An increase in energy demand and consumption is one of the significant challenges of the world community. Global climate change and temperature rise can significantly affect energy demand, especially in the building sector. Green passive design strategies (GPDS) such as green roof and green wall are considered a passive energy-saving technology which can deal with further climate change in near future. This paper compares the energy demand and CO2 emissions of a building with different structural scenarios during the current (2000–2019) and future climatic conditions (the 2050s) in two hot-dry (Kerman) and hot-humid (BandarAbbas) climate samples in Iran. The base case, green roof, and green wall modeling of the selected building have been developed by DesignBuilder software. Results revealed that 61% of the annual energy consumption of Kerman is related to the heating sector, while it will be changed to 47% under the effect of climate change and based on RCP2.6. However, 99% of the annual energy consumption of BandarAbbas belongs to cooling demand and it will not change by 2050s. Also, the maximum heating and cooling energy demand were calculated for the base building. Based on the results, green wall has more efficiency in optimizing total energy consumption compared to green roof in both climate types. On the other hand, GPDS are more efficient to optimize heating energy demand in comparison with cooling energy demand. Furthermore, the green wall strategy has better performance in reducing CO2 emissions as well. Accordingly, CO2 emissions reduce in Kerman by 2.73% and 2.93% by the implementation of the green wall during the observation period and 2050s, respectively. Germination is a high-risk phase in a plant's life cycle and is directly regulated by temperature. Seeds germinate over a range of temperatures within which there is an optimum temperature, with thresholds above and below which no germination occurs. Rapid changes in temperature associated with global warming may cause a disconnect between temperatures a seed experiences and temperatures over which germination can occur. This paper explores the temperature dimension of the germination niche of eight herbaceous species from South West Western Australia as part of a broader assessment of endemic native species at risk of decline under global warming. The data obtained from germination studies on a temperature gradient plate were used to populate models to predict optimum germination responses (mean time to germination, germination timing and success) under current (1950–2000 averages) and future (2070 high greenhouse gas emission) temperature scenarios. The species exhibited a mix of germination responses, often with high tolerance to high diurnal temperatures. A number of species did not reach their full potential within the experimental period, indicating the presence of dormancy not overcome due to temperature alone. Modelling revealed that for some species the opportunity for germination may decline due to rising temperatures, but for others there would be little change, though a shift in germination timing may be expected. This approach to identifying extinction risk contributes tangibly to efforts to predict plant responses to environmental change and can help prioritize species for management actions, direct limited resources towards further investigations and supplement bioclimatic modelling. The phase shift between changes in the global surface temperature Tg and atmospheric CO2 content has been shown earlier not to characterize causal relationships in the Earth system in the general case. Specifically, the sign of this phase shift under nongreenhouse radiative forcing changes depends on the time scale of this forcing. This paper analyzes the phase shift between changes in the global surface temperature Tg and the atmospheric CO2 content under synchronous external emissions of carbon dioxide and methane into the atmosphere on the basis of numerical experiments with the IAP RAS climatic model and a conceptual climate model with carbon cycle. The concept of vulnerability is well established in the climate change literature, underpinning significant research effort. The ability of vulnerability research to capture the complexities of climate-society dynamics has been increasingly questioned, however. In this paper, we identify, characterize, and evaluate concerns over the use of vulnerability approaches in the climate change field based on a review of peer-reviewed articles published since 1990 (n = 587). Seven concerns are identified: neglect of social drivers, promotion of a static understanding of human-environment interactions, vagueness about the concept of vulnerability, neglect of cross-scale interactions, passive and negative framing, limited influence on decision-making, and limited collaboration across disciplines. Examining each concern against trends in the literature, we find some of these concerns weakly justified, but others pose valid challenges to vulnerability research. Efforts to revitalize vulnerability research are needed, with priority areas including developing the next generation of empirical studies, catalyzing collaboration across disciplines to leverage and build on the strengths of divergent intellectual traditions involved in vulnerability research, and linking research to the practical realities of decision-making. Increasing global temperatures are likely to have major impacts on agriculture, but the effects will vary by crop and location. This paper describes the temperature sensitivity and exposure of selected specialty crops in California. We used literature synthesis to create several sensitivity indices (from 1 to 4) to changes in winter minimum and summer maximum temperature for the top 14 specialty crops. To estimate exposure, we used seasonal period change analysis of mid-century minimum and maximum temperature changes downscaled to county level from CMIP5 models. We described crop vulnerability on a county basis as (crop sensitivity index × county climate exposure × area of crop in county); individual crop vulnerabilities were combined to create an aggregate index of specialty crop vulnerability by county. We also conducted analyses scaled by crop value rather than area, and normalized to total specialty crop area in each county. Our analyses yielded a spatial assessment highlighting seasons and counties of highest vulnerability. Winter and summer vulnerability are correlated, but not highly so. High-producing counties (e.g., Fresno County in the San Joaquin Valley) are the most vulnerable in absolute terms, while northern Sacramento Valley counties are the most vulnerable in relative terms, due to their reliance on heat-sensitive perennial crops. Our results illustrate the importance of examining crop vulnerability from different angles. The paper focuses on climate variations caused by the orbital effect and solar activity over the last one million years and oscillations (warming or cooling) of the climate since the last ice age retreat. Attention is paid to a significant discrepancy in the trend of global temperature change during the modern interglacial epoch (Holocene) obtained by various methods. This paper presents new high-resolution proxies and paleoclimatic reconstructions for studying climate changes in China for the past 2000 years. Multi-proxy synthesized reconstructions show that temperature variation in China has exhibited significant 50-70-yr, 100-120-yr, and 200-250-yr cycles. Results also show that the amplitudes of decadal and centennial temperature variation were 1.3°C and 0.7°C, respectively, with the latter significantly correlated with long-term changes in solar