Studies of governments and local organizations using survey data have played a critical role in the development of urban studies and related disciplines. However, missing data pose a daunting challenge for this research. This article seeks to raise awareness about the treatment of missing data in urban studies research by comparing and evaluating three commonly used approaches to deal with missing data-listwise deletion, single imputation, and multiple imputation. Comparative analyses illustrate the relative performance of these approaches using the second-generation Integrated City Sustainability Database (ICSD). The results demonstrate the benefit of using an approach to missing data based on multiple imputation, using a theoretically informed and statistically supported set of predictor variables to develop a more complete sample that is free of issues raised by nonresponse in survey data. The results confirm the usefulness of the ICSD in the study of environmental and sustainability and other policy in U.S. cities. Few postwar cities grew as quickly as Phoenix, as suburban, pro-growth policies created a sprawling metropolitan area, but also problems like acute traffic congestion, which policymakers attempted to solve with an urban freeway. The Papago Freeway revolt highlights that transportation policy, like other aspects of suburbanization, had deep roots in intentional and incidental race and class discrimination at all levels of government and private decisions. Moreover, the debate reveals the changing relationship between the federal government and cities under President Nixon and the incendiary political, social, and cultural forces fracturing metropolitan America. The revolt led to design changes that mitigated some of the negative impacts of the freeway, but the Papago still resulted in inequitable outcomes for minorities and low-income populations in the inner city. The residential energy demand is growing steadily and the trend is expected to continue in the near future. At the same time, under the impulse of economic crises and environmental and energy policies, many households have experienced reductions in real income and higher energy prices. In the residential sector, the number of fuel-poor households is thus expected to rise. A better understanding of the determinants of residential energy demand, in particular of the role of income and the sensitivity of households to changes in energy prices, is crucial in the context of recurrent debates on energy efficiency and fuel poverty. We propose a panel threshold regression (PTR) model to empirically test the sensitivity of French households to energy price fluctuations-as measured by the elasticity of residential heating energy prices-and to analyze the overlap between their income and fuel poverty profiles. The PTR model allows to test for the non-linear effect of income on the reactions of households to fluctuations in energy prices. Thus, it can identify specific regimes differing by their level of estimated price elasticities. Each regime represents an elasticity-homogeneous group of households. The number of these regimes is determined based on an endogenously PTR-fixed income threshold. Thereafter, we analyze the composition of the regimes (i.e. groups) to locate the dominant proportion of fuel-poor households and analyse their monetary poverty characteristics. Results show that, depending on the income level, we can identify two groups of households that react differently to residential energy price fluctuations and that fuel-poor households belong mostly to the group of households with the highest elasticity. By extension, results also show that income poverty does not necessarily mean fuel poverty. In terms of public policy, we suggest focusing on income heterogeneity by considering different groups of households separately when defining energy efficiency measures. This paper argues that Payments for Ecosystem Services (PES) serve as a neoliberal performative act, in which idealized conditions are re-constituted by well-resourced and networked epistemic communities with the objective of bringing a distinctly instrumental and utilitarian relationality between humans and nature into existence. We illustrate the performative agency of hegemonic epistemic communities advocating (P)ES imaginaries to differentiate between the cultural construction of an ideal reality, which can and always will fail, and an external reality of actually produced effects. Foucault's account of the emergence of biopolitics in the late 18th century helps frame the political economy of 'improvements' as an environmental project linked to the well-being of the population. Since the 1970s, biopolitical concerns have shifted towards non-human populations and the reproduction of natural resources and ecosystems. This has become evident in the European fisheries, where after decades of exploitation greatly intensified since the 1960s, the extractive demands of the fishing industry have caught up with the reproductive capacities of most commercially targeted fish stocks. This contradiction has given rise to a new political economy of 'improvements' that seeks to sustain the biological health of commercially targeted fish populations while maintaining an economically profitable fishing industry. Central to this transition is the active role that fishers are expected to play in sustainably managing the fish stocks they exploit while adapting to 'green' market opportunities. Tradeable quota systems, eco-accreditation schemes and community-based resource management have all emerged as managerial strategies for inciting the active participation of fishers in this 'common' project of sustainable development. Drawing on Foucault's perspective of governmentality, this paper argues that these strategies represent distinct but overlapping apparatuses of neoliberal governmentality that are representative of broader tendencies within environmental governance today. This study analyzes the relationship between the energy efficiency and the stringency of environmental and market regulation in the electricity sectors has been analyzed. Using 19 European Union countries (2006-2014), we decomposed the environmental policy stringency index, the OECD regulatory indicators and the total factor productivity growth to highlight the complexity of the relations between electricity sector and regulatory policies. In the first stage we compute the three main components of total factor productivity. These three efficiency measures are used in the second