High-energy consumption and high-emission industries contribute a lot to economic development, but their carbon emissions are also huge. In order to achieve the dual-carbon target as early as possible, it is necessary to reduce the carbon emissions of high-energy consumption and high-emission industries. This paper selected five representative factors (population, per capita gross domestic product (GDP), energy intensity, energy structure and carbon emission coefficient) and adopted the logarithmic mean divisia index (LMDI) method to decompose the driving factors of carbon emissions. Therefore, this paper uses Tapio decoupling model to analyze the decoupling relationship between the two factors with the greatest impact on carbon emissions and carbon emissions. The results show that: (i) There is a good decoupling between high-energy consumption and high-emission industries and per capita GDP, and the impact of per capita GDP on carbon emissions will gradually decrease in the future; (ii) The decoupling relationship between carbon emissions and energy intensity is poor. For some industries, the reduction of energy intensity can help reduce carbon emissions. Finally, this paper puts forward some suggestions to promote carbon emission reduction. This paper provides theoretical support for studying how to reduce carbon emissions and formulate relevant emission reduction policies in the high-energy consumption and high-emission industries. Despite the diversity of theoretical studies, natural resources' moderating role between governance indicators and environmental quality remains a controversial issue. The purpose of this paper is therefore to clarify the nature of this role in the Middle East and North Africa (MENA) countries from 1996 to 2017 relying on the generalized method of moments system estimators. The empirical results reveal that corruption control, political stability, rule of law, voice and accountability, and government effectiveness increase CO2 emissions, while regulation quality does not affect CO2 emissions. Our findings also show that FDI and GDP increase CO2 emissions. However, natural resources moderate the governance indicators to reduce CO2 emissions. Therefore, policy-makers should increase public awareness of the best use of natural resources. Small-scale photovoltaic (PV) power systems have been proven to be successful in generating electricity, conserving fossil fuels, and reducing greenhouse gas emissions in the residential sector, which is one of the largest consumers of energy. In Algeria, to reduce energy consumption in this sector, the authorities are considering implementing a policy that would encourage grid-connected residential PV systems. This paper presents a techno-economic assessment of grid-connected residential PV systems in four climate zones in Algeria. This work was performed using HOMER software for two different PV system configurations, grid/PV and grid/PV/battery. The technical performances of the considered systems were evaluated through the assessment of the self-consumption and self-sufficiency, while the net present value (NPV), internal rate of return (IRR), profitability index (PI), and discounted payback period (DPBP) were used to determine their feasibility. A sensitivity analysis was carried out to evaluate the effects of feed-in tariff (FiT), battery costs, and PV array capacity on the profitability of the systems. The results revealed that the grid/PV systems are technically and economically feasible in all of the four climate zones. For the grid/PV/battery systems, the grant of battery costs and the development of a regional FiT system are recommended. This article provides a tool for policymakers to assess the technical and financial performance of residential solar PV systems to develop adequate policy supports and tariff structures for Algeria. Many governments are failing to act sufficiently strongly on climate change. Given this, what should motivated affluent individuals in high-consumption societies do? This paper argues that social norms are a particularly valuable target for individual climate action. Within norm-promotion, the paper makes the case for a focus on anti-fossil fuel norms specifically. Section 1 outlines gaps in the existing literature on individuals' climate change obligations. Section 2 characterises social norms. Section 3 provides seven reasons why social norms are a particularly worthy target for individual climate actors. Section 4 asks which social norms individuals should emphasise, arguing that anti-fossil fuel norms have advantages over emissions reduction and offsetting norms. Concerns have been raised that a focus on greenhouse gas removals (GGR) in climate models, scientific literature and other media might deter measures to mitigate climate change through reduction of emissions at source – the phenomenon of 'mitigation deterrence'. Given the urgent need for climate action, any delay in emissions reduction would be worrying. We convened nine deliberative workshops to expose stakeholders to futures scenarios involving mitigation deterrence. The workshops examined ways in which deterrence might arise, and how it could be minimized. The deliberation exposed social and cultural interactions that might otherwise remain hidden. The paper describes narratives and ideas discussed in the workshops regarding political and economic mechanisms through which mitigation deterrence might occur, the plausibility of such pathways, and measures recommended to reduce the risk of such occurrence. Mitigation deterrence is interpreted as an important example of the 'attraction of delay' in a setting in which there are many incentives for procrastination. While our stakeholders accepted the historic persistence of delay in mitigation, some struggled to accept that similar processes, involving GGRs, may be happening now. The paper therefore also reviews the claims made by participants about mitigation deterrence, identifying discursive strategies that advocates of carbon removal might deploy to deflect concerns about mitigation deterrence. We conclude that the problem of mitigation deterrence is significant, needs to be recognized in climate policy, and its mechanisms better understood. Energy and resources cooperation has a great potential of reducing greenhouse gases (GHG) emissions of companies, especially in industrial and business parks where facilities are located in geographical proximity. Such cooperation could cut emissions without significant impact on profit, and in some cases, may even reduce costs by decreasing waste generation and improving energy efficiency. This paper combines similar themes of industrial symbiosis, sharing economy and circular economy to formulate a single robust concept of energy and resources cooperation. A framework and methodology for mass implementation of energy and resources cooperation is proposed by integrating disparate fields of industrial ecology, business studies and industrial investments. Furthermore, an approach of enhancing such cooperation is proposed which involves an establishment of a specialized Cooperation Development