2. Party Preferences and Electoral Reform: How Time in Government Affects the Likelihood of Supporting a Change

Abstract

Most of the literature asserts that political parties rationally define their preference for electoral reform with respect to their possible gains and the balance of power between and within parties. Other scholars moderate this rationality, underlining the role of the uncertainty inherent to any change in the electoral system. This article shows how risk and expected gains interact. Through an analysis of the preferences of 84 parties in 13 different electoral reform debates, it shows that risk impedes parties from supporting even advantageous change. However, it also points out that not all parties are equally sensitive to risk. Parties that are dissatisfied with the current system are more willing to favour a reform from which they expect gains. In other words, dissatisfaction makes parties more seat-maximising.

4. Convergences and Hybridization of Educational Policies Around 'Post-Bureaucratic' Models of Regulation

Abstract

Our purpose is to document convergences and divergences in the mode of institutional regulation of the education systems in five European countries (Belgium, England, France, Hungary and Portugal). On the national level, partially convergent policies create, to varying degrees and with different temporal rhythms, variants of a post‐bureaucratic regulation regime which seeks to go beyond the bureaucratic–professional model which remains dominant today, by highlighting either the traits of an ‘evaluative state’ or those of the ‘quasi‐market’ model. However, beyond the influence of these transnational models, path dependencies also exist and, in addition, we witness hybridization of these models with institutional, political and/or ideological constraints specific to each country.

6. Museum practices and the Belgian colonial past : questioning the memories of an ambivalent metropole

Abstract

This article questions the traces left by colonialism on Belgium's museums. Adopting a comparative approach to specific museographic representations of Belgium's colonial past, we examine the images they convey of this period. Museums directly concerned with Belgian colonisation are analysed (the Royal Museum for Central Africa in Tervuren, the Musée Africain de Namur, and the Musée Belvue). This discussion is framed within the context of past exhibitions, but also by a consideration of more recent temporary exhibitions which express the need for Belgium to confront its colonial legacy in more complex and creative terms. The task of confronting the past and of assessing the role which colonialism played in glorifying the Belgian nation reveals the uniqueness of the ‘postcolonial’ Belgian context in which this problematic history has been debated within a broader national identity crisis that has put into question the very future of the country itself.

7. School's Logics of Action as Mediation and Compromise Between Internal Dynamics and External Constraints and Pressures

Abstract

This paper, based on 14 case studies of schools situated in six local urban spaces (within the urban agglomerations of Budapest, Charleroi, Lille, Lisbon, London and the Creteil/Paris region), will analyse the internal logics of action of these schools and show that they are conditioned by the interaction between internal (school narrative identity, principal strategy, school intake and micropolitics) and external factors (position of the school in the local space of competitive interdependence and policy interventions). First, we will show that there are some convergences across the six local areas in the schools' logics of action. Second, we will focus on various conditions which could affect these schools' logics of action. We will demonstrate that key conditions are the ‘school mix’, related to the position of the school in the local area, and the internal dynamic equilibrium. We will also concentrate on the particular role of the principal. In conclusion, the effects of these results on inequalities will be stressed.

25. Intra- and Extra-Parliamentary Role Attitudes and Behaviour of Belgian MPs

Abstract

In terms of outputs and activities situated inside and outside parliament, Belgian MPs display a wide variety of behavioural patterns, between but also within parliamentary groups. Belgian MPs spend nearly 30 hours a week on activities situated inside parliament, while the other half is mostly allocated to constituency activities (party and pressure group work, local office, individual and collective constituency service, participation in social life and private occupation). The multivariate analyses of determinants of 26 dimensions of behaviour indicate that variables ensuing from past and current positions MPs occupy in different (non‐)political networks, from demands made upon them as position holders and resources ensuing from these positions, explain overwhelmingly more variance in behaviour than less "fixed" determinants like role attitudes, psychological incentives and office goals