stage to assess the impact of the regulatory policies on the total factor productivity also controlling for spatial effect. Results suggest that market and environmental regulations have not unidirectional impacts on the three components of total factor productivity. Pure and scale efficiency index are negatively affected by sectorial regulation that positively affect the shift of technological frontier. Should energy use be lowered by using broad-based taxes or through promoting and mandating energy savings through command-and-control measures and targeted subsidies? We integrate a micro-simulation analysis, based on a representative sample of 9,734 households of the Swiss population, into a numerical general equilibrium model to examine the efficiency and equity implications of these alternative regulatory approaches. We find that at the economy-wide level taxing energy is five times more cost-effective than promoting energy savings. About 36% of households gain under tax-based regulation while virtually all households are worse off under a promotion-based policy. Tax-based regulation, however, yields a substantial dispersion in household-level impacts whereas heterogeneous household types are similarly affected under a promotion-based approach. Moral motives are important for pro-environmental behavior. But such behavior is not only motivated by moral or environmental concerns. We examined what higher order motives, other than morality, may be important for understanding pro-environmental behavior, by studying consumer identities. In three studies (N = 877) four consumer identities were distinguished: moral, wasteful, frugal, and thrifty. Frugal and moral consumer identities were most salient and were the strongest predictors of pro-environmental behaviors, but in different ways. Frugality, which is related to, but distinct from thriftiness, was particularly important for behaviors associated with waste reduction of any kind (including money). The findings suggest that people adopt the same behavior for different reasons, in ways consistent with their consumer identities. People manage multiple consumer identities simultaneously, and environmental policy is likely to be more effective if it addresses these multiple identities. [ABSTRACT FROM AUTHOR]

With the 2015 Paris Agreement, global climate governance increasingly depends on domestic climate policy ambitions, also in large developing countries such as Brazil and India, which are prominent representatives for developing countries in the international climate negotiations. Although the environmental policy literature expects ministries of environment to be important drivers of domestic climate policy, studies find that the climate policy ambitions of the Brazilian and Indian environmental ministries differ considerably. With a long-term analytical approach building on historical institutionalism, this article analyses and compares the climate policy roles of the Brazilian and Indian ministries of environment. The comparative analysis finds that three factors in particular influence the environmental ministries' climate policy ambitions: first, the historical view of environmental policy as a domestic or an international issue; second, the ministry's formal role in international climate negotiations; and third, the subsequent development of institutional climate logics. The Portland Metropolitan region, a single economic and ecological region with a bifurcated state and local governance structure, provides an opportunity to compare governance models and state policy environments in a single region. Using stakeholder interviews and secondary sources, we examine the role of state government policy in shaping and supporting different regimes. We find that Portland exhibits a stable, “smart-growth” regime that we characterized as a metropolitan eco-regime whereas Vancouver is in a period of fragmentation without a stable metropolitan regime. This is best explained by the differing state-level regulatory contexts and the different forms of polycentricity influenced by state action. Differences in regime and governance structure result in differently drawn and expanded urban growth boundaries with subsequent differences in land-use outcomes. The goals of this project are twofold: (1) to show how research on, and normative-theoretical justifications for, public participation in environmental decision-making can inform discussions about how to improve global environmental governance (GEG) and (2) to present a series of questions that follow any attempt to scale up results from research on local, regional, and national public participation to meet global environmental challenges. It seeks to clarify what the ‘problem of scale’ means for democratizing GEG by classifying, and proposing partial answers to, multiple problems of scale: (1) The social barriers question: What political-economic barriers stand in the way? Aim: The main purpose of this research was to identify significant relationships between environmental hazards and older adults’ falling. Background: Falls can present a major health risk to older persons. Identifying potential environmental hazards that increase fall risks can be effective for developing fall prevention strategies that can create safer residential environments for older adults. Methods: The research included a retrospective analysis of 449 fall incident reports in two case-control buildings. In the homes of 88 older adults residing in independent living, an observational study was conducted to identify environmental hazards using two assessment tools including Westmead Home Safety Assessment (WeHSA) and resident interviews. Results: A fall history analysis indicated that falls occurred in the bathroom were significantly associated with hospitalization. The observational study revealed that the bathroom was the most common place for environmental hazards. The research showed, with increasing age and use of mobility assistive aids, there was a corresponding increase in the total number of environmental hazards. Home hazards were significantly and independently associated with the incidence rate of falls. In other words, the high fall rate building included more environmental hazards compared to the low fall rate building while controlling for residents’ age and mobility. Conclusion: The current study provides empirical evidence of the link between environmental hazards and older adults’ falling, which is useful for developing effective fall intervention design strategies. This study examines the