The Declaration of Helsinki (DoH), the International Committee of Medical Journal Editors (ICMJE) recommendations, and the Committee on Publication Ethics (COPE) guidelines outline the basic principles for ethical conduct and publication of human-subject research, most notably informed consent (IC) and research ethics committee (REC) approval. This retrospective observational study was a first study to investigate the quality of reporting of these protections in a selected sample of medical papers published in Turkey. A total of 573 research articles published in the official journals of six leading Turkish medical schools between January 2018 and December 2020 were searched for information on obtaining (i) REC approval, (ii) written IC from research subjects or their legal guardians/representatives, and (iii) an REC-granted IC waiver when it was found, as stated in the DoH, "impossible or impracticable to obtain consent" from research subjects. Similarly, a total of 166 case reports were searched for a statement about publication-specific IC, as was recommended by COPE. Despite a statistically significant improvement over the years, the overall rates were found to be unsatisfactory. The protections were particularly misused or underused in retrospective research, where the rates of reporting written IC (15.41% vs. 48.61%) and REC approval with date and reference number information (45.38% vs. 61.11%) were significantly lower than in prospective research (p <.05). Both the practices of seeking and granting an IC waiver when no IC was obtained were extremely rare (n = 3). It was also found that the requirement of structured ethical information in research papers was associated with higher levels of ethics compliance, and that medical publishing in Turkey needed specific improvements, including better implementation of the protections already adopted in principle, clearer instructions for authors, more rigorous editorial scrutiny, and greater commitment to rejecting substandard submissions. The linguistic Turkification of the dwindling Turkish Jewish community during the period of the Republic extended to its media outlets. The Şalom newspaper, published in Turkey since 1947, changed its language from Ladino (Judeo-Spanish) to Turkish in 1984. This article takes that change as the starting point for an examination of the place of the publication within the political framework of a nationalizing secular state as well as its recent Islamification. The paper's content is reviewed through its archives and interviews with columnists. Thus, the recent history of a Jewish newspaper in a secular Muslim country has been meticulously researched and analyzed so as to unpack the relationship between language and identity. This article explores ordinary individuals' understandings of nationhood. In so doing, it focuses on the case of Armenian migrants from Turkey to Canada and their conceptualizations of the host country. The paper captures multiple strands of nationhood and argues that these are pertinent to different boundary-making processes. The outer boundary of nationhood is defined along inclusive and civic lines where difference is recognized and appreciated. Living with difference, on the other hand, brings to the fore the tension between recognizing it on the one hand and accommodating it on the other. This paper seeks to examine whether the characteristics of the audit committee impact the timely reporting represented by audit report lag (ARL), firm-based abnormal audit report lag (FAARL), and industry-based audit reports lag (IAARL). The sample of the study includes mostly hand-collected 2,284 firm-year observations obtained from Turkey's listed non-financial companies. Main regression results show that audit committee gender diversity, meeting frequency, and independence are negatively associated with timely reporting. Furthermore, additional analysis indicates the negative association between timely reporting and the audit committee effectiveness indexes created by the coexistence of the audit committee. Also, an interaction effect between audit committee independence and gender diversity concerning the timeliness of financial reporting has been documented. The use of fixed effects estimators and two-step system GMM estimator also supported the main results. This paper aims to provide concrete contribution to the literature by examining timely reporting in an emerging market like Turkey. The results suggest that regulatory bodies and companies should review the audit committee structure to better timely reporting and reduce firm and industry-based abnormal delays. During armed conflict civilians often inhabit areas of contested governance or areas where rebel groups, NGOs, and/or criminal syndicates vie for authority and challenge the control of the state. As non-state actors confront the authority and legitimacy of the state, civilians become central players in that competition asked to uphold or undercut these alternative governance claims. In this paper we examine the long-term impact of rebel governance for citizens living in spaces where state governance is challenged. Leveraging survey data from areas historically under PKK control in Southeastern Turkey, we focus on the ways in which contestation over governance during the conflict influenced future trust and engagement with the Turkish state. Specifically, we find that individual engagement with rebel governance institutions and personal conflict experience are important factors in understanding the effects of contested governance. Our findings increase our understanding of the long-term impact of armed conflict on civilians and the potential lasting impacts of rebel governance on the post-conflict state. For refugees who have fled civil conflict, do experiences of victimization by one armed group push them to support the opposing armed groups? Or, does victimization cause refugees to revoke their support for all armed groups, whatever side they are on, and call instead for peace? This paper studies the effect of civilian victimization on threat perceptions, loyalties, and attitudes toward peace in the context of Syrian refugees in Turkey, many of whom faced regime-caused violence prior to their departure. Our research strategy leverages variation in home destruction caused by barrel bombs to examine the effect of violence on refugees' views. We find that refugees who lose their home to barrel bombs withdraw support from armed actors and are more supportive of ending the war and finding peace. Suggestive evidence shows that while victims do not disengage from issues in Syria, they do show less optimism about an opposition victory. [ABSTRACT FROM AUTHOR]

