The majority of South Sudanese-Australians arrived in Australia, and other host countries outside Africa, after spending a greater part of their lives in refugee camps or conflict-affected areas. In addition, refugees are often not able to return to their home countries because the causes of their departure (wars, insecurity, hunger) continue to apply in their country of origin. The purpose of this paper is to examine some of the mental health and wellbeing issues some South Sudanese-Australians experience as a result of settlement difficulties and their earlier experience of conflict. The study looks at experiences of resettlement and settlement difficulties, and, more importantly, mental health and wellbeing issues in the wake of the aforesaid challenges. The data was collected from a qualitative method which comprised a series of semi-structured, one-on-one interviews with a total of 20 South Sudanese-Australians living in Melbourne. There were 11 males and nine females, with ages ranging from 18 to 64 years, who volunteered to participate in this study. Findings indicated that, as with many other people from refugee backgrounds, South Sudanese-Australians face a range of settlement-related challenges, and a host of post-resettlement adaptation experiences such as limited change of gender roles, language proficiency, unemployment, host society unacceptance or intolerance, constrained recreational opportunities, lack of community connectedness and overall mental health and general wellbeing issues. Experiencing conflict can be traumatic and refuge in neighbouring countries that are socio-culturally different can be challenging. The Australian Association of Social Workers has campaigned for many years for the registration of social workers in Australia, but with little success to date. This paper critically examines the key arguments for and against registration with reference to academic and government policy literature from international jurisdictions (primarily New Zealand and England) where government regulation of social work already exists. This review of existing literature found that arguments in favour of registration broadly centre on two main assumptions. They are improved protection of clients and amplification of professional standing. The findings indicate that there is only limited empirical evidence as to whether registration does in fact lift the professional standing of social workers or protect consumers from substandard practice. We conclude that further research is required to examine whether registration of social workers is justified in Australia, and particularly to ascertain whether the regulation of social workers generally or in specific practice areas such as child protection can realistically take place independently of the large number of human service practitioners who are not social work trained. Objectives: This paper aims to confirm the content validity of the domains identified during the development of the Alzheimer's disease – five dimensions (AD-5D) algorithm for the quality of life – Alzheimer's disease (QOL-AD) and to identify the rationale for stated quality of life preferences. Methods: Focus groups were conducted to elicit the priorities for quality of life in dementia from three perspectives: the person with dementia; family caregivers; and the community. Participants were recruited through industry research partners (long-term care providers) based on knowledge of their experience with dementia. Three focus groups were conducted – one each in Brisbane, Sydney and Adelaide, Australia – between November 2016 and February 2017. Each focus group included participants providing a different perspective on dementia – people with dementia (n = 3), caregivers (n = 9) and general community members or relatives of residents of a long-term care facility (n = 10), although some groups contained one participant with a different perspective. The focus groups were used to validate the AD-5D domains and examine quality of life preferences across the three perspectives. Thematic analysis was used to identify the priorities underlying preference selection. Results: All activities affecting the quality of life for people with dementia could be mapped to one of the five AD-5D domains: memory, mood, physical health, living situation and ability to do things for fun. The domains considered most important for quality of life differed between people with dementia, their caregivers and members of the community, with memory the least important domain for all three groups. The rationale for priorities also varied between groups. Conclusions: This study confirmed the content validity of the selection of the AD-5D domains and identified multiple differences in the reasons behind stated priorities for quality of life for people with dementia, their caregivers and community members. This paper discusses loose coupling within police organisations, and the implications for police effectiveness. It uses findings from a qualitative study involving semi-structured interviews of 121 personnel from New Zealand Police and Queensland Police Service. The study provided insights into the characteristics of loose coupling in police agencies. The paper discusses the implications of these characteristics for the effectiveness of police. It suggests that the perceptions employees hold of the performance management practices that police use influence the extent of loose coupling. This loose coupling has both positive and negative effects. It reduces the ability of senior management to control the behaviour of employees. However, lack of management control does not result in an organisational culture that tolerates poor performance. Recent international trends towards urban consolidation, intended to reduce outward urban sprawl by concentrating growth within existing neighbourhoods, can cause contention in cities. Understanding how the mass media represents urban consolidation can lead to more informed and democratic planning practices. This paper employs Social Representations Theory to identify and understand representations of urban consolidation in newspaper media. The theory recognises that the media is a key purveyor of public discourse and can reflect, shape or suppress ideas circulating in society. This novel approach has not previously been applied to understanding social representations of urban consolidation strategies in the mass media. The rapidly growing and changing city of Brisbane, Australia, is utilised as a case study. Brisbane is situated in South East Queensland, the fastest growing region in Australia, and is governed by regional and local planning policies that strongly support increased densities in existing urban areas. Findings from a quantitative textual analysis of 449 articles published in Brisbane newspapers between 2007 and 2014 reveal key clusters and classes of co-occurring words that represent dominant social representations apparent in the newspaper corpus. The