radiation, especially cold periods, which correspond approximately to sunspot minima. The most rapid warming in China occurred over AD 1870-2000, at a rate of 0.56° ± 0.42°C (100 yr); however, temperatures recorded in the 20th century may not be unprecedented for the last 2000 years, as data show records for the periods AD 981-1100 and AD 1201-70 are comparable to the present. The ensemble means of dryness/wetness spatial patterns in eastern China across all centennial warm periods illustrate a tripole pattern: dry south of 25°N, wet from 25°-30°N, and dry to the north of 30°N. However, for all centennial cold periods, this spatial pattern also exhibits a meridional distribution. The increase in precipitation over the monsoonal regions of China associated with the 20th century warming can primarily be attributed to a mega El Ni˜no-Southern Oscillation and the Atlantic Multidecadal Oscillation. In addition, a significant association between increasing numbers of locusts and dry/cold conditions is found in eastern China. This paper is mainly concerned with the understanding and attribution of the recent observed freshening trend in the subpolar North Atlantic Ocean. From previous coupled model studies and an analysis of the long HadCM3 control simulation, it seems unlikely that this freshening trend is a direct consequence of anthropogenically forced climate change. It is shown in this paper that the subpolar North Atlantic can be freshened to the observed degree without invoking substantial large-scale surface freshwater flux changes. The source of freshening can come from a freshwater redistribution within the Arctic/subpolar North Atlantic. The redistribution (involving both liquid water and sea ice) is carried by a perturbed ocean circulation change in the subpolar seas and triggered by deep convection in the Labrador Sea. The freshening can be widespread but mainly in the north and northwest of the subpolar North Atlantic. A sustained 30–40 years freshening trend can be easily identified in specific locations such as the Labrador Sea or in the basin wide integral of freshwater storage. At the peak, the model subpolar North Atlantic can hold around 10,000 km3 of extra freshwater. An analysis of 1,400 years HadCM3 control simulation also reveals a good correlation between freshwater content anomalies and gyre transport in the subpolar North Atlantic on decadal timescales. A general mechanism involving circulation regime changes and freshwater redistribution between the subpolar North Atlantic and the Arctic/Nordic Seas is proposed, which can resolve a number of seemingly contradictory observed changes in the North Atlantic and contributes to the longer term goal of a full understanding of recent North Atlantic fresh water changes. This paper describes an assessment of the ways in which water supply companies in England and Wales are adapting to climate change, evaluated in the context of a model of the adaptation process. The four components of the model are (i) awareness of and concern about the potential impacts of climate change, (ii) adaptation strategy, (iii) the concept of an adaptation space from which options are selected, and (iv) the notion that three groups of factors influence awareness, strategy and option selection: susceptibility to change, internal characteristics of the organisation, and regulatory and market context. Public water supply in England and Wales is provided by private sector companies, subject to environmental and economic regulation. Hydrological simulations suggest that climate change has the potential to reduce the reliability of supply sources over the next few decades. The industry in December 2004 completed a review of investment requirements over the next five years. Awareness of climate change is high in the water industry, but by developing assessment procedures and incorporating them into the investment review the regulators forced companies to consider explicitly the potential impacts of climate change in a consistent and rigorous manner. These analyses combined climate change with other pressures on water resources, and in practice companies did not attribute specific investment decisions or proposals to climate change or indeed any other individual drivers. The broad strategy adopted by all water supply companies - to maintain standards of service - is determined by regulatory controls and market considerations, but the degree of concern about the impacts of climate change and precise adaptation options necessary to address supply-demand imbalances varied between water supply companies, reflecting local geographic conditions. The water supply companies and regulators have different perspectives on the relative merits of supply-side and demand-side measures, reflecting different organisational priorities. The 2004 investment review determined that no specific actions were necessary to deal with future climate change, but that measures set in place - in terms of methodologies and investment in investigations into specific resource developments - provided a sound foundation for more specific actions in the next investment review in five years time. Vulnerability is an emerging concept for climate science and policy. Over the past decade, efforts to assess vulnerability to climate change triggered a process of theory development and assessment practice, which is reflected in the reports of the Intergovernmental Panel on Climate Change (IPCC). This paper reviews the historical development of the conceptual ideas underpinning assessments of vulnerability to climate change. We distinguish climate impact assessment, first- and second-generation vulnerability assessment, and adaptation policy assessment. The different generations of assessments are described by means of a conceptual framework that defines key concepts of the assessment and their analytical relationships. The purpose of this conceptual framework is two-fold: first, to present a consistent visual glossary of the main concepts underlying the IPCC approach to vulnerability and its assessment; second, to show the evolution of vulnerability assessments. This evolution is characterized by the progressive inclusion of non-climatic determinants of vulnerability to climate change, including adaptive capacity, and the shift from estimating expected damages to attempting to reduce them. We hope that this paper improves the understanding of the main approaches to climate change vulnerability assessment and their evolution, not only within the climate change community but also among researchers from other scientific communities, who are sometimes puzzled by the unfamiliar use of technical terms in the context of climate change. Manifold linkages exist between climate change and sustainable development. Although these are starting to receive attention in the climate exchange literature, the focus has typically been on examining sustainable development through a climate change lens, rather than vice versa. And there has been little systematic examination of how these linkages may be fostered in practice. This paper examines climate change through a sustainable development lens. To illustrate how this might change the approach to climate change issues, it reports on the findings of a panel of business, local government, and academic representatives in British Columbia, Canada, who were appointed to advise the provincial government on climate change policy. The panel found that sustainable development may offer a significantly more fruitful way to pursue climate policy goals than climate policy itself. The paper discusses subsequent climate change developments in the province and makes suggestions as how best to