hypothesis that changes to high-powered incentive regulations have a positive efficiency and productivity growth effects in a regulated electricity distribution industry. We estimate an input distance function using the stochastic frontier analysis method to compute technical efficiency scores for 121 Norwegian utilities over the period 2004-2012. We explore sources of productivity growth by parametrically decomposing the Malmquist productivity index into efficiency change, technical change, and scale change. Unlike previous studies, we examine the difference in performance across two regulatory regimes: yardstick competition (2007-2012) and RPI-X incentive regulation (2004-2006). Recent climate regulations include increased utilization of natural gas-fired combined cycle (NGCC) generators as a means for offsetting coal generation to reduce carbon emissions. There have been substantial increases in utilization for some generators, but most remain below baseload levels. This paper examines the factors that have driven NGCC utilization from 2003-2014. I run difference-in-difference models to evaluate the relationships between environmental policies and natural gas prices on NGCC utilization. Both low natural gas prices and the Clean Air Interstate Rule (CAIR) drive increases in utilization. However, the size of the impact by CAIR depends on the age of the plant. I use the estimates from this model for a counterfactual analysis which reveals CAIR had nearly twice the impact of low natural gas prices on increased utilization in nationwide averages. There is a growing tendency for policy makers to frame climate change action in terms of non-climate benefits, raising important empirical questions regarding the utility of such approaches. Across three studies we explore whether (and when) non-climate frames can lead to greater support for climate policy relative to climate frames. In Study 1 we framed a car-use reduction policy in relation to climate change or public health and showed that non-climate frames can stimulate greater support for climate policy. Study 2 explored frame relevance as a potential boundary condition to the efficacy of non-climate frames. Study 3 found that attempts to frame climate policy in relation to non-climate issues that affect participants personally can fail if that issue is not seen as being sufficiently relevant. We suggest that non-climate frames can be an effective tool in stimulating support for climate policy, however greater consideration of the key mechanisms is required. [ABSTRACT FROM AUTHOR]

We proposed and tested a conceptual model of how cultural cognition worldviews, climate change risk perception, and psychological barriers are related to reported energy conservation behavior frequency. Egalitarian and communitarian worldviews were correlated with heightened climate change risk perception, and egalitarian worldviews were correlated with weaker perceived barriers to reported energy conservation behavior. Heightened climate change risk perception was, in turn, associated with fewer perceived barriers to engagement in energy conservation behavior and more reported energy conservation behaviors. The relation between cultural worldviews and perceived barriers was partly mediated by climate change risk perception. Individuals with distinct worldviews perceived psychological barriers differently, and some barrier components were more strongly related to energy conservation behavior than others. Overall, climate change risk perception was the strongest predictor of perceived barriers and of energy conservation behavior frequency. This paper discusses a Bayesian approach to analyzing cost efficiency of Distribution System Operators when model specification and variable selection are difficult to determine. Bayesian model selection and inference pooling techniques are adopted in a stochastic frontier analysis to mitigate the problem of model uncertainty. Adequacy of a given specification is judged by its posterior probability, which makes the benchmarking process not only more transparent but also much more objective. The proposed methodology is applied to one of Polish Distribution System Operators. We find that variable selection plays an important role and models, which are the best at describing the data, are rather parsimonious. They rely on just a few variables determining the observed cost. However, these models also show relatively high average efficiency scores among analyzed objects. [ABSTRACT FROM AUTHOR]

The climate change mitigation potential of olive farming has been widely acknowledged. It has particular relevance in regions such as Andalusia (southern Spain) where olive growing is a key land use activity with significant social, economic and environmental implications. This potential of olive farming, however, is not adequately embodied in current Agri-Environmental Climate Schemes (AECS), which often fail to deliver the expected outcomes. The present article proposes an alternative strategy based on a result-oriented approach to AECS for enhancing soil carbon sequestration in Andalusian olive growing. After reviewing the current legal and institutional situation which forbids the wide application of result-oriented agri-environmental schemes, we suggest the use of alternative territorial governance arrangements, such as hybrid governance structures (HGS), as a framework to support the implementation of a result-oriented approach in the specific case of olive growing. Results indicate that the application of HGS can provide valuable benefits in terms of soil carbon storage. Using policy cycle model as a heuristic, this article studies Indian, Brazilian, and South African engagement with Nationally Appropriate Mitigation Actions (NAMAs) by (a) comparing NAMA policy process and (b) identifying factors driving or limiting the framework’s domestic application. India largely remained uninterested in NAMAs, Brazil aligned its domestic climate policy and NAMAs, while South Africa had a more nuanced engagement when formulating NAMAs. Four factors influenced these countries’ NAMA engagements: the level and necessity of international support, the availability of domestic policy provisions to tackle climate change, the domestic institutional capacity to coordinate interministerial functioning, and the role of individuals in the institutional apparatus. As an international climate policy framework, studying NAMA engagement provides learnings for nationally determined contributions under the Paris Agreement for designing the