Panic buying of toilet rolls in Australia began in early March 2020. This was related to the realisation that the novel coronavirus was spreading across the country. To the general population the impact of the virus was unknown. Gradually the federal government started closing the country's borders. The panic buying of toilet rolls was not unique to Australia. It happened across all societies that used toilet paper rather than water to clean after defecation and urination. However, research suggests that the panic buying was most extreme in Australia. This article argues that the panic buying was closely linked to everyday notions of Western civilisation. Pedestal toilets and toilet paper are key aspects of civilisation and the fear of the loss of toilet paper is connected to anxiety about social breakdown, the loss of civilisation. This paper illustrates how superdiverse youth negotiate their identity in everyday interactions during Australia's Covid-19 outbreak. The discussion is based on oral narratives collected from classroom conversations among international and local students living in Australia. The paper illustrates how participants position themselves and others in narratives, how these positionings reveal complex identity work among youth from diverse backgrounds and how identities are constructed and negotiated through stories about everyday encounters. Students' experiences of racism and microaggressions point to interethnic interactions as sites of struggle where identities come into conflict. The COVID-19 pandemic caused significant educational disruption globally. When the pandemic forced schools to switch to emergency home-schooling, parental engagement in education became more critical. Some parents found home-schooling as an opportunity to form stronger relationships with their children. Others acquired an enhanced insight into their children's schoolwork. However, the emerging literature shows that, as not all parents were equally positioned to support their children's learning at home, emergency home-schooling has resulted in a significant learning loss. Guided by the concept of capital interaction, this article reports on a qualitative case study that investigated the experiences of 20 migrant parents in Victoria, Australia. A thematic analysis of the data reveals challenges associated with parental self-efficacy, financial hardship, language and technological barriers, time constraints, and disengagement and exhaustion. Remote learning may return in the future, and we must prepare for such disruption by improving equitable access to education delivered online and at home. This article undertakes a cross-national comparison of the aerospace sectors in two 'liberal' countries, the UK and Australia, examining how several multinational firms engage with engineering skill institutions: regulation of entry to profession, entry-level and ongoing training. The paper empirically demonstrates and theoretically argues that the social partners and employment protection institutions can in certain contexts play an important role in professional skill development. Institutional legacy matters, shaping multinational responses and providing distinct resources for various actors including unions. Tension between existing skill institutions ('country' or 'sector' effects) and the capacity of multinationals (MNCs) to shape practices are addressed. Both country cases demonstrate how MNCs may be able to shape practices in such a way that they create 'MNC' effects, defined as a combination of large firm/subsidiary, and 'corporate' effects, that affect engineering skill development for other firms. In the 1980s, successive Australian governments began to pursue a program of microeconomic restructuring, taking their lead from the developing 'free market' reform projects underway in the United States and the United Kingdom. One of the prominent features of the emerging liberalisation agenda was the commercialisation and privatisation of government-owned companies and assets. In keeping with this trend, over the following decades, a series of changes have been introduced to Australia's container ports aimed at improving their productivity and efficiency. Drawing on a series of interviews and analysis of governmental and non-governmental reports, the purpose of this study is to examine how port policy has unfolded 'on the ground' in Australia. The paper considers some of the 'common sense' economic maxims expounded for reform in relation to actual outcomes for industry stakeholders, concluding that principles and practice have diverged significantly and that many of the assumed benefits have failed to materialise. This research aims to investigate whether multi/inter-disciplinary research activities are related to research impact and publication counts of scholars. Since researchers with very high levels of multi/inter-disciplinarity might be able to target complex problems, we would expect them to receive more credits than their colleagues with a stronger disciplinary orientation. We analysed Web of Science (WoS) indexed publications of all associate and full professors from a random sample of Australian universities in physics, chemistry and biology (1980–2014). Australian Fields of Research (FoR) codes assigned to journals were used to calculate the diversification of authors' publications. The number of citations in the first 3 years, number of 10% most frequently cited papers, and citation impact percentile were used for impact assessment. A few indicators were used to measure the diversity including 'extent of diversification (ED)' (number of distinct FoR codes divided by the number of publications) and 'diversification ratio (DR)' (ratio of the publications falling outside the dominant code to the total number of publications). A total of 47.76% of biologists' publications, 35.23% of physicists' publications and 20.36% of chemists' publications were published in journals assigned to fields other than the Australian associate and full professors' fields. Publications from biologists had the largest values of diversification. Women (compared with men) and associate professors (compared with full professors) in chemistry, biology and overall were more probably to publish diversely. ED was negatively correlated with output and citation impact. DR also had a negative but weak correlation with the number of publications and 10% most frequently cited paper. