Snapshot views of environmental policy integration (EPI) practices fail to consider the stability of EPI over time – both as aspiration and performance. This paper reviews the evolution of EPI over more than two decades at the national level in the agriculture and energy sectors in Sweden – an EPI pioneer. We study how the extent of EPI stability can be explained partly by shifting political priorities by governments and partly by underlying governance models (actors and organizational landscape and policy instruments used). Comparing the two sectors, the institutionalization of EPI appears to be stronger in the energy sector. In the agricultural sector, the current reform of the Common Agricultural Policy seems to imply decreasing prominence of EPI – due to shrinking budgets for environmental targets along with greater policy goals complexity. Overall, observed shifts in governance have been mildly conducive to EPI by providing an infrastructure, but further enhancements require clear political priority awarded to the environment. This paper explores whether and how frames used within different sectors in Sweden concerned with bioenergy from forest products are driven by environmental objectives. It complements existing research on environmental policy integration (EPI) in bioenergy policies of political-administrative Swedish sectors by conducting a frame analysis of articles published in three journals in Sweden that represent the energy, agricultural and forestry sectors. Ten frames that were used consistently across the three sectors in the time period from 2001 to 2010 were identified. Environmental rhetoric, one of the prerequisites for EPI, was identified; however, it plays only a secondary role given that bioenergy frames focus mainly on economic objectives, presenting bioenergy as a means of increasing profitability. Despite the fact that mainstreaming of climate change into existing EU sectoral policies is a key aim, empirical knowledge of how it works in practice remains scarce. With this paper we explore the degree to which climate considerations are taken into account in the implementation of one of the most influential pieces of European water legislation, the Water Framework Directive and, more importantly, we assess possible explanations for the geographical variability in levels of mainstreaming observed. Our empirical research is based on an analysis of both EU and local policy documents, as well as more than forty in-depth interviews, and shows that, for various reasons, the degree of mainstreaming that has taken place differs widely. We conclude that timely incentives and clear guidance will be necessary to ensure progress is made by all, but that a residual fear that the adaptation agenda is open to abuse by those seeking to rationalise failures to fully implement the Water Framework Directive has put a brake on the mainstreaming agenda. With this paper we aim to further our understanding of local environmental governing by analysing green inside activists who use expert-based authority, networks, and a professional position within public administration to green government policy and action from the inside. Using new survey data, we identify and analyse who these actors are and whether they matter for local environmental. governing in Sweden. The results show that green inside activists operate within 23% of the Swedish municipalities and that these municipalities score higher on three different measurements of environmental governing performance, which supports the conclusion that green inside activists do make a difference. We also show that green inside activists differ from other public officials working with environmental issues in that they are more frequently involved in policy making, have more extensive horizontal and vertical networks, and promote societal changes to a greater degree. Environmental policy integration (EPI) has been advanced as a guiding policy principle in Europe to ensure that environmental concerns are considered across all areas of policymaking. EPI can be treated analytically as a process of policy learning. The author analyses EN and other types of learning in Swedish energy policy from the late 1980s up to today. A systematic tracing of agendas, arguments, and policy change indicates that learning processes and partial EPI have occurred. Changing actor configurations and increasing resource dependencies have facilitated learning and EN, driven in turn by the European deregulation processes, global policy agendas, and the development of the Nordic electricity market. However, learning and EPI has been slow, indirect, and partial-constrained by how policymaking is organised in central government. Further measures are needed to advance EPI in national sector policy, including the development of policy-level strategic assessments and stronger sector accountabilities. [ABSTRACT FROM AUTHOR]