pursue such a sustainability approach in British Columbia and other jurisdictions. This paper comments on the issue of global warming and climate change, in an attempt to provide fresh perspective. Essentially, five main arguments are made. First, that the process of modern economic development has been based on the burning of fossil fuels, and that this will continue to apply for the foreseeable future. Second, that in large part due to momentum in economic and demographic processes, it is inevitable that there will be a major rise in atmospheric CO2 during the present century. Third, that available data on global temperatures suggest strongly that the coming warming will be appreciably faster than anything that humanity has experienced during historical times. Moreover, especially in a system that is being forced, the chance of an abrupt change in climate happening must be rated as fair. Fourth, that while it is impossible to attach precise probabilities to different scenarios, the range of plausible unpleasant climate outcomes seems at least as great as the range of more manageable ones. The consequences of future climate change may be considerable; indeed, they could be almost inconceivable—with several negative changes occurring simultaneously and to cumulative adverse effect. There is an urgent need to improve ways of thinking about what could happen. Fifth, the paper maintains that the human response to other difficult ‘long’ threats—such as that posed by HIV/AIDS—reveals a broadly analogous sequence of social reactions (e.g. denial, avoidance, recrimination) to that which is unfolding with respect to carbon emissions and climate change. Therefore the view expressed here is that major behavioral change to limit world carbon emissions is unlikely in the foreseeable future, and that the broad sway of future events is probably now set to run its course. Changes in Earth's temperature have significant impacts on the global carbon cycle that vary at different time scales, yet to quantify such impacts with a simple scheme is traditionally deemed difficult. Here, we show that, by incorporating a temperature sensitivity parameter (1.64 ppm yr °C) into a simple linear carbon-cycle model, we can accurately characterize the dynamic responses of atmospheric carbon dioxide (CO) concentration to anthropogenic carbon emissions and global temperature changes between 1850 and 2010 ( r > 0.96 and the root-mean-square error < 1 ppm for the period from 1960 onward). Analytical analysis also indicates that the multiplication of the parameter with the response time of the atmospheric carbon reservoir (~12 year) approximates the long-term temperature sensitivity of global atmospheric CO concentration (~15 ppm °C), generally consistent with previous estimates based on reconstructed CO and climate records over the Little Ice Age. Our results suggest that recent increases in global surface temperatures, which accelerate the release of carbon from the surface reservoirs into the atmosphere, have partially offset surface carbon uptakes enhanced by the elevated atmospheric CO concentration and slowed the net rate of atmospheric CO sequestration by global land and oceans by ~30% since the 1960s. The fact of a carbon budget given commitment to limiting global-mean temperature increase to below 2 °C warming relative to pre-industrial levels makes CO2 emissions a scarce resource. This fact has significant consequences for the ethics of climate change. The paper highlights some of these consequences with respect to (a) applying principles of distributive justice to the allocation of rights to emissions and the costs of mitigation and adaptation, (b) compensation for the harms and risks of climate change, (c) radical new ideas about a place for criminal justice in tackling climate change, and (d) catastrophe ethics. This paper addresses the problem of meeting a predetermined temperature target cost-effectively under uncertainty and gradual learning on climate sensitivity. The firstorder optimality conditions to a stochastic cost-minimization problem with a temperature constraint are first provided, portraying how marginal costs evolve with an optimal hedging strategy. Then, numerical stochastic scenarios with cost curves fitted to recent climate changemitigation scenarios are presented, illustrating both the range of possible future pathways and the effect of uncertainty to the solution. Last, the effect of several different sets of assumptions on the optimal hedging strategy are analyzed. The results highlight that the hedging of climate sensitivity risk calls for deeper early reductions, although the possibility of different assumptions prevents providing accurate policy guidance. Ongoing global warming not only involves changes in temperature and the global mean; it affects more or less every part of the climate. Regional temperature changes are often greater or smaller than corresponding changes in the global mean. In some cases the direction of change may also be different. For example, temperature changes are higher over land than over the ocean. Precipitation increases in some regions but decreases in others. Changes in extreme events may differ from changes in the corresponding mean. Present scientific knowledge clearly indicates that the already observed global trend towards warmer conditions will continue and that it will be accompanied by changes in yet other aspects of climate. This paper highlights, as a brief review, aspects of our changing climate from the available scientific knowledge with a bearing on the energy sector. Its focus is on temperature and precipitation, with some consideration of wind and sea level, among others. While uncertainties remain as far as the magnitude of future global-scale changes is concerned, and even more so their many regional patterns, significant changes are foreseen in, for example, global and regional temperature and precipitation, sea level rise, and in the characteristics of various extreme events. This paper discusses the coal cycle from exploration through mining to end uses and environmental remediation, primarily from the perspective of elements in the cycle that are most vulnerable to the impacts of climatic change. The differences between resource estimates are noted. Coal transport by rail, barge, and ocean-going vessels are compared. The major end-use technologies are mentioned in the context of the coal value chain. Water availability is identified as a major uncertainty that could be further complicated by climate change. The major flows that are produced by down-stream cleanup of environmental emissions are discussed in terms of the movement of bulk solids. Typical impacts of temperature change, changes in precipitation, sea level rise, and decrease in sea ice in this cycle are summarized. Interpretation of changes of global temperature is important for our understanding of the climate system and for our confidence in projections for the future. Massive efforts have been devoted to improve the accuracy of reproducing the global temperature by the available climate models, but the hindcasts are still inaccurate. Notwithstanding the need to further advance climate models, one may consider data-driven approaches, providing practically useful results in a simpler and faster way. Without assuming any prior knowledge about physics and without imposing a model structure that encapsulates the existing knowledge about the underlying processes, we hindcast global temperature by automatically identified evolutionary computation models. We use 60 years of records of global temperature and climate drivers, with training and testing periods being 1950-1999 and 