Objectives The aim of this review was to assess the evidence that occupational safety and health (OSH) legislative and regulatory policy could improve the working environment in terms of reduced levels of industrial injuries and fatalities, musculoskeletal disorders, worker complaints, sick leave, and adverse occupational exposures. Methods A systematic literature review covering the years 1966-2017 (February) was undertaken to capture both published and gray literature studies of OSH work environment interventions with quantitative measures of intervention effects. Studies that met specified in- and exclusion criteria went through an assessment of methodological quality. Included studies were grouped into five thematic domains: (i) introduction of OHS legislation, (ii) inspection/enforcement activity, (iii) training, such as improving knowledge, (iv), campaigns, and (v) introduction of technical device, such as mechanical lifting aids. The evidence synthesis was based on meta-analysis and a modified Grading of Recommendations, Assessment, Development and Evaluation (GRADE) approach. Results The search for peer-reviewed literature identified 14 743 journal articles of which 45 fulfilled the inclusion criteria and were eligible for meta-analysis. We identified 5181 articles and reports in the gray literature, of which 16 were evaluated qualitatively. There was moderately strong evidence for improvement by OHS legislation and inspections with respect to injuries and compliance. Conclusions This review indicates that legislative and regulatory policy may reduce injuries and fatalities and improve compliance with OHS regulation. A major research gap was identified with respect to the effects of OSH regulation targeting psychological and musculoskeletal disorders. [ABSTRACT FROM AUTHOR]

TTie concept of occupational health and safety (OHS) for commercial sex workers has rarely been investigated, perhaps because of the often informal nature of the workplace, the associated stigma, and the frequently illegal nature of the activity. We reviewed the literature on health, occupational risks, and safety among commercial sex workers. Cultural and local variations and commonalities were identified. Dimensions of OHS that emerged included legal and policing risks, risks associated with particular business settings such as streets and brothels, violence from clients, mental health risks and protective factors, alcohol and drug use, repetitive strain injuries, sexually transmissible infections, risks associated with particular classes of clients, issues associated with male and transgender commercial sex workers, and issues of risk reduction that in many cases are associated with lack of agency or control, stigma, and legal barriers. We further discuss the impact and potential of OHS interventions for commercial sex workers. The OHS of commercial sex workers covers a range of domains, some potentially modifiable by OHS programs and workplace safety interventions targeted at this population. We argue that commercial sex work should be considered as an occupation overdue for interventions to reduce workplace risks and enhance worker safety. [ABSTRACT FROM AUTHOR]

The article discusses the concept of well-being at work. It defines the term well-being as physical fitness of an employee and his satisfaction with work and life. It investigates the role of occupational safety and health (OSH) aspects on the quality of working lives. It further suggests that by linking workforce well-being, population well-being, and productivity, one can create healthy work environment and attain better productivity.

Objectives This article looks at the factors that influence the transferability of different types of occupational safety and health (OSH) economic incentives from one country to another. Methods To review the legal, political, and cultural framework conditions for economic incentive schemes in the European Union (EU), the European Agency for Safety and Health at Work (EU-OSHA) surveyed EU member states about the state of such schemes in their countries. In addition to the survey responses, relevant information on existing schemes and their national context within the 27 EU member states was gathered through reports, articles, and databases. Following this, countries were clustered according to cross-cultural differences. Results Despite the apparent variations in Europe's social security systems, there is a high degree of similarity between the countries regarding the basic criteria of design of the system. In addition, different kinds of incentives are used in different member states regardless of the social insurance system. When it comes to insurance incentive schemes, the fundamental difference between countries is whether the workers' compensation scheme is based on a competitive market between private insurance companies or a kind of monopoly structure, where the employers do not have the choice between several insurance companies. A clear majority of 19 of the 27 EU member states have a monopoly system. Conclusions Subsidy systems, tax incentives, and insurance-based "experience rating" are theoretically possible in all EU countries. In competitive insurance markets, effort-based incentives are more difficult to achieve. A possible solution could be the introduction of long-term contracts or the creation of a common prevention fund, financed equally by all insurers. [ABSTRACT FROM AUTHOR]