paper provides two key conclusions. The first is that social representations occurring in mass media represent an important source of information about ‘common sense’ understandings and evaluations of urban consolidation debates. The second is that urban consolidation is represented as a multifaceted issue, including interrelated themes of housing, sustainable population growth, investment strategies and the interplay between politics and planning. Over the past two decades, research has emphasised a shift from city government to urban governance. Such a shift brings about its very own challenges, namely governance gaps, uncertain configurations in governance and a limited capacity to act. In this paper, we argue that the concurrent rise of strategy documents in city administration addresses these challenges. Our central claim is that strategy documents can be understood as a distinct discursive device through which local governments enact aspired governance configurations. We illustrate our argument empirically using two prominent examples that, while showing similar features and characteristics, are anchored in different administrative traditions and institutional frameworks: the city administrations of Sydney, Australia, and Vienna, Austria. The contribution of the paper is to show how strategy documents enact governance configurations along four core dimensions: the setting in space and time, the definition of the public, the framing of the res publica and legitimacy issues. The argument of this paper is that social ties beyond the boardroom matter. At the structural level, social ties from non-profit foundations, cultural organizations, university boards, policy planning organizations, and private social clubs add unique ties to those established by interlocking directorates. In addition, the multiple configurations of these social affiliations increase the centrality and reduce the social distance among the corporate directors. Although visualizations of these social networks underscore the changing roles these extra-corporate ties play in uniting corporate directors, they cannot precisely capture the unique effects of ties created by social affiliations outside the boardroom. Utilizing the concepts of structural redundancy and multiplicity, the paper describes the unique contribution each set of ties makes in constructing the social mosaic of corporate America during the second half of the 20th century. The results indicate a dramatic reduction in the role private clubs play in supplementing corporate ties, and an equally significant rise in the importance of social ties generated by policy planning organizations. The suspect community thesis has been used to explain how and why Muslims have become a stigmatised minority, subject to increased state surveillance and public discourse that constructs Muslims as a potential terrorist threat. Breen-Smyth (2014) argues that a suspect community is generated through national or state security policies and reproduced and reinforced by societal responses and social practices. This influences how Muslims perceive themselves as a suspect community and influences their support for counter-terrorism efforts. This paper will explore the ‘experiential consequences’ of Muslims being stigmatised and labelled as a suspect community and the perceptions this has generated among Muslims living in Australia. We examine how Muslims have reacted to being defined as a terrorist threat and the coping mechanisms they adopt to defend their religious beliefs given Islam is seen by authorities, the media and the public as justifying violence. This paper will explore these issues by reporting results from focus group data collected from Muslims living in Sydney, Brisbane and Melbourne (N = 104 participants in total). Results illustrate how being defined as a suspect community influences the appraisals Muslims have of themselves, their faith, their community and Australian authorities. Although the implied duty of mutual trust and confidence has long been established as an implied term in employment contracts under English common law, the Australian High Court has recently ruled that it is not part of the common law regulating employment contracts in Australia because the implication of such a term was better regulated under statute. While it is acknowledged that legislation is most effective in regulating substantive employment rights and obligations, a political climate which lends itself to ideologically divergent policy reforms often robs the discipline of its stability. However, if there exists a legal framework apart from legislation, which coheres with it and has the ability to initiate juridical development in the law, as is the role of the common law, the result will be an enrichment of the discipline overall. This paper traces selected English and Australian judicial approaches towards the implication of the duty of mutual trust and confidence in the context of terminations of employment within a statutory regime, culminating with an analysis of the recent Australian High Court decision in Commonwealth Bank of Australia v Barker (Barker), which has diminished common law’s interpretive role in this regard. The aim of this paper is to examine how the postpolitical era of planning has created both binaries and intersections in the reimaging of transport futures and how the latter precipitates a redefinition of democratic transport prioritisation. Focusing particularly on the point in the transport planning process when urban transport priorities are identified, the paper explores how citizens respond to the inherently political, yet not always democratic, aspects of setting transport investment priorities. This relationship is investigated through a single case study of Melbourne, Australia where a six km inner city road tunnel was deemed a ‘done deal’ by elected officials in the lead up to a state election, removing the controversial project from open public scrutiny. Drawing upon ethnographic research and semi-structured interviews with community campaigners opposing the proposed East West Link road tunnel, this analysis reveals how community-based groups and individual residents alike can evolve beyond NIMBY-focused agitation to garner a spatially dispersed re-politicisation of urban transport priorities. While the postpolitical framing of infrastructure delivery introduces a binary between state interventionist planning and citizen opposition, it is the mobilisation of action through the spaces of intersection where new political paradigms for transport planning are created. Academic and lay discourses around disadvantaged urban areas often draw on the language of ‘dumping grounds’ to encapsulate the poverty, marginalisation and social problems often found there. Yet the concept of a dumping ground remains insufficiently theorised. This paper addresses this issue by identifying five constituent features of the dumping ground: the perception of people as waste