2000-2009, respectively. This paper demonstrates that the global temperature observed in the past is mimicked with reasonably good accuracy. A favoured method of assimilating information from state-of-the-art climate models into integrated assessment models of climate impacts is to use the transient climate response (TCR) of the climate models as an input, sometimes accompanied by a pattern matching approach to provide spatial information. More recent approaches to the problem use TCR with another independent piece of climate model output: the land-sea surface warming ratio ( φ). In this paper we show why the use of φ in addition to TCR has such utility. Multiple linear regressions of surface temperature change onto TCR and φ in 22 climate models from the CMIP3 multi-model database show that the inclusion of φ explains a much greater fraction of the inter-model variance than using TCR alone. The improvement is particularly pronounced in North America and Eurasia in the boreal summer season, and in the Amazon all year round. The use of φ as the second metric is beneficial for three reasons: firstly it is uncorrelated with TCR in state-of-the-art climate models and can therefore be considered as an independent metric; secondly, because of its projected time-invariance, the magnitude of φ is better constrained than TCR in the immediate future; thirdly, the use of two variables is much simpler than approaches such as pattern scaling from climate models. Finally we show how using the latest estimates of φ from climate models with a mean value of 1.6-as opposed to previously reported values of 1.4-can significantly increase the mean time-integrated discounted damage projections in a state-of-the-art integrated assessment model by about 15 %. When compared to damages calculated without the inclusion of the land-sea warming ratio, this figure rises to 65 %, equivalent to almost 200 trillion dollars over 200 years. [ABSTRACT FROM AUTHOR]

This paper studies the effects of mitigation and adaptation on coastal flood impacts. We focus on a scenario that stabilizes concentrations at 450 ppm-CO-eq leading to 42 cm of global mean sea-level rise in 1995-2100 (GMSLR) and an unmitigated one leading to 63 cm of GMSLR. We also consider sensitivity scenarios reflecting increased tropical cyclone activity and a GMSLR of 126 cm. The only adaptation considered is upgrading and maintaining dikes. Under the unmitigated scenario and without adaptation, the number of people flooded reaches 168 million per year in 2100. Mitigation reduces this number by factor 1.4, adaptation by factor 461 and both options together by factor 540. The global annual flood cost (including dike upgrade cost, maintenance cost and residual damage cost) reaches US$ 210 billion per year in 2100 under the unmitigated scenario without adaptation. Mitigation reduces this number by factor 1.3, adaptation by factor 5.2 and both options together by factor 7.8. When assuming adaptation, the global annual flood cost relative to GDP falls throughout the century from about 0.06 % to 0.01-0.03 % under all scenarios including the sensitivity ones. From this perspective, adaptation to coastal flood impacts is meaningful to be widely applied irrespective of the level of mitigation. From the perspective of a some less-wealthy and small island countries, however, annual flood cost can amount to several percent of national GDP and mitigation can lower these costs significantly. The small but stubbornly unyielding possibility of a very large long-term response of global temperature to increases in atmospheric carbon dioxide can be termed the fat tail of high climate sensitivity. Recent economic analyses suggest that the fat tail should dominate a rational policy strategy if the damages associated with such high temperatures are large enough. The conclusions of such analyses, however, depend on how economic growth, temperature changes, and climate damages unfold and interact over time. In this paper we focus on the role of two robust physical properties of the climate system: the enormous thermal inertia of the ocean, and the long timescales associated with high climate sensitivity. Economic models that include a climate component, and particularly those that focus on the tails of the probability distributions, should properly represent the physics of this slow response to high climate sensitivity, including the correlated uncertainty between present forcing and climate sensitivity, and the global energetics of the present climate state. If climate sensitivity in fact proves to be high, these considerations prevent the high temperatures in the fat tail from being reached for many centuries. A failure to include these factors risks distorting the resulting economic analyses. For example, we conclude that fat-tail considerations will not strongly influence economic analyses when these analyses follow the common-albeit controversial-practices of assigning large damages only to outcomes with very high temperature changes and of assuming a significant baseline level of economic growth. Since the 1980s, China has undergone rapid urbanization. Meanwhile, the climate has been warming substantially. In this paper, the urbanization effect on observed temperatures from 1980 to 2009 in China is estimated, based on analysis of urban land use from satellite observation. Urban land-use expansion (Δ U) during 1980-2005 is applied as an urbanization index. According to these Δ U values, stations are divided into three categories: (C1) intense urbanization around the stations; (C2) moderate urbanization around the stations; and (C3) minimal urbanization around the stations. Most C1 stations are in municipalities or provincial capitals, while C2 stations tend to be in prefecture-level cities. C3 stations are mostly in counties. The urban heat island (UHI) effect can be estimated if the urban effect on C3 is negligible. The warming of C1 or C2 relative to that of C3 represents their urbanization effects, assuming that the same larger-scale natural warming has affected each category. For C1, the local urbanization effect is 0.258°C/10 a over 1980-2009, accounting for 41% of the total warming; the trend at C2 is 0.099°C/10 a, or 21%. For all China, the urbanization effect is 0.09°C/10a, accounting for 20% of the total national warming. Winter urban warming is greater than in summer. The assumption of negligible urbanization effect on C3 is debatable, and so the true urbanization effect may equal or slightly exceed estimates. Further, the Δ U index may have some uncertainties, for it is only one of the urbanization indices. This paper discusses the effects of vegetation cover and soil parameters on the climate change projections of a regional climate model over the Arctic domain. Different setups of the land surface model of the regional climate model HIRHAM were realized to analyze differences in the atmospheric circulation caused by (1) the incorporation of freezing/thawing of soil moisture, (2) the consideration of top organic soil horizons typical for the Arctic and (3) a vegetation shift due to a changing climate. The largest direct thermal effect in 2 m air temperature was found for the vegetation shift, which ranged between −1.5 K and 3 K. The inclusion of a freeze/thaw scheme for soil moisture shows equally large sensitivities in spring over cool areas with high soil moisture content. Although the sensitivity signal in 2 m air temperature for the experiments differs in amplitude, all experiments show changes in mean sea level pressure (mslp) and geopotential height (z) throughout the troposphere of similar magnitude (mslp: −2 hPa to 1.5 hPa, z: −15 gpm to 5 gpm). This points to the importance of