To obtain strategic information about the different actors in the bio-industrial cluster in western Colombia, related to decision making and interventions that lead to the competitive development of the cluster and the region, a model based on technological innovation in similar schemes was designed to measure the critical fields and factors of competition. The paper presents: (i) the fields and factors that have an impact on development and competition in the cluster, and (ii) an analysis of evaluation and measuring schemes that have been developed for similar cases at an international, national and regional level. The paper presents a proposal for evaluating and tracking the fields and factors, based on constructing an theoretic framework, identifying tracking and evaluation systems, structuring the monitoring system, and defining and adapting the measuring model. The importance of some factors on development and competition is evidenced, as is the need to measure them and generate strategic information that will support decision making and public policy design. Being conscience of the importance of competition law for the economy and especially for today's markets, this paper develops a deep and detailed analysis of the restrictive practices related to discrimination: Decree 2153 of 1992 Article 47 num 2 and Article 50 num 2 and num 4, taking into account the legal, the doctrinal and the SIC perspectives. The main objective of this article is to demonstrate that the competition law has a limited perspective of discrimination because it has focused on the protection of equality as an absolute right, ignoring that its main objective should be the efficiency. Thus, throughout the text, it is evident that in many cases can become more profitable for competition law to accept discriminatory practices considering that they are efficient practices that will provide greater benefits. A fin de tener información estratégica de los diferentes actores del cluster bioindustrial del occidente colombiano (CBOC) para toma de decisiones e intervenciones que conlleven a un desarrollo competitivo del cluster y de la región, se diseñó un modelo de medición de campos y factores críticos para la competitividad, basado en innovación tecnológica en esquemas asociativos. Este artículo, resultado del proyecto Diseño de un sistema de monitoreo para el cluster bioindustrial del occidente colombiano, presenta (i) los diferentes campos y facto-res relacionados por su impacto en el desarrollo y competitividad del cluster y (ii) el análisis de sistemas de evaluación y medición que a partir de estos factores se han desarrollado para casos similares en los ámbitos internacional, nacional y departamental. Se presenta una propuesta de evaluación y seguimiento de los campos y factores basándose en la construcción de un marco teórico, la identificación de sistemas de seguimiento y evaluación, la estructuración del sistema de monitoreo y la definición y la adaptación del modelo de medición. Se evidencian la importancia de algunos factores en el desarrollo y competitividad y la necesidad de medirlos para generar información estratégica que apoye la toma de decisiones y la formulación de políticas públicas. Resumen Este artículo analiza la competencia entre instituciones microfinancieras (IMF) peruanas empleando el indicador de Boone de 2003 a 2009. Los hallazgos sugieren que las microfinanzas se han venido desarrollando en un entorno más competitivo, lo cual favorece la inclusión financiera y el desarrollo de instituciones eficientes. A su vez, pone en la agenda de las autoridades la responsabilidad de vigilar y evitar prácticas poco cuidadosas en la provisión de créditos que pueden conducir a sobreendeudamiento de los clientes con el deterioro de la cartera crediticia de las IMF. Se plantea para futuras investigaciones extender el periodo de análisis y/o estudiar la relación entre competencia, resultado financiero de las instituciones y endeudamiento de clientes. Abstract This paper analyzes the competition between Peruvian microfinance institutions (MFIs) using the Boone indicator, from 2003 to 2009. The findings suggest that microfinance has been developing in a more competitive environment that promotes financial inclusion and the development of efficient institutions. In turn, it places on the authorities' agenda the responsibility for monitoring and preventing questionable practices in the provision of credit that can lead to over-indebtedness of clients with the deterioration of the loan portfolio ofMFIs. For further research, it is suggested to extend the period of analysis and/or to study the relationship between competition, financial results of institutions and the level of indebtedness of customers. Resumo Este artigo analisa a concorrência entre instituições microfinanceiras (IMF) peruanas empregando o indicador de Boone de 2003 a 2009. Os achados sugerem que as microfinanças vêm se desenvolvendo num contexto mais competitivo, o que favorece a inclusão financeira e o desenvolvimento de instituições eficientes. Por sua vez, coloca na agenda das autoridades a responsabilidade de vigiar e evitar práticas pouco cuidadosas na provisão para créditos que podem levar a sobre-endivi- damento dos clientes com a deterioração da carteira creditícia das IMF. Propõe-se para futuras pesquisas estender o período de análise e/ou estudar a relação entre concorrência, resultado financeiro das instituições e endividamento de clientes.