instrument, ensuring clarity on support provisions for ratcheting up ambitions, and enhancing institutional capacity, to expedite transition from policy formulation to implementation and beyond. Tradeable permit systems for allocating rights to impact the environment have become an important part of the regulatory toolkit over the last 35 years. Informed by elegant neoclassical economic thought, these regulatory markets promise lowest-cost environmental benefit by delegating decision-making to market participants. This article examines tradeable permits systems, including cap-and-trade carbon markets, tradeable water quality permits, and individual transferable quotas for fisheries, to understand the actual outcomes of attempts to transfer environmental governance to markets. Drawing on heterodox economic thought and the neoliberal natures literature, this article examines the institutional forms tradeable permit systems engender in conjunction with a neoclassical definition of ‘market’ to provide an internal critique of environmental marketization. In general, tradeable permit systems do not facilitate highly liquid financial markets that might signal the increasing importance of regulatory markets as an accumulation strategy for capital. Instead, market-based regulation tends to behave rather differently, acting as performance standards, quotas, or environmental taxes. The article concludes by reflecting on the political possibilities afforded by the recognition that regulatory markets, for the most part, bear little resemblance to high-flying financial markets. In this paper we study the relationship between market power in emission permit markets and endogenous technology adoption. We find that the initial distribution of permits, in particular, the amount of permits initially given to the dominant firm, is crucial in determining over- or under-investment in relation to the benchmark model without market power. Specifcally, if the dominant firm is initially endowed with more permits than the corresponding cost effective allocation, this results in under-investment by the dominant firm and over-investment by the competitive fringe, regardless of the specific amount of permits given to the latter firms. The results are reversed if the dominant firm is initially endowed with relatively few permits. Also, the presence of market power results in a divergence of both abatement and technology adoption levels with respect to the benchmark scenario of perfect competition, as long as technology adoption becomes more effective in reducing abatement costs. In this study, we analyse the relationship between financial development and energy intensity in 28 Chinese provinces over the period 1999 to 2014. Using a wide variety of financial development measures, as well as specific indicators capturing the level of state intervention in the financial system and the degree of market-driven financing in the economy, we examine whether limited access to finance acts as a barrier to reducing energy intensity. Our estimations control for variables such as state investment, stock market capitalization and the composition effect. Further, a GMM estimator is used to control for endogeneity in our models. Our results provide evidence that a poorly functioning financial system constrains the reduction of energy intensity across regions. However, the strength of these effects has been gradually declining over time, especially following the implementation of the Green Credit Policy. Limitations in domestic access to fi- nance as well as the misallocation of funds and the efficient use of capital have policy implications, as they can reduce the incentives for investment in the energy sector. These findings are a source of considerable interest in light of the new policy based on green credit, and they highlight new opportunities as well as challenges to sustainable economic growth. Environmental marketplace advocacy represents a form of corporate issue advocacy and a significant source of environmental communication for the U.S. public. This study tested a model of environmental marketplace advocacy, conceptually grounded in the persuasion knowledge model, with a national U.S. audience. The model predicted 78% of variance in attitudes toward the advertiser and its environmental impact. Contrary to expectations, participants' environmental concern was positively associated with persuasion; this effect was reversed among those with a graduate degree, a background in science, or membership in an environmental organization. This review article offers a critical assessment of three recent books on postwar conservatism in the United States. The broad themes of these works – anticommunism, the new class critique, and opposition to environmentalism – are used as a basis to review the extant literature and to analyse the historical trajectory of the conservative movement. Although American conservatism is generally a unified political force, important ideological divisions remain both among and between libertarians and social conservatives. Quantifying the driving forces behind changes in aggregate CO2 emissions provides valuable information for supporting policy making in addressing climate change. We study this issue using the production-theoretical decomposition analysis (PDA) technique. Within a production theory framework, PDA examines CO2 emission changes from the perspective of productive efficiency. Although regional and sectoral heterogeneities in energy consumption and emission patterns prevail, they have not been taken into account in the PDA literature. By incorporating relevant decomposition methods, this study proposes an extended PDA approach to resolving the heterogeneity issue. The approach is applied to examine China's aggregate CO2 emission changes in its 11th five-year plan period (2005-2010). A large scholarship surrounds the relationship between trade and the environment, with much of it centering on whether trade produces a race to the bottom or a race to the top in the environments of developing countries. While the effects of trade on key pollutants and on specific environmental policies have been widely attended to, scholars have not yet considered if and how trade impacts developing nations’ environmental performance, broadly speaking. This is a critical matter, as the effects of trade on the environment can only be appreciated fully through holistic assessment of the environment and environmental protection. The study that follows helps to fill this void through analysis of an