As the liberal international order has been falling, the heteropolar order coupled with politics of uncertainty has been rising. In this context, illiberal regimes of status-seeking powers have realized the value of public diplomacy to promulgate their versions of the "reality." Those illiberal regimes' adoption of public diplomacy tools (incl. international public news agencies) has generated discussions on theoretical and practical approaches to the field at the intersection of political science/international relations, media, and communication studies. Against this backdrop, this paper aims to contribute to the emerging literature on public diplomacy of non-Western illiberal democracies. With the assumption that those regimes' illiberal democratic characteristics will be reflected in their public agencies' coverage styles (e.g., monologic, conflictive, and unbalanced), the article raises the following question: How do illiberal democracies utilize international public agencies as public diplomacy channels? To answer this question, it compares framing strategies (peace/war journalism) of the Russian TASS and the Turkish Anatolian Agency public agencies during the Syrian crisis. The findings reveal that those illiberal regimes' public agencies have reported the crisis as a state-centric monolog in conflict with the West by distrupting the global public good (i.e., peace). Globally, the level of electricity grid interconnectedness between neighboring countries varies depending on the level of regional cooperation enabled by institutions. As suggested by previous research, in transboundary river basins, this variation affects the environment and the management of transboundary waters. In regions where all electricity utilities are connected and function at a synchronized frequency, and where integrated electricity market mechanisms function, the stress on the shared water resources tends to be less. Turkey shares river basins and power transmission lines in Europe both with the members of the European Union (EU) and with non-member states. The aim of this paper is to contribute to the literature on the geopolitics of renewable energy by comparing the level of Turkey's electricity trade integrity with its EU-member European neighbors and with its non-EU-member neighbors and discuss the potential impacts of the transboundary electricity trade on the environment and the shared water resources. The main argument in this paper is that the higher level of electricity trade between Turkey and its EU-member neighbors is facilitated and boosted by Turkey's membership to the European Network of Transmission System Operators for Electricity (ENTSO-E). The higher level of electricity interconnection leads to a higher level of cooperation in water and environment issues in the shared river basins between Turkey and Europe through the facilitating role of established institutions. Introduction: This study examines the spatial abilities of middle school students with visual impairments (i.e., blindness and low vision) in the context of spatial visualization. The study also aims to examine the strategies used by such students in solving questions requiring spatial ability. Methods: Participants comprised eight students with visual impairments attending the 8th grade of a school in Ankara, Turkey, which teaches students with visual impairments. The data collection tool is composed of eight questions under the guidance of the definition for spatial visualization. Question types belonging to the spatial visualization subcomponent were organized in four topics: 2D rotation, 3D rotation, paper folding, and cube folding. Results: It was observed that students with visual impairments used mental rotation and key feature strategies for 2D rotation questions. They used the key feature strategy for 3D rotation questions and the mental manipulation strategy for cube folding and paper folding questions. Discussion: In this study, it was identified that strategies used by students with visual impairments show similarities with spatial strategies defined in the literature as used by students without visual impairments. Of all the other types of questions, the most successful question of students with visual impairments is the paper folding question. Implications for practitioners: The results of this article can help teachers become aware of the kind of difficulties that students with visual impairments encounter when they try to solve questions that require spatial ability. This paper examines whether multilevel transnational cooperation makes a difference in refugee protection, especially in protracted displacement. In response to the forced migration of millions of Syrians to Turkey starting in 2011, the EU and Turkish government published a joint statement in March 2016. The so-called EU-Turkey deal (EUTD) provided a substantial flow of money (EUR 6 billion in four years) from the EU to Turkey. In return Turkey had to commit to contain and control migration movement toward the EU. In social science, there are quite diverse evaluations of the EUTD. Whereas some studies focus on its effectiveness and efficiency in reaching the outlined goals, other publications stress its geo-political effects on migrants' mobility and (externalized) border control. Meanwhile some studies look for points to improve the EUTD while others criticize it fundamentally. This article analyzes the involvement of different types of international governmental and non-governmental organizations (IGOs and INGOs) in the four main action fields of the EUTD and its implicit side effects on the Turkish regime of migration management. It first summarizes some crucial findings and pending questions in the social science literature. Based on analysis of available documents and our own interviews in Turkey, we then shed light on the organizations involved in the implementation of the EUTD and its effects on the Turkish regime of refugee protection. In 2022, Turkey hosted some 3.7 million Syrian refugees of a total of almost four million registered international forced migrants. The EUTD of 2016 was mainly a response by the EU to the large numbers of Syrian refugees arriving in its members' territories. When more than 1.2 million asylum seekers were registered in the then EU-28 in 2015 alone — more than twice the number in the preceding year — some EU member states (MS) negotiated with the Turkish government (Eurostat 2015, 2016). Based on a meeting of the European Council and its "Turkish counterpart" the so-called "EU-Turkey statement" was published on March 18 in 2015 (European Council 2016). From the very beginning, this EUTD was controversial — both in public discussions and in the social science literature. Was it primarily a payment from the EU to the Turkish government for externalizing its responsibilities of refugee protection? Or was it an appropriate measure for sharing the burden of an urgent humanitarian crisis? Was the money spent for refugee-oriented humanitarian aid and development expenses or was it instrumentalized by the Turkish government for its own ends? How did refugee related IGOs and INGOs participate in the management of the EUTD? In the following sections, we focus on some selected aspects of the role of national and international, governmental and non-governmental organizations active in the field of refugee protection, specifically the role and cooperation dynamics of these refugee related organizations (RRO) in implementing the Facility for Refugees in Turkey (FRIT) as part of the EUTD. Based on expert interviews in Turkey and an analysis of spending under the EUTD, the paper analyzes (1) how the landscape of RROs developed in the context of the EUTD, (2) how the budget of the EUTD was spent, and (3) how the cooperation between these RROs developed. The paper adds new insights into the contradictory dynamics between organizing services for refugees and controlling and containing refugee movements to the