dynamical feedbacks within the atmosphere-land system. Land and soil processes have a distinct remote influence on large scale atmospheric circulation patterns in addition to their direct, regional effects. The assessment of induced uncertainties due to the changed implementations of land surface processes discussed in this study demonstrates the need to take all those processes for future Arctic climate projections into account, and demonstrates a clear need to include similar implementations in regional and global climate models. The frequently heard call to harmonize adaptation and mitigation policies is well intended and many opportunities exist to realize co-benefits by designing and implementing both in mutually supportive ways. But critical tradeoffs (inadequate conditions, competition among means for implementation, and negative consequences of pursuing both simultaneously) also exist, along with policy disconnects that are shaped by history, sequencing, scale, contextual variables, and controversial climate discourses in the public. To ignore these issues can be expected to undermine a more comprehensive, better integrated climate risk management portfolio. This paper examines the effects of climatic and non-climatic factors on the mean and variance of corn, soybean and winter wheat yield in southwestern Ontario, Canada over a period of 26 years. Average crop yields increase at a decreasing rate with the quantity of inputs used, and decrease with the area planted to the crop. Climate variables have a major impact on mean yield with the length of the growing season being the primary determinant across all three crops. Increases in the variability of temperature and precipitation decrease mean yield and increase its variance. Yield variance is poorly explained by both seasonal and monthly climate variable models. Projections of future climate change suggest that average crop yield will increase with warmer temperatures and a longer growing season which is only partially offset by forecast increases in the variability of temperature and rainfall. The projections would also depend on future technological developments, which have generated significant increases in yield over time despite changing annual weather conditions. The 'Copenhagen Accord' fails to deliver the political framework for a fair, ambitious and legally-binding international climate agreement beyond 2012. The current climate policy regime dynamics are insufficient to reflect the realities of topical complexity, actor coalitions, as well as financial, legal and institutional challenges in the light of extreme time constraints to avoid 'dangerous' climate change of more than 2°C. In this paper we investigate the impacts of future climatic change on the occurrence of debris flows in the Massif des Ecrins (French Alps). Two distinct aspects are discussed: the impact of future climatic change on the evolution of the process, and changes in the spatial distribution. Three climate simulations are presented for the current period (1970–1999) and for future periods (2070–2099) using GCM ARPEGE CLIMAT model developed by Météo-France. Simulated data are then statistically downscaled to obtain a higher spatial resolution. In the first step, we compare occurrence probabilities in the current period and in the next century. In the second step, we estimate which zones would be affected by the process in the future at the scale of the Massif des Ecrins. For the current period, the best model was obtained between debris flows and the number of days between June 15th and October 15th with more than 20 mm calculated either from observed meteorological or simulated data. Results of the ARPEGE model considering the A2 hypothesis (IPCC ) showed that the most significant climatic trends for the end of the century will be a decrease in intense rainy events and an increase in temperature. These trends are expected to reduce the occurrence of hill slope debris flows in the Massif des Ecrins. From a spatial point of view, the increase in temperature should result in a shift of the 0°C isotherm to a higher elevation which, in turn, should result in a 20% reduction of the number of slopes affected by the process. This paper examines the robustness of the long-run, cointegrating, relationship between global temperatures and radiative forcing. It is found that the temperature sensitivity to a doubling of radiative forcing is of the order of 2 ± 1°C. This result is robust across the sample period of 1850 to 2000, thus providing further confirmation of the quantitative impact of radiative forcing and, in particular, CO2 forcing, on temperatures. Meteorological and oceanographic data from ships of opportunity are the largest contributor to the world’s ocean surface database and thus are extensively used to estimate the change in climatic properties over the world’s oceans during the previous 150 years. The importance of these data for climate change studies underscores the need to fully understand the error associated with averages of these data. The sampling error problem is especially acute for ship data due to the fact that ships are moving platforms and, thus, report observations from constantly varying locations with time. This paper develops a theoretical framework for assessing the averaged sampling error associated with monthly, 1°×1° latitude-longitude box averaged ship data. It should be noted that the time-space distribution of ships within the averaging domain strongly affects the sampling error. This is shown in our derivation. The framework developed here can be used to improve upon existing methods for estimating the sampling error associated with three-dimensional box averages of meteorological and oceanographic data obtained from ship records. The framework is complimentary to existing methods of assessing biases and random error due to instrumentation, recording, etc. It is demonstrated mathematically that the uncertainty due to incomplete sampling is primarily a trade off between of the number of observations and their relative locations within the box as well as the inherent time-space correlation structure of the variable of interest. Climate and environmental change may provoke constant microscopic dimensional alterations to organically composed works of art. The complexity of alterations obstructs the classification of destructive effects and sustainable strategies for preservation, and systematic investigation of change requires safe inspection tools, repeatable procedures and non-perturbing approaches. In this paper, a state-of-the-art description on the dimensional monitoring tools for the assessment of the effects of climate fluctuations in paintings is given. Rapid initial start-up reactions of alteration processes that may simulate endangered conditions, which may be encountered during transportation of works of art, are studied. The case of wooden panel paintings is considered here as panels are representative models of inhomogeneous organic construction. The effect of the surface movement of panel painting surfaces due to simulated changes in temperature and relative humidity is characteristic of structural deterioration and as such these effects are primarily monitored in the start-up of the reaction process. The environmentally-provoked spatial alteration is recorded in full-field surface coordinates using optical coherent out-of-plane digital interferometry in a geometry utilizing holographic speckle patterns. Results demonstrate the suitability of the method to follow the start-up simulated process in real time directly from the work of art and to follow the rate of reaction towards equilibrium. The effectiveness of the full