and Management Company. Based on the panel data of 277 cities between 2003 and 2017 and a unique city-level dataset of green patent applications, this study employs the difference-in-differences (DID) method to evaluate the effect of China's carbon emission trading scheme (ETS) pilots on urban green innovation. The findings indicate that China's ETS pilots have a positive impact on urban green innovation, and that impact is more significant for municipalities than for prefecture-level cities. Furthermore, the impact on different categories of urban green innovation is heterogeneous. More specifically, China's ETS pilots have significantly spurred urban green innovation that is closely related to energy conservation and emission reduction, including alternative energy production, transportation, energy conservation and so forth. Moreover, the facilitating effect of China's ETS pilots on urban green innovation suffers from a lagging effect, which began to show a significant positive effect in 2016. Overall, this paper identifies the effect of China's ETS pilots on urban green innovation, and suggests that the government should consider the heterogeneity of urban green innovation when designing national ETS policies. Prompted by the urgency of reducing greenhouse gas emissions in the transport sector, the Chinese government has set ambitious targets for the uptake of electric vehicles. To achieve these targets is however a challenging task, due to various barriers in the uptake of electric vehicles, at both micro- and macro-levels. A range of monetary and non-monetary incentives has been implemented, or being considered for implementation, to overcome these barriers. This paper reviews these incentives with a view to assess the extent to which they are likely to remove the barriers in the uptake of electric vehicles. The review suggests that the primary focus of these incentives is to remove the micro-level barriers, such as high upfront costs, poor technical performance, and insufficient charging infrastructure. Limited attention has been paid to the macro-level barriers (for example, fragmented authority and local protectionism), despite ample evidence suggesting that these barriers could significantly impede the uptake of electric vehicles. Further, these incentives have tended to rely on regulation-based measures to remove the barriers. Only in the recent years, there appears to be a gradual shift towards market-based measures. This shift could improve the effectiveness of electric vehicle policies. The effectiveness of these policies could be enhanced if one recognizes the underlying macro-level barriers that are likely to protract or distort the implementation of market-based measures. An introduction is presented in which the editors discuss various reports within the issue on topics including the use of stochastic modeling approach in examining the natural gas sector, role of natural gas in a low-carbon Europe, and institutional design of regional electricity exchanges.

The concentrations of greenhouse gases in the atmosphere have risen dramatically, leading to the possibility of costly disruption from rapid climate change. This calls for greater attention and precautionary measures to be put in place, both globally and locally. Governments, business entities and consumers would be affected by the extent to which such precautionary measures are incorporated in their decision-making process. Business entities need to consider such issues as trading in carbon allowances (or permits), investing in low-carbon dioxide (CO2) emission technologies, counting the costs of carbon regularity compliance, and passing on the increased cost of carbon regulation to consumers through higher prices. Such considerations require information for informed decision making. This paper reports on a qualitative research study undertaken to consider the impact of the Kyoto Protocol mechanisms on the changing information paradigms of cost and managerial accounting. It is demonstrated that the information from strategic cost management systems will be particularly useful in this new carbon economy, especially in evaluating the ''whole-of-life'' costs of products and services in terms of carbon emissions. Similarly, the study discusses how strategic management accounting information would facilitate decisions on business policy, human resource management, marketing, supply chain management, and finance strategies and the resultant evaluation of performance. The role of urban regions in action on reducing greenhouse gas emissions has become increasingly central to global urban governance over the past 20 years and particularly after new promises and agreements made at COP21. Despite some attention across urban studies, the need to interrogate how new forms of urban carbon governance are transforming infrastructure space remains pressing. This paper examines the low-carbon restructuring of the waste system in Mbale, Uganda, a town struggling to address its socio-ecological futures. The paper asserts that a UPE approach to how urban carbon governance is materialised advances three particular concerns; the governing of urban circulation, carbon capital and socio-material relations. Through examining these, the paper shows how global actors are increasingly involved in low-carbon transformation, use places such as Mbale as spaces of experimentation and dominate the governing of this restructuring. In the context of sub-global participation in greenhouse gas mitigation efforts, this paper investigates the effectiveness of a Canada-U.S. emissions bubble under their existing regional trade agreement. It also explores the potential economic impact of carbon tariff harmonization through the implementation of a common Canada-U.S. external border tariff adjustment as a mean to address competitiveness issues. Using a multi-region, multi-sector computable general equilibrium model the paper finds that the creation of an emission bubble between the two countries could improve efficiency. The findings also suggest that a carbon tariff harmonization policy could give rise to distributional issues among Annex I regions and could fail to mitigate the negative competitiveness impacts of carbon abatement policies. The EU Commission has recently proposed a new directive establishing a framework for greenhouse gas (GHG) emissions trading within the European Union. The idea is to devalue part of the emission quotas in circulation by the year 2012 at latest, so that the EU will meet its Kyoto target level of an 8% GHG reduction. Our main question is whether the final choice of allocation rule can be explained by the role of industrial groups in the policy making process. We answer this question by using rent-seeking theory and by analysing the Green Paper hearing replies from the main industrial groups. In other words, we want to explain and observe how rent-seeking (or lobbyism) affects the design of environmental regulation and energy policy in favour of well-organized industrial interest groups. We argue that some firms are likely to reap a net gain from being regulated by a grandfathered emission trading system. This is so because total costs of emission reduction and lobbyism are likely to be smaller than the total rents from having this type of regulation. [ABSTRACT FROM AUTHOR]