EU, between assisting and instrumentalizing forced migrants in Turkey, and between humanitarian aid and development activities. Especially the last point is relevant for contexts of protracted displacement as instruments of immediate humanitarian assistance have to be combined with means of longer-term development. From a perspective of organizational sociology, it argues that the EUTD contributed to a multi-level transnational organizational field of refugee protection, where collective and corporate actors relate in conflict and cooperation between the poles of rational self-interests and mutually recognized norms, between control-oriented state authorities up to grass root action networks. Analysis of the EUTD enables us to draw out specific insights and practical lessons for a broader audience. In recent years, increasing attention has been paid to the ways refugees in displacement manage to organize themselves and act upon their needs. The growing recognition in the UN system of the importance of localization of aid and the potential role played by local actors has given refugee-led organizations (RLO) a space to grow. In this paper, we analyze refugee agency and solidarity through the organization of the refugee communities in Turkey, Jordan, and Lebanon. In doing so, we examine: (1) the reasons behind the creation of these organizations and their dynamics; (2) the role of host states toward this drive to organize refugee communities; and (3) the patterns, forms, and structures that these organizations take in providing humanitarian services, as well as community support and empowerment. Pivetti et al. (2021a; 2021b) examined links between COVID-related conspiracy beliefs and acceptance of vaccinations in Italy and Finland in 2020. They found that moral purity negatively predicted confidence in science, whereas political orientation predicted COVID-related conspiracy beliefs. Confidence in science, general conspiracy beliefs, and COVID-related conspiracy beliefs were found to negatively predict support for governmental restrictions and attitudes towards vaccines, and positively predict perceptions of informational contamination. Finally, attitudes towards vaccines in general strongly predicted attitudes towards the COVID-19 vaccine. The current research seeks to replicate these findings conceptually on a predominately Muslim sample (N = 570, M age = 26.69, 69.8% females) in Turkey in 2021, when the COVID vaccines were widely available. Measures of religiosity and left, center, and right political orientations were added to the original instrument. Hypothesized serial mediational models were tested using structural equation modelling. Results revealed that left and center political orientations positively predicted COVID-related conspiracy beliefs and confidence in science. Religiosity was negatively related to confidence in science. Confidence in science and COVID-related conspiracy beliefs predicted general attitudes toward vaccines. Conspiracy beliefs predicted COVID-related conspiracy beliefs, which in turn negatively predicted support for government restrictions and positively predicted distrust in mainstream media. Attitudes towards vaccines were strongly and positively related to attitudes toward COVID-19 vaccines. Türkiye has adopted regulations to manage migration and refugee flows requiring the cooperation of non-governmental organizations (NGOs) since the early 2000s. Even though the basic rights of refugees, such as health and access to educational aid, are defined by regulations, there are barriers that cause discrimination by the authorities of the institutions providing these rights and services, despite the fact that refugees are registered to access these rights. Due to these barriers, which are caused by the lack of standardized procedures, local institutions also tend to put national security first before providing the services refugees need. Based on in-depth interviews with 39 key informants—including refugees, public employees and NGO workers, this paper examines how national migration policy is reflected in local practices, using Duzce city as the example. After the outbreak of the conflict in 2011, millions of people fled Syria across its borders. This gave way to a new category of people, "Syrian refugees." While this categorical understanding constitutes the basis for legal entitlements, it homogenizes all fleeing Syria and results in concealing the differential experiences and vulnerabilities of particular groups. The paper challenges this blanket categorization by focusing on the migration experiences of Palestinian women from Syria to Türkiye around the concepts of biological and social reproduction which represent the largely neglected aspects concerning the process of forced migration. By drawing on six women's experiences, the paper concludes that the homogeneity of the Syrian migrants is an illusion; women's migrations are shaped through their gendered and ethnic history; and women face gender-specific challenges and opportunities in both home and host countries. We particularly argue that policies on border control and migrant's integration fail to consider the subjective conditions and needs of particular groups within the Syrian migrants. This article provides an overview of the divide between migration policy and practice in Turkey. It discusses how Turkey has become a major destination for migrants, particularly from Syria, Afghanistan, Iraq, Iran, and the former Soviet Union. The article highlights the mismatch between migration policies and the real-life experiences of migrants, which often lead to informal arrangements and precarious living conditions. It also explores the concept of precarity and its impact on different migrant groups, especially women. The article emphasizes the importance of understanding the experiences of migrants and the effects of migration on their lives. A collection of papers is also discussed, which examine the experiences of migrant and refugee populations in various cities in Turkey. These papers shed light on the challenges faced by women refugees in smaller cities, the interplay between government and NGOs in enforcing migration policies at the local level, the institutional failures in supporting unaccompanied Afghan youth, the experiences of Syrian refugees in the informal garment sector of Istanbul, the precarious status of migrant labor in the agricultural sector, the discrimination and exploitation faced by male forced migrants, the risks and vulnerabilities faced by migrant women in cross-border marriages, and the unique experiences of Palestinian refugee women. Overall, the papers reveal the disparities between policy and practice and the need for locally developed practices to address the specific issues faced by migrant and refugee populations. Migrant labor is widely used in agricultural production in many parts of Türkiye especially during the harvesting season. This article explores the precaritization process of seasonal agricultural labor markets in Türkiye by highlighting how three regimes—migration management, labor bonding and recruitment—work simultaneously to regulate migrant labor supply. By attracting vulnerable and cheap labor of Syrian, Azeri and Georgian workers, the Turkish agricultural sector has extended its reach to the most disadvantaged