The purpose of this study is to find out the rules in the management of offshore drilling areas. To find out the role of law enforcement in resolving conflicts between local fishermen and offshore drilling parties. In Indonesia, conflicts between local fishermen and offshore oil drillers often occur. This conflict usually occurs due to dissatisfaction from local fishermen over oil drilling activities that are considered to damage the environment, as well as causing a decrease in fish catches. This research is a normative legal research. In legal research, it is known as normative juridical law research or normative legal research whose essence is to investigate the internal aspects of positive law to solve internal problems. Based on the discussion and research findings analyzed, it was concluded that the rules in the management of offshore drilling areas consist of various laws and regulations to ministerial regulations that regulate law enforcement to resolve conflicts between local fishermen and offshore drilling parties. Of the various challenges of offshore drilling area management, some of the main aspects of the principle of legal certainty in offshore drilling consist of legal certainty in licensing and regulation, legal certainty in environmental management, legal certainty in enforcing rules and sanctions, and legal certainty in dispute resolution. Various anti-poverty policies continue to be on the agenda, from charitable to empowering ones in an effort to increase the productivity of the poor. However, anti-poverty policies that appear in public funds are ineffective, because these policies have not been able to increase the capacity of the poor and their involvement in the process. This study aims to provide an analytical model to increase the productivity of the poor with a necessity that a rural area is unique and specific and cannot be uniformly reduced by taking an approach to groups of poor fishermen (sawi) who experience poverty patronization by rich fishermen (punggawa).)). The research uses a case study approach, what policies are most carried out to increase the productivity of poor fishing communities who experience patronization of punggawa-sawi poverty, data collection on the unit of analysis is carried out using the PRA (Participatory Rural Appraisal) method to explore problems developed in participatory research, where the researcher only acts as a facilitator while the fishing groups play an active role in analyzing and reviewing the problems they experience themselves in focused discussions in the midst of their daily activities. The results of policy research that need to be carried out in an effort to increase the productivity of the poor fishing communities of Amborawang Laut Village can be carried out through capital assistance policies, the establishment of a marketing network for fishery products, as well as increasing the application of technology and processing of fishery products as an alternative that is chosen to be recommended. Empowerment of coastal communities really requires strong involvement from the local government to provide opportunities and ensure the sustainability of the various results achieved. The purpose of this study was to determine the role of the government in improving the empowerment of coastal communities. This research method is a Literature Review using narrative methods by grouping, collecting data from similar extraction results according to the measured results to answer the objectives of the analysis of the Government's Role in Improving the Empowerment of Coastal Communities. The source of the literature used in the preparation of this literature review is through the National Journal Website such as Google Scholar. The conclusion from the results of the Literature review explains that in the 3 journals it can be concluded that the government's role in improving health empowerment in coastal communities is still not optimal because there are still people who have not received empowerment programs from the government, people are disappointed because their needs are not met according to their wishes., and the lack of budget to run the empowerment program.