whose fate is to be discarded; the need to accommodate this human ‘waste’ and the logic by which places are selected for this purpose; the mechanisms through which this spatial sorting occurs as problem populations are moved to their ‘rightful’ place; the relations of power which enforce or encourage this mobility; and finally, the reactions of incumbent residents in neighbourhoods that are compelled to host unwanted social groups. In the second part of this paper, these themes are illustrated via a case study of the Australian city of Logan where residents complain that their city has been treated as a dumping ground in order to explain its poor reputation. There has been significant interest of late into how academics spend their time during both their working and personal lives. Inspired by research around academic lives, this paper explores the narratives of 25 early career academics in Australian institutions across the country. Like several others, we propose that one of the fundamental aspects of time in academia is that of labour spent doing formal, instrumental and bureaucratic tasks. This impinges on the other side of academic life, the writing, research and discovery that bring subjective value to the academic. Using a Weberian framework however, we argue that there are two distinct rationalisations of these 'times' occurring. One is the formal, instrumentally imposed rationalisation of the university itself and the second is a more personally defined subjective rationalisation of research and writing. In terms of the latter, we argue that younger academics are not only seeing these times as important for their sense of self in the present but also for their projected vision of what they will become later in their professional career. In 2007, then Australian Prime Minister Howard said of the Murray-Darling Basin's rivers that action was required to end the 'The tyranny of incrementalism and the lowest common denominator' governance to prevent 'economic and environmental decline'. This paper explores the management of these rivers as an epicentre for three key debates for the future of Australia. Information on biodiversity, analyses of the socioecological system, and climate change projections are presented to illustrate the disjunction between trends in environmental health and the institutions established to manage the Basin sustainably. Three key debates are considered: (1) conflict over the allocation of water between irrigated agriculture versus a range of other ecosystem services as the latest manifestation of the debate between adherents of the pioneering myth versus advocates of limits to growth in Australia; (2) cyclical crises as a driver of reactive policy reform and the prospects of the 2008 Water Act forming the basis of proactive, adaptive management of emerging threats and opportunities; and (3) subsidiarity in governance of the environment and natural resources in the Australian federation. Implementation of the 2012 Basin Plan as promised by the Federal Government 'in full and on time' is a key sustainability test for Australia. Despite Australian claims of exceptionalism, the Murray-Darling Basin experience mirrors the challenges faced in managing rivers sustainably and across governance scales in federations around the world. Background Morbidity and mortality meetings are held at all Australian major trauma centres and provide a forum to identify problems and improve practices. Meetings should focus on addressing factors in the system to prevent similar errors occurring, rather than individual culpability. This paper describes current meeting practices and assesses the use of a systems approach. Methods This proof of concept study used a convenience sample of four Australian major trauma centres. Trauma leaders at each centre were surveyed regarding morbidity and mortality meeting practices. The use of a systems approach was measured by assessing practices against the London Protocol for Systems Analysis of Clinical Incidents. Meeting participants were also surveyed regarding perceptions of the objectives and effectiveness of meetings. Results This study found variable utilisation of a systems approach. Cases are not routinely analysed for contributing system factors and effective processes are not always used to correct problems that are identified. Meeting practices also vary between centres in terms of frequency, case selection criteria and use of audit filters. Participants generally view quality improvement as the most important objective of meetings. In this paper we examine the community- and individual-level characteristics associated with individuals' perceptions of violence. We use data collected in the Australian Community Capacity Study Wave 3 survey of over 4000 individuals living in 148 local residential communities in Brisbane and employ multilevel models to examine the association between community context, individual perceptions of police effectiveness and the belief that eople in one's community support violence to resolve conflict. We find communities with histories of violent crime and more negative views about police effectiveness tend to be communities where residents perceive their neighbours will support the use of violence to resolve conflict. This paper explores the association between neighbourhood land use features and informal social control. More specifically, we examine the extent to which such features in combination with the socio-demographic context of the neighbourhood facilitate or impede collective efficacy and local civic actions. We achieve this through spatially integrating data from the census, topographic databases and a 2012 survey of 4132 residents from 148 neighbourhoods in Brisbane, Australia. The study creates a new classification of a neighbourhood’s physical environment by creating novel categories of land use features that depict social conduits, social holes and social wedges. Social conduits are features of the neighbourhood that facilitate interaction between individuals, social holes are land uses that create situations where there is no occupancy, and social wedges are features that carve up neighbourhoods. We find some evidence to suggest that residents’ reports of collective efficacy are higher in neighbourhoods with a greater density of social conduits. Density of social conduits is also positively associated with local civic action. However, in neighbourhoods with more greenspace, residents are less likely to engage in local civic actions. Housing, employment and economic conditions in many nations have changed greatly over the past decades. This paper explores the ways in which changing housing markets, economic conditions and government policies have affected vulnerable individuals and households, using Australia as a case study. The paper finds a substantial number and proportion of low income Australians have been affected by housing and employment that is insecure with profound implications for