groups and intensified the precaritization of the labor force. Based on empirical findings from previous fieldworks conducted between 2015 and 2019 in various agricultural sites throughout Türkiye, this paper argues that precaritization is not only a result of working conditions and job characteristics in the agricultural sector but also a consequence of these three regimes working harmoniously as they generate competition among different worker groups for existing jobs. While migration regime and restrictions on migrant labor determine migrant and refugee labor's living and working conditions, intermediaries and ethnic ties also facilitate the integration of precarious labor into seasonal wage work. The paper provides valuable insights into the dynamics of labor exploitation in the agricultural sector in Türkiye and the need for regulatory mechanisms that protect the rights of seasonal agricultural workers. This paper focuses on Kyrgyz women in cross-border marriages under Türkiye's increasingly tight legal requirements for marriage migration. Although the main intention of the policy change was to prevent marriages contracted to gain residency permits in Türkiye, strict regulations can have an adverse effect on migrant women's position. Based on in-depth interviews with 24 key informants including Kyrgyz women, public employees, lawyers and staff of the Kyrgyz Consulate, this paper argues that legal and social difficulties weaken women's position in cross-border marriages and render them vulnerable to male violence. Under the strict control, migrant women embrace traditional gendered roles such as becoming religious and a "good housewife," having children as well as limiting their social relationships. Moreover, women do not seek official support against any male violence especially during the time of obligatory marriage period of three years to be able to apply for a citizenship. This paper aims to understand the nature of classrooms, "power containers" in Gidden's words (Giddens, 1986 , p.136), in terms of inequality and power share. Inequalities in education have been a by-passed subject in Turkey for a long time, and classroom practices remained "black boxes" (Mehan, 1979 , p.4). Thus, after a brief summary of power issue in education, educational inequality discussions and their reflections in the Turkish context are discussed in the study. Then, the position teachers hold is discussed with references to history and society. Then, the 6-month observations and interviews conducted on the first grade are discussed both chronically and thematically. Beginning on the first day of school, the teacher held a higher position than the students and parents and distributed power share among students. Students were discriminated against according to their parents and cultural capital (language, strategies, communication style, and school materials). In accordance with the neoliberal policies, middle-class students and their parents were fronted in the classroom and they had more power than the others. However, lower-class students had little power and they were mostly criticized in the classroom. We now live in an age of unhidden gender wars where direct violence occurs within online and offline spaces. These online spaces on Facebook, Twitter or Instagram become venues for attacks on gender and woman's rights, as well as its intersection with race and ethnicity. Such online hate expressions and networked harassments channelled towards women provide clues for us, social scientists, to understand the underlying dynamics/nature of misogyny. In this paper, by studying the online misogynistic narratives developed around the Istanbul Convention as a counter movement, I aim to highpoint the conservative and polarizing discourses that frames gender-based violence as acceptable in Turkey. More specifically I show how Twitter can be used as a platform for anti-feminist and misogynistic groups, aiming violence and hostility directly at women and their rights. As these tweets illustrate, the right-wing populist and anti-gender discourses and conservative and authoritarian politics, are being implemented on many fronts and social media is one of them. The Demographic and Health Surveys (DHS) have been carried out in over 90 countries since 1984, as interviewer administered household surveys conducted initially by paper and pencil interviews (PAPI). Computer assisted personal interviews (CAPI) were introduced in the 2004 Peru DHS, and since then numerous countries have also switched. However, DHS randomized mode comparisons have been limited. The 2018 Sixth Turkey DHS was conducted using CAPI but allocated one household from 21 in each of 754 clusters to PAPI. This analysis examines a wide range of potential differences between modes: interviewer attitudes toward modes; response rates, underreporting and misreporting of persons or events, number of selections to "check all that applies" questions, respondents' attitudes towards modes reflected by responses to sensitive questions, satisficing behavior such as age heaping, straight-line response patterns, and use of don't know options; and some operational aspects of modes such as retrospective monthly contraceptive prevalence rates, presence of others during interview, and interview length. Findings show that, despite strong interviewer CAPI preference, CAPI and PAPI were on average almost identical in terms of responses. CAPI took 11 min less (total duration of 33 min). Analysis of retrospective monthly contraception use indicated potential underreporting by CAPI for past use, an issue highlighted before in DHS literature. Overall, the switch to computer technology in DHS surveys does not appear to change estimates or levels of nonsampling errors, although some differences with respect to PAPI mode may need DHS designer attention. Limited research has been conducted on migrants' decision making factors in transit and this is an important area of investigation that goes beyond the origin-destination country dichotomy most commonly represented in migrant decision making. This paper examines the decision making factors for onwards migration or stay of migrants from Afghanistan, Iran, Iraq, Pakistan, and Syria in Greece and Turkey. This paper is based on a unique dataset of surveys collected with 1056 migrants in Athens and Istanbul from May- July 2015. The decision for onwards migration or stay is examined through a probit regression analysis. Four categories of influencing variables are discussed: the country of origin, current conditions in the transit country, the initial migration destination choice and previous onwards migration attempts. The results demonstrate that first; the majority of respondents in both countries seek to migrate onwards (75% in Greece and 63% in Turkey) and that conditions in the transit country are highly significant in influencing onwards migrate decisions including their current subjective living conditions, employment, experiences of abuse, and speaking the local language. In this article, we introduce this second special issue on the assessment of perfectionism along with an overview of developments in the perfectionism field over the past 30 years following the shift to studying perfectionism as a multidimensional construct. We examine some key contributions over the past