In this article, the authors analyze the secondary literature on the topic to review the key factors of modern competition and provide insights for Russian industrial enterprises. The paper critically examines the key document of Russian federal policies on increasing the competitiveness of industry from a methodological point of view. The authors determine the key methodological shortcomings and propose an aggregated index for assessing the level of industry competitiveness. The authors argue that a set of target indicators could analyze the state of competitiveness of an industry more accurately, capturing any specific industry a researcher wants to focus on. Thus, the proposed index allows for a systematic view on the current state and development trends to be formed regarding the competitiveness of Russian industry.

The elaboration of development prospects as a model for achieving goals presumes an orientation towards solving the most significant problems and attaining the desired state in the future. According to this, the purpose of this study is to design the model of regional goal development of systematization. Article presents the results of the Vladimir region’s sociodemographic potential analysis, which is considered as a factor in elaboration of a socio-economic development strategy for the region. The presented analysis is carried out on the basis of statistical data of Russian Federation Federal State Statistics Service. It is shown that the demographic situation continues to deteriorate and that this problem is differently treated on regional and municipal levels, so there is a demand on regional goals systematization. Conclusions about the key problems of the Vladimir region in this area have been made and an algorithm has been constructed for systematizing goals at all stages of regional development.

The problems and directions of use in the Russian economy of the information and communication and digital technologies providing innovative development of social and economic systems of the state and regions are considered in this work. It is revealed that effective processing and the analysis of information, also, as well as formation of the market of IT services provides high-quality management of scientific and technical and innovative activity. At the same time the particularly important becomes saturation of this market domestic accessories and the software. Now formation of networks of mobile communication of the fourth generation and digitalization of economy, formation of economy of knowledge is especially relevant. Meanwhile, in the Russian national economy as statistical data and the conducted researches testify, the restrictions and the arising difficulties have a condition of information and communication technologies. Modern information technologies in various regions gained insufficient development and are used quite unevenly and in the prevailing degree it is inefficient. Implementation of intellectual technologies, “clever” economy is to a large extent discussed among scientists and to a lesser extent so far—among practical workers of the real sector of the national economy.

Overcoming the crisis consequences in the Russian economy objectively depends on the speed of introducing the latest technologies and equipment into the economy. The transfer of production equipment to an innovative type of development requires use of modern information systems, all types of resources, materials, and better human capital. However, the key criterion in the success of the innovative development of the regions is the effectiveness of financial security. This is the subject of this article.

Lakes Shira and Shunet (South Siberia, Russia) are saline ectogenic meromictic lakes. This meromixis is annually sustained by ice formation in winter. In spring due to melting of ice the second halocline is formed in the near-surface layers of mixolimnion that prevents the lakes from full circulation. During our observations (1998–2014) the mixolimnion in both the lakes was monomictic and undergone full circulation in autumn. Purple and green sulphur bacteria are abundant in the chemocline ; the phytoplankton diversity is relatively low; the major constituents of the zooplankton community are several genera of ciliates, calanoid copepod Arctodiaptomus salinus, rotifers Brachionus plicatilis and Hexarthra sp.; Paleolimnological study of the content of organic matter in sediments and the concentration of okenone demonstrated that Lake Shira was holomictic about 90 years ago when the water level was low. It became strongly meromictic just after the water level increase in the 1940s.