vulnerability. Importantly, the paper suggests that in Australia the economic gains achieved as a consequence of mining-related growth in the early 2000s were translated as greater employment security for some on low incomes, but not all. Enhanced access to employment in this period was differentiated by gender, with women largely missing out on the growth in jobs. For the population as a whole, employment gains were offset by increased housing insecurity as accommodation costs rose. The paper finds low income lone parents were especially vulnerable because they were unable to benefit from a buoyant labour market over the decade 2000–2010. They were also adversely affected by national policy changes intended to encourage engagement with paid work. The outcomes identified for Australia are likely to have been mirrored in other nations, especially those that have embraced, or been forced to adopt, more restrictive welfare and income support regimes. Workplace bullying remains a substantial problem in many developed countries. It is estimated to cost the Australian economy over AUD$6 billion annually, the Irish economy at least €3 billion and the US around US$300 billion. In 2012 the Australian Government established a parliamentary inquiry into workplace bullying that resulted in the creation of a specific bullying jurisdiction within the Fair Work Commission to deal with the issue. This paper provides an overview and critical analysis of the new jurisdiction, comparing it to approaches in Europe and the United States. The paper argues for the adoption of stricter penalties, including criminal sanctions with considerable fines and uncapped compensation, as the most effective deterrent to toxic workplace cultures. This paper looks at movements over time in regional employment–population ratios, an important and much neglected determinant of regional performance. We utilise data on gross flows into and out of employment and focus on information contained in the transition rates. The paper applies an unobserved components econometric model to a panel of Australian data to identify and explain the evolution of regional employment–population ratios over time. The approach identifies a common (i.e. nationwide) factor while allowing for region-specific effects, including region-specific impacts of the common factor. The contribution of the common factor to changes in regional employment–population ratios ranges between 38% and 80%. Conversely, regional elements explain between 20% and 62% of changes. In an influential 2002 paper, Farrington and colleagues argued that to understand ‘causes’ of delinquency, within-individual analyses of longitudinal data are required (compared to the vast majority of analyses that have focused on between-individual differences). The current paper aimed to complete similar analyses to those conducted by Farrington and colleagues by focusing on the developmental correlates and risk factors for antisocial behaviour and by comparing within-individual and between-individual predictors of antisocial behaviour using data from the youngest Victorian cohort of the International Youth Development Study, a state-wide representative sample of 927 students from Victoria, Australia. Data analysed in the current paper are from participants in Year 6 (age 11–12 years) in 2003 to Year 11 (age 16–17 years) in 2008 (N = 791; 85% retention) with data collected almost annually. Participants completed a self-report survey of risk and protective factors and antisocial behaviour. Complete data were available for 563 participants. The results of this study showed all but one of the forward- (family conflict) and backward-lagged (low attachment to parents) correlations were statistically significant for the within-individual analyses compared with all analyses being statistically significant for the between-individual analyses. In general, between-individual correlations were greater in magnitude than within-individual correlations. Given that forward-lagged within-individual correlations provide more salient measures of causes of delinquency, it is important that longitudinal studies with multi-wave data analyse and report their data using both between-individual and within-individual correlations to inform current prevention and early intervention programs seeking to reduce rates of antisocial behaviour. This paper explores the phenomenon of the ‘ndrangheta – a criminal organisation from Calabria, South of Italy and allegedly the most powerful among the Italian mafias – through its migrating routes. In particular, by focusing on the peculiar case of Australia, the paper aims to show the overlapping of migrating flows with criminal colonisation, which has proven to be a strategy of this particular mafia. The paper uses the very thin literature on the subject alongside official reports and newspaper articles on migration and crime, mainly from Italian sources, to trace an historical journey on the migration of people from Calabria to Australia in various moments of the last century. The aim is to present the evolution and growth of Calabrian clans in Australia. The topic is largely unexplored and is still underreported among Australian institutions and scholars, which is why the paper chooses an historical approach to describe the principal paths in this very new field of research. This paper analyses the issue of whether directors may use reliance on professional advice as a defence to a claim for breach of duty to exercise care, skill and diligence under common law or companies legislation in England and Australia. While England and Australia share the same common law tradition and have similar statutory provisions on the standard of care of directors, an English court generally regards a director as acting reasonably when he seeks advice from a qualified and independent professional adviser in a specialist matter within his expertise. In the absence of any conflict of interest, reliance is only unreasonable if the circumstances are so plain and obvious that no prudent person will rely on the advice. In contrast, recent Australian cases, particularly ASIC v Healey, ASIC v MacDonald and ASIC v Fortescue, restrict the circumstances in which directors can rely on professional advisers, even in specialist matters. This paper argues that the difference in approach between the two jurisdictions can be explained on two grounds. First, the Australian cases can be distinguished from the English cases because the former are special situations dealing with matters involving non-delegable duties of care imposed by legislation. Second, the potential outcomes of the breach of the duty of care differ in England and Australia, and this difference has a much deeper, substantive influence on the content of the standard of care. Contrary to academic suggestion, it is suggested that the Australian developments may not always be appropriate in determining the scope of the defence of reliance on professional advice