decade, including the proliferation of meta-analyses and apparent rise over time in the prevalence of self-oriented, other-oriented, and socially prescribed perfectionism. We also outline what we consider to be seven definitive truths about the perfectionism construct and how these themes are reflected in the articles that follow. This special issue includes papers that describe abbreviated measures of existing perfectionism scales as well as new measures. Other papers in this special issue demonstrate the need to supplement a trait approach with a focus on cognitive perfectionism and to evaluate key mediators of the association between perfectionism and depression. Other research illustrates the usefulness of supplementing the predominant variable-focused approach with a person-centered approach. This paper explores the idea that young children’s emergent literacy practices can be tools for mediating peer interaction, and that, therefore, literacy, even in its earliest stages, can support oral language development, particularly for emergent bilinguals. The paper draws on data collected during a year-long ethnographic study of 11 Nepali- and Turkish-speaking three- and four-year-olds learning English in their first year of school. Using neo-Vygotskian activity theory as a guide, this paper examines the children’s classroom literacy practices, particularly around writing and the alphabet, in order to understand, first, how literacy functioned as a socially embedded activity for these students (sometimes in ways that contrasted with the official literacy practices of the classroom), and second, how that activity facilitated students’ interaction across language backgrounds. Finally, this paper offers a genetic analysis, or an analysis across time, of how students’ interactions with multimodal composing functioned as contexts for emergent bilinguals’ oral language development, and in particular, vocabulary acquisition. The acceleration of ecological footprint and trade openness are two major hot subjects that have received much attention in recent years. Thus, the current study evaluates the interrelationship between ecological footprint and trade openness in Mexico, Indonesia, Nigeria, and Turkey (MINT) nations. The study utilized time series and panel analysis between 1961 and 2018. The research provides thorough information regarding this relationship for various time and frequency sub-periods by employing the partial wavelet, wavelet coherence, and multiple wavelet coherence techniques. The results from the wavelet coherence show that in the short and medium term, there is significant co-movement between ecological footprint and trade openness for Mexico and Indonesia, with trade openness driving ecological footprint positively at high and medium frequencies. Moreover, at all frequencies, trade openness drives ecological footprint positively for Nigeria and Turkey. The study validates that trade openness leads to the ecological footprint hypothesis in each nation. Furthermore, the multiple and partial wavelet coherence undoubtedly strengthens the occurrences spotted through the wavelet coherence in each nation. This paper assesses the nexus between natural resource rent, hydropower energy consumption and ecological footprint for environmental sustainability incorporating with economic performance by using yearly data from 1970 to 2017. To this end, the long run steady-state relationship among investigated variables has been analyzed by using newly established Residual Least Squares (RALS) method and confirmed for Turkish economy. The directions and magnitudes of the effects of these variables on ecological footprint were tested by using Dynamic Ordinary Least Squares (DOLS) technique. The findings, except hydropower energy consumption, reveal statistically significant and positive effects of investigated variables on ecological footprint. Moreover, the inverted U-shaped EKC hypothesis was also affirmed between economic performance and ecological footprint. The causal relationship among these variables were also tested by using VECM Granger causality test The unidirectional Granger causality relationships were found that they are running from ecological footprint, and natural resource rent to economic performance, from natural resources to ecological footprint and from natural resource rent to economic performance in Turkish economy. Additionally, the bidirectional causal relationship has been detected among economic performance and ecological footprint in Turkey. The civil-military relations literature on Turkey focuses predominantly on the guardianship role of the Turkish military, its interventions, and the role of the National Security Council as the main institutional mechanism of military tutelage. Yet, the existing studies lack a much-needed focus on the law enforcement or policing missions of the Turkish military. To fill this gap, this study discusses the EMASYA Protocol (Emniyet Asayiş Yardımlaşma or Security and Public Order Assistance), a secret protocol signed in 1997. Emerging in the context of political instability and military tutelage of the 1990s, the Protocol enabled the military to conduct internal security operations without permission from the civilian authorities. This paper argues that the EMASYA Protocol provided a sphere of "reformulated new professionalism" for the Turkish military, enabled it to specialize in the war against rising internal threats such as reactionary Islam and Kurdish separatism, and created anomalies in civil-military relations in Turkey. This study uses novel deep learning-based language models to extract meaningful information from vast chunks of textual data from Twitter on the competing narratives of the recent Syrian immigration to Turkey. Our analysis identifies five main topics in the framing of Syrian immigration in Turkish Twittersphere. In this paper, we demonstrate correlational links between the timing of landmark events and change in the percent share of trends in those topics across time. We highlight two important observations: (a) Social benefit demands of natives on Twitter rose sharply with the COVID-19 pandemic, leading to ever more widespread sentiments of welfare chauvinism and (b) Patriotic feelings and the implementation of an interventionist foreign policy agenda in the immigrants' country of origin created a relatively tolerant yet patronizing attitude towards migrants. As the COVID-19 pandemic and immigration frequently occupy the center stage in politics of immigrant-hosting societies, our research has international appeal beyond its specific geographical context. Since the 2000s, the television industry in Turkey has emerged as a transnational business and as one of the largest TV program exporters worldwide. However, Turkish television is still largely national in its production practices and content, and thus, highly vulnerable to the domestic political landscape and media regulations of the government. In the last two decades, rather than endorsing the independent growth of this emerging industry in the international markets, the Turkish government has erected barriers by tightening censorship and passing new regulations to control national television and its content production. The AKP government deployed various state apparatuses, including Turkey's public broadcasting