This book shows how the EU's dual sovereignty–legitimacy problem can be resolved through the political concept of European citizenship, which can serve both to define the scope of European sovereignty and to justify EU power beyond national democracy.It reconceptualizes the EU's legitimacy problem and demonstrates how sources of legitimacy can be identified and give rise to European sovereignty. It argues that sovereignty should be based on the will of citizens acting through various political bodies within the EU—city halls, regional entities, national governments, and EU institutions—and develops a general theory, arguably applicable to any political order. The EU is an unprecedented political project that is in tension with traditional forms of state legitimation based on national democracy, as nationalists and populists throughout Europe often make clear. Against this backdrop, the book fully articulates the notion of European sovereignty and argues that the EU's sources of legitimacy are based on European citizenship and national democracy. This volume draws on a Foucauldian understanding of governmentality to explore how EU civil society funding policies depoliticise civil society organisations. It questions whether international civil society funding always depoliticises civil society organisations, as the literature on governmentality and international civil society policies argues. This book explores how the right to the free movement of goods, persons, services and capital in the European Union legal order affects welfare states. These'four freedoms', as they are known, are vital instruments for the protection of a European market unencumbered by internal frontiers. The Maastricht Treaty in 1992 was based on neoliberal ideas of a market-driven European economy and democracy, and continues to be seen as a step towards a new stage of unification: towards a more federal Europe based on market integration. The authors demonstrate that European integration as a federal project actually came to an end around 1970. The European Economic Community (EEC) - the precursor of EU - was never thought of as a democracy. The authors locate a shift in thinking about legitimacy and further integration in the 1980s when the idea of a European democracy was connected with a plan for the internal market: the market would pave the way for democracy. Since then, there has been a growing tension between the official line about a democratic EU and the institutional capacity to carry it through. This tension undermined integration. The book suggests that, instead of democracy-through-market, there are signs of increasing social disintegration, political extremism and populism in the wake of economic integration. Providing a more realistic historical understanding of European integration, this book will be of interest to students and scholars of political science, history and European studies.