in England. This paper adapts the concept of heterotopia to understand youth transitions through spaces of night-time cultural infrastructure. While youth transitions in the urban night have been well theorised, what these transitions mean for diverse cultural infrastructure provision has received less attention. Drawing on ethnography of a local punk music scene in the Australian city of Wollongong, the paper analyses how the scene was connected to one specific venue, an alternative ‘haven’ in a monopolised night-time economy. Participants revealed a trend of repetitive yet relatively fleeting association with the local scene and venue, at times a site of hedonism and celebration but also enabling grief and rites-of-passage. Temporal elements of heterotopia are developed to interpret the venue’s valued sense of ‘difference’ during active participation, but also long after association with the space. Such transitions are poorly understood, especially in planning and policy debate, influencing the way night-time cultural infrastructure is provisioned. [ABSTRACT FROM PUBLISHER]

In self-governing residential communities processes of governance through community appear to be triggering a contractualisation of neighbouring and demise in socially inflected relations. Research to date has examined the socio-political dimensions of neighbouring, highlighting governance frameworks and the social context as key forces shaping transformations in community practice. Meanwhile, the material space of residential estates has largely disappeared from view, assuming a static role as either a container for social relations or a symbol informing estate standards. This paper advances a different perspective, arguing that residential materialities must be taken seriously as agents within community governance and neighbouring. Through a case study examining the management of pets and nuisance noise in strata-titled apartments in Sydney, Australia, the paper shows that community governance takes place through the material environment. Online frauds have become a major problem in many countries with millions of victims from a wide diversity of scams committed in full or part online. This paper explores the extent and nature of this problem. Using data from depth interviews with 15 online fraud victims, 6 focus groups with a further 48 online fraud victims and interviews with 9 professional stakeholders involved in combating this problem. The paper explores why victims fall for online scams. It identifies a range of reasons including: the diversity of frauds, small amounts of money sought, authority and legitimacy displayed by scammers, visceral appeals, embarrassing frauds, pressure and coercion, grooming, fraud at a distance and multiple techniques. The aim of this paper is to reflect critically on the current health promotion initiatives targeting overweight individuals in Western countries. The paper’s methodological approach is to draw on analytical findings from my and other sociologists’ empirical work on how the problems of overweight people are being defined in various settings in Denmark, England, Australia and the US. I try to illustrate how health promotion targeting overweight individuals can not only be seen as a project aimed at securing longer lives and fewer illnesses for people carrying excess fat but also a moral project that, in a more general sense, aims to tell people how they ought to live their lives. I link this moral aspect of health promotion to a) the medicalization tendency in current Western society (e.g. a growing pharmaceutical industry and its economic interest in transforming the human condition of being overweight into a treatable disorder) and b) the strong focus on individual risk today. One of the main arguments in the paper is that health in relation to overweight is primarily defined from a biomedical perspective that praises certain physical measurements of the body, as well as dominant societal values such as  self-responsibility and self-control, and that a combination of biomedicine and these dominating values can lead to health promotion becoming a problematic moral endeavour. In the assessment of speaking, a psycholinguistically based speaking construct has predominated. In this paper, we argue for the integration of the construct of interactional competence (IC) in speaking assessments to broaden the range of defensible inferences from speaking tests. IC emphasizes the co-constructed nature of interaction and enables the rating of L2 users' ability to deploy interactional tools that lead to shared understandings. Recent work on IC shows that levels of development can be distinguished, for example, in the sequential organization of social actions such as requests and refusals. This can in turn inform interactionally specific ratings. Furthermore, an IC perspective allows a fine-grained analysis of interactions between examiners and test takers to detect effects of examiner talk. Apparent misunderstandings or disfluencies by test takers can be examiner-induced with the test taker's response actually demonstrating interactional ability rather than lack of proficiency. Australia has long had a deeply speculative housing property market. Arguably this has been accentuated in recent years as successive governments have privileged private-sector investment in housing property as the key mechanism for delivering housing and a concurrent winding back of direct government support for housing. This has occurred through a period in which urban renewal and flexible planning regulation have become the key focus of urban planning policy to deliver on compact city ambitions in the name of sustainability. There has been a tendency to read many of the higher density housing outcomes as a relatively homogenous component of the housing market. There has been a comparative lack of critical engagement with differentiated spatial, physical and socio-economic outcomes within the higher density housing market. This paper will explore the interactions between flexible design-based planning policies, the local property market and physical outcomes. Different parts of the property development industry produced distinctive social and physical outcomes within the same regulatory space. Each response was infused with similar politics of exclusion and privilege in which capacity to pay regulated both access and standard of housing accessible, opening new socio-economic divisions within Australia’s housing landscape. Operating in Australia since 1999, drug courts are now present in the majority of Australian jurisdictions. This paper takes stock of the impact evaluations of Australia's drug courts to date, and considers to what extent these evaluations support drug courts as being more effective than 'conventional' sanctions in reducing recidivism. While Australian evaluations indicate drug courts reduce recidivism more than conventional sanctions, certainty in these findings is tempered by mixed results