channel (TRT), English language news channel (TRT World), and the regulatory agency Radio and Television Supreme Council (RTÜK) to foster the type of television content that can ideologically serve the AKP's conservative and neo-Ottomanist agendas. Drawing on the political economy of media and through critical analysis, this paper analyzes how these state mechanisms are used to instrumentalize TV exports and media institutions in service of President Erdoğan's cultural, economic, and foreign policy agendas within the country and abroad. By investigating the tension between the state's ideological project and the regional, transnational, and global mediasphere, our work sheds light on how the implementation of the government's new media and cultural policies, top-down directives and pressures from the state and government on both the TV industry and its audience, and South-to-South cultural flows have shaped the Turkish TV industry and its content in the last two decades. The growing economic and political roles of the so-called emerging powers in sub-Saharan Africa have attracted particular attention following the apparent decline of Western powers in the face of the global economic crisis of 2007–2008. The AKP's "proactive" foreign policy has manifested Turkey's burgeoning role in the region. This paper draws upon Marxism to explore the diffusion of Turkish capital and the enhancement of military relations in the region in harmony and in contradistinction with Western and Gulf countries. It discusses the AKP's proactive foreign policy vis-à-vis sub-Saharan Africa as a particular sociohistorical form of sub-imperialism that is characterized by and reproduces economic and geopolitical rivalries and alliances among Turkey and Western and Gulf countries. A principal's technology leadership (TL) practices can facilitate information and communication technologies (ICT) integration into K-12 schools, alongside a drastic change in teachers' organizational behaviors to accompany this technological and cultural transformation process. However, there is little evidence of which TL practices contribute to such a holistic change in school culture; that is, the learning organization (LO) culture stimulating teachers' individual and collective professional learning orientations in tandem. The purpose of this paper is twofold. The first is to identify distinct profiles of LO culture in schools, based on teachers' professional learning orientations. The second is to explore how a principal's TL practices are related to teachers' endorsement of these LO profiles. Data were drawn from 1105 teachers and 58 principals in 69 K-12 schools in Turkey. Multilevel latent profile analysis was used to uncover latent LO profiles with similar professional learning orientations. The resulting profiles were regressed on principals' TL practices, measured against the International Society for Technology in Education-Administrators (ISTE-A) standards. Teachers' professional learning orientations fell into high, moderate, and low-level LO profiles. The "systemic improvement" ISTE-A standard, including TL practices such as a principal's data-driven decision making, school benchmarking, and technology-oriented staff employment, proved to be a significant predictor of a high-level LO profile. The school stage and teacher's age were also found to be associated with that profile. This study compares self-reported and spouse-reported frequencies of various types of behaviors couples use in marital conflict using data from Turkish Family Structure Survey (2016), which included 9,636 couples. Existing literature reported low levels of agreement among couples. These studies measured between-reporter agreement levels among couples with linear models which report cumulative scores. However, we hypothesized that low levels of agreement reported in the literature might be due to nonlinear patterns in the self-reported and spouse-reported frequencies. To detect such nonlinear patterns, we compared self-reported and spouse-reported frequencies for each level (frequency) of using the types of conflict behavior styles we investigated. This allowed us to explore the patterns of agreement or disagreement at the low, medium, or high levels of using these conflict style behaviors. Findings of this study confirmed our hypothesizes. There are meaningful nonlinear patterns that are not detectable with cumulative comparative scores. There are also differences in these patterns across the types of conflict behaviors we looked at. For example, the nonlinear patterns we observed for aggressive conflict behavior types are different from the patterns for passive conflict behavior types. We also found that these patterns are different for husbands and wives. This paper highlights the limited capacity of linear models for exploring between-reporter agreement levels and it calls for the consideration of using nonlinear methods for these types of systematic investigation. This article presents information on the 12th EGOS Colloquium which was held in Istanbul on July 6-8, 1995. The theme of the Colloquium was "Contrasts and Contradictions in Organization," with 11 working groups meeting in parallel sessions. It was again a large multi-cultural event, with 279 participants from 24 different countries attending the Colloquium. Most of the participants came from Europe, but there were also participants who had come all the way from countries like Australia, Brazil, Canada, Hong Kong, Malaysia, Mexico, South Korea, and the U.S. There were two keynote addresses at the Colloquium, one by Geert Hofstede, entitled "An American in Paris," and the other by Gerald Salancik on "Why Organization Theory Can't Help Organizations: Contradictions in our Purpose." A total of 228 papers were presented in the 11 working groups. Papers were distributed fairly evenly across the subthemes, ranging from 17 to 23 contributions and with 8 to 13 different countries represented in each group. The article also presents some brief reports in which the convenors of the sub-themes reflect on the presentations and discussions in their groups.

Digital transformation offers tremendous opportunities for emerging economies like Turkey. However, the full potential of digital advancements can only be achieved with the widespread adoption of digital technologies, which depends on the capable delivery of information and communication technologies (ICT) and their effective usability. Despite increased Internet penetration rates in Turkey in recent years, disparities in Internet adoption continue to persist. This study investigates whether and to what extent key demographic and socioeconomic factors are associated with the first-level digital divide in Turkey. The phenomenon is discussed in three aspects: device access, Internet access, and Internet use. The findings demonstrate that the vast majority of people in Turkey have Internet-enabled devices, mainly smartphones. Age, income, and education are significant predictors of Internet access. However, even when access is available, large disparities exist among gender, age, income, education, and employment groups in terms of Internet use. Moreover, our findings reveal significant regional differences in both Internet access and use. The results point to the need for a more coherent vision on ICT