The global living standards are currently undergoing a stage of growth; however, such improvement also brings some challenges. Global warming is the greatest threat to all living things and attracts more and more attention on a global scale due to the rapid development of economy. Carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O) are the common components of greenhouse gases, which contribute to the global warming. Mitigation technologies for these gas emissions are urgently needed in every industry for the aim of cleaner production. Traditional agriculture also contributes significantly to enhance the greenhouse gases emission. Composting is a novel and economic greenhouse gases mitigation strategy compared to other technologies in terms of the organic waste disposal. Some of the European countries showed an increase of more than 50% in the composting rate. The microbial respiration, nitrification and denitrification processes, and the generation of anaerobic condition makes the emission of greenhouse gases inevitable during composting. However, although there have been a lot of papers that focused on the reduction of greenhouse gases emission in composting, none of these has summarized the methods of reducing the emission of greenhouse gases during the composting. This review discusses the benefit of composting in greenhouse gases mitigation in the organic waste management and the current methods to improve mitigation efficiency during cleaner composting. Key physical, chemical, and biological parameters related to greenhouse gases mitigation strategies were precisely studied to give a deep understanding about the emission of greenhouse gases during cleaner composting. Furthermore, the mechanism of greenhouse gases emission mitigation strategies for cleaner composting based on various external measures would be helpful for the exploration of novel and effective mitigation strategies. This paper measures the technical inefficiency and the shadow price of Korean fossil-fuel generation companies (GENCOs) between 2001 and 2016 at the firm-level. To obtain robust empirical results, this study employs both commonly used deterministic and stochastic estimation methods. The empirical results are as follows: the inefficiency estimates are approximately 0.09 (deterministic) and 0.08 (stochastic); the estimates of CO2 shadow price, in KRW/tCO2, are 82,758 (deterministic) and 49,830 (stochastic), which shows high volatility in the annual average shadow price. In addition, we find that the results of the deterministic method without any random errors show a large variation in the trends of technical inefficiency and shadow price, while the stochastic method with random errors yields only moderate volatility. Our empirical results are expected to assist policymakers in determining how much potential mitigation can be achieved through improved efficiency, and the range of the CO2 shadow price will contribute to more efficient policy tools. Power generation under the Renewable Portfolio Standard (RPS) can reduce greenhouse gas emissions below the baseline level, so entities may argue to use this attribute to meet the goal of Emission Trading Scheme (ETS). Although these two quantity-based regulation systems have different policy objectives, both mechanisms are implicitly linked by credit conversions depending on credit prices. This paper builds an analytic partial equilibrium model and derives market equilibria in a closed form to demonstrate how each mechanism influences the other by policy instruments such as a renewable requirement, a reduction target in greenhouse gas emission, levels of penalties, or marginal costs. Malaysia's electricity consumption is increasing exponentially as it gears towards becoming a developed nation by year 2020. This paper is aimed at policy development in terms of energy efficiency and building design as Malaysia has yet to establish any mandatory energy efficiency or energy performance building code. The focus on public low-cost housing projects is important as it is administered by government agencies and provides possible streamlining of proposed energy policies for the housing sector. Presented in this paper are findings from fieldwork conducted to investigate the energy performance and green house gas (GHG) emissions from the building operation of two public low-cost housing projects in Kuala Lumpur. The baseline calculations use UNEP-SBCI's Common Carbon Metric tool to provide project-specific calculations of energy and emissions intensity with its bottom-up approach, while presenting a national-scale projection using its top-down approach. Findings from bottom-up analysis suggest that Malaysian public low-cost housing households consume more than benchmarks set by the World Energy Council and the International Energy Agency, in terms of Building Energy Index (BEI) of kwh/m²/year. This is a reflection of the absence of building energy efficiency legislation in Malaysia, both for residential and non-residential buildings. This paper provides a methodology to quantify the demand for building insulation based on present conditions of the housing stock, the estimated future rates of construction and the legislative requirements. The method has been applied to forecast the maximum potential demand for insulation generated in Wales by the domestic sector between 2016 and 2050 in line with the target set to reduce the UK greenhouse gas emissions of 80% from the 1990 level. The areas of building envelopes that could be insulated are calculated for future retrofit interventions and new dwellings. These areas are then associated to the thermal resistance values expected from the insulation layers. Datasets describing the existing Welsh housing stock are used to estimate the demand for loft and solid wall insulation measures in retrofit interventions, while the demand for roof, floor and wall insulation in new dwellings is estimated using projections of future construction activity in Wales. The results can be used to characterise the dwelling stock, build scenarios of insulation uptake and assess the impacts of different products which would lower greenhouse gas emissions from the domestic sector and stimulate the supply chain for low carbon products. This paper analyses the future trends (2000-2030) in Methane and Nitrous Oxide emissions across four scenarios that have been developed for India. The future state of Indian economy in the next 30-years has been broadly visualized under four scenarios proposed as combinations of market integration (extent of liberalization, globalization and integration with the world markets) and nature of governance (centralization vs. decentralization). The methodology chosen for the development of these scenarios draws mainly from the IPCC SRES methodology. The paper presents CH4 and N2O emissions for each of the scenarios for all the major emitting sectors. The major sources of