all-inclusive measure of environmental performance that encompasses indicators of policy and practice. Findings demonstrate that exporting to the United States and the European Union improves environmental performance in developing countries; however, no such effect accompanies trade with other countries. Public participation in environmental decision making is promoted in the Global South as a core tenet of “good governance” associated with sustainability. This emphasis on participatory governance has produced significant attention to the importance of “environmental awareness” as a precondition of participation in environmental governance. This article analyzes the connected discourses surrounding environmental awareness and participation in Indian water-quality policy, focusing on North India’s Ganges River. Drawing on evidence from policy documents and interviews with government officials and other key informants, it argues that the emphasis on environmental awareness as a precondition of participation has allowed the state to effectively forestall participation, to approach awareness raising as a consensus-building activity, and to effectively rollback the regulation of polluting industries. Moreover, conditional participation has increased opportunities for state agencies to control the conditions and terms of “awareness,” contributing to the effacement of alternative environmental knowledges. In January 2014, the monarch butterfly reached North American political agendas due to reports of a long-term population decline. Requests were made for reliable descriptions of what was known about the butterfly, its population and migration, and the actions needed to protect it. This article studies the construction of the collective narrative that has come to dominate the public discourse on the butterfly. The analysis demonstrates how complexity and uncertainty in monarch knowledge have been managed through a process of coproduction, where focus has been on emphasizing knowledge certainty by portraying science and conservation as two separate but dependent social spheres. At all levels of governance from international convention to local policy, the regulation of pollution from boats and ships has been steeped in conflict and subject to resistance. Recreational boaters, in particular, are often highly resistant to attempts to regulate their boating activity, particularly on environmental grounds. Such ongoing resistance poses a significant policy compliance challenge. This paper seeks to shed light on this complex, ongoing and broader field of opposition to environmental management by way of a case study analysis of resistance to on-board sewage regulations on the part of recreational boaters in Queensland, Australia. This resistance on the part of ‘everyday’ citizens is examined through the lens of heterotopia. In consequence, the paper can contribute to understandings more broadly of problems beleaguering environmental policy while also attending to the deeply implicated social roles of recreational boating spaces; namely as heterotopias of compensation and/or illusion. With the adoption of the Warsaw International Mechanism in 2013, the international community recognised that anthropogenic climate change will result in a range of adverse effects despite policies of mitigation and adaptation. Addressing these climatic 'losses and damages' is now a key dimension of international climate change negotiations. This article presents a normative framework for thinking about loss and damage designed to inform, and give meaning to, these negotiations. It argues that policies addressing loss and damage, particularly those targeting developing countries, should respect norms of compensatory justice which aim to make victims of unwarranted climatic disruptions 'whole again'. The article develops a typology of different kinds of climate change disruption and uses it to (1) explain the differences between 'losses' and 'damages', (2) assign priorities among compensatory measures seeking to address loss and damage and (3) explore a range of equitable responses to loss and damage. Background. At the 2015 Paris Agreement to limit global warming to a maximum of 2 degrees, climate activists and researchers began to look for alternative measures. Climate engineering (CE) - the deliberate manipulation of the planetary environment to decelerate climate change - emerges as a possibly effective, albeit risky and conflictual, option.Aim. This article aims both at simulating a plausible international scenario of negotiation over solar climate engineering deployment, and at utilizing the rules of Model United Nations (MUN) for collaborative learning in a university class. Furthermore, the article intends to provide a framework for simulations about CE that could easily be reproduced.Method. MUN is an established and well-tested foundation for a simulation with students, including preparation leading up to the simulation and feedback rounds afterwards. We repeated the simulation three times, recorded the sessions as well as the debriefings, and gathered interesting insight by comparing the results.Result. For our CE simulations, we discovered: 1. Divergent interests (e.g. global north vs global south). 2. Power struggle (e.g. role of the veto powers). 3. Scientific and political ignorance (e.g. decision-making under uncertainty). 4. Risk politics (e.g. trade-offs between climate change risks vs. CE risks).Conclusion. MUN qualifies well for simulating a CE crisis. However, known lacks in MUN settings (like underrepresentation of non-state actors) must be discussed during the debriefing. European energy utilities face a range of policy induced challenges that are materially affecting their financial returns. Accordingly, in this paper we examine the impact of liberalization, energy efficiency, renewable energy, and security of supply legislation on European energy utilities' returns between 1996 and 2013. We implement an event study portfolio analysis using a comprehensive list of major regulatory changes, the largest utility sample to date, and a novel asset pricing model that controls for sector-level stock-market, term premium, and commodity risk factors. The results show EU policies that focus on liberalization and energy efficiency have a significant negative impact on the energy sector's financial returns. This reflects changes in the fundamental risk-reward trade-off of European energy utilities and investors' recognition of the economic impact of EU legislations on the sector. Contrary to