one being a quasar behind a blue star. These first confirmation results provide an important empirical validation of the data mining and model-based selection that is being applied to the entire DES data set. [ABSTRACT FROM AUTHOR]
