Abstract

Offshoring of software development (SD) to cost competitive countries (CCC) has gained increased popularity in US and Western Europe since year 2000. Countries, such as India, have dominated the discussion but now it also seems that not just the labor costs matter. In the future, service levels, dynamic competencies building and community-based activities are also needed for managing dynamic distributed software development (DDSD) work. Instead of the one-way migration of RDI operations there are increasingly voices questioning the rationale of moving operations to CCCs. The key driver of this research-in-progress paper is in searching a new frameworks, tools and practices for managing DDSD work and developing SD operations evaluation solutions. The forthcoming practical outcomes described are both the improvements in SD work in the industry level and provision of enhancements for their current SD work performance assessment. Academic results will be discussed with European, US and Indian partner researchers in the context of changing dynamic sourcing i.e. onshore, nearshore, offshore activities in global value networks. The general objectives are to improve ICT-services companies’ competencies and tools in i) assessing their SD work operations with more enhanced evaluation systems and ii) make visible practices in managing dynamic distributed sourcing network operations in global value networks.

Abstract

Outsourcing IT can deliver substantial business benefits. However, it also carries significant risks and costs. Current industry practices in negotiating IT outsourcing agreements are based on ideology, fashion and personal expectations rather than structured techniques. Subsequently, a large proportion of IT outsourcing agreements either fail to deliver expected results or terminate abruptly, with severe consequences to the organisation. An Outsourced IT environment is complex. It is also exposed to many internal and external pressures. The long-term nature of an IT Outsourcing agreement also poses additional challenges, as the agreement needs to withstand numerous changes. These include changes not only affecting the outsourced IT department directly, but changes to client's or supplier's business priorities, and economic or global influences. Research shows that poorly crafted agreements factor significantly in the eventual failure of such agreements. The following paper explores the risks that need to be considered when negotiating IT Outsourcing Agreements.

Offshoring in the IT-industry involves dual interactions between a mother company and an external supplier, often viewed with an implicit perspective from the mother company. This article review general off shoring and IT offshoring literature, focusing on the proliferation of a globally available set of routines; Scrum and Agile. Two cases are studied; a small company and short process and a large mother company with a long process. The interactions of the set ups shows that global concepts like Scrum and Agile are far from a common platform. The “well known” concepts are locally shaped and the enterprises have mixed experiences.