and methodological limitations. This paper demonstrates the contribution that historical property records can make to our understanding of long run urban change. We use a case study of two streets from the suburb of Carlton in Melbourne, Australia between 1870 and 1970. The property records form a panel database that can be interrogated using standard modelling techniques. These data are used to analyse change in the built environment over time, and identify the factors that may be influencing such change. With the assembled data we track built form, land value, ownership and land use over 100 years. We find that stability characterises the built environment over lengthy periods, but when change occurs it does so in bursts, rather than incrementally. Furthermore, these bursts of change are unevenly spread across our two case study streets, despite their proximity. Locating justice in the city can be a difficult task. Urban theory has focused on exposing injustice and critiquing the multiple occurrences of injustice in cities. But what role could uncovering practices of actually existing justice in the city play in critical theory? How would we begin to look for actually existing justice in the here and now? By adopting a performative ontology and a politics of possibility, I argue that it is possible to expose, propose and amplify (Iveson, 2010) actually existing justice practices in the everyday city. A shift in thinking and research approach may be needed to make theoretical and ontological space for justice. In this paper I discuss research approaches that assist in locating justice in the city. Theorisations of a politics of possibility, performative ontological politics, weak theory and reading for difference are a suite of research practices that make space for the presence of justice. I argue that cities can be sites of actually existing justice practiced as a response to situated injustices or as a way of doing/being/thinking the city differently and demonstrate this with the example of Alfalfa House Organic Food Cooperative, Sydney, Australia. This paper examines the long- and short-run relationship between Australian house and unit prices across all capital cities over the period December 1995 to June 2015. We find that house and unit prices are cointegrated and, based on the results of Granger causality and generalised impulse responses, that house prices significantly influence unit prices across all cities. However, bi-directional causality (responses) exists only for major capital cities with the exception of Brisbane. We also, for the first time, apply self-excited threshold models to explore the complex interplay between house and unit prices in Australia. We find that when the market for units is self-excited, or bullish, the positive effects of house prices on unit prices are noticeably larger than otherwise. There is a varying degree of herd mentality in the Australian property market with Sydney and Darwin being the most and least ‘excitable’ capital cities, respectively. [ABSTRACT FROM AUTHOR]

Arts-science collaboration is gaining increasing attention in geography and other disciplines, in part due to its ability to ‘do’ social, cultural and political work. This paper considers the work of SiteWorks, a series of projects initiated by Bundanon Trust – an Australian public company. SiteWorks involves arts practitioners, scientists, other scholars and local people creating works in response to the Bundanon site, on the Shoalhaven River, southeastern Australia. The paper draws on my experience as a SiteWorks participant, and poses two questions. What does this arts-science collaboration contribute to an understanding of the more-than-human world of this site? What are the methodological implications of the collaborative, embodied research methodology? The study finds that SiteWorks informs a politics of belonging. Understanding belonging has implications for thinking and action towards plant and animal life, and for the highly contested realms of human identity, indigeneity and migration. Unsettling fixed notions of belonging is essential for learning to live with the contingency presented by contemporary environmental change. Here I propose a ‘passing-through place’; a place not permanently dwelt in but vital nonetheless. Secondly, the study finds that collaborative, embodied research methodology reveals and challenges our practices, invites new modes of investigation, and presents new questions and insights into place and practice. Embodied methods heighten awareness of the more-than-human world, presenting opportunity for more ethical co-existence. The academy is presently witnessing increasing attention to impact and non-traditional output. Despite ongoing challenges, collaborative, embodied research practice presents one avenue for attending to these imperatives. [ABSTRACT FROM PUBLISHER]

This paper examines three recent high-profile cases involving gifts and benefits to police. The cases, two from Australia and one from England, involved both frontline officers and senior managers. The analyses track the unfolding scandals, and how they were investigated and evaluated by official inquiries. In two of the cases, gifts and hospitality were enmeshed with wider forms of corruption. The official inquiries identified how gratuities undermined public confidence in the impartiality of police, and how inappropriate gifts and benefits were facilitated by liberal policies and deficient leadership. The paper concludes by arguing that police need to adopt a highly restrictive policy on gratuities, and follow through with effective forms of compliance management. [ABSTRACT FROM AUTHOR]

This paper examines how the conduct of a local festival of fashion retailing—the L’Oreal Melbourne Fashion Festival—reinvigorates the commodity fair format of older times. The paper takes a longitudinal view of the festival’s evolution and draws on Lefebvre’s spatiology, complemented by Terranova’s approach to the participatory economy, to explore how it produces monetary value as it produces space. The discussion highlights the contradictory nature of event processes, arguing that they reinforce dominant representations of the city and extend retailers’ reach into public space, but at the same time undermine spaces of business activity. The paper suggests that the event’s use of participatory economies of cultural mobilisation are similar to the tactics of social movement activism, but that in this context mobilisation works to support the value-capturing strategies of local retailers and to reinscribe urban spaces as spaces of consumption. The redevelopment of Melbourne’s docklands—the largest urban development project in Australia—has been the subject of various official narratives in the course of its 20-year realisation so far. Many of these have invoked aspirations—‘visions’ or imaginaries—of sustainability, including, variously, economic, environmental, social and cultural sustainability. Through