Objectives There are a limited number of studies about the cost-effectiveness of occupational health and safety (OSH) interventions. Applying the results of a cost-effectiveness study from one country to another is hampered by differences in the organization of healthcare and social security. In order to find out how these problems can be overcome, we transferred the results of a Dutch occupational cost-effectiveness study to the Finnish situation and vice-versa. Methods We recalculated incremental cost-effectiveness ratios (ICER) for the target country based on resource use in the original study and the associated costs in the target country. We also allocated the costs to the employer, the employee, and tax-payers. Results We found that the ICER did not differ very much from those in the original studies. However, the different healthcare funding structure led to a more unfavorable ICER for employers in the Netherlands. Both interventions represented a cost saving for tax-payers and employees. Employers had to invest ϵ10-54 to avert one day of sick leave. Conclusions We conclude that results of cost-effectiveness studies can be transferred from one country to another, but many adjustments are needed. An extensive description of the intervention, a detailed list of resource use, allocation of costs to various parties, and detailed knowledge of the healthcare systems in the original studies are necessary to enable calculations. Objective Using a standardized quality criteria list, we appraised the methodological quality of economic evaluations of occupational safety and health (OSH) interventions conducted from a corporate perspective. Methods The primary literature search was conducted in Medline and Embase. Supplemental searches were conducted in the Cochrane NHS Economic Evaluation Database, the National Institute for Occupational Safety and Health (NIOSH) database, the Ryerson International Labour, Occupational Safety and Health Index, scans of reference lists, and researchers' own literature database. Independently, two researchers selected articles based on title, keywords, and abstract, and if needed, fulltext. Disagreements were resolved by a consensus procedure. Articles were selected based on seven criteria addressing study population, type of intervention, comparative intervention, outcome, costs, language, and perspective. Two reviewers independently judged methodological quality using the Consensus on Health Economic Criteria (CHEC-list), a 19-item standardized quality criteria list. Disagreements in judgment were also resolved by consensus. Data were analyzed descriptively. Results A total of 34 studies were included. Of these, only 44% of the studies met more than 50% of the quality criteria. Of the 19 quality criteria, 8 were met by 50% or more of the studies. The 11 least-fulfilled criteria related to: (i) performance of a sensitivity analysis, (ii) selection of perspective, (iii) description of study population, (iv) discussion of generalizability, (v) description of competing alternatives, (vi) presentation of the research question, (vii) measurement of outcomes, (viii) measurement of costs, (ix) valuation of costs, (x) declaration of researchers' independence, and (xi) discussion of ethical and distributional issues. Conclusions Apart from a few exceptions, the overall methodological quality of the economic evaluations of OSH interventions from a corporate perspective was poor. As such, there is a risk of biased results. The quality of future evaluations needs to be improved to increase the validity of their conclusions and recommendations. [ABSTRACT FROM AUTHOR]