Methane emissions are livestock and paddy contributing to about 65% of the total emissions in 2000. The share of emissions from Municipal Solid Waste is also expected to rise with increasing urbanization. Nitrous Oxide emissions arise chiefly from synthetic fertilizer use (contributing 67% of total emissions) and from field burning of agricultural residue. In this paper we examine the interaction between technology policy and its impact on the full basket of worldwide greenhouse emissions over the 21st century. The heart of the analysis is the Argonne National Laboratory's AMIGA Modeling System, a technology rich, general equilibrium model that (depending on data availability) characterizes as many as 200 sectors of the regional economies. We suggest in this paper that technologies and technology policies exist which could reduce carbon emissions enough to achieve stabilization targets at relatively modest costs given the size of the world economy. This can be accomplished largely through harnessing market forces and creating incentives with the use of efficient prices on greenhouse gas emissions, combined with complementary programs and policies to reduce market failures and to promote new technology improvements and investments. The Second Generation Model (SGM) was developed to analyze policies designed to reduce greenhouse gas emissions. This paper documents how greenhouse gas emissions are calculated in the SGM, and provides an application to several Energy Modeling Forum scenarios that stabilize radiative forcing by using policies that either exclusively limit CO2 emissions or include both CO2 and non-CO2 greenhouse gases. Carbon storage in harvested wood products (HWPs) is seen as a measure to mitigate climate change. The increased use of long-life wood products, however, should be thoroughly analysed before being promoted as a climate mitigation strategy. The national carbon pool of HWPs is very dynamic, due to changing patterns of wood product consumption and trade. Carbon accounting models are a common tool for estimating and projecting carbon pools. The purpose of this study is to analyse and find the relevant features of existing models that are related to the carbon pool in HWPs. From the many existing models, we have selected several representative models. We have analysed these selected models in depth by looking at their features, components and application. The models have variable features, depending on their scope and the modelling objectives. Significant modelling components for assessing the climate change mitigation potential of wood products are often missing. For example, the material substitution effect in the construction sector is rarely quantified, even if it would result in a significant reduction of greenhouse gas emissions. In this paper, we propose modelling components for a scenario-based model capable of using country-specific data for major groups of HWPs that would allow improved assessments of the climate change mitigation potential of alternative forest resource utilisation scenarios. Whilst transport biofuels have enjoyed strong political support in Europe for much of the past decade, concerns over their full impacts have an almost equally long history. Since 2008 these concerns have centred most intently upon the land-use change impacts of biofuel production, whereby increased demand for biofuels leads nonagricultural landscapes to be converted--either directly or indirectly--into agricultural ones. Amongst other things, biofuel-driven land-use change might potentially lead to significant emissions of greenhouse gases (GHG), losses of biodiversity, reduced ecosystem resilience, degradation of soil and water resources, declines in regional food security, or even land rights infringements through so-called 'land-grabbing'. Political debates surrounding biofuel-driven land-use change in Europe have historically been restricted, however, to considerations of technical modelling work addressing the GHG emissions that might result from this process, thereby ignoring a wide range of alternative issues. Adopting a discursive-institutionalist perspective, this paper scrutinises two interrelated sets of dynamics pertaining to the handling of this political issue in Europe. First, it examines how the specific bureaucratic context of Brussels has itself been constitutive of the discursive practices used by policy makers to establish and retain control of the prevailing political conception of biofuel-driven land-use change. Second, it examines how these practices have inevitably led to what Scott terms a "narrowing of vision" in policy makers' approach to this problem, with concomitant implications for the role occupied by conceptions of 'place' in the policy process. In both instances the argument is made that such interactions exclude critical perspectives on what is at stake in the drive for biofuels from relevant policy-making procedures altogether. In light of these conclusions, I contend that future geographical analyses of environmental policy making writ large should pay greater attention to the interactions of discourse and place, particularly if they are to better understand the precise mechanisms through which political controversy is ultimately managed and settled in modern democratic contexts today. To what extent could various technological advancements in the coming decades potentially help greenhouse gas mitigation in the U.S.? What could the potential contribution of end-use technology and other key clean electric energy technologies such as CCS, Nuclear power, wind & solar, and biomass be? This paper presents simulation results from an Integrated Assessment Model that suggest that, in the absence of policy measures, even under the most optimistic state of technology development and deployment scenarios, the U.S. energy system would still be dominated by fossil fuels and GHG emissions would increase significantly between 2010 and 2050. A pessimistic scenario in end-use technology would result in increased electric and non-electric energy use and GHG emissions compared to the advanced technology scenario, while a pessimistic scenario in any one of the four clean technologies examined would result in reduced electric and non-electric energy use and a small increase in GHG emissions. However, if all technologies are in pessimistic status, GHG emissions would increase significantly as more fossil fuels would be used in the energy system. Technology alone cannot achieve the abatement levels required. A market-based policy targeting the reduction of U.S. GHG emissions to 50% below 2005 levels by 2050 would result in dramatic decrease in coal-fired generation. Scientific evidence indicates that greenhouse gases emissions related to human activity are a significant contributor to global climate change. This paper investigates the impact of policy prescriptions and technologies for reducing U.S. greenhouse gas emissions. The analysis uses NERA's NewERA integrated model, which combines a top-down general equilibrium macro model of the U.S. economy with a detailed bottom-up model of the North American