assertions by the financial press, renewable energy objectives have no significant impact on returns at sector-level; the impact is mostly concentrated on the natural gas utilities. Our results highlight a tension between liberalization and environmental objectives, negatively impacting the sector's ability to raise the estimated $2.2 trillion investment capital needed to ensure reliable and increasingly environmentally-friendly energy supply. Commonly-employed Feed-in Tariff (FiT) structures result in either investors or policymakers incurring all market price risk. This paper derives efficient pricing formulae for FiT designs that divide market price risk amongst investors and policymakers. With increasing deployment and renewable energy policy costs, a means to precisely apportion this risk becomes of greater importance. Option pricing theory is used to calculate efficient FiT prices and expected policy cost when investors are exposed to elements of market price risk. Expected remuneration and policy cost is equal for all FiTs while policymaker and investor exposure to uncertain market prices differs. Partial derivatives characterise sensitivity to unexpected deviations in market conditions. This sensitivity differs by FiT type. The magnitudes of these effects are quantified using numerical examples for a stylised Irish case study. Small island developing states (SIDS) have been identified as particularly vulnerable to natural disasters and climate change. However, although SIDS have similar geographical features, natural hazards produce different outcomes in different states, indicating variation in vulnerability. The objective of this article is to explore the sources of this variation. With the point of departure in theories about how political institutions affect adaptive capacities, this article sets out to investigate whether government effectiveness has an impact on the vulnerability of SIDS. While claims over the importance of institutions are common in the literature, there is a lack of empirical accounts testing the validity of such claims. This shortcoming is addressed by this study’s time-series cross-sectional analysis using data from the International Disaster Risk database and the Quality of Government data set. Projects are often praised for their efficiency, responsiveness to local context, and capacity to spur innovation, especially in comparison to more permanent organizations. Projects – cross-cutting organizational forms chartered to advance well-defined objectives during a specified period of time – have been a staple organizational form in the private sector, but only recently have scholars started to evaluate their relevance to governance within developed economies. In this paper, we explore projectification – i.e. expanded reliance on temporally bounded organizations – as a conceptual frame to advance understanding of environmental governance and as an empirical vehicle to incorporate temporal scales into a literature that has largely been focused on questions of spatial scale and levels of social organization. Through a case study of the United States Department of Agriculture’s recently created Regional Conservation Partnership Program, we critically assess the concept of projectification. Based on interviews with key policy analysts and administrators and a review of policy documents, we critically evaluate prospects for project forms to empower local actors, produce new knowledge, and disrupt the policy field. This study proposes, from a cross-national perspective, a model of environmental citizenship that includes predictors at the individual and contextual levels. The model is based on multiple theoretical considerations from environmental sociology, media studies, and economics. The study, based on secondary data, reports that at the individual level, media use, environmental concern, and postmaterialism positively predict environmental citizenship. However, the data also allow to test whether the effects of these variables vary depending on social and environmental contexts. Beyond the individual level, results show that, overall, the effect of environmental concern is stronger in countries with better environment quality. The results also show that economic development at the country level positively explains a stronger effect of postmaterialism on environmental citizenship than in less developed countries. The study shows that environmental citizenship is stronger in countries with lower levels of environment quality, and in countries with less developed media systems. [ABSTRACT FROM AUTHOR]

Reducing carbon emissions from the transport sector has become a critical imperative for public policy as our understanding of the impacts of the mobility system on the environment has developed. This paper contrasts policy development in three cities (Aberdeen, Bremen and Malmö) that collaborated as part of a European Union knowledge exchange programme designed to share innovative approaches to carbon reduction in the transport sector. We identify a number of critical aspects of governance, including the approach to policy formulation and implementation, and the status of consensus and cohesion, as key determinants of transport outcomes. We conclude that the degree of institutional alignment evident in each city’s governance network is crucial in explaining their appetite for the pursuit of low carbon policies, and in turn the real potential for policy transfer to occur as envisaged by European Union collaboration frameworks. The growth of community-based Transition Town initiatives in countries like the UK, USA and Canada is popularly perceived to represent a broad, socially inclusive and grounded approach to tackling environmental problems in place-based communities. In focusing on resilience as a core theme, so-called re-localisation initiatives attempt to adopt consensus based approaches to decision making and to highlight the need for an ‘inner transition’ of the self that encourages closer connections between individuals and nature. In this way, Transition has been framed as a new form of social and environmental movement that is re-casting community and political relations for a low carbon and post ‘Peak oil’ future. Yet despite these emergent philosophies of Transition and the considerable scholarship being generated on the role and success of such initiatives, there is an urgent need to situate and analyse Transition within broader understandings of environmental activism. Using data from a two year research project on ‘Values in