In 2013, the Arctic Athabaskan Council representing the Arctic Athabaskan peoples filed a petition to the Inter-American Commission on Human Rights. The Council sought relief for violations of their rights resulting from rapid Arctic warming and melting caused by emissions of black carbon by Canada. The aim of the paper is to show legal complaints and arguments of a particular indigenous people, Arctic Athabaskans—arguments intended to enforce Canada's obligation to reduce or eliminate black carbon emissions, which negatively affect numerous rights of indigenous Athabaskans. Additionally, the article will point to the new legal developments and potential success of those arguments and litigation itself. The article analyses issues at the intersection of human rights, indigenous peoples and climate change. The concluding remarks attempt to answer the research questions and offer some reflections on the potential to protect indigenous peoples' rights offered by this type of advocacy strategy and, more specifically, the petition in particular. The research method adopted is that of legal-institutional analysis as well as content analysis of relevant literature (analysis of the discourse). This paper moves forward existing climate litigation literature which focuses on human rights. Shifts in species ranges and viability introduced by climate change are creating difficult challenges for scientists and citizens. In many cases, the seriousness of threats to endangered species is forcing policy makers and resource managers to consider novel species protection strategies, either to complement or replace existing conservation approaches. This paper seeks to deepen understanding of public views on a range of conventional and novel management initiatives designed to protect species under the threat of extinction, based on results from an online survey conducted in the USA and Canada. Participants first selected a preferred intervention strategy and were then presented with a series of scenarios, focused on protection of the endangered bristlecone pine, which allowed them to explore their willingness to shift to a new policy regime with a better chance of protecting the species. The use of a decision-pathways survey design allowed us to examine the strength of the nudge required to elicit a shift in their position and the reasoning underlying selection of a preferred management alternative. Results generally support the conclusion that, so long as a clear rationale is provided, there exists surprisingly widespread support for the adoption of novel management approaches to save threatened or endangered species even if this requires more intensive genetic and transformational interventions that are costly or ethically challenging. The article describes the development of the web-based Canadian Forest Service climate change indicator system, referred to as the Forest Change Tracking System. This indicator system was established in 2011 with financial support from the Adaptation theme of the Government of Canada Clean Air Agenda. The objectives of the Forest Change Tracking System are to (a) raise awareness and inform on the occurrence and scope of ongoing changes across Canadian forests associated with climate change and to (b) support the inclusion of adaptation into forest management planning and forest-related policies. The development strategy was to focus on a limited number of most relevant indicators and to build on existing capacity in order to produce information on current and future climate change impacts across Canada's vast forests. An initial list of 141 potential indicators relevant to forestry was compiled through a series of workshops with more than 100 researchers and forest sector stakeholders and through a global scan of climate change indicator initiatives. A rating system based on each indicator's potential relevance, sensitivity, and feasibility of measurement was used to select a subset of 35 indicators. These indicators fall within three broad systems—climate, forest, and human. Each indicator web page contains information on the relevance of the indicator, graphs, or maps on past trends and future projections across Canada and related links and references. With global action being outpaced by climate change impacts, communities in climate-vulnerable countries are at increased risk of incurring climate-induced losses and damages. In the last few years, disasters from extreme weather events such as typhoons have increased and have breached records, with typhoon Haiyan being the strongest ever typhoon to make landfall. Such an event solicited global compassion and altruism where Canada and the USA, apart from doling out traditional humanitarian aid, also offered immigration relief opportunities to typhoon Haiyan victims who have familial connections to their residents. Drawing from these immigration relief interventions, this paper uses a sociopolitical approach in proposing a climate humanitarian visa that would be offered to climate change victims on the basis of transnational family networks and skilled labor. Noting that several countries such as in Europe have demographic deficits and labor shortages, such a scheme would benefit both climate change victims and receiving countries. To counter the risk of selective compassion against economically trapped populations, potential receiving countries could provide skills upgrading geared toward addressing their labor shortages through their existing development programs. While migration is only one strategy in a spectrum of responses to climate change impacts, a climate humanitarian visa could provide climate change victims a legal choice for mobility while invoking altruism, hospitality, and compassion from potential receiving countries, whether or not they historically cause climate change. In this paper we describe sea