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to examine the employment experiences of immigrants of African background in the Australian labor market. Drawing on the findings from a qualitative study conducted in South East Queensland, the paper identifies several barriers and challenges faced by Africans to meaningful employment and labor market success. The paper indicates the need to develop targeted policies to eliminate employment discrimination, reduce barriers to meaningful employment for good settlement and successful integration of African immigrants to Australia. Australian children from regional, rural and remote (RRR) areas exhibit lower educational outcomes than their peers in metropolitan areas. The mechanisms driving the comparatively poorer educational outcomes of children in RRR areas, however, are not well understood. This paper proposes and tests two sets of factors that may be responsible for these disparities: population socio-demographic composition and school climate. Using rich survey and linked administrative data from the Longitudinal Study of Australian Children (n = 9,248 observations), we estimate the relative contribution of these sets of factors to RRR children's disadvantage in NAPLAN numeracy test scores. Our results indicate that both socio-demographic and school climate factors account for part of the educational disparities between children in RRR and metropolitan areas. These findings suggest that hybrid policy approaches that tackle both the social determinants of educational success and use schools as an intervention site are required to close the achievement gap. African Australian diasporic literature has drawn attention to the anti-Black racism Black African young people endure in everyday Australia. By drawing on a multi-method approach consisting of social media ethnography and multiple participant interviews, this paper explores the use of social media by Black African young people (n=15) to visibilise their experiences of racism. We situate the murder of George Floyd on May 25, 2020, as a significant ‘turning point’ when the social media practises of our participants radically transformed. Our findings indicate that prior to the murder of George Floyd, participants evoked careful boundaries around the type of racial content they posted for fear of the punishments or backlash that could occur if they disrupted the white racial comfort of their friends and followers. After the murder of Floyd, participants used the resurgence of the #BlackLivesMatter Movement to visibilise their own experiences of anti-Black racism and racial violence in Australia, sharing content on social media that marked whiteness, demanded safety and challenged white silence and performative allyship. In this paper we seek to examine the quest for a better way of life through migration, known as lifestyle migration, by positioning place as the a priori condition through which this experience happens. Following the work of Malpas, we argue that lifestyle migration literature has often positioned place in the background, failing to notice how an individual's style of life is enacted through place and because of it. In order to understand the lifestyle in these migrations, place must be taken seriously as a grounding theoretical and empirical topic for investigation. Using a topographical approach, we propose using the metaphorical concept of 'survey marks' which are designed to understand the different components of place which make up the whole. We set out three of these in our interrogation of empirical research of lifestyle migrants in Tasmania and on the Sunshine Coast in Australia to illustrate the importance of place in this research. In the face of the increasing migration of black Africans to Australia, this paper seeks to raise conversations about the meta-discourses of Otherness in the Australian society. The paper aims to provide insights into black Africans' experience of othering and being othered in Australia. The paper draws from a broader study which examined the lived experiences of Africans in South East Queensland and highlights that the presentation of white as norm in Australia, one of or the institutional and social contexts that create conditions reinforcing othering practices, is perpetuated, especially, when the racial order in society is not acknowledged and challenged. The paper proposes that the condition of Africans in Australia may not just be explained by their immigration status or their lack of skills but linked to how they are positioned and constructed in Australia as visible 'Others.' What is a border? Who is a migrant? The paper uses these questions to distinguish between constructivist, Marxist and postcolonial answers provided by critical border scholarship, with three aims. First, identifying common concerns and interrogating divergent trajectories, the paper offers a practical invitation to dialogue between these various positions. Second, it evidences how critical border scholarship follows a social-to-spatial analytical trajectory to answer these questions: borders and migration function as a spatial confirmation of a pre-defined ontology of the social. As this is deemed unsatisfactory, third, the paper proposes turning this analytical trajectory on its head by going back to borders, i.e. by studying the spatial manifestations of borders and migration to investigate how the social is heterogeneously configured in place-specific and embodied settings. This paper explores an alternative mechanism for understanding the drivers of the nomination of women for elective office in single-member electoral systems. Previous research has generally examined two sources of gender-based politics: party ideology, with leftist parties being more female-friendly than rightist parties, and the strategic nomination of candidates depending on whether the party is expected to win or lose in the district, with women more likely to be used as 'sacrificial lambs' in hopeless contests. We argue that the nomination of male and female candidates across districts reflects an interdependence of party strategies – in particular, the actions of the main opposition party. We hypothesise that when the trailing party is not committed to gender equality, its equilibrium strategy in a given district is the nomination of a candidate of the same gender as that of the front-running party. Secondary data from 1,017 single-member Australian districts and more than 2,000 candidates from 2001–2019 confirm our hypothesis. [ABSTRACT FROM AUTHOR]