Transition’, this paper argues that the praxis and spatial complexity of Transition can be understood more deeply through a narrative lens. In mobilising critical scholarship on environmental activism, the paper calls for a ‘Transition Geographies’ that views re-localisation as a dynamic and complex coalescence of competing narratives that sit between traditional forms of environmental activism and directive initiatives for individual behaviour change. As such, the paper highlights the ways in which this new form of environmental activism is shaping praxis across space, and the implications this has for those advocating re-localisation as a strategy for tackling climate change and resource scarcity. Wenan county in Hebei province was “North China’s plastic waste recycling capital,” home to around ten thousand informal enterprises that together processed millions of tons of waste plastic annually until they were finally shut down in 2011. Based on fieldwork in North China’s informal recycling sector and data from gazetteers, government documents, news articles, and Chinese blogs, this article sketches how the informal waste sector developed in Wenan since the 1980s and analyzes how local government approaches to the sector changed as the devastating pollution and health effects of the industry became increasingly apparent. While the 2011 crackdown finally eliminated the sector from Wenan county, it predictably resulted in scattering these polluting enterprises throughout the region to work in more covert conditions, contributing to a “race to the bottom” dynamic in the sector. In absence of joint global climate action, several jurisdictions unilaterally restrict their domestic demand for fossil fuels. Another policy option for fossil fuel producing countries, not much analysed, is to reduce own supply of fossil fuels. We explore analytically and numerically how domestic demand and supply side policies affect global emissions, contingent on market behaviour. Next, in the case of Norway, we find the cost-effective combination of the two types of policies. Our numerical results indicate that given a care for global emissions, and a desire for domestic action, about 2/3 of the emission reductions should come through supply side measures. The Paris Agreement on Climate Change was adopted at the close of the 21st Conference of Party on 12 December 2015. This agreement has been approved after a marathon negotiation in which parties under the aegis of the United Nations have finally agreed on the terms and conditions to implement it by 2020. The prime objective of the Paris Agreement is to ensure member states of the United Nations take appropriate and concrete actions in combating the menace of climate change that poses a challenging threat to humanity. It includes keeping temperature rise below 2°C by this century and limiting the temperature increase even further to 1.5°C above the pre-industrial levels. India has announced voluntary pledges during the conference which include carbon intensity growth by 33-35 per cent over the 2005 level, to raise the share of non-fossil fuel power to 40 per cent by 2030 and to produce 175 gigawatt (GW) of renewable power by 2022. Hence, the basic objective of this article is to examine India's commitments and its initiatives to combat climate change in line with the Paris framework agreement to be implemented by 2020 and also to highlight the implications and drawbacks which India confronted. Global climate policy till date has focused on building consensus around a differentiated roadmap for reducing greenhouse gas emissions. Equally important yet receiving less attention is the need to support adaptation of the most vulnerable communities to the increasingly severe impacts of climatic changes. The Paris Agreement, negotiated at the 21st COP in December 2015, 'stitches up' national contributions on adaptation and mitigation into a global agreement. This article first reviews the adaptation components of the Intended Nationally Determined Contributions (INDCs) submitted by developed, emerging and least developed nations. Second, we examine how adaptation and the related themes of loss and damage have been dealt with in the Paris Agreement in terms of: global goal, legal form, review mechanisms and financing arrangements. Finally, we look at the possibility of evolving new arrangements and opportunities for strengthening global response to adaptation by drawing on references to human rights and climate justice in the Paris Agreement. We contend that the global response cannot be relegated to action by individual nations--partly and loosely supported by global financial and technological flows. The Paris Agreement has made significant steps in raising the importance of adaptation vis-à-vis mitigation in climate action but a lot of work remains to be done. In a sense, the top-down elements of adaptation action reflect long held negotiating positions and the skepticism of developed nations with respect to adaptation. For the post-Paris climate regime to be legitimate and earn the trust of developing nations, it must focus equally on adaptation and mitigation and address the special needs of vulnerable communities across the world. Climate change is a global challenge. Its ramifying effects on both natural and human systems cut across different regions of the world. While Africa as a whole is being confirmed to be more affected by climate change due in part to a relatively low(er) mitigation and adaptive capacity, coupled with a situation where majority of its population depends mainly on natural resources, Southern Africa is singled out as a potentially vulnerable subregion for other additional factors. Representing a milestone in the trajectory of the global climate change process, the 21st session of the Conference of Parties (COP-21) resolved with a consensual climate change deal known as the Paris Agreement. The Agreement, through the instrumentality of a ratchet up mechanism, otherwise described as Intended Nationally Determined Contributions (INDCs), seeks significant cuts in greenhouse gas (GHG) emissions effectively from 2020. In essence, it calls for a novel though gradual shift from carbon-emission approach to low emission development strategy. This, no doubt, is indispensable to sustainable development at all levels. Beyond national commitments as obligatory for parties, there is a need for regional cooperative efforts which should bring about shared appropriate policy responses that promote green energy as well as seize opportunities