Abstract

Complex systems are systems that display unique properties such as emergence and self-organization. Their behavior is inherently unpredictable due to nonlinear relationships between interdependent parts and processes. This makes complex systems different from systems that are just complicated by possessing many parts. A key variable is the complexity of global governance systems, for which there are several notable approaches to operationalization. An agency-oriented approach, on the one hand, seeks to identify when the complexity of a governance system reaches beyond the cognitive capacity of agents operating therein. A structure-oriented approach, on the other hand, seeks to measure complexity as a quality inherent in a governance system. The complex systems approach is generating novel insights on the role of complexity in and for global governance. Paradoxically, however, the enhanced understanding has not and will not necessarily increase our predictive power. A theory of complexity is still far from our reach.

Abstract

Transnational governance is undertaken not only through private regimes and partnerships of business and corporations and nongovernmental organizations, but also through networks of state-based actors that operate transnationally–transgovernmental networks. Although work on transnational networks began to be explored in the 1990s, it has only been over the past decade that it has grown to be a major theme within the study of global environmental governance. While originally developed to analyze national level governmental agencies and their transboundary activities, the term “transgovernmental” can also be applied to those networks that have been formed between subnational state-based agencies. In the climate change domain transgovernmental activity is therefore often the result of cooperation between local and subnational governments and not necessarily arising from cooperation between nation-states. This form of transnational governance appears to be on the decline as alternative private and hybrid forms proliferate.

Abstract

This article uses a case study on ecological sanitation as a basis for lessons on identifying and harnessing the plurality of actor frames in social-ecological systems, thereby moving beyond the advocacy positions often taken by implementing NGOs. The study aimed to explore how perspectives between the implementing agencies of an ecological sanitation project in rural Bolivia and the owners of a urine-diverting dry toilet (UDDT) relate to each other, and how this influenced the outcome of the project. The article provides key elements and an example methodology for social learning in the context of multiple interpretative frames in development projects.Cet article utilise une étude de cas sur l'assainissement écologique en tant que base d'enseignement sur l'identification et l'exploitation de la pluralité des cadres acteurs dans les systèmes socio-écologiques, se positionnant ainsi au-delà des revendications souvent émises par les ONG d'exécution. L'étude visait à examiner comment les perspectives des agences d'exécution d'un projet d'assainissement écologique dans les zones rurales de la Bolivie et celles des propriétaires d'une toilette sèche avec séparation d'urine (TSSU) se recoupent, et comment ce recoupement a impacté la réalisation du projet. L'étude propose des éléments-clés et un exemple de méthodologie pour l'apprentissage social dans le contexte des multiples cadres acteurs utilisés dans les projets de développement.Con el fin de avanzar más allá del acento puesto en la incidencia por las ong implementadoras, el presente artículo utiliza un estudio de caso vinculado al saneamiento ecológico para recabar aprendizajes relativos a la identificación y el aprovechamiento de una pluralidad de cuadros interpretativos en sistemas socioecológicos. El estudio tuvo por objetivo analizar cómo las perspectivas de las agencias implementadoras vinculadas a un proyecto de saneamiento ecológico en el ámbito rural de Bolivia se relacionan mutuamente con las de los dueños de inodoros secos desviadores de orina (uddt, por sus siglas en inglés), así como examinar la forma en que dichas perspectivas inciden en el resultado del proyecto. Asimismo, el artículo hace referencia a elementos clave del proceso y proporciona una metodología, a manera de ejemplo, para el aprendizaje social en el contexto de múltiples cuadros interpretativos en proyectos de desarrollo.