policies such that the need for demand-side programs are intended to stimulate broadband adoption widely by those groups. Examining the settings of the 2016 coup attempt in Turkey, this paper traces the relationship between state power, agency and media. On 15 July 2016, reports emerged through social networking sites and other mainstream media of armoured military tanks blocking the entrances to the Bosphorus and Fatih Sultan Mehmet bridges in Istanbul. Appearing via FaceTime on CNN Türk, President Erdoğan called people onto the streets to confront the occupying forces. Following the foiled coup attempt, officials praised the public for using communication technology to topple the coup plotters. I juxtapose the different settings where the coup unfolded to argue these events are symbolic phenomena, underscoring how the imaginary of 'national unity' is mediated to (re)affirm state power. This article argues that biopolitical infrastructures have been central features of Turkey's ongoing colonization of Kurdish territories and populations and that the Green Revolution, despite its promise of progress and abundance, needs to be understood as part of this history of racialized state-making. In doing so, it joins recent literature that uncovers the local roots of the Green Revolution in domestic politics and land struggles in the global south, also revealing the entwined histories of accumulation and colonial and racial dispossession with agricultural norms and practices. Drawing on research in the records of the Economic Cooperation Administration, US Agency for International Development, Rockefeller Foundation Archives, Turkish parliamentary debates, and contemporaneous journals, I show how the Green Revolution can in fact be retold as an episode in a longer history of struggles over the distribution and use of land, the construction of agricultural infrastructures, and how these questions have been complicated by class, ethnic, racial, gender, and political divisions. The paper thus situates Turkey in a transnational history of agrarian development, while also relating the adoption of high yield seeds, pesticides, and grain cultivation to projects of land consolidation, internal colonialism, and racialized methods of state formation. More than ten years after the liberalization of the telecommunications industry, Turkey still has the least penetrated and most concentrated broadband market in Europe. This paper investigates the poor performance of the Turkish broadband market, emphasizing institutional limitations of promoting service-based competition through the ladder of investment approach. In particular, the paper argues that the aforementioned type of broadband policy has failed and delayed facility-based competition. The paper first illustrates failures in serviced-based competition. In this paper, it was aimed to investigate the relation between economic growth, terrorism, foreign direct investment (FDI) inflow, environmental pollution, and energy consumption in China, India, Israel, and Turkey for a time span of 43 years from 1975 to 2017. Three different panel cointegration methods to determine the cointegration relation and two different causality methods to find the direction of causality were simultaneously used, since the presence of cointegration and direction of causality are fundamental to design economic policy and strategy. After similar results from panel cointegration tests were obtained, the causality tests were applied. Since 2002, the Turkish government has increased its interest in rail transport after neglecting it for more than half a century. The government invested significant sums in the high-speed network and allocated substantial funds for the modernization of conventional rail infrastructure, the expansion of the network, and the construction of logistics centers. In addition, in 2013, the government restructured the rail market and opened it to competition. This paper examines recent rail policy in terms of modal shift to determine whether there is a radical shift in national transportation policy, which has been dominated by road programs. In 1999, two devastating earthquakes occurred in Northwestern Turkey, which claimed around 18,000 lives. Since the disaster, many scientific studies and projects, both international and national, have been conducted, concluding that another earthquake at the magnitude of at least six will hit Istanbul. Even though there is a consensus among scientists that an earthquake will happen in Istanbul, there is a plethora of different theories and arguments about the anticipated earthquake. This paper is an historical account of how different technoscientific practices have enacted different North Anatolian Faults stretching across Anatolia and Marmara Sea. The multiplicity of the fault does not emerge as an epistemic problem of having different perspectives, but it is an ontological question of how plural realities are being made in different scientific practices. This paper examines the effect of the 2008 employment package on the gender employment gap in Turkey. The package introduced subsidies for the employment of women in all 81 provinces. However, positive discrimination was only effective in the provinces that did not benefit from social security contribution cuts under a previous subsidy scheme. Using a difference-in-differences analysis, I find that those provinces saw a 5.1 percent higher increase in the female share of employment in comparison with provinces where positive discrimination was not in force. Moreover, the effectiveness of the package is not lower in more conservative provinces, where conservatism is measured by the percentage of early marriages, gender inequality, and gender empowerment indices. The study concludes that the 2008 employment package was successful in closing the gender gap, even in more conservative provinces. By showing that a demand-side intervention can overcome the cultural constraints, it offers valuable insights to policy-makers interested in pursuing policies related to disadvantaged groups, particularly women. The contemporary era brings technology into every part of our lives. As a result of technological improvements, education process has been affected and the use of technological devices is inevitable. Teaching language has also been affected by this movement. Thus, Mobile-Assisted Language Learning has gained importance through the recent years. Within light of these, the aim of this study is to understand the effect of annotation use on vocabulary recall and retention levels of English as a foreign language students. A software called Vocastyle was developed for this study. It included annotations that helped students to learn and remember new vocabulary items. The participants of the study were 122 students of a state elementary school in which multimedia learning is benefited at a major city of Turkey. In order to understand whether the use of annotations caused any difference between students' level of vocabulary recall and retention, the pre-, post-, and delayed posttests were applied. Quantitative data analyses were done via descriptive statistics, chi-square, multivariate analysis of variance, and Kruskal–Wallis and Mann–Whitney U tests. The results implied that learners who used multimedia annotations recalled and