surface assessment provided in real time is presented and provides significant advantages compared to alternative techniques which are based on fragmented solutions. This paper analyzes the spatial dependence of annual diurnal temperature range (DTR) trends from 1950–2004 on the annual climatology of three variables: precipitation, cloud cover, and leaf area index (LAI), by classifying the global land into various climatic regions based on the climatological annual precipitation. The regional average trends for annual minimum temperature ( T min) and DTR exhibit significant spatial correlations with the climatological values of these three variables, while such correlation for annual maximum temperature ( T max) is very weak. In general, the magnitude of the downward trend of DTR and the warming trend of T min decreases with increasing precipitation amount, cloud cover, and LAI, i.e., with stronger DTR decreasing trends over drier regions. Such spatial dependence of T min and DTR trends on the climatological precipitation possibly reflects large-scale effects of increased global greenhouse gases and aerosols (and associated changes in cloudiness, soil moisture, and water vapor) during the later half of the twentieth century. This paper considers the perceptions and responses of selected stakeholders to a very low probability but high consequence climatic ‘surprise’—a scenario of rapid collapse of the West Antarctic ice sheet, producing a global rise in sea-level of 5 m over 100 years. It uses a case study of the Thames Estuary, UK, including London. Through a process of dialogue involving one-to-one interviews and a 1-day policy exercise, we addressed influences on decision-making when information is uncertain and our ability to plan, prepare for and implement effective ways of coping with this extreme scenario. The interviews and policy exercise explored plausible responses to the scenario and identified weaknesses in flood management approaches to dealing with such an occurrence. The analysis shows that an extreme scenario could be highly challenging, even for an area with well-developed institutions. Participants favoured two options (a) reconfiguring London around the rising water, and (b) building a new downstream barrier which would allow London to continue as today. The lack of consensus suggests the potential for policy paralysis in response to what is a highly uncertain phenomena—this could lead to a forced, unplanned response as the rapid change overwhelmed the existing defence capability. Hence, low probability, high consequence climatic events may challenge our existing institutions. Adaptive management is presented as an approach which could address this challenge. In this paper we synthesise and extend our earlier analysis (Ulph, J Risk Uncertain 29(1):53–73, 2004; Kolstad, J Environ Econ Manage 53(1):68–79, 2007) of the formation of an International Environmental Agreement (IEA) under uncertainty about the damages that might be caused by climate change and different models of learning, in which better information about these damage costs become available. Our results are generally pessimistic: the possibility of either complete or partial learning generally reduces the level of global welfare that can be achieved from forming an IEA. This suggests that information can have negative value. This may seem strange, since for a single decision-maker information cannot have negative value, because it can always be ignored. However in this case there are strategic interactions between a number of decision-makers responding to information, and it is these strategic interactions which can give information a negative value. The economic benefits of a multi-gas approach to climate change mitigation are clear. However, there is still a debate on how to make the trade-off between different greenhouse gases (GHGs). The trade-off debate has mainly centered on the use of Global Warming Potentials (GWPs), governing the trade-off under the Kyoto Protocol, with results showing that the cost-effective valuation of short-lived GHGs, like methane (CH4), should be lower than its current GWP value if the ultimate aim is to stabilize the anthropogenic temperature change. However, contrary to this, there have also been proposals that early mitigation mainly should be targeted on short-lived GHGs. In this paper we analyze the cost-effective trade-off between a short-lived GHG, CH4, and a long-lived GHG, carbon dioxide (CO2), when a temperature target is to be met, taking into consideration the current uncertainty of the climate sensitivity as well as the likelihood that this will be reduced in the future. The analysis is carried out using an integrated climate and economic model (MiMiC) and the results from this model are explored and explained using a simplified analytical economic model. The main finding is that the introduction of uncertainty and learning about the climate sensitivity increases the near-term cost-effective valuation of CH4 relative to CO2. The larger the uncertainty span, the higher the valuation of the shortlived gas. For an uncertainty span of ±1°C around an expected climate sensitivity of 3°C, CH4 is cost-effectively valued 6.8 times as high as CO2 in year 2005. To assess the impacts of future climatic change, we need a better understanding of the relationships between debris flows dynamic and the climate. The subject of this paper is the variability in the response of debris flows to climatic change in recent decades in the Massif des Ecrins (French Alps). The climatic trend observed in the French Alps was characterized by analyzing data on extreme summer rainfall events recorded daily at nine stations located all over the Massif des Ecrins since 1960. According to the generalized Pareto law (GPD) our results showed that extreme summer rainfalls have increased significantly in the Massif des Ecrins since the 1980s. Statistical tests showed a significant increase in average annual air temperature. The response of 647 hill slope debris flows to this climatic change was investigated. Different types of hill slope debris flows were analyzed as a function of their lithology or the nature of the accumulated debris. A number of logistic regression based models were developed to characterize the relationship between climate and the occurrence of debris flows in a specific geomorphological context. Analysis of frequency and return period over the last two decades showed different patterns depending on the type of debris flow concerned. This paper expands the relevance of the collective interest model of mass political action to explain collective-action behavior in the context of global warming and climate change. The analysis is an attempt to answer Ostrom’s call for a behavioral model of collective action that can be generalized beyond political protest to other collective-action problems. We elaborate, specify, and empirically test a collective interest model approach to citizen policy support, environmental political participation, and environmental behavior related to the issue of global warming. Key elements of the collective interest model—perceived risk, personal efficacy, and environmental values—are found to be directly, and positively, related to support of government policies and personal behaviors that affect global warming. Information about several papers discussed at a conference on “Soil Organic Matter Stabilization” is presented. According to the author, interest in this topic has increased because of concern that soil respiration rates may increase as a result of climate change which could cause a feedback loop allowing temperatures to rise faster than previously expected.