A policy problem is a discursive construction, and the way in which the problem is framed determines both the nature of the policy responses and the possibility of resolving it. In this paper, drawing on critical frame analysis, we examined three major equity policies in the Australian early childhood education and care (ECEC) sector. In mapping out framing and reasoning devices of the policies, our analytical interest is to highlight the representation of inequality as a problem and unmask underlying assumptions of the equity responses. The findings show that disadvantage in Australia's ECEC sector has been framed as a lack of access, limited navigational capacity and cultural exclusion; and the framings are underpinned by economic, educational and social rationales. The analysis also reveals problematic categories, issue-omissions and conceptual shifts within the texts. The paper draws practical implications of the frame contradictions and silences. Amongst the claims often made to justify contemporary housing reforms in Australia is that extending choice and opening services to competition will lead to improved outcomes for tenants and encourage service agencies to become more efficient. This paper considers the veracity of 'choice' and 'competition' based reforms by drawing on international examples and the views of practitioners working in the Australian housing sector. Situating Australian reforms in an international context it explores why some practitioners have misgivings about policies that seek to advance 'choice' as the guiding principal for housing reform. The key arguments are first: that interventions to extend individual choice are likely to have only limited traction when organizations are struggling to operate with limited resources and second: households on low incomes often struggle to take up the choices that are made available through these service reforms. In the conclusion, it is suggested that the current Australian housing agenda to extend competition and choice is best situated within the wider setting of neoliberal policymaking. Though both concepts might appeal to those advocating consumer rights, their deployment serves to conceal a broader political agenda – to restructure welfare provision in ways that advantage the commercial sector. Today, at a time of major downturn in the audiovisual sector, several regions and countries are reconsidering the scope and reach of domestic or regional audiovisual media governance and are developing policy instruments in order to involve transnational Video on Demand (VOD) platforms, such as Netflix, Prime Video, Disney+, in the financing, distribution and visibility of local, national and regional audiovisual content. A key issue that emerges from this backdrop is to provide convincing answers about why public authorities are feeling the urge to develop new regulations towards global VOD streamers in a specific sequence and temporality and to focus on variables, which are expected to understand this cross-national policy momentum for regulating VOD services. In addition, even though transnational VOD services represent disruptive new actors, creating industrial, technological and institutional shock, this disruption does not lead to the same political issue cross-nationally and to the same kind of policy responses. Firstly, the article explores the key outlines that the academic literature highlights in order to understand the regulation of online platforms in the media sectors. Secondly, it provides a cross-national portrayal of policy initiatives towards the VOD streamers, focusing on the EU Member States, Australia, Canada, Mexico and South Africa. Thirdly, the article argues that political struggles over VOD platforms are expected to be framed and fought simultaneously by two crucial variables, dealing with state-society relationships and global interdependence. This paper compares Australian and New Zealand Prime Ministers' crisis response communication about COVID-19. We examine how gender performativity and contextual factors contribute to each leader's discursive 'style' at the lexical level, and explore micro-diachronic changes as the pandemic unfolded. Informed by corpus linguistics approaches, we analysed written texts published on each leader's website between January and December 2020, using Scattertext to visualise lexical differences between each leader's corpus, and mapping frequencies against coronavirus case numbers in each country. Guided by these results, closer qualitative analysis reveals that whereas Jacinda Ardern quickly established and maintained a consistent and highly personalised style in guiding New Zealanders through the pandemic, Scott Morrison's messaging was both less personal and more reactive to the epidemic curve. However, despite some traces of stereotypically gendered language, neither leader made gender salient in their COVID-19 crisis response communication. [ABSTRACT FROM AUTHOR]

The aim of this paper is to examine how the postpolitical era of planning has created both binaries and intersections in the reimaging of transport futures and how the latter precipitates a redefinition of democratic transport prioritisation. Focusing particularly on the point in the transport planning process when urban transport priorities are identified, the paper explores how citizens respond to the inherently political, yet not always democratic, aspects of setting transport investment priorities. This relationship is investigated through a single case study of Melbourne, Australia where a six km inner city road tunnel was deemed a ‘done deal’ by elected officials in the lead up to a state election, removing the controversial project from open public scrutiny. Drawing upon ethnographic research and semi-structured interviews with community campaigners opposing the proposed East West Link road tunnel, this analysis reveals how community-based groups and individual residents alike can evolve beyond NIMBY-focused agitation to garner a spatially dispersed re-politicisation of urban transport priorities. While the postpolitical framing of infrastructure delivery introduces a binary between state interventionist planning and citizen opposition, it is the mobilisation of action through the spaces of intersection where new political paradigms for transport planning are created. This paper explores Stuart Cunningham's thought leadership in 'creative' spaces since the turn of the millennium. It presents the author's personal glimpses of Cunningham's contributions to scholarship and advocacy, ranging from Cunningham and Hartley's exposé on the recently-titled creative industries at the National Humanities and Social Sciences Summit (Canberra, 2001), through the establishment of QUT's Centre of Excellence (Brisbane, 2005) and its European node (London, 2008), to Cunningham's more recent work with creative economies and their opportunities, including his influence upon Australia's Cultural and Creative Economy: A 21st-Century Guide (Canberra, 2020). The paper concludes with some comments about continuing resistance to substantial investment in Australia's creative industries, and Cunningham's call for a more united voice in their advocacy. Australia has nine different legislative regimes for sentencing and parole, as well as eight prison regimes; it has therefore been described as an