retained better than the learners who used paper-based annotations and who received no treatment at all. Unaccompanied children who do not or cannot access the child protection system in Türkiye often become engaged in child labor and find themselves living in precarity. This paper highlights narratives of survival within their culturally-assumed transition to manhood based on empirical research on the life experiences of 12 unaccompanied, male Afghan youth who came to Türkiye as unaccompanied children. These narratives reflect patriarchal culture, particularly the Taliban's extreme manifestations of patriarchy, both in a context of war and violence. Unaccompanied Afghan children migrate for survival and, after dangerous journeys, live as irregular migrants. Their daily life is marked by (1) fear of police and deportation, (2) child labor, (3) long and challenging work routines, (4) lack of leisure time, schooling, adult protection or support and (5) lack of social security. This paper focuses on the experiences of asylum-seeking and forced migrant women in one of the satellite cities in Türkiye and discusses how gender affects women's precarious living and working conditions. Based on semi-structured in-depth interviews with 20 migrant women from Iran, Iraq, Afghanistan and Syria in 2019, our findings suggest that asylum-seeking women have limited access to economic and social resources available in the satellite city of Isparta due to gender inequalities. The findings of the study indicate that factors, such as (1) gendered and informal employment structure, (2) traditional gender roles, (3) crowded and patriarchal family structure, (4) loosened kinship and solidarity, (5) language incompetence, (6) restrictive migration management and (7) satellite city policies, all have a role in determining the experiences of these migrant women. These factors often prevent migrant women from accessing some basic services, social networks and employment opportunities, and push them to live precarious, impoverished and excluded lives. Why are women's murders (femicide) more common in some localities than in others? This paper addresses this question in the context of Turkey, a country with a high and rising number of women's murders. It uses province-level data between 2010-2017 and the Negative-Binomial estimator to explore the importance of several socio-economic, cultural, and political factors. It finds that a province's ethnic composition, divorce rate, gender equality in education, and level of economic development are significant predictors of women's murders. The main result is that whether economic development reduces femicide depends on other factors: in poorer provinces, there is a strong positive correlation between women's murders and equality in education and divorce rates, but in richer provinces, these associations are significantly weaker. These results are consistent with the idea that economic development may not reduce women's murders by itself, but it can mitigate the effects of male backlash against women who challenge the status quo. The main policy implication of this study is that pro-development policies may save more lives if they target those poorer provinces that also carry these additional risk factors. This paper explores the factory regime in the 'Sun'1 food processing factory in Turkey, drawing on participant observation in the factory, informal interviews with women workers and in-depth interviews with the managers of the factory's 'gherkin department' in which I worked. This paper argues that the 'Sun' bottling and canning factory is best understood through my concept of the 'familial factory regime'. By 'familial factory regime' I mean a factory regime in which the features of the extended patriarchal family are used to manage the labour force by obtaining women workers' consent. This paper discusses the contextual aspects of the digital transformation of the Turkish public administration system during the COVID-19 pandemic. It argues that the accelerating process of the digitalization of public services during the pandemic should be understood in connection with the ongoing, broader transformation of the Turkish state into the neoliberal regulatory state that has been ideologically framed as a facilitator of market-led economic development. This argument is based on the "state transformation approach" developed as an alternative analytical tool to address governance outcomes as a manifestation of neoliberally informed shifts in the location of state power, in the groups of actors that exercise state power, and in the ideas used to rationalize the exercise of it. How should we understand the relationship between artistic practice and religious devotion? This paper answers that question through a close engagement with the archive of the artist, teacher, doctor, and writer Ahmet Süheyl Ünver (b. 1898–d. 1986). Working from notebooks and archival files produced about Eyüp, Istanbul's most important Muslim district, I offer the concept of 'conjunctions of Islam' to develop two linked arguments. First, Ünver's work challenges essentialist invocations of 'Turkish' or 'Islamic' art. Instead, his work shows us how these terms are historically and geographically specific, embedded within networks of people, places, objects, and histories. Second, Ünver also shows us how definitions of Muslim identity trace geographies other than the territorial nation. Indebted to discussions of relational place-making and topology, my use of conjunction helps us see the making of an urban Muslim self in a new way. In doing so, this article extends recent cultural geographic discussions about skill and creativity, provides a new perspective on the geographies of Islam, and enriches our ability to explain how complex forms of the past are articulated in contemporary Turkey. While research on geographies of creativity have proliferated in the last few years, there has been scant attention to religious cultural and artistic practices, particularly in the context of the Middle East. This research seeks to address such gap with a focus on the Islamic and traditional visual arts scene which has flourished in Istanbul in the past decade and a half along with the rise of political Islam in Turkey. Rendered obsolete through the Western-oriented and secular cultural politics since the early republican era, art forms such as Arabic calligraphy (hat), miniature (minyatür), and illumination (tezhip) have now found currency as 'authentically Turkish and Islamic' in an art scene that emerged alongside Islamist politics. This paper examines the trajectory of Islamic and traditional visual arts through the lens of cultural and creative industries starting from the cultural politics of Islamic urban governance through the 1990s and 2000s, and to the emergence of an Islamist-nationalist authoritarianism in the past decade. In doing so, it aims to situate Islamic and traditional visual arts on the map in studies on geographies of creativity, particularly in the Middle Eastern and Islamic context, where limited attention has been paid to cultural and artistic practices. With ethnographic reflections from the field, it highlights the internal dynamics of an art scene and the potential it bears in unsettling the core concepts of Turkish Islamic nationalism from within.