electricity sector. It examines the cost of cutting emissions by 0% to 80% of 2005 levels by 2050 under several scenarios, which consider different assumptions about policy choices ranging from purely market-based policy such as a cap-and-trade program to purely command-and-control policies and technology involving availability and efficacy of nuclear, Carbon Capture and Storage, renewables, and end-use efficiency technology. Our analysis shows a distinct efficiency advantage for market-based mechanisms and interaction of command-and-control mandates with market-based policies increase market distortions leading to higher welfare loss. In addition to radical reduction of greenhouse gas emissions, large-scale removal of anthropogenic CO2 will be required to mitigate the impacts of global warming. However, many greenhouse gas removal (GGR) methods remain at a nascent stage of development. A case study was carried out on the application of the collective intelligence (CI) model to the UK GGR sector and the need to scale up and accelerate development in an economically, socially and environmentally sustainable way. Through systems mapping, thematic analysis, workshops and semi-structured interviews, a rich dataset was formed on the existing level of and potential for CI within the UK GGR ecosystem. It was found that implementing CI thinking could address the need for increasing the visibility of the system and its workings to participants and the public. This would contribute to the formation of coherent, shared vision for the role of GGR in the UK's net zero strategy. It is proposed that these risks could be mitigated by creating a publicly accessible 'commons' to visualise the UK GGR ecosystem process, dynamics, components, and goals, allowing innovation policy to be more responsive to innovator and net zero policy needs. The legal system for renewable energy in Japan, Feed-in Tariff system, was deregulated in 2021 by the central government to reflect the international calls to reduce greenhouse gas emissions. However, this sudden change has raised concerns about social, environmental, and long-term economic sustainability. Thus, we conducted a state-of-the-art review of legal and policy frameworks of wind power projects in Japan and discussed the multi-layered structure at national- and municipal-level ordinances. By doing so, several gaps are highlighted. First, there are procedural gaps that business operators can de facto bypass by checking the environmental procedures. Second, there are issues at the scale (national or local), where the decisions are met. For example, while the overall framework is decided at the national level, the most contentious issues of the location of wind power facilities are left at the local level, where residents, municipalities, and developers are burdened to solve these issues. Third, in the current legal system, environmental impacts on popular natural landscapes are not taken into consideration. In the face of deregulation and concerns about multiple factors, there has been an increase in the number of municipalities opposing the construction of wind farms. Finally, existing legal cases related to wind power projects are provided to illustrate changes and disputes at different sites across Japan. In China, urbanization is mainly stimulated by resource flows, and industrialization is normally accompanied by an increase in the proportion of the urban population and urban land area. During the process, urbanization at a rapid pace often induces a huge consumption of energy and environmental emissions. Nevertheless, it is also worth considering whether urbanization positively affects urban environment promotion. With a more solid economic foundation, urban subjects will carry out energy conservation and emission reduction (ECER) from various aspects, primarily focusing on technological innovation, advancement of production mechanisms and structural optimization. Along these lines, this study aims to examine urbanization's direct and indirect impact on energy conservation and emission reduction using panel data consisting of 196 Chinese cities for the period of 2011–2018 with a Slacks-based model and transmission mechanism. Study results indicate that urbanization's development can give a direct impetus to ECER, which is quite robust after employing a series of robust tests, including instrumental variable estimation. Besides, urbanization indirectly influences ECER by promoting economic growth, better allocation of resources, internet advancement, and adjusting the employment structure. Further investigation suggests that the relationship between urbanization and ECER is nonlinear, depending on the levels of the above-mentioned mediating variables. Finally, essential policy suggestions are proposed, i.e. promoting high-quality development of urban clusters, accelerating the policies for ECER, and paying more attention to economic growth, resource allocation, internet technology, and employment structure. Ambitiously, the UK aims to cut greenhouse gas emissions by 80 per cent by 2050. Since the use of housing accounts for about 27 per cent of UK CO2, and most new-build adds to the number of homes rather than substituting for them, housing's biggest contribution to better energy use and lower carbon emissions in the UK will come from retrofitting the country's existing stock. Moreover retrofitting particularly matters to registered providers of social housing, who seek guidance about the energy efficiency of their properties. This paper argues that an exclusive focus on just one of the technical, economic or social aspects of retrofit is inadequate. Using both theory and case-based experience, it discusses a number of ways, both technical and qualitative, of best measuring what retrofitting can do. It concludes that an integrated, comprehensive understanding of the retrofit process is essential to the making of informed decisions on the energy efficiency of homes, particularly at the scales required. The Clean Development Mechanism (CDM) is an offset mechanism designed to reduce the overall cost of implementing a given target for greenhouse gas (GHG) emissions in industrialized Annex B countries of the Kyoto Protocol, by shifting some of the emission reductions to Non-Annex B countries. This paper analyzes how CDM projects may lead to leakage of emissions elsewhere in Non-Annex B countries. Leakage occurs because emissions reductions under a CDM project may affect market equilibrium in regional and/or global energy and product markets, and thereby increase emissions elsewhere. We also account for potential reverse or negative leakage effects in Non-Annex B from higher emissions cap in Annex B. Our conclusion is that net leakage typically is positive and sizeable, thus leading to an overall increase in global GHG emissions when CDM projects are undertaken. This paper discusses the role of Tidal Power in the UK in fulfilling the UK's requirements for reducing greenhouse gas emissions. Generating electricity from tidal range of the Severn Estuary has the potential to generate some 5% of UK electricity from a renewable