ideal penal laboratory. This paper presents an overview of the extensive body of recent Australian research on public opinion on sentencing and, more recently, parole. The discussion on parole is situated in the context of an analysis of the legislative and policy landscape, which has undergone significant changes in recent years. Academic and lay discourses around disadvantaged urban areas often draw on the language of ‘dumping grounds’ to encapsulate the poverty, marginalisation and social problems often found there. Yet the concept of a dumping ground remains insufficiently theorised. This paper addresses this issue by identifying five constituent features of the dumping ground: the perception of people as waste whose fate is to be discarded; the need to accommodate this human ‘waste’ and the logic by which places are selected for this purpose; the mechanisms through which this spatial sorting occurs as problem populations are moved to their ‘rightful’ place; the relations of power which enforce or encourage this mobility; and finally, the reactions of incumbent residents in neighbourhoods that are compelled to host unwanted social groups. In the second part of this paper, these themes are illustrated via a case study of the Australian city of Logan where residents complain that their city has been treated as a dumping ground in order to explain its poor reputation. This special issue is the outcome of a collaborative venture - a three-day workshop between La Trobe University and Ateneo de Manila University, held in Manila. It brought together indigenous and non-indigenous researchers from both the Philippines and Australia and included aboriginal researchers in business studies, history, literature and anthropology, and non-indigenous researchers working on themes of indigenous history, material culture, film studies, literature, the visual arts, law and linguistics. The 'indigenous' peoples of the Philippines are very different to Australian Aborigines or Torres Strait Islanders. Nevertheless, they have common quests for political autonomy, protection of indigenous customary laws, traditions and knowledge, biodiversity, and development of independent self-governance structures for health, education and community development. These concerns involve analogous and overlapping political struggles with nation-states and in the forums of the UN, regional associations, global consortia, and the international courts. The papers in this issue are based on a roundtable in which the participants showcased their own research projects and interests on indigenous pathways, cultural pluralism and national identities; socio-economic development; and representation of indigenous identities in creative and visual arts. A 21st-century growth in prevalence of extreme right-wing nationalism and social conservatism in Australia, Europe, and America, in certain respects belies the positive impacts of online, new, and alternative forms of global media. Cross-national forms of 'far-right activism' are unconfined to their host nations; individuals and organisations campaign on the basis of ethno-cultural separatism, while capitalising on internet-based affordances for communication and ideological cross-fertilisation. Right-wing revolutionary ideas disseminated in this media, to this end, embody politico-cultural aims that can only be understood with attention to their philosophical underpinnings. Drawing on a dataset of articles from the pseudo-news websites, XYZ and The Unshackled, this paper investigates the representation of different rightist political philosophical traditions in contemporary Australia-based far-right media. A critical discourse and content analysis reveal XYZ and TU's engagement with various traditions, from Nietzsche and the Conservative Revolution, to the European New Right and neo-Nazism. Why do caravans matter? Australians, like others, holiday in them, travel in them, cook, eat, drink, play, sleep and have sex in them. They also live in them, often involuntarily. Caravans have a longer history than this, however caravan life has almost no presence in existing historical or cultural sociology scholarship. Our immediate interest is in caravans in Australia, modernity and mobility. Some broader interest is apparent. Theoretical arguments about mobility on a global scale have been developed by Bauman and Urry. Sociologists like Jasper have connected mobility, masculinity and automobility in Restless Nation. The sociologist and writer Marina Lewycka has used caravans as the locus of everyday life study in her novel Two Caravans. In this paper we background some of these broader issues, and offer a case study of postwar caravan manufacturing. This paper anticipates a larger possible research project in these fields. We anticipate this project raising themes like freedom, mobility, escape, utopia; images of domesticity on wheels, décor and design, materials, technology, DIY production and Fordism; caravan parks as homes and as itinerant and long-term accommodation. These themes and images are also necessarily interwoven with class, gender, sex and age. This paper analyses the ways in which Sir Joseph Banks served as an informed and energetic patron for the preparations for the Investigator’s expedition, and for the dissemination of its scientific and geographical knowledge. This was the first voyage to circumnavigate Australia, under the command of Matthew Flinders. Banks was an essential facilitator for Flinders’ ambitions: he drew up plans to promote the voyage and mustered the support of relevant officials in the Admiralty, Navy Board, East India Company and Board of Longitude. With his knowledge of sailing on Cook’s Endeavour voyage and his understanding of the expedition’s scientific requirements, Banks took a leading role in recruiting personnel. Banks recognised in Flinders someone who had the ambition and the nautical skill to carry out the Investigator’s expedition with full commitment. Banks and Flinders combined a passion for improving geographical, nautical and scientific knowledge of the last inhabitable continent discovered by explorers. Banks played a crucial role in ensuring that the achievements of the Investigator’s voyage were not lost. He made repeated attempts to have Flinders released from his confinement in the Ile de France. He was updated from time to time on Flinders’ situation through letters received from that island. He corresponded with Flinders and his scientific associates to ensure that the achievements of the expedition—the charts and the natural history specimens—were not abandoned. After Flinders and his ship’s company returned to England, Banks ensured their findings from the voyage were prepared for public dissemination by persuading the Admiralty to pay their