The CSIRO Mark 2 coupled global climatic model has been used to generate a 10,000-year simulation for ‘present’ climatic conditions. The model output has been analysed to identify sustained climatic fluctuations, such as those attributed to the Medieval Warm Period (MWP) and the Little Ice Age (LIA). Since no external forcing was permitted during the model run all such fluctuations are attributed to naturally occurring climatic variability associated with the nonlinear processes inherent in the climatic system. Comparison of simulated climatic time series for different geographical locations highlighted the lack of synchronicity between these series. The model was found to be able to simulate climatic extremes for selected observations for century timescales, as well as identifying the associated spatial characteristics. Other examples of time series simulated by the model for the USA and eastern Russia had similar characteristics to those attributed to the MWP and the LIA, but smaller amplitudes, and clearly defined spatial patterns. A search for the frequency of occurrence of specified surface temperature anomalies, defined via duration and mean value, revealed that these were primarily confined to polar regions and northern latitudes of Europe, Asia and North America. Over the majority of the oceans and southern hemisphere such climatic fluctuations could not be sustained, for reasons explained in the paper. Similarly, sustained sea–ice anomalies were mainly confined to the northern hemisphere. An examination of mechanisms associated with the sustained climatic fluctuations failed to identify a role for the North Atlantic Oscillation, the El Niño-Southern Oscillation or the Pacific Decadal Oscillation. It was therefore concluded that these fluctuations were generated by stochastic processes intrinsic to the nonlinear climatic system. While a number of characteristics of the MWP and the LIA could have been partially caused by natural processes within the climatic system, the inability of the model to reproduce the observed hemispheric mean temperature anomalies associated with these events indicates that external forcing must have been involved. Sea ice is influential in regulating energy exchanges between the ocean and the atmosphere, and has figured prominently in scientific studies of climate change and climate feedbacks. However, sea ice is also a vital component of everyday life in Inuit communities of the circumpolar Arctic. Therefore, it is important to understand the links between the potential impacts of climate change on Arctic sea ice extent, distribution, and thickness as well as the related consequences for northern coastal populations. This paper explores the relationship between sea ice and climate change from both scientific and Inuit perspectives. Based on an overview of diverse literature the experiences, methods, and goals which differentiate local and scientific sea ice knowledge are examined. These efforts are considered essential background upon which to develop more accurate assessments of community vulnerability to climate, and resulting sea ice, change. Inuit and scientific perspectives may indeed be the ideal complement when investigating the links between sea ice and climate change, but effective and appropriate conceptual bridges need to be built between the two types of expertise. The complementary nature of these knowledge systems may only be realized, in a practical sense, if significant effort is expended to: (i) understand sea ice from both Inuit and scientific perspectives, along with their underlying differences; (ii) investigate common interests or concerns; (iii) establish meaningful and reciprocal research partnerships with Inuit communities; (iv) engage in, and improve, collaborative research methods; and, (v) maintain ongoing dialogue. In this paper, we investigate the role that horizontal resolution plays in the simulation of East Asia precipitation. Two sets of numerical experiments are performed using the Regional Climate Model (RegCM2) nested in one-way mode within the CSIRO global coupled atmosphere-ocean model. In the first set we use the actual RegCM2 topography at the selected model resolutions, which are 45, 60, 90, 120, 180, 240 and 360 km. In the second set of the experiments, the same coarse CSIRO model topography is used in all simulations using the different resolutions of the first set. The results demonstrate that the simulation of East Asian precipitation improves as the horizontal resolution is increased. Moreover, it is shown that the simulations using a higher resolution along with the coarse CSIRO topography perform better than the simulations using a coarser model resolution with corresponding model topography. This suggests that over East Asia adequate spatial resolution to resolve the physical and dynamical processes is more important than topography. Lastly, the results indicate that model resolutions of 60 km or higher are needed to accurately simulate the distribution of precipitation over China and East Asia. [ABSTRACT FROM AUTHOR]

Solar variability influences the climate of a planet by radiatively forcing changes over a certain timescale; orbital variations of a planet, which yield similar solar forcing modulations, can be studied within the same scientific context. It is known for Earth that obliquity changes have played a critical role in pacing glacial and interglacial eras. For Mars, such orbital changes have been far greater and have generated extreme variations in insolation. Signatures associated with the presence of water ice reservoirs at various positions across the surface of Mars during periods of different orbital configurations have been identified. For this reason, it has been proposed that Mars is currently evolving between ice ages. The advent of climate tools has given a theoretical frame to the study of orbitally-induced climate changes on Mars. These models have provided an explanation to many puzzling observations, which when put together have permitted reconstruction of almost the entire history of Mars in the last 10 million years. This paper examines different concepts of a 'warming commitment' which is often used in various ways to describe or imply that a certain level of warming is irrevocably committed to over time frames such as the next 50 to 100 years, or longer. We review and quantify four different concepts, namely (1) a 'constant emission warming commitment', (2) a 'present forcing warming commitment', (3) a 'zero emission (geophysical) warming commitment' and (4) a 'feasible scenario warming commitment'. While a 'feasible scenario warming commitment' is probably the most relevant one for policy making, it depends centrally on key assumptions as to the technical, economic and political feasibility of future greenhouse gas emission reductions. This issue is of direct policy relevance when one considers that the 2002 global mean temperatures were 0.8 ± 0.2°C above the pre-industrial (1861-1890) mean and the European Union has a stated goal of limiting warming to 2°C above the pre-industrial mean: What is the risk that we are committed to overshoot 2°C? Using a simple climate model (MAGICC) for probabilistic computations based on the conventional IPCC uncertainty range for climate sensitivity (1.5 to 4.5 °C), we found that (1) a constant emission scenario is virtually certain to overshoot 2°C with a central estimate of 2.0°C by 2100 (4.2°C by 2400). (2) For the present radiative forcing levels it seems unlikely that 2°C are overshoot. (central warming estimate 1.1 °C by 2100 and 1.2°C by 2400 with ∼10% probability of overshooting 2°C). However, the risk of overshooting is increasing rapidly if radiative forcing is stabilized much above 400 ppm CO2 equivalence (1.95 W/m²) in the long-term. (3) From a geophysical point of view, if all human-induced emissions were ceased tomorrow, it seems 'exceptionally unlikely' that 2°C will be overshoot (central estimate: 0.7°C by 2100; 0.4°C by 2400). (4) Assuming future emissions according to the lower end of published mitigation scenarios (350 ppm CO2eq to 450 ppm CO2eq) provides the central temperature projections are 1.5 to 2.1 °C by 2100 (1.5 to 2.0°C by 2400) with a risk of overshooting 2°C between 10 and 50% by 2100 and 1-32% in equilibrium. Furthermore, we quantify the 'avoidable warming' to be 0.16-0.26°C for every 100 GtC of avoided CO2 emissions - based on a range of published mitigation scenarios. [ABSTRACT FROM AUTHOR]

