This paper examines how the loss of 6300 jobs from the closure of MG Rover (MGR) in the city of Birmingham (UK) in April 2005 affected the employment trajectories of ex-workers, in the context of wider structural change and efforts at urban renewal. The paper presents an analysis of a longitudinal survey of 300 ex-MGR workers, and examines to what extent the state of local labour markets and workers’ geographical mobility—as well as the effectiveness of the immediate policy response and longer-term local economic strategies—may have helped to balance the impacts of personal attributes associated with workers’ employability and their reabsorption into the labour markets. It is found that the relative buoyancy of the local economy, the success of longer-run efforts at diversification and a strong policy response and retraining initiative helped many disadvantaged workers to find new jobs in the medium term. However, the paper also highlights the unequal employment outcomes and trajectories that many lesser-skilled workers faced. It explores the policy issues arising from such closures and their aftermath, such as the need to co-ordinate responses, to retain institutional capacity, to offer high-quality training and education resources to workers and, where possible, to slow down such closure processes to enable skills to be retained and reused within the local economy. Personal insolvency rates vary considerably across local areas of England and Wales but the reasons for this have barely been explored. This paper presents an empirical study of the factors determining variations in personal insolvency rates in 2006 utilising newly available data. The results suggest that a number of economic and demographic factors are important including income, social benefits, age, occupation, public-sector and armed forces employment and level of local entrepreneurship. Significant spatial autocorrelation is evident in the dataset and three sub-regional clusters of local authorities are identified; one in the South West is characterised by adjacent areas with a high insolvency rate and two others in Wales and the North West that are characterised by low insolvency rates. This paper looks at the impacts of the 2008 global financial crisis on Leeds, a medium sized city in northern England, which in the last decades has specialised in finance-related economic activities. Our aim is to understand if the largely neoliberal pre-crisis urban growth model pursued in Leeds, based significantly on real estate speculation, retail and finance, was put at risk by the crisis and whether a collective reflection by local leaders took place about the need to change direction. To do that we have conducted interviews with experts in the city and analysed policy documents in detail. We focus, in particular, on how the crisis was constructed as affecting Leeds and more specifically if the socio-economic development trajectory and associated urban governance model have changed. This paper examines the operation of the Housing Market Renewal Pathfinder Programme in England over the period 2002–10. The programme aimed to address high vacancy rates and low house prices in inner-city and declining industrial areas of northern and Midlands cities. The programme achieved some success in generating new housing supply in areas where private developers had previously been reluctant to invest, but had only limited impacts on high vacancy rates. House prices rose sharply in the programme areas, but also in similar areas outside the scope of the programme, driven by wider market-led pressures, including increased demand arising from international in-migration and a boom in speculative investment. This paper develops a tiered geography of local housing market areas (HMAs) that provides a national framework for spatial planning. It is derived from a theoretical understanding of the economic basis of HMAs. The analysis explores the relationships between the tiers of the HMA geography and local labour market areas. Drawing on this understanding, the empirical research generates sets of different potential geographies of HMAs for England based on an algorithm that applies criteria linked to the degree of closure of migration and/or commuting patterns. A range of theoretically appropriate criteria then enable the different geographies to be assessed. The choice of geography is guided by Chow tests of statistical differences in standardised house prices in neighbouring HMAs derived from hedonic regressions. Finally, conclusions are drawn on the validity of the approach developed. The empirical work is on England and datasets drawn from the Census and Land Registry. [ABSTRACT FROM PUBLISHER]

From 2001, the construction of flats and high-density developments increased in England and the building of houses declined. Does this indicate a change in taste or is it a result of government planning policies? In this paper, an analysis is made of the long-term effects of the policy of constraint which has existed for the past 50 years but the increase in density is identified as occurring primarily after new, revised, planning guidance was issued in England in 2000 which discouraged low-density development. To substantiate this, it is pointed out that the change which occurred in England did not occur in Scotland where guidance was not changed to encourage high-density residential development. The conclusion that the change is the result of planning policies and not of a change in taste is confirmed by surveys of the occupants of new high-rise developments in Leeds. The new flat-dwellers were predominantly young and childless and expressed the intention, in the near future, when they could, of moving out of the city centre and into houses. From recent changes in guidance by the new coalition government, it is expected that the construction of flats in England will fall back to earlier levels over the next few years. This study estimates the impact of the London 2012 Olympics announcement on property prices. Using a self-constructed dataset of a sample of property transactions, it is estimated that properties in host boroughs are sold between 2.1 and 3.3 per cent higher, depending on the definition of the impact area. A similar investigation based on radius rings suggests that properties up to three miles away from the main Olympic stadium sell for 5 per cent higher. It is estimated that the overall impact on the price of properties in host boroughs amounts to £1.4 billion, having substantial social and financial implications for existing residents. Since EU enlargement in 2004, there has been a substantial influx of economic migrants to the UK from the 'A8' accession countries. A significant number have moved into Housing Market Renewal Pathfinder areas, which are focused on reshaping failing housing markets. Through case study analysis, the degree to which such movement is beneficial—through stabilising areas of low demand and improving community cohesion—or problematic, given the increased demands on local services, is discussed. The research indicates that migrants are positively impacting upon such areas by increasing demand for private rented and owner-occupied housing, as well as having skills and qualifications that are supportive of achieving regional employment targets. However, the nature of such movements suggests that a review of HMR policy may be necessary, particularly in terms of how initiatives can respond to the needs and housing aspirations of those residents at most risk of social exclusion. In recent years, economic geographers have turned their attention to the growing geographical reach and complexity of economic networks to focus on the increasing integration of economies, the geographical organization of economic activity and the social, economic and political relationships within these networks. Within this work, particular attention has been paid to the corporation, allowing for corporate geographies to be rethought using new approaches and new methodologies. Building on these approaches, we seek to develop a holistic economic geography which embeds the globalizing corporation within a broad array of economic, social, political and cultural settings shaped by multiple social agents. We do this in the con- text of the European steel industry. We argue that refocusing attention on the steel industry is important for two reasons. First, the industry itself has radically changed in the last decade. Persistent global overcapacity and cycles of profitability, ongoing consolidation and privatization, the emergence of new steel regions and of more 'globalized' steel producers have all altered the industry's anatomy. Second, the tools of economic geography have changed. New approaches enable us to look again at the steel industry and to rethink its corporate geographies. This article develops these arguments by using an innovative approach, integrating the narratives of two steel corporations and two European steel regions, and focusing on issues of corporate geography, financialization, government and governance, labour and community. In this way, we seek to continue the strong tradition within economic geography of conceptualizing the spatial contexts and consequences of economic change through accounts of the continuous remaking of steel geographies.