inherent in it for national and deterritorialised gains. Adopting neoliberal and green theories, the institutional framework of the Southern Africa Development Community (SADC) where South Africa is expected to take a lead is examined in this article. Policy efforts to reduce the carbon intensity of domestic energy consumption have, over the last three decades, been dominated by an almost dichotomous reading of the relationship between technology and social change. On the one hand, there is a conception of personal responsibility that constructs domestic energy users as key actors in the adoption and (appropriate) use of low carbon energy technologies; from this perspective, environmental change becomes a matter of mobilising personal capacities such that individuals make better choices. On the other hand, decarbonising homes is conceived to be an outcome of top-down infrastructural interventions, with householders (or end users) positioned as relatively passive agents who will respond to engineered efficiency in linear and predictable ways. In practice, both positions have been found wanting in terms of accounting for how (and why) change happens and in turn delivering on ambitious policy goals. The argument we develop in this article goes beyond critiquing these problematic framings of technology and the locus of agency. Drawing on three contrasting low carbon energy technology projects in the UK, we present an alternative perspective which foregrounds a more experimental, ad hoc and ultimately provisional mode of governing with domestic energy technologies. This study is interested in cross-national differences in public preferences toward different forms of political steering. Using data from the International Social Survey Programme it was found that there is quite substantial variation between countries in policy preferences. It is suggested that this variation can be explained by the variation in the quality of public institutions (i.e. Quality of Government, QoG). Low QoG is associated with a preference for coercive regulatory instruments and an aversion toward reward-based instruments. The explanation provided is that low QoG is correlated with low social trust, which produces suspicion of defection and an urge to punish free-riders with strong or coercive instruments. Meanwhile, the aversion toward reward-based instruments decreases as the level of QoG increases. The public administration then has the bureaucratic capacity to deal with policies that demand bureaucratic discretion and actors are less likely to free-ride, generating a preference for reward-based incentives and less need for regulation. This study examined the relationships between narrative involvement, affect, risk perceptions, and environmental policy preferences. Experiment 1 involved a 3 (news, documentary, entertainment) × 2 (hydraulic fracturing, genetically modified organisms) mixed between- and within-subjects experiment. Results indicated a serial mediation model in which narrative involvement increased the likelihood of a negative affective response, in turn increasing risk perceptions and policy preferences for stricter regulation of environmental hazards. In Experiment 2, the pathway was tested for positively valenced content. Narrative involvement with positively valenced media produced a significantly lower negative affective response than negatively valenced media, but no difference terms of positive affect. We examine the environmental and policy impacts of switching from oil-fired to natural gas-fired generation in New York City (NYC). We create an hourly panel of the fuel use of NYC's generators and use a semi-parametric approach to identify the fuel-price spread that induces the switch from oil to gas. We find that NYC's pollution emissions decrease significantly after generators switch to natural gas. Around two-thirds of these emission reductions come from reduced emission intensity within plants, while the remaining third comes from less intense dispatch of oil fired generators. To illustrate the policy impact, we simulate the introduction of a real time pricing (RTP) program in NYC. The results suggest that the environmental benefits of the RTP decreased by nearly 30% due largely to fuel switching. While we focus on RTP, these results can be used to evaluate any energy policy that has a heterogeneous impact across time or the demand profile. [ABSTRACT FROM AUTHOR]

In recent years, interest has grown in collaboration in public policy. Responding to the complex issues now playing out in cities, scholars are focusing on localized governance relations that blur boundaries between public, private, and community sectors. This article introduces discursive localism as a framework to understand better collaborative urban governance. It argues that ideas play a pivotal role in motivating collective action, channeling policy resources, and shaping governance relations. Although recent urban-focused accounts of collective action suggest a role for ideas, systematic attention to their normative-philosophical and cognitive-programmatic dimensions reveals how different policy discourses frame incentives and institutions for collaboration. Applying discursive localism to Toronto, Canada, the article describes change processes across three complex policy fields. Governance arrangements are argued to flow from the operative policy discourses, especially whether their normative and cognitive dimensions are integrated, dissociated, or fragmented. A significant body of research suggests that environmental risks are more likely to be found in minority and low-income communities. Few studies have questioned whether communities of lower socioeconomic status may be less protected by regulatory agencies through the use of fines in instances of noncompliance. Using the Environmental Inequality Formation perspective (EIF) and data drawn from the U.S. Environmental Protection Agency’s (EPA) administrative enforcement cases within the U.S. Pacific Northwest from 2007 to 2011, this project finds that the factors primarily influencing fine severity include the type and severity of the offense. However, after controlling for other factors, fines are less severe against facilities surrounded by low-income households. This research confirms the need for scholars, policy makers, and activists to develop greater linkages between the EIF perspective and environmental sentencing by more clearly teasing out the roles that facilities, enforcement agencies, and especially communities play in these outcomes.
