At the time of this research, protests of farmers against new environmental policy measures received much media attention. News reports suggested that farmers' organizations rejected the idea that modern farming techniques cause damage to the environment and even tried to undermine attempts to reconcile the goals of modern agriculture with environmental objectives. In this article, the authors focus on how farmers learn to connect to various narratives about the issues at stake and on how these narratives are constructed through everyday encounters within the diverse networks to which farmers belong. As this article demonstrates, of particular interest for researchers is the kind of learning that occurs in response to differences in opinion. Accordingly, the authors introduce a new metaphor, called "learning as response," which helps understand how farmers may learn, again and again, to respond "as singular beings" to the ambiguities and differences they encounter in their everyday professional life. To tackle China's profound environmental problems, Chinese leaders are now incorporating environmental targets in 5-year plans and experimenting with market-based mechanisms to supplement their traditional command and control mechanisms for environmental protection. In the recent years, China has produced a series of green policies, including green tax, green procurement, as well as green policies relevant to the financial sector, namely, green credit, insurance, and security policies. Of the three, the green credit policy is the most advanced, with three agencies (the Ministry of Environmental Protection, the Peoples' Bank of China, and the China Banking Regulatory Commission) sharing the responsibility for implementation. The policy, approaching its fourth year of implementation, has proved resistant to China's massive economic upheaval following the global financial crisis. Its future success depends on effective environmental data collection and dissemination, technical guidance, and provision of true financial incentives for banks. The continued success in implementation could potentially provide China with the experience and confidence to address new challenges, such as the environmental and social conduct of its enterprises overseas. Technology is a central issue for the global climate change problem, requiring analysis tools that can examine the impact of specific technologies within a long-term, global context. This paper describes the architecture of the ObjECTS-MiniCAM integrated assessment model, which implements a long-term, global model of energy, economy, agriculture, land-use, atmosphere, and climate change in a framework that allows the flexible incorporation of explicit technology detail. We describe the implementation of a "bottom-up" representation of the transportation sector as an illustration of this approach, in which the resulting hybrid model is fully integrated, internally consistent and theoretically compatible with the regional and global modeling framework. The analysis of the transportation sector presented here supports and clarifies the need for a comprehensive strategy promoting advanced vehicle technologies and an economy-wide carbon policy to cost-effectively reduce carbon emissions from the transportation sector in the long-term. Within Europe and North America the integration of environmental concerns into agriculture has become a domain almost exclusively defined by public policy. In this paper it is contended that we are currently witnessing a new direction in attempts to reconcile agricultural production and environmental protection, in which the market is playing an increasingly important role. The paper takes as its focus the rapidly expanding number of what are termed ‘market-oriented initiatives for environmentally sustainable food production’ (MOIs), in which the incentive for food producers to manage the environment positively comes directly through the market. The number of MOIs, in both Europe and North America, has proliferated recently, although some have been established for many years. However, both older and newer forms of these MOIs appear to be the focus of a new rural development, food quality, and sustainable farming agenda. In an attempt to make a contribution to this emergent debate, this paper sets out to address the extent to which these MOIs are capable of contributing to the development of more environmentally sustainable food production. In this paper we consider the drivers of this new approach, review the various types of MOI that are emerging in both Europe and North America, and examine the different approaches to environmental management that MOIs adopt. The paper also offers a reflection upon the potential contribution of MOIs to the delivery of environmental goods in food production and the implications of this for public sector approaches.