salaries and by personally overseeing their work during the several years necessary to complete the tasks required. Banks was closely involved with the production of Flinders’ voyage account and atlas, published in A Voyage to Terra Australis, and with the dissemination of the scientific and artistic achievements of the Investigator expedition. Waste solar photovoltaic (PV) panels are considered as one of the fastest-growing future waste streams under the category of large electronic waste (e-waste). The lifespan of solar panels varies from 20 to 30 years, and an appropriate reverse logistics network design is essential to manage the waste stream efficiently once their lifetime expires. Mixed-integer programming-based RL model is proposed in this paper for New South Wales, Australia that minimizes the overall cost by identifying optimal locations and sizing of the collection points while determining optimal capacities for recycling facilities. Using the historical data (2001–2017) on the installed capacity of solar panels in the state, the potential waste generation (at council-level) is estimated and optimized solutions are proposed for the year 2047. The results of the study show that the highest waste solar PV will be generated at Murrumbidgee, Berrigan, Balranald, and Bogan councils. Out of 129 councils in the state, the model identifies 78 optimized-locations of the collection points that would be required in the councils. In the councils of Newcastle, Narrandera and Wagga Wagga, three major recycling facilities would need to be established. This is the first systematic attempt in designing an optimized RL network in Australia focusing on waste solar PV. The Community Correction Order, introduced in Victoria, Australia in 2012, provides a sentencing option that enables eligible offenders to serve their sanction in the community, with access to treatment or other rehabilitative activities. This paper contributes to a scant body of research investigating the specific needs of this group, their barriers to inclusion and the extent to which they experience the rehabilitative aspects of Community Correction Orders. It draws on survey data collected from 200 adults (137 men and 63 women) on Community Correction Orders in outer west metropolitan Melbourne and qualitative analysis of in-depth interviews conducted with a sub-set of 20 participants. Long-term unemployment, severe economic hardship, physical and mental health issues, social isolation and troubled personal relationships were common. While participants experienced the punitive aspects of Community Correction Orders, there was limited evidence that they were supported to address key issues that may be predictive of future offending. Support to re/engage in education, training and employment was a key area of unmet need and engagement in other therapeutic programs was low. Opportunities to enhance the rehabilitative potential of Community Correction Orders are discussed, with the paper highlighting that there is a need for rigorous evaluation of community work program activities. Background: An understanding of the cultural aspects of suicidal behavior is essential for the development of culturally appropriate suicide prevention and intervention strategies. Aims: This study explored the attitudes toward youth suicide in 686 Italian, Indian and Australian undergraduate students (18–24 years old). Method: A 21-item suicide attitude inventory titled Attitude towards Youth Suicide (AtYS) scale, included in this paper, was used in the three samples. Results: Four factors were extracted, labeled negative attitudes toward suicide, belief that suicide was not preventable, suicide as acceptable and normal, and the existence of risk signs for suicide. Country differences were found for all four subscales, with Indian students having the most negative attitudes toward suicide. Sex differences were found in all three countries with women, on the whole, having less negative attitudes toward suicide, more belief in the preventability of suicide in India and more belief in risk signs for suicide in Italy. This article explores the potential for music making activities such as jamming, song writing, and performance to act as a medium for intercultural connection and relationship building during service learning programs with Indigenous communities in Australia. To set the context, the paper begins with an overview of current international perspectives on service learning and then moves towards a theoretical and practical discussion of how these processes, politics, and learning outcomes arise when intercultural engagement is used in service learning programs. The paper then extends this discussion to consider the ways in which shared music making can bring a sense of intercultural “proximity” that has the potential to evoke deep learning experiences for all involved in the service learning activity. These learning experiences arise from three different “facings” in the process of making music together: facing others together; facing each other; facing ourselves. In order to flesh out how these theoretical ideas work in practice, the article draws on insights and data from Queensland Conservatorium Griffith University’s award winning Winanjjikari Service Learning Program, which has been running in partnership with Barkly Regional Arts and Winanjjikari Music Centre in Tennant Creek since 2009. This program involves annual service learning trips where university music students travel to Central Australia to work alongside Aboriginal and non-Indigenous musicians and artists on a range of community-led projects. By looking at the ways in which shared music making brings participants in this program “face to face”, we explore how this proximity leads to powerful learning experiences that foster mutual appreciation, relationship building, and intercultural reconciliation. The body is central to women's construction of premenstrual change as premenstrual syndrome (PMS), and to experiences of premenstrual distress. Embodied change, such as bloating or breast tenderness, can act as a marker of PMS. Within biomedical models, PMS is located within the body. Women's dissatisfaction with their bodies is also reported to be higher in the premenstrual phase of the cycle. What is absent from this analysis is the meaning and experience of embodied change, in the context of broader constructions of femininity and embodiment. In this paper, we adopt a feminist material-discursive theoretical framework to examine the role of premenstrual embodiment in women's premenstrual distress, drawing on open-ended survey responses and interviews with 83 women who self-diagnose as "PMS sufferers". We theorize premenstrual body hatred as subjectification, wherein women take up cultural