El presente Trabajo de Grado promueve la utilización de herramientas económicas más sofisticadas desarrollando una implementación de los coeficientes de desvío para ser utilizada en el análisis de las integraciones empresariales. Presenta la importancia de estos análisis para la economía de mercado así como las herramientas comúnmente utilizadas en Colombia y, utiliza un caso de estudio para demostrar la posibilidad de desarrollar análisis adicionales que permitan enriquecer las actuales conclusiones de la agencia de vigilancia de la competencia en Colombia. This paper promotes the use of more sophisticated economical tools through the development of a new implementation of the diversion ratios to be used on the analysis of mergers. It shows the importance of these analyses on market economies as well as the more commonly used tools in Colombia and, using a case study it demonstrates the possibility of developing additional analysis that enhance the current conclusions made by the competition authority of Colombia. Este artículo analiza si una respuesta de marketing proactivo puede contribuir a resistir las crisis económicas. Se prueba una teoría que une el énfasis estratégico en marketing, la orientación al mercado y la orientación emprendedora como antecedentes de una respuesta contracíclica de marketing “proactivo”, utilizando un modelo de ecuaciones estructurales con datos de empresas españolas. Los resultados revelan que apostar por un marketing proactivo permite mantener la ventaja competitiva y el valor de la empresa durante la crisis. Se encuentra una fuerte relación entre marketing proactivo y el desempeño, confirmando que la inversión en marketing representa una respuesta eficaz de las empresas en períodos de crisis, contradiciendo las prácticas habituales empresariales. The fact whether a proactive market response could have a bearing on how to withstand an economic crisis is being examined in this paper. A theory linking a strategic emphasis on marketing, market orientation and entrepreneurial orientation is being put to the test as the background to a “proactive market” counter-cyclical response, on the basis of a structural equation model drawing on Spanish companies’ data. Finding show that betting on a proactive market allows for a competitive advantage and the company value over the crisis period to be secured. A strong link between proactive marketing and performance is brought to light, thus bearing out the fact that an investment in marketing accounts for an effective response from companies in times of crisis, controverting usual business practices. info:eu-repo/semantics/acceptedVersion

El presente artículo busca caracterizar el proceso de internacionalización llevado a cabo por pymes antioqueñas, para determinar de qué forma lo hacen y qué tan competitivas han sido durante este proceso. La pregunta central es: ¿son las pymes competitivas para conquistar una posición en el ámbito internacional? Se presentan los conceptos teóricos utilizados para el análisis. La investigación es de naturaleza exploratoria-descriptiva. Se usaron dos instrumentos aplicados a través de entrevistas personales (al gerente general y al encargado de los negocios internacionales). Los resultados muestran que la cultura exportadora en Colombia (particularmente en Antioquia) no se encuentra bien establecida; es más, existe cierta resistencia a cambiar de mentalidad acerca de los procesos de internacionalización, en especial en las pymes. This paper explores the internationalization of SMEs in Antioquia to determine how the process is being conducted and how competitive the businesses have been during the process. The central question is: Are the SMEs competitive enough to consolidate a position in the international marketplace? The theoretical concepts used in the analysis are presented. The investigation is exploratory-descriptive. Two instruments were applied, using personal interviews with general managers and international business managers. The results show that export culture in Colombia (especially in Antioquia) is not well established. In fact, there is a certain resistance to changing the business mentality regards internationalization, especially amongst SMEs.