documentary sources used to establish these narratives, this paper tracks the changes in vision against changes in the local political-economic context and examines their effects on the ground. The paper argues that, while each vision was intended to some degree to rescue the development from the failure of the preceding one, only the most recent phase represents any deviation from neoliberal development-as-usual, and this is more to do with the intensifying criticism of the project’s failure to demonstrate any kind of sustainability than it is the implementation of an articulated aspiration. Much of the housing sub-market literature has focused on establishing methods that allow the partitioning of data into distinct market segments. This paper seeks to move the focus on to the question of how best to model sub-markets once they have been identified. It focuses on evaluating the effectiveness of multilevel models as a technique for modelling sub-markets. The paper uses data on housing transactions from Perth, Western Australia, to develop and compare three competing sub-market modelling strategies. Model 1 consists of a city-wide ‘benchmark’; model 2 provides a series of sub-market-specific hedonic estimates (this is the ‘industry standard’) and models 3 and 4 provide two variants on the multilevel model (differentiated by variation in the degrees of spatial granularity embedded in the model structure). Policy discussions relating to the selling of sex have tended to fixate on two spaces of sex work: the street and the brothel. Such preoccupation has arguably eclipsed discussion of the working environment where most sex is sold, namely, the private home. Redressing this omission, this paper discusses the public health and safety implications of policies that fail to regulate or assist the ‘hidden population’ of sex workers, focusing on the experiences of home-based workers in Sydney, Australia. Considering the inconsistent way that Home Occupation Sex Services Premises (HOSSPs) are regulated in this city, this paper discusses the implications of selling sex beyond the gaze of the state and the law. It is concluded that working from home can allow sex workers to exercise considerable autonomy over their working practices, but that the safety of such premises must be carefully considered in the development of prostitution policy. This paper explores young adults' suggestions for preventing unwanted sexual attention in licensed venues. Despite emerging evidence that unwanted sexual attention and sexual violence are significant issues faced by young adults in the night-time economy, there has been little introduced in the way of preventative strategies or campaigns. Drawing on a mixed-methods research project undertaken in Melbourne, Australia, I contend that exploring young adults' suggestions for prevention is instructive in a number of ways. Young adults are the primary users of licensed venues and thus may provide insight into potential strategies for prevention. Few studies have examined the link between air cargo and business travel, despite there being a generally accepted understanding that these two variables are inextricably related to each other. This paper examines the relationship between air cargo and business travel at the international level and analyses how these two variables are causally related. Moreover, we break down the sample into three major Australian states (New South Wales, Queensland, and Victoria), as each possesses a distinct flavour in trade and commerce. Utilising Granger causality methods, we have found evidence that there is a direct causal relationship between business travel and air cargo in the short run, and a bi-directional relationship in periods of 12 months and longer. The nature of the Granger causality at the state-level substantially differs from state to state, suggesting that the economic landscape of Australia’s local economy has a significant impact on the air cargo and business travel relationship. Concerns about safety and fear of being victimised by crime have become important factors determining international students’ decisions of where to study. Host governments and educational agencies have introduced a range of programs to ease such concerns. However, these recommendations are seldom informed by the criminology literature on fear of crime and the effectiveness of most of these practices has been rarely tested. Drawing upon a survey on 610 international students studying in Melbourne, Australia, during the period of 2009 and 2010, this paper finds that an overwhelming majority of international students have experienced racially oriented victimisation and have feared that they may be victimised because of their ethnic origin. Opportunities for socialization help international students feel safe about an environment, but it also increases their levels of fear of crime. Perceived social disorder makes international students feel unsafe and heightens their levels of fear of being victimised. 'Intergenerational difference' has become a lens through which to view issues of identity, social connectedness, belonging and agency in migrant youth research, highlighting that differences in the aspirations of migrant youth and their parents shape young people's experiences. The article will present findings from a mixed methods study of social network participation among three migrant youth cohorts in two Australian cities to address a perceived 'gap' among migrant youth and parents' aspirations for social network formation and participation. The paper will first examine current theoretical approaches to intergenerational challenges in migrant youth research. It will then introduce 'intersectionality' as a concept offering a more nuanced understanding of the challenges and hopes of migrant youth for whom social networks can be a gateway towards belonging and connectedness. This paper investigates the role that property titling legislation has had on the form of high-density residential development. A conceptual framework is developed for theorising the role of property legislation in moderating the impact of urban land use policy. It is argued that the impact of legislation on urban form is much more significant and direct than is often implied or suggested in reviews of planning policy. It is argued that property legislation has a greater role than simply supporting the implementation of urban planning policy. Property legislation has a moderating influence on policy and provides a barrier to the implementation of urban policy. To support this argument, the paper considers the development and implications of Western Australia’s strata titling legislation for the form of high-density development in that state’s capital city. Recent research has documented a trend towards the individualization of activation policies. This study reviews a radical Australian effort to personalize the delivery of activation policies called the One to One Service