The aim of this paper is to evaluate current knowledge and uncertainties associated with the impact of increasing greenhouse gas and aerosol concentrations on the West African monsoon. For this purpose, coupled and time-slice simulations are used. A global measure of the monsoon changes is defined in order to avoid regional biases and to try and obtain significant results. The position and width of the monsoon in latitude are the main focuses. There is almost no agreement between the Coupled General Circulation models from the Coupled models Inter-Comparison project—Phase II in regard to the impact of climate change on the monsoon. Moreover, very simple discriminations between the models seem inappropriate to get a better signal. The role of the different forcings in time-slice simulations is then investigated. The sea surface temperature (SST) and particularly the pattern of the SST are shown to be the most important forcing. This accounts for the diversity of the results either from the coupled or the forced simulations with different SST changes. With a fixed SST, but of a smaller magnitude in AMJ, there are still uncertainties, coming first from the Atmospheric General Circulation models and the way they balance greenhouse gas and global SST increase. Finally the uncertainty due to the Land Surface models (LSMs) is not negligible. It is an issue of great attention but yet not very clear whether lightning activities increase or decrease on a warmer world. Reeve et al. presented that lightning activities in global land and the Northern Hemisphere land have positive response to the increase of wet bulb temperature at 1000hPa. is this positive response restricted only to wet bulb temperature or in land? What is the response of global lightning activities (in both land and ocean) to the global surface air temperature variation like? This paper, based on the 5-year or 8-year OTD/LIS satellite-based lightning detecting data and the NCEP reanalysis data, makes a reanalysis of the response of the global and regional lightning activities to temperature variations. The results show that on the inter-annual time scale the global total flash rate has positive response to the variation in global surface air temperature, with the sensitivity of 17±7% K-1. Also, the seasonal mean flash rate of continents all over the world and that of continents in the Northern Hemisphere have sensitive positive response to increase of global surface air temperature and wet bulb temperature, with the sensitivity of about 13±5% K-1. a bit lower than estimation of 40% K-1 in Reeve et al. A review of the present status of the global warming science is presented in this paper. The term global warming is now popularly used to refer to the recent reported increase in the mean surface temperature of the earth; this increase being attributed to increasing human activity and in particular to the increased concentration of greenhouse gases (carbon dioxide, methane and nitrous oxide) in the atmosphere. Since the mid to late 1980s there has been an intense and often emotional debate on this topic. The various climate change reports (1996, 2001) prepared by the IPCC (Intergovernmental Panel on Climate Change), have provided the scientific framework that ultimately led to the Kyoto protocol on the reduction of greenhouse gas emissions (particularly carbon dioxide) due to the burning of fossil fuels. Numerous peer-reviewed studies reported in recent literature have attempted to verify several of the projections on climate change that have been detailed by the IPCC reports. The global warming debate as presented by the media usually focuses on the increasing mean temperature of the earth, associated extreme weather events and future climate projections of increasing frequency of extreme weather events worldwide. In reality, the climate change issue is considerably more complex than an increase in the earth’s mean temperature and in extreme weather events. Several recent studies have questioned many of the projections of climate change made by the IPCC reports and at present there is an emerging dissenting view of the global warming science which is at odds with the IPCC view of the cause and consequence of global warming. Our review suggests that the dissenting view offered by the skeptics or opponents of global warming appears substantially more credible than the supporting view put forth by the proponents of global warming. Further, the projections of future climate change over the next fifty to one hundred years is based on insufficiently verified climate models and are therefore not considered reliable at this point in time. Releases of halocarbons into the atmosphere over the last 50 years are among the factors that have contributed to changes in the Earth’s climate since pre-industrial times. Their individual and collective potential to contribute directly to surface climate change is usually gauged through calculation of their radiative efficiency, radiative forcing, and/or Global Warming Potential (GWP). For those halocarbons that contain chlorine and bromine, indirect effects on temperature via ozone layer depletion represent another way in which these gases affect climate. Further, halocarbons can also affect the temperature in the stratosphere. In this paper, we use a narrow-band radiative transfer model together with a range of climate models to examine the role of these gases on atmospheric temperatures in the stratosphere and troposphere. We evaluate in detail the halocarbon contributions to temperature changes at the tropical tropopause, and find that they have contributed a significant warming of ~0.4 K over the last 50 years, dominating the effect of the other well-mixed greenhouse gases at these levels. The fact that observed tropical temperatures have not warmed strongly suggests that other mechanisms may be countering this effect. In a climate model this warming of the tropopause layer is found to lead to a 6% smaller climate sensitivity for halocarbons on a globally averaged basis, compared to that for carbon dioxide changes. Using recent observations together with scenarios we also assess their past and predicted future direct and indirect roles on the evolution of surface temperature. We find that the indirect effect of stratospheric ozone depletion could have offset up to approximately half of the predicted past increases in surface temperature that would otherwise have occurred as a result of the direct effect of halocarbons. However, as ozone will likely recover in the next few decades, a slightly faster rate of warming should be expected from the net effect of halocarbons, and we find that together halocarbons could bring forward next century’s expected warming by ~20 years if future emissions projections are realized. In both the troposphere and stratosphere CFC-12 contributes most to the past temperature changes and the emissions projection considered suggest that HFC-134a could contribute most of the warming over the coming century. This paper explores the issue of climate vulnerability in Norway, an affluent country that is generally considered to be resilient to the impacts of climate change. In presenting a multi-scale assessment of climate change impacts and vulnerability in Norway, we show that the concept of vulnerability depends on the scale of analysis. Both exposure and the distribution of climate sensitive sectors vary greatly across scale. So do the underlying social and economic conditions that influence adaptive capacity. These findings question the common notion that climate change may be beneficial for Norway, and that the country can readily adapt to climate change. As scale differences are brought into consideration, vulnerability emerges within some regions, localities, and social groups. To cope with actual and potential changes in climate and climate variability, it will be necessary to acknowledge climate vulnerabilities at the regional and local levels, and to address them accordingly. The article focuses on the research on ocean circulation in a warming climate. Accordingly, findings show that the Last Glacial Maximum (LGM) had stronger winds which fit to the common observation that it is windier in the winter than in the summer because there is greater thermal contrast within the atmosphere in the winter hemisphere. Moreover, the paper cited several observations that predict that oceans' circulation will weaken in response to global warming, but the warming at the end of the last ice age suggests a different outcome. However, by studying these observations, it is clear that large circulation changes took place and it seems unlikely that circulation changes of this magnitude could have happened without substantial changes in the wind forcing.