discourse associated with idealized femininity and the stigmatization of the fat body, resulting in self-objectification, distress and dehumanization. However, women can resist negative cultural constructions of premenstrual embodiment. We describe the impact of psychological therapy which increases awareness of emotional and embodied change, resulting in greater acceptance of the premenstrual body and self-care, serving to reduce premenstrual distress and self-objectification. In this paper, we explore possibilities for reconceptualizing cosmopolitics by focusing on sites and situations where the problem of un/commonality plays a central role. Stemming from ethnographic research carried out as part of an ongoing collaboration on 'Landscapes of Democracy', we outline a study of democratic politics that extends beyond the politics of a single world and attends to landscapes of political practice that embed, and sometimes deny multiplicity. We follow the chronological unfolding of our fieldwork in Germany and Australia, and trace politics across worlds by telling alternating stories about how commonality and uncommonality are achieved in specific parliamentary settings in Frankfurt, Berlin, Darwin and Miliŋimbi – a Yolŋu community in the Northern Territory. We interrogate the relationship between commonality and uncommonality, not as an opposition, but as a series of situated efforts to find out and articulate what needs to be made un/common, for what purposes, and on what terms. Bringing into focus such explicit and implicit framings of cosmopolitics suggests that there is potential for partial and situated practices on the ground to rework un/common futures through the continual reimagining of pasts and the configurations of people and places to which these futures are tied. As there remains a paucity of research into the use of communication strategies in Polish transnational communities, this paper seeks to delineate the code-switching practices of Polish-speaking families residing in Australia. The tripartite framework of Family Language Policy has been applied for the analysis of affordances of code-switching patterns.Based on the data collected through the online questionnaire supplemented with in-depth interviews and observations, a qualitative analysis has been conducted to obtain the sociolinguistic picture of the code-switching practices.The interviews and discussions during the observations were recorded, transcribed verbatim and coded according to the Grounded Theory Approach. The recurrent themes were noted. The existing patterns were conceptualised through the process of constant comparison.The conducted study draws our attention to the fact that Polish speakers in Australia differ from speakers of other heritage languages. Language management efforts through a great exposure to Polish translates to HL proficiency, maintenance and the degree of bilingualism, as well as the rate of code-switching. All joint family and extracurricular activities organised by Saturday schools and cultural centres augment the HL retention despite the constant attempts to code-switch among the young family members.This paper delves into how Polish is maintained as a HL among Polish-speaking immigrants to Australia and their offspring. It explores one of the well-established yet understudied communities that makes up multicultural Australia. It is widely recognised that the 21st century is seeing a geopolitical shift in global power relations towards Asia, particularly China. This has led Australia to officially embrace Asia as its regional home. But the neoliberal economic logic underpinning this embrace leads to a narrowly transactional conception of Australia’s relationship to Asia, governed by an opportunity/threat dichotomy. By contrast, this article describes Sydney’s Chinatown today as an increasingly hybrid, porous and transnational space of uneven and mixed-up, embodied Asian-Australianness. Juxtaposing the dynamic on-the-ground reality of this contemporary Chinatown with government discourse on Australia’s relationship to Asia, as exemplified by the 2012 White Paper Australia in the Asian Century, illuminates that Australia is not yet at home in Asia. Antisocial behaviour including littering and graffiti, crime and social disorder pose an important social problem within contemporary cities. Perceptions regarding the extent of antisocial behaviour are likely to differ not only along socioeconomic and demographic lines of the individual but importantly are also likely to differ depending on the type of neighbourhood or community one resides in. In particular, it is often assumed that antisocial behaviour, both real and perceived, will be higher in localities characterised by higher levels of public housing. Situated broadly in the antisocial behaviour and neighbourhood effects/social mix literature this paper examines perceptions of antisocial behaviour reported in a large sample survey in Australia focusing specifically on how responses differ by the housing social mix characteristics of the neighbourhood the respondent lives in. Who has responsibility for addressing the security implications of climate change? States and the United Nations justify their existence on the promise of providing security. Yet, although the national and international security implications of climate change are increasingly acknowledged, incorporation of climate change in national security planning or institutional arrangements is far from universal, while debates in the UN Security Council about its role in addressing climate change have been characterized by contestation. This article examines key debates about the responsibilities these institutions have for providing security in the face of the threats posed by climate change, examining the extent to which these institutions accept responsibility for providing security in these contexts. Drawing on Toni Erskine's notion of institutional moral agency, the article examines a 2017 inquiry into the national security implications of climate change in Australia, and the September 2021 UN Security Council debate on the international security implications of climate change. These two case studies explicitly focus on the question of institutional responsibility – of the Australian Government and the UN Security Council respectively – for addressing the threat of climate change. In both cases these institutions stop short of accepting responsibility for providing security in the face of climate change, with limited policy responses or institutionalization as the result. With the security implications of climate change increasingly apparent, and increasingly recognized by these (and other) actors, the failure to accept responsibility raises potentially significant questions