initiative, which was abandoned shortly after its introduction. The paper asks: what does the brief and tumultuous tenure of this initiative reveal about the role of the individual in contemporary welfare administration and activation policy? Based on a theoretical engagement with the works of Ulrich Beck, Elizabeth Beck-Gernsheim and Anthony Giddens, and an ethnographic study of frontline interactions in Centrelink, Australia’s national benefits agency, the paper argues we should understand the rise and fall of One to One Service in terms of contradictions between two competing forms of contemporary welfare individualization, referred to as ‘democratic relationships’ and ‘compulsory choice’. One to One Service represented a push for individualized, democratic relationships between staff and clients; yet it was undermined because policy makers chose to emphasize an alternative form of individualization premised on forcing recipients to take responsibility for their lives and move off welfare. This paper examines the redevelopment of the site of Sydney’s 2000 summer Olympics, locating it within debates over the legacy of these events. The paper describes some of the key stakeholders involved in the redevelopment and planning of the site. It provides an overview of the regulatory context and governance bodies that have structured the space since the staging of the Olympics, then identifies two key areas of private-sector involvement, in event space and in business development, where tensions emerged over how the site should best be governed. Questions of property rights are central to the organisation of urban space yet remain weakly theorised in the context of sexuality. Tracing battles over spaces of commercial sex in inner Sydney, this paper argues that particular claims to privacy and property underpin exclusionary actions restricting the boundaries of sexual citizenship. However, the paper also notes the potential for the emergence of ‘sexual commons’ where claims to an enhanced notion of sexual citizenship can be made. The paper concludes that property rights consist of overlapping and complex claims to space in which questions of sexuality and the sanctity of family life are often brought to the fore. The interdisciplinary literature demonstrates that the built form constitutes home when people have capacity to exercise control. Consistent with normative ideas of autonomy and freedom, home is a place where we are free from surveillance; at home we expect to live of our own volition. Freedom and autonomy in the home are contrasted with the public realm, and the value of privacy in the home is central for self-determination and identity construction. In line with such reasoning, surveillance in housing is theorised, and indeed widely assumed, as antithetical to home. This paper presents empirical material to examine how surveillance in supportive housing is understood by those with firsthand experiences as tenants and service providers. The research draws on in-depth interviews with tenants (n = 28) and service providers (n = 22) in single-site supportive housing in Australia. The empirical material demonstrates how surveillance is experienced as intrusive, but that surveillance also promotes the conditions for people to feel safe and to exert control over their lives. The research shows how tenants actively used surveillance as a desirable resource, including using surveillance to restrict unwanted visitors. Surveillance achieved functions, particularly safety and security, that individuals were unable to experience as homeless or achieve in housing through informal controls. [ABSTRACT FROM AUTHOR]

This paper considers Western Australia (WA) as a sign, comparing what it meant during the America’s Cup campaign of 1986–7, when world media attention was focused on the state, with what it represents 30 years later. In the 1980s, it is argued (Part I), WA was hard to represent at all, with natural, governmental and social horrors bespeaking a place unable to signify itself. These realities had to be ‘forgotten’ if a ‘politics of euphoria’ suitable to the Cup festival – and to the mood of credit-fuelled capitalist deregulation – was to prevail. The media, popular culture and tourism were on hand for that task. They far outstripped official efforts to represent WA as a symbol of mobility, globalization and the progressive development of state and capital, arm in arm. Returning after a generation (Part II), it seems clear that the state apparatus is motivated by a will to control, but that the same horrors attend the lives and deaths of first-nation citizens. What has changed is that policy has shifted from deregulation to privatization, which means an authoritarian state leaves both development and social justice to individuals. The progressive individualism of the ‘WA Inc.’ era has given way to what might be called ‘tradie individualism’ – signalling sociality with a boat of one’s own, a funny car rego or a coin in the charity donation box. This paper considers the difficult balance to be struck between values of freedom of speech and attempts by legislators in a range of jurisdictions to ban racially offensive speech. It compares the position in Australia, where the High Court has established an implied freedom of political communication, with the position in the United States, which has enshrined freedom of speech in its Bill of Rights, and in Canada, which has enshrined such a freedom in its Charter. After reflecting how such provisions have been applied in the context of legislative attempts to curb racially-motivated speech, the paper argues that there are real questions over the constitutional validity of Australia's racial vilification laws, since they interfere with an individual's right to express an opinion, albeit an offensive one. This discussion takes place in the broader context of question marks over the utility of banning speech in an effort to improve race relations, and the marketplace of ideas type philosophy, where it is thought that in free democracies such as those under consideration, individuals need to be exposed to a full range of views and opinions, in order to develop more considered views on important topics, rather than have access to views and opinions controlled by the government. This paper examines whether the employment outcomes of Australian labour market programme participants vary according to whether they receive housing assistance. This issue attracted attention when a series of US studies showed that clients of welfare-to-work programmes are more likely to achieve positive employment outcomes if housing assistance is also received. This paper tracks the employment outcomes of labour market programme participants utilising six waves of data from the Household Income and Labour Dynamics in Australia (HILDA) database. Findings from a random effects model suggest that housing assistance status has little impact (either negative or positive) on employment outcomes.