Objectives In 2000-2001, the Italian National Institute for Occupational Safety and Prevention (ISPESL) carried out a survey to identify the research priorities in the field of occupational safety and health (OSH). The present study, carried out in 2007-2008, was a follow-up designed to (i) review the themes identified earlier, (ii) detect emerging issues linked to new risks and forms of work, and (iii) look for any shifts in focus. The survey was extended to cover not only research but also the concept of knowledge transfer. Methods In the first round, ISPESL distributed questionnaires to the heads of both university occupational medicine departments and prevention departments in local national health units (known as ASL in Italy) asking respondents to identify OSH priority themes. In the latest survey, covering both research and the need for knowledge transfer, the same experts were asked to rank the importance of the earlier-identified topics and list any emerging issues in the OSH field. Results The two most important themes identified were "work accidents" and "occupational carcinogenesis". In the overall sample and among ASL experts, they received the 1st and 2nd highest mean scores. The university respondents also prioritized them but in reverse order. Some of the new priority topics included: risks associated with nanotechnologies; assessment of psychosocial and organizational risks; migration and work; and cost-benefit analysis of prevention. Conclusion In light of the findings, efforts are urgently needed to identify research and knowledge transfer priorities related to workers' health and safety on an international scale using a standardized method in order to obtain comparable results, avoid wasteful duplication of resources, and reduce occupational accidents and illness. Incentives are regarded as a promising policy tool for the promotion of occupational safety and health (OSH). This article discusses the potential of different kinds of incentives in light of economic theory and evidenc from research. When incentives are used as a policy tool, it implies the existence of an institution that has boththe interest and power to apply incentives to stakeholders, usually to employers. Governments can subsidize employers' investments in OSH with subsidies and tax structures. These incentives are successful only if the demand for OSH responds to the change in the price of OSH investments and if the suppliers of OSH are able to increase their production smoothly. Otherwise, the subsidy will lead only to higher prices for OSH goods. Both public and private insurance companies can differentiate insurance premiums according to claim behavior in the past (ie, experience rating). There is evidence that this can effectively lower the frequency of claims, but not the severity of cases. This papers concludes that incentives do not directly lead to improvement. When incentives are introduced, their objective(s) should be clear and the end result (ie what the incentive aims to promote) should be known to be effective in achieving healthy and safe workplaces. Objectives One of the objectives of a recently held workshop in Amsterdam, the Netherlands, was to advance methods for the economic evaluation of occupational safety and health (OSH) interventions at the corporate and societal level. Drawing from that workshop, we discuss issues to consider when developing guidelines for good practice (ie, a reference case). Methods The Economics of Occupational Safety and Health (EcOSH) workshop was held in conjunction with the Repository of Occupational Well-being Economics Research (ROWER) initiative in the fall of 2009 and brought together researchers, employers, unions, policy-makers, and other stakeholders. Through presentations, break-out sessions, and group discussions, efforts were made to develop a consensus on key elements for good practice. This manuscript integrates these efforts along with earlier contributions in this area. Results We propose some framework principles and a set of recommendations to serve as the foundations for developing a reference case. We argue that a reference case can be invaluable for the OSH field because it encourages sound principles to be consistently applied in studies. Furthermore, it can ensure that studies are more readily comparable regardless of the intervention type, jurisdiction, or sector. Conclusions Developing guidelines for good practice in the economic evaluation of OSH interventions that meet the needs of all stakeholders requires discussion as well as time. Objectives In many European countries, external economic incentives are discussed as a policy instrument to promote occupational safety and health (OSH) in enterprises. This narrative case study review aims to support policy-makers in organizations providing such incentives by supplying information about different incentive schemes and their main characteristics such as effectiveness, efficiency, and feasibility. Methods The focal point and topic centre network of the European Agency for Safety and Health at Work were used to collect case studies about incentive schemes aimed at supporting the prevention of occupational accidents and diseases in enterprises. Such incentives are rarely described in the scientific literature. To be considered for this review, studies had to focus on external financial benefits that could be provided as part of an insurancerelated incentive or a governmental subsidy scheme. Results In total, 14 cases were included in the review: 6 insurance premium- and 8 subsidy-based schemes. Of these, 13 contained an evaluation of the incentive scheme, of which 7 use quantitative criteria. Three cases provided sufficient data to conduct a cost-benefit analysis. Most qualitative evaluations related to the successful management of the program and the effectiveness of the promoted measures in the workplace. Regarding the latter, quantitative criteria covered accident rates, sick leave, and general improvement in working conditions. The cost-benefit analyses all resulted in a positive payout ratio, ranging from ϵ1.01-4.81 return for every ϵ1 invested. Conclusions Generally, we found economic incentive schemes to be feasible and reasonably effective. However, analysis regarding the efficiency of such schemes is scarce and our evaluation of the cost-benefit analysis had to rely on few cases that, nevertheless, delivered positive results for large samples. Besides this finding, our study also revealed deficits in the quality of evaluations. In order to enable policy-makers to make well-informed decisions about public investments in OSH, better standards for reporting and evaluating incentive schemes are needed. [ABSTRACT FROM AUTHOR]

The article presents a review on the indicators, trends and strategies of major global problems in safety and health at work. It notes that the review identified strategies to reduce work-related negative outcomes at various levels including employment figures, mortality rates and occupational burden of disease and injuries. It adds that globally there are 2.3 million of deaths as estimated annually for reasons attributed to work.