about the legitimacy of these institutions themselves. While attention to the 'ndrangheta, the Calabrian mafia, in Australia, has significantly increased in the past two decades, historical records referring to this peculiar manifestation of organised crime in the country date back almost a century. This research is situated in between studies on mafia mobility and studies on the nature of mafia-type organised crime in Italy and in Australia. Relying on archival research, fieldwork and focus groups with law enforcement agencies across most Australian jurisdictions, this paper will essentially argue that there is in Australia an on-going criminal system that is made of ethnically hybrid criminal networks - predominantly made of, but not limited to, Calabrian ethnicity. Ethnic solidarity and traditional norms and values of the 'ndrangheta, embedded in Calabrian migrant culture, provide the roof to these networks' behaviours and organisation. This paper will discuss how the resilience of this mafia in Australia is linked to the capacity of 'ndrangheta clans to maintain different heads - to be polycephalous - all differently and equally important: their organisational head is stable and culturally homogeneous, their (mafia-type) behaviours are constant, flexible and rooted in ethnic solidarity, and their activities are very dynamic, but hybrid in their ethnic composition. In recent years open access models have transcended traditional modes of publishing, thus enabling freer access to research. This paper takes a trans-regional approach to open access publishing in the Asia and Oceania region focussing on individual institutions in three countries – Charles Darwin University (Australia), University of Hong Kong and the University of Malaya, reflecting on how each one is rising, in its own individual way, to meet the range of challenges that its research communities are facing. Specifically, it focuses on open access and institutional repository development, and traces their development at each of the aforementioned institutions. This paper is based on interviews conducted with staff involved with the development of the repository, and the open access collection in particular, at each of the three institutions. It synthesises open access developments and reviews the role the library has played in each institution in the development of open access across the academic and research community; and the success that has been achieved to date. It highlights any common factors between the approaches taken by each institution, as well as any significant differences of note. The findings reveal that each of the three institutions is at a different stage of development with the University of Hong Kong repository ranked at the top within Asia. Each has used a slightly different approach toward open access, and used different software to develop their repository. The authors have collated the overall experiences of each institution in open access publishing and repository development. They have highlighted the successes and failures that each has experienced and formulated a set of guidelines that may help those embarking on establishing an open access repository. In this paper, the peri-urban is conceptualised as a territory to analyse the tensions associated with governments pursuing various agendas in isolation from those inhabiting these spaces. Two peri-urban vignettes are drawn together and Taylor’s conception of a ‘social imaginary’ is used to recognise the conundrum for government planners, as well as to support the narratives about the social and ecological meaning of what local in-migrants are doing in the landscape. A resilience framework assists in clarifying system boundaries and the concept of social-ecological memory is used to interrogate how practices emerge within the various social imaginaries. The findings emphasise that this combination of tropes assists in acknowledging the rich, social imaginaries of local people ‘making’ the new landscapes. It is argued that acknowledging and incorporating their interests requires engaging with local networks and, more strategically, conceding that the social imaginaries of the peri-urban can be co-constructed for other strategic landscape outcomes. Conditions and warranties, which are generally referred to as policy terms in insurance contracts, are crucial in the determination of the rights and obligations of the contracting parties. The article examines the enforcement of policy terms in insurance contracts at common law and the legislative measures that have been deployed in some common law countries, including Nigeria, the United Kingdom and Australia, to ensure fairness as well as to balance the inequality in the bargaining power of the contracting parties. In as much as the principle of freedom of contract will generally be honoured by the court, the paper argues that through legislative intervention in policy terms in these countries, the principle is being discountenanced with, in appropriate cases, in order to effectuate the just and reasonable expectation of the insured. Litigants are now required to consider mediation and can be penalized under the Civil Procedure Rules if they unreasonably refuse to use an ADR procedure. As litigants are expected to participate in mediation, there are mounting concerns, particularly in common law countries that mandate attendance before accessing the courts, that parties are obstructing the process by engaging in 'bad faith'. Some common law countries have used the concept of 'good faith' negotiation to design rules or codes to regulate conduct in mediation. The English and Welsh jurisdiction identifies mediation as a type of negotiation, but has no developed concept of negotiating in 'good faith'. This paper first reviews the case law on good faith negotiation in England and Wales, before considering the concept of 'good faith' in mediation and assessing whether or how the conduct of parties in mediation could be controlled. The concept of good faith in mediation may not provide the answer because of definitional difficulties and a review of Australia, Hong Kong and the USA indicates that many rules or procedural codes are confined to a 'minimum level' of participation. Furthermore, court control of conduct is limited by the rules of without prejudice in negotiation and confidentiality rules in mediation, which limits court review unless there is substantial impropriety such as blackmail or duress. This paper proposes that the issue of the conduct of parties in mediation must be given serious consideration, particularly in view of judicial pressures in some quarters for courts to be given increased powers to direct litigants to mediate. Mandating mediation may lead to more incidences of bad faith or to