indigenous resource. The paper focuses primarily on the proposed Severn Barrage considering potential benefits, conditions for sustainable development, energy policy context and compliance with environment legislation. UK tidal resource is reviewed: stream resource (that is KE contained in fast-flowing tidal currents), and tidal range resource (that refers to gravitation potential energy). The top tidal range and tidal stream sites in the UK with the resource (in TWh/year) are indicated. A feasibility study for Tidal Range development in the Mersey Estuary is also summarised and other schemes including the Loughor Estuary (Wales), Duddon Estuary (located on the Cumbrian coast) and the Thames Estuary proposals are reported. Also given is a strategic overview of the Severn Estuary resource, electric output and characteristics, carbon emissions (carbon payback and carbon reduction potential) and physical implications of a barrage. Delivery of electrical power to the end users by the wires systems (grids) has been in practice for more than seven decades. However, recent global renewed interest in distributed generation is due to the constraints or shortcomings of this traditional method. These range from the environmental impact of the fossil-fired conventional power plants, unreliability of this system since the long transmission lines are vulnerable to natural hazards which could result to cascading power system failures, to public opposition to upgrading of the existing or installation of new transmission lines whenever the need arises. This paper reviews the main drivers for the renewed global interest in distributed generation; the values that could be derived from adopting this technology, from various perspectives; as well as the factors militating against it despite the potential benefits. Like the Stern Review the IPCC Working Group 3 Reports have been taken as showing that the greenhouse gas emissions problem can be solved at negligible cost, primarily by development of alternative energy technologies. The lengthy Fourth Assessment Report summarises the findings of many studies, rather than present analyses that can be clearly assessed. The argument in this paper is that most and probably all of the studies drawing conclusions about the mitigation potential of alternatives are invalid because they do not consider the possible limitations to renewable energy sources, nuclear energy and geo-sequestration. They are economic modelling studies which take the cost of a unit of carbon mitigation and multiply this by the amount of mitigation required, without regard to the difficulties and limits affecting the extent to which these sources can be scaled up. If the greenhouse problem is to be solved by resort to these technologies then the magnitude of the scale-ability problem is huge. This paper argues that there are major reasons why the alternatives cannot be scaled up sufficiently, and that it is not possible to explain how the anticipated 2050 energy budget could be met without exceeding safe greenhouse limits. If this analysis is sound Stern and the IPCC have been seriously misleading and the greenhouse problem cannot be solved at any cost in a society that is committed to affluent living standards and economic growth. Model analysis within the ADAM project has shown that achieving low greenhouse gas concentration levels, e.g. at 400ppm CO2-e is technologically feasible at costs of a few percent of GDP. However, models simplify the dynamics involved in implementing climate policy and the results depend on critical model assumptions such as global participation in climate policy and full availability of current and newly evolving technologies. The design of a low stabilization policy regime in the real world depends on factors that can only be partly covered by models. In this context, the paper reflects on limits of the integrated assessment models used to explore climate policy and addresses the issues of (i) how global participation might be achieved, (ii) which kind of options are available to induce deep GHG reductions inside and outside the energy sector, and (iii) which risks and which co-benefits of mitigation options are not assessed by the models. Within this paper, we explore the technical and economic feasibility of very low stabilization of atmospheric GHG concentration based on the hybrid model REMIND-R. The Fourth Assessment Report of the IPCC and the scientific literature have analyzed some low stabilization scenarios but with as yet little attention being given to the regional distribution of the global mitigation costs. Our study helps to fill this gap. While we examine how technological development and international trade affect mitigation costs, this paper is novel in addressing the interaction between both. Simulation results show for instance that reduced revenues from fossil fuel exports in a low stabilization scenario tend to increase mitigation costs borne by the exporting countries, but this impact varies with the technology options available. Furthermore it turns out that the use of biomass in combination with carbon capturing and sequestration is key in order to achieve ambitious CO2 reduction targets. Regions with high biomass potential can clearly benefit from the implementation of low stabilization scenarios due to advantages on the carbon market. The rise in world oil prices, coupled with heightened interest in the abatement of greenhouse gas emissions, led to a sharp increase in biofuels production around the world. Previous authors have devoted considerable attention to the impacts of these policies on a country-by-country basis. However, there are also strong interactions among these programs, as they compete in world markets for feedstocks and ultimately for a limited supply of global land. In this paper, we offer the first global assessment of biofuel programs -focusing particularly on the EU and US. We begin with an historical analysis of the period 2001-2006, which also permits us to validate the model. We then conduct an ex ante analysis of mandates in the year 2015. We find that if these mandates are indeed fulfilled the impact on global land use could be substantial, with potentially significant implications for greenhouse gas emissions. [ABSTRACT FROM AUTHOR]

