This paper investigates the connection between climate change and energy security in Europe and provides empirical evidence that these issues are the two faces of the same coin. Using a panel of 39 European countries during the period 1980–2020, the empirical analysis presented in this paper indicates that increasing the share of nuclear, renewables, and other nonhydrocarbon energy and improving energy efficiency could lead to a significant reduction in carbon emissions and improve energy security throughout Europe. Accordingly, policies and reforms aimed at shifting away from hydrocarbons and increasing energy efficiency in distribution and consumption are key to mitigating climate change, reducing energy dependence, and minimizing exposure to energy price volatility. An increase in energy demand and consumption is one of the significant challenges of the world community. Global climate change and temperature rise can significantly affect energy demand, especially in the building sector. Green passive design strategies (GPDS) such as green roof and green wall are considered a passive energy-saving technology which can deal with further climate change in near future. This paper compares the energy demand and CO2 emissions of a building with different structural scenarios during the current (2000–2019) and future climatic conditions (the 2050s) in two hot-dry (Kerman) and hot-humid (BandarAbbas) climate samples in Iran. The base case, green roof, and green wall modeling of the selected building have been developed by DesignBuilder software. Results revealed that 61% of the annual energy consumption of Kerman is related to the heating sector, while it will be changed to 47% under the effect of climate change and based on RCP2.6. However, 99% of the annual energy consumption of BandarAbbas belongs to cooling demand and it will not change by 2050s. Also, the maximum heating and cooling energy demand were calculated for the base building. Based on the results, green wall has more efficiency in optimizing total energy consumption compared to green roof in both climate types. On the other hand, GPDS are more efficient to optimize heating energy demand in comparison with cooling energy demand. Furthermore, the green wall strategy has better performance in reducing CO2 emissions as well. Accordingly, CO2 emissions reduce in Kerman by 2.73% and 2.93% by the implementation of the green wall during the observation period and 2050s, respectively. This paper proposes a multi-carrier energy system or energy hub in which natural gas and electricity resources are used as inputs. The output demand profile includes electrical, heating and cooling energy, which is evaluated in four seasons. The significant differences in simulations and evaluation of the considered energy hub in different seasons have led to climate variation, resulting in higher electrical energy consumption in warmer seasons than thermal energy, while it is contrariwise in the cold season. When the customers are willing to participate in the demand response programs, total energy consumption decreases, and this can only change the pattern of customer consumption in the warmer seasons. A mixed-integer linear programing (MILP) formulation for this optimization problem is proposed and solved using the CPLEX solver in general algebraic modeling system (GAMS). Simulations of the energy hub system, including renewable wind and solar sources, will confirm and verify that the model provided represents a growth in energy hub profit, reducing the cost of purchased power from electricity grid as well as decreasing cost of social welfare. Transitioning from a carbon-intensive development path to a low-carbon economy requires understanding of emission sources and its drivers. To achieve Nationally Determined Contribution targets discussed under the Paris Agreement, countries must project emission baselines considering different levels of ambition and sectoral performances and monitor government policies and mitigation actions. This study develops a Monitoring, Reporting, and Verification (MRV) framework based on energy use and carbon emission scenarios for Brazil up to 2030, focusing on transport. Three scenarios are developed based on different political commitments. All scenarios and mitigation actions are discussed under the Brazilian Forum on Climate Change, which is recognized as one of the most important institutional instruments of the National Policy on Climate Change. Results reveal a 41% abatement in CO2e emissions when comparing the most ambitious scenario to the conservative one. MRV framework indicates that Brazil is on track to a low carbon economic transition, although joint action is needed. This is mainly due to the increasing penetration of bioenergy into the transport energy matrix, while electromobility does not expand in Brazil at the pace of major international players such as Europe and China. Since 2005, a dramatic decline of the Arctic sea-ice extent is observed which results in an increase of shipping activities. Even though this provides commercial and social development opportunities, the resulting environmental impacts need to be investigated and monitored. In order to understand the impact of shipping in arctic areas, the method described in this paper determines the travel time, fuel consumption and resulting exhaust emissions of ships navigating in arctic waters. The investigated case studies are considering ship particulars as well as environmental conditions with special focus on ice scenarios. Travel time, fuel consumption and exhaust gas emission were investigated for three different vessels, using different passages of the Northern Sea Route (NSR) in different seasons of years 1960, 2000 and 2040. The presented results show the sensitivity of vessel performance and amount of exhaust emissions to optimize arctic traffic with respect to efficiency, safety and environmental impact. This paper addresses key issues to consider in designing international policies and institutions to encourage technology innovation and transfer of clean energy technologies. The first part of the paper presents a conceptual framework so-called Research & Development, Demonstration, Deployment, Diffusion, and Commercial maturity, 'RDD&D chain'. The RDD&D chain indicates that there are several stages in technological development. The paper recognizes that different policy measures need to be designed for each stage of technological development. At the diffusion stage of technological development, the paper argues that while it is important to provide the private sector with economic incentives through economic policy instruments such as clean development mechanism, it is not enough for clean energy technologies to be successfully installed in the developing countries. It points out that there is a strong need for institutional support for accessing information on technologies and enhancing local capacity to handle such technologies at the diffusion stage. The second part of the paper describes barriers that hamper innovation and transfer of technologies in the developing countries. The paper highlights a lack of the enabling environment in the developing countries as a main barrier in transferring technologies at the diffusion stage. It emphasizes that the institutional support for improving the enabling environment and enhancing capacity of the developing countries is also essential for successful innovation and transfer of technologies at this stage. Just prior to the Copenhagen Climate Change Summit, China pledged to cut its carbon intensity by 40-45% by 2020 relative to its 2005 levels. This