party involvement without serious engagement. Forced marriage was criminalised in Australia in March 2013, putting the issue on the agenda of policy-makers and social service providers. Increasingly, however, it is being recognised that criminal laws alone cannot address the practice; protective and preventative strategies are also needed. This paper argues that strategies to address forced marriage will be most effective if they are informed by contextualised and emic understandings of the phenomenon, that is, by the perspectives of individuals, families and communities who are directly affected by forced marriage. Primary research is required to obtain such perspectives. Research into forced marriage in Australia is still in its infancy, and primary research is almost non-existent. This paper, then, looks to primary research from the UK and other comparable Western multicultural nations, offering a critique of this body of literature before drawing out what is revealed about why marriages are forced, how marriages are forced, and what people in forced marriage situations want. The implications of criminal prosecution are then considered in light of this emic understanding. The legal definition of forced marriage hinges on the concept of consent: it is consent that distinguishes an arranged marriage from a forced one. In the UK, the notion of consent has been robustly problematised. However this is not the case in Australia at present, and this paper critiques the value of the concept of consent given the social contexts of forced marriage described above. The implications of this critique for the application of Australia’s forced marriage law are then considered. Being diagnosed with a life-limiting illness entails a fundamental reshaping of one's relationship with the future. From ‘bucket lists’ of destinations and experiences to ‘flights of hope’ for experimental or specialised medical care, diagnoses of serious illness are deeply entwined with travel in Australian cultural narratives. In this paper, we draw on a thematic analysis of interviews with cancer patients and their carers to ask what meanings are attached to narratives of travel – whether completed or constrained, imagined or interrupted – in the context of a cancer diagnosis. Focusing on narratives of travel draws attention to themes of disruption, resilience, autonomy and living a meaningful life within the precarious timescape of cancer. Through this analysis of time and travel, we examine how normative expectations of how to live with or beyond cancer can produce tensions, particularly in the uncertain but precariously hopeful landscape of precision cancer treatments. This paper investigates aspects of cruising of most concern to Australian consumers during the COVID-19 pandemic, following the shutdown of cruising globally. Using a mixed-method approach, the study asked cruisers and non-cruisers which of the risks associated with cruising were of most concern. The study found health was the most concerning risk for respondents, regardless of cruising history and, contrary to previous research, cruisers were more concerned about health risk than non-cruisers. Results indicated cruisers were also concerned about financial risk, while safety and psychological risk were the next most concerning aspects for non-cruisers. Implications for the cruise industry are discussed and areas for further research are identified. Findings suggest the industry cannot take for granted repeat cruisers' return post-pandemic. The highly visible yet poorly studied phenomenon of roadside colossi—oversized commercial buildings and statues in the shape of everyday objects, referred to in this article as Big Things—has often been dismissed as a kitschy by-product of American post-war consumerism and car culture. There are no universal definitions or typologies for this form of material culture, nor is there a sufficiently global history that explains the origin, spread and contemporary popularity of these landmarks. In this article, I address these gaps in the discourse, drawing attention to the rich yet largely untapped theoretical underpinnings of Big Things. In doing so, I highlight the potential for further study of these landmarks as material evidence of broader socio-cultural impulses, particularly in communities across North America and Australia, where Big Things can be found in their greatest numbers. In this article, we explore Quick Response (QR) codes (machine-readable optical labels that link to information) and how, after a period of having fallen out of favor, they have been reactivated and have come to underpin COVID-19 automation and contact-tracing efforts. During the pandemic, they were used especially for "safe entry" and other kinds of check-in to locations to facilitate contact tracing. In this context, QR codes facilitate automated decision-making in relation to infectious disease surveillance and disease outbreak control. However, the use of QR codes for contact-tracing purposes has enjoyed mixed success and its implementation has encountered several challenges, as we illustrate through a case study that explores QR codes and COVID contact tracing in Singapore and Australia. The much debated Minimum Wage Ordinance eventually secured passage in the Hong Kong Legislative Council on 17 July 2010 and is to take effect on 1 May 2011. A Minimum Wage Council established under the Ordinance has made recommendations to the Chief Executive on the initial minimum wage level. This paper compares the minimum wage legislation in Hong Kong with that of other Western jurisdictions and seeks to identify what the former can learn from these international experiences in setting a statutory minimum wage. In the final analysis, it is argued that these experiences provide a good platform for implementing a broadly similar regime in the Special Administrative Region, albeit one with 'Hong Kong characteristics'. The strength of the relationship between low wages and household needs has become an important measure of the effectiveness of Australia’s employment safety net. This paper reviews the recent treatment of the needs issue in safety net wage cases of the Australian Industrial Relations Commission, and provides a statistical analysis of data from two nationwide household surveys. I develop a method of identifying low-wage earners in sectors with high award reliance, and use it to describe the characteristics of their households. The workers of interest are predominantly found in households near the middle of the income distribution, rather than at the bottom end, because they typically live with other, higher-paid workers. The minority living in single-income households are more likely to be below the median income and to experience financial stress.
