Energy has been seen as an indispensable resource since the existence of human beings. With the Industrial Revolution, the importance of energy has increased, and with the emergence of technology, it has been clearly demonstrated that energy is an indispensable resource. In recent years, energy has becomeone of themosteffectivepowersources of diplomacy for countries and the most important constituent of power balances between countries. Thus, countries have started to develop and implement many policies such as country development and security by focusing on energy. Due to the importance of energy, Turkey is also heavily affected by energy in a similar way to many countries in the world. Turkey's geopolitical and geostrategic significance shows how meticulously the establishment and implementation of energy policies should be done for a country. The Ministry of Energy and Natural Resources is the main actor in the creation and implementation of energy policies in Turkey. The ministry determines its energy policies in an efficient and environmentally friendly line and develops policies by increasing the prosperity of the country to carry Turkey to a secure future. Thus, the main claim of the present study is that it is an important element in shaping Turkey's energy policy that energy resources are closer to large producers and consumers. It demonstrates the importance of the study that regional and international cooperation has an important role in forming Turkey's energy policy. In the study prepared in this direction, first of all, conceptual information about energy policy is given based on the energy concept and the change that energy studies have undergone in the historical process is mentioned. Thereafter, the institutional structure of the Ministry of Energy and Natural Resources and the studies of the ministry for the establishment of energy policies were examined. Administrative context, the resulting paradigm shift, has certain concepts began to be expressed through. Concepts of development and sustainable development, are just some of them. Based on these changes, economic development appears in the axis of the classic conception of the development of social and environmental concerns, instead of considering the concept of a sustainable development that is turning. The most concrete application of sustainable development is the micro scale and shows itself at the local level. In this study, first of all, the concept of development analyzed in different levels and revealed to study global, national, regional and local scale. The concept of sustainable development is a multi-directional from the perspective of a defined, especially in local-level sustainable development practices to be based on the sustainable development and application components are to be expressed in the themes. In this context, Kırşehir province, Turkey in the framework of the examination of the sustainable development of the process of development is appropriate.