raises the issue of whether such a pledge is ambitious or just represents business as usual. To put China's climate pledge into perspective, this paper examines whether this pledge is as challenging as the energy-saving goals set in the 11th 5-year economic blueprint, to what extent it drives China's emissions below its projected baseline levels, whether China will fulfill its part of a coordinated global commitment to stabilize the concentration of greenhouse gas emissions at the desirable level, and whether it is conservative and there is room for further increase. Our balanced analysis of China's climate pledge challenges the views of both some Western scholars and the Chinese government regarding its ambition. Given that China's pledge is in the form of carbon intensity, the paper shows that GDP figures are even more crucial to the impacts on the energy or carbon intensity than are energy consumption and emissions data. Finally, the paper emphasizes that China's proposed carbon intensity target not only needs to be seen as ambitious, but more importantly it needs to be credible, and suggests that international climate change negotiations need to focus on 2030 as the targeted date to cap the greenhouse gas emissions of the world's two largest emitters in a legally binding global agreement. The development of climate-friendly technologies and its diffusion across countries is of key importance to slow climate change. This paper considers technologies in the mobile air-conditioning (MAC) sector which is a major contributor of fluorinated greenhouse gas emissions. Using patents as an indicator of innovations and patent citations as a proxy for knowledge flows, the inducement of new environmental and non-environmental technologies and knowledge diffusion within and across countries are analysed. The focus is on direct abatement of fluorinated greenhouse gases excluding energy efficiency improvements. We find that most environmental MAC patents originate from the US and Germany. Most knowledge flows take place within countries. Regarding cross-country flows most environmental knowledge diffuses from French and German patents, which is likely to be a result of regulatory activities in Europe and intensified research on environmentally benign MAC systems. Yet, this exchange of knowledge is not very intensive and stable so that the impact of EU regulations on US and Japanese patenting behaviour seems to be fairly weak. [ABSTRACT FROM AUTHOR]

Energy efficiency is a central target for energy policy and a keystone to mitigate climate change and to achieve a sustainable development. Although great efforts have been carried out during the last four decades to investigate the issue, focusing into measuring energy efficiency, understanding its trends and impacts on energy consumption and to design effective energy efficiency policies, many energy efficiency-related concepts, some methodological problems for the construction of energy efficiency indicators (EEI) and even some of the energy efficiency potential gains are often ignored or misunderstood, causing no little confusion and controversy not only for laymen but even for specialists. This paper aims to revisit, analyse and discuss some efficiency fundamental topics that could improve understanding and critical judgement of efficiency stakeholders and that could help in avoiding unfounded judgements and misleading statements. Firstly, we address the problem of measuring energy efficiency both in qualitative and quantitative terms. Secondly, main methodological problems standing in the way of the construction of EEI are discussed, and a sequence of actions is proposed to tackle them in an ordered fashion. Finally, two key topics are discussed in detail: the links between energy efficiency and energy savings, and the border between energy efficiency improvement and renewable sources promotion. Across the OECD, Canada's record on CO emissions is particularly poor, with overall emissions up 32% over the 1990-2007 period. The current paper seeks to better understand this situation by making systematic comparisons of Canada with other OECD countries. For Canada overall, the rapid increase in emissions over the 1990-2007 period can be explained by several factors, including major population growth, increased affluence (although to a lesser extent than elsewhere in the OECD), a continued dependence on fossil fuels, while continuing to increase its overall demand for energy. While the energy intensity of Canada's economy has declined somewhat over recent years, it actually lagged behind most OECD countries on this front and remains one of the most energy intense economies in the world (2nd highest in the OECD on our indicator of energy intensity). While there are many factors responsible for this, Canada's particularly energy-intensive industrial structure is certainly relevant, as is the importance of its primary sector relative to most developed nations. Natural gas comprises about a quarter of the United States' energy use. It is more environmentally friendly than oil and coal due to lower carbon dioxide (CO2) emissions per unit, less costly per unit of energy and more readily available domestically in abundant supply. However, due to a number of barriers in the political, infrastructural, pricing and other arenas, the use of natural gas as a significant energy source in the United States has been limited. In our paper, we highlight the favorable qualities of natural gas and its benefits for the consumer, producer, and environment, having compared the costs of the various components of the natural gas business such as drilling and transport to that of coal and oil. Moreover, we touch upon the major issues that have prevented a more prevalent use of the gas, such as the fact that the infrastructure of natural gas is more costly since it is transported though pipelines whereas other energy sources such as oil and coal have flexible systems that use trains, trucks and ships. In addition, the powerful lobbies of the coal and oil businesses, along with the inertia in the congress to pass a national climate change bill further dampens incentives for these industries to invest in natural gas, despite its various attractive qualities. In order to respond to climate change, it is essential to describe possible future greenhouse gas (GHG) emission trajectories in both nonintervention and intervention terms. This paper analyzes long-term GHG mitigation emission scenarios according to alternative development paths in the world and major regions, based on the nonintervention emission scenarios quantified by the Asian-Pacific Integrated Model (AIM). AIM is revised and applied to the quantification of narrative storylines for scenarios of socioeconomic development, and GHG emissions from energy use, land-use change, and industrial production processes are simulated. A wide range of mitigation policies are adopted in this simulation as responses to the climate change. Several target stabilized levels–650, 550 and 450 ppmv–are analyzed. The results show that to achieve stabilization at a different GHG concentration level, a policy package is essential to reach the target concentration level, rather than a single policy. Energy efficiency improvement will be a key contributor to the reduction of GHG emissions as a result of the policy package. The mitigation cost could be at a medium level, without a large loss of economic growth. The developing world could significantly reduce GHG emissions compared with nonmitigation scenarios with sufficient knowledge transfer from developed countries. [ABSTRACT FROM AUTHOR]