The Kyoto Protocol entered into force on February 16, 2005. Emissions reductions targets established by the protocol will be met by domestic policies and by three international flexible mechanisms: clean development, joint implementation, and emissions trading. Following a value-theoretic and class-based approach, the purpose of this paper is to analyze these flexible mechanisms. In particular, the paper investigates the nature and adoption of flexible mechanisms, and their class and environmental links and implications. Carbon-intensive capitalist firms and developed economies are found to be exerting great influence on the shaping and implementation of flexible mechanisms. Environmental effectiveness and justice, and equal sustainable development raised and claimed by worker-citizens, social movements, local communities, and developing countries have not been secured. Nicholas Stern's Review of "The Economics of Climate Change" (2007) triggered considerable discussion, essentially by condensing a complex problem - the question of how to act in the face of global warming - into juxtaposing two numbers, the cost of mitigation and the cost of climate change. The Review concludes that mitigation today is economically superior to adaptation tomorrow. The review was widely criticized for the assumption of a pure rate of time preference of almost zero, on which its conclusions seemed to depend. In this paper we argue first, that this assumption discriminates against current in favour of future generations. Second, we perform a sensitivity analysis to test for the extent to which the conclusions of the Review are indeed based on the assumption of a rate of time preference of almost zero. We demonstrate that the conclusions of the Review are no longer valid as soon as parameter values are used which are standard in economic analysis. Combined, these results raise a bigger question: how wise is it to base crucial policy choices on a model so dependent on a single, deeply subjective, judgement call? [ABSTRACT FROM AUTHOR]

Shared challenges can bring out the best in people, but they can also do the opposite. Global climate change is an archetypal shared challenge for humanity, and although the threat has inspired a substantial amount of international co-operation, efforts to moderate it have already proven divisive. These divisions go beyond economically-driven haggling over who must reduce greenhouse gas emissions by what amount. Attempts to mitigate human civilisation's effects on the climate raise questions of political principle. Moreover, these questions have the specific potential to mobilise certain states and quasi-states against certain other ones, and this has implications for the field of security studies. Thus, climate change threatens to revive ideological dispute among armed, organised economically-developed societies. Although the idea of a world war over carbon remains far-fetched, the parallels with the international politics of the mid-20th century are disturbing. Policymakers would be wise to take the political questions of climate change more seriously than they appear to have done in the past. Scholars may note that disputes over global warming challenge influential models of contemporary global politics. This paper explores the reasons why controversies over climate policy are likely to prove particularly divisive in international politics. The first section discusses the relative ideological consensus that has prevailed among developed societies since the collapse of the Soviet Union. Even pessimistic theorists initially took this consensus for granted. As of 2005, however, this consensus is stretched thin on numerous issues. One of these issues is climate policy. A second section of this paper discusses the stakes in the climate debate, suggesting that this dispute is likely to be a particularly important one. The third section notes that attempts to limit global carbon dioxide emissions raise questions about citizens' relationships to each other and to the state. Historically, such questions have raised issues of principle. These issues have had moral and emotional implications that run far beyond the material issues involved. Many nations, notably the US, have resolved these issues by adopting the political system known as republicanism. A fourth section discusses the concept of a republic and the problems it presents for those who wish to develop an international policy to reduce greenhouse gas emissions. The fifth section notes that a broad, if informal, movement in early 21st century politics directly challenges republicanism. Debates over climate policy have already served to deepen this division. A conclusion sums up the paper's findings and reflects on their implications. Future work in the field of security studies will need to address the potential friction between republican and anti-republican political entities, and this paper highlights one of the forms this friction may take. Climate change is a long-term issue due to the long lifespan of greenhouse gases (GHG) and the delayed response of the climate system. This paper investigates the long-term economic consequences of both climate change impacts and mitigation efforts by applying the multi-regional, multi-sectoral integrated assessment model WIAGEM based on GTAP-EL coupled with the reduced-form multi-gas climate model ICM. We investigate emissions reduction paths to reach a radiative forcing target of 4.5 W/m². Economic impacts are studied and compared with and without the inclusion of all GHG gases. To address the problem of human induced climate change effectively, climate policy must embody the principles of economic efficiency, environmental effectiveness and equity. In this paper it is shown that such a climate change policy should include a broad coverage of major greenhouse gases and sources. ABARE's Global Trade and Environment Model (GTEM) is used to analyse the economic impact of meeting a radiative forcing target using policies that focus on carbon dioxide emissions only and policies that focus on all major greenhouse gases and sources, including land use change and forestry emissions. It is projected that incorporating non-carbon dioxide gases into climate change policy reduces the economic adjustment cost significantly. This paper examines the potential for Domestic Offset Projects (DPs) in climate protection in Germany. DPs are unilateral GHG emissions reduction projects carried out in a country with a binding greenhouse gas emission reduction target under the Kyoto Protocol (Annex I Country). In contrast to the well known project-based mechanisms under the Kyoto protocol — the Clean Development Mechanism (CDM) and Joint Implementation (JI) — Domestic Offset Projects are located in the same country as the investor. Therefore tradable emission reduction certificates for DPs are issued by the investor's domestic authority. This paper presents possible implementation options for DPs based on JI and CDM experience, as well as possible implementation problems. Policy additionaIity seems to be an especially crucial requirement and thus was analysed in more detail. In addition. the emission reduction potential resulting from DPs was estimated for the Federal, state of Baden-Wümemberg, in South-West Germany. Here, it is shown that the scope for DPs is restricted because of the extent of the German climate program. In Baden-Württemberg only some DPs and JI activities fulfil the criterion of policy additionality. For this reason, DPs are probably of more interest in Annex-1 countries with a more limited climate policy mix. [ABSTRACT FROM AUTHOR]

