- Abstract
The purpose of this study is to find out the rules in the management of offshore drilling areas. To find out the role of law enforcement in resolving conflicts between local fishermen and offshore drilling parties. In Indonesia, conflicts between local fishermen and offshore oil drillers often occur. This conflict usually occurs due to dissatisfaction from local fishermen over oil drilling activities that are considered to damage the environment, as well as causing a decrease in fish catches. This research is a normative legal research. In legal research, it is known as normative juridical law research or normative legal research whose essence is to investigate the internal aspects of positive law to solve internal problems. Based on the discussion and research findings analyzed, it was concluded that the rules in the management of offshore drilling areas consist of various laws and regulations to ministerial regulations that regulate law enforcement to resolve conflicts between local fishermen and offshore drilling parties. Of the various challenges of offshore drilling area management, some of the main aspects of the principle of legal certainty in offshore drilling consist of legal certainty in licensing and regulation, legal certainty in environmental management, legal certainty in enforcing rules and sanctions, and legal certainty in dispute resolution.