This paper reports how endogenous economic growth and technological change have been introduced into a global econometric model. It explains how further technological change might be induced by mitigation policies so as to reduce greenhouse gas emissions and stabilize atmospheric concentrations. These are the first results of a structural econometric approach to modeling the global economy using the model E3MG (energy-environment-economy model of the globe), which in turn constitutes one component in the Community Integrated Assessment System (CIAS) of the UK Tyndall Centre. The model is simplified to provide a post-Keynesian view of the long-run, with an indicator of technological progress affecting each region's exports and energy use. When technological progress is endogenous in this way, long-run growth in global GDP is partly explained by the model. Average permit prices and tax rates about $430/tC (1995) prices after 2050 are sufficient to stabilize atmospheric concentrations at 450ppm CO2 after 2100. They also lead to higher economic growth. The Kyoto agreement as originally drafted sought to mitigate anthropogenic greenhouse gas emissions through policy measures by most industrialized countries. It now seems likely that the agreement will be ratified and implemented without the participation of the United States. Any emissions abatement policies which have a measurable reduction in global emissions will induce changes in the terms of trade and comparative advantage and competitiveness To the extent that aggressive policies are undertaken to reduce CO2 emissions, there are likely to be strong calls in the Kyoto coalition for greenhouse-gas related border adjustment measures. This paper investigates the strategic challenges for companies arising from the EU-wide greenhouse gas emission trading system (EU-ETS). Tools are suggested to help companies develop synchronised abatement and trading strategies in their dynamic decision making and facilitate overall cost-minimising behaviour. Furthermore, an EU-ETS simulation game is presented, which has recently been carried out in Germany,and which combines the advantages of a field experiment and a controlled laboratory experiment. The results of the game suggest that the proposed trading system will not automatically result in the expected cost savings. Different factors can be identified as the causes, such as specific design parameters of the EU-ETS, participants' lack of experience with a new instrument, their lack of trust in the market mechanism and risk aversion. The EU climate and energy policy landscape is characterized by a combination of instruments to achieve the EU 2020 and 2030 targets. In this paper, some of the most relevant interactions between RES-E support and a wide array of other climate and energy policies including the EU ETS, the Energy Taxation Directive and the Effort Sharing Directive in the European Union are assessed. A qualitative methodology is applied considering different assessment criteria such as effectiveness and efficiency of RES-E support and support costs but also distribution of costs between different stakeholder groups. Our analysis shows that, despite a common perception that interactions lead to conflicts, this is not really the case when the discussion is broadened and considers different assessment criteria. While adding one instrument or policy to another worsens one criterion, it usually improves another. Furthermore, the results of the interactions are not only specific to the policy, but also depend on the choice of instruments and design elements. [ABSTRACT FROM AUTHOR]

Buildings represent about 40% of the total primary energy consumption and contribute approximately to one-third of the total greenhouse gas emissions. Green building standards and certification systems include requirements for both new and existing buildings. However, a vast part of the existing building stock in cities was built with limited consideration for green design, energy efficiency and low carbon emissions, yet its refurbishment can help reach national energy reduction goals, decreasing environmental impact. Furthermore, retrofitting existing buildings can often be more cost-effective than building new facilities. The potential of an existing building to achieve certification under a certain Green Standard, defined in this work as its Green Potential (GP), depends heavily on factors that were determined during the original design and construction process. This paper will present the development of a method and tool for the analysis and determination of the GP of existing buildings, allowing quick evaluation of a single building or the comparison of different buildings in order to understand their potential and limitations, both by designers before their intervention or by planning authorities as ways of determining development plans and retrofitting potential in cities and districts. The aim of this study was to explore the association between travel mode choice and individual sociodemographic characteristics among urban city dwellers, as the selection of daily travel modes is influenced by several factors. The study collected 1,290 short daily trips data from 415 respondents living in Klang Valley using a random sampling technique. Logit regression models were utilized to identify the impact of sociodemographic traits on travel mode choices. Men, low education levels, students, and households without children and do not own private vehicles are more likely to choose active transportation. Besides, the study examines the potential for greenhouse gas (GHG) emission reduction. Based on Life Cycle Assessment (LCA), 142 kgCO2e or 108 kgCO2e/km of GHG were released by automobiles from the collected travel trip data. The result shows that active transport could potentially achieve 14.52% GHG emission reduction by stated preference and nearly 17% GHG emission reduction by criteria fulfillment. In eco-welfare states, welfare provision must operate within planetary boundaries, entailing societal transformations and significant emission reductions. This article contributes to the research on sustainable welfare and eco-social policies by examining transformative and integrative eco-social initiatives that aim to reduce environmental impacts while also ensuring that public actors have the capacities to reach legally binding social outcomes and enhance social inclusion. Theoretically, we combine welfare state transformation research with the concepts of social-ecological systems, provisioning systems and transformative capacity. Our empirical cases in Finland include public actors promoting sustainable public procurement, a network of carbon-neutral municipalities, sustainable lifestyles accelerators at the household level, and carbon footprint calculators as a potential free-to-use technique that supports widespread carbon reductions. We apply a qualitative research design to investigate what kinds of factors are crucial in enhancing the transformative capacity of provisioning systems and how various factors in practice enable the eco-social initiatives to support the transformation towards an eco-welfare state. Our findings identify key enabling factors for transformative capacity: social networks, collaboration and participation; knowledge, learning and monitoring; shared policy frameworks and visions; and financial resources. These factors are interrelated and can be brought to bear in no particular sequence.