ice change and variability during the Canadian International Polar Year (IPY) program and examine several regional and hemispheric causes of this change. In a companion paper (Barber et al., Climate Change) we present an overview of the consequences of this observed change and variability on ecosystem function, climatically relevant gas exchange, habitats of primary and apex predators, and impacts on northern peoples. Sea ice-themed research projects within the fourth IPY were designed to be among the most diverse international science programs. They greatly enhanced the exchange of Inuit knowledge and scientific ideas across nations and disciplines. This interdisciplinary and cultural exchange helped to explain and communicate the impacts of a transition of the Arctic Ocean and ecosystem to a seasonally ice-free state, the commensurate replacement of perennial with annual sea ice types and the causes and consequences of this globally significant metamorphosis. This paper presents a synthesis of scientific sea ice research and traditional knowledge results from Canadian-led IPY projects between 2007 and 2009. In particular, a summary of sea ice trends, basin-wide and regional, is presented in conjunction with Inuit knowledge of sea ice, gathered from communities in northern Canada. We focus on the recent observed changes in sea ice and discuss some of the causes of this change including atmospheric and oceanic forcing of both dynamic and thermodynamic forcing on the ice. Pertinent results include: 1) In the Amundsen Gulf, at the western end of the Northwest Passage, open water persists longer than normal and winter sea ice is thinner and more mobile. 2) Large areas of summer sea ice are becoming heavily decayed during summer and can be broken up by long-period waves being generated in the now extensive open water areas of the Chukchi Sea. 3) Cyclones play an important role in flaw leads-regions of open water between pack ice and land-fast ice. They delay the formation of new ice and the growth of multi-year ice. 4) Feedbacks involving the increased period of open water, long-period wave generation, increased open-ocean roughness, and the precipitation of autumn snow are all partially responsible for the observed reduction in multiyear sea ice. 5) The atmosphere is observed as remaining generally stable throughout the winter, preventing vertical entrainment of moisture above the surface. Climate change is a likely addition to the unpredictable challenges urban communities will face. Enhancing urban forests has gained prominence as a climate adaptation tool in cities. The fact that urban forests are also vulnerable is now starting to emerge. Many urban forest management professionals do not know how to take climate change into account and what aspects of urban forest vulnerability to climate change to prioritize. Bringing climate change to the forefront of the decision-making process in urban forest management, and urban forests to the forefront of urban climate issues, is important to urban forest success. This paper presents an exploratory assessment of vulnerability to climate change in the Canadian urban forests of Halifax, London, and Saskatoon. The objectives of the assessment were to: 1) identify the elements of urban forest exposure and sensitivity to climate change, the nature of the expected impact, and the adaptive capacities that exist in these three urban forests; 2) assess which of these elements contributes more to urban forest vulnerability to climate change; and, 3) elicit adaptive strategies based on this information. The method used was participatory and expert-based and allowed for a systematic evaluation of vulnerability. Exposures related to drought, heat stress, and wind, susceptibility of urban trees to insects and diseases, and the sensitivity of young trees and tree species with specific temperature and moisture requirements, are the main concerns regarding the vulnerability of urban forests to climate change in these three cities. This paper presents results from a survey on attitudes toward climate change in Alberta, Canada, home to just 10% of Canada's population, but the source of 35% of the country's greenhouse-gas emissions (Environment Canada ). Results show high levels of awareness, but much lower levels of perceived climate change impacts for one's self or region. Women expressed significantly greater awareness and sense of perceived impacts about climate change than men; however, gender differences appear predominantly associated with socioeconomic factors. Indeed, in all, political ideology had the strongest predictive value, with individuals voting for the conservative party significantly less likely to anticipate significant societal climate change impacts. This finding, in turn, is strongly associated with beliefs regarding whether climate change is human induced. Particularly notable is the finding that the gender gap in climate change beliefs and perceived impacts is not attributed to gendered social roles, as indicated by occupational and familial status. Instead, gender distinctions appear to be related to the lower tendency for women to ascribe to a conservative political ideology relative to men. [ABSTRACT FROM AUTHOR]

Across the OECD, Canada's record on CO emissions is particularly poor, with overall emissions up 32% over the 1990-2007 period. The current paper seeks to better understand this situation by making systematic comparisons of Canada with other OECD countries. For Canada overall, the rapid increase in emissions over the 1990-2007 period can be explained by several factors, including major population growth, increased affluence (although to a lesser extent than elsewhere in the OECD), a continued dependence on fossil fuels, while continuing to increase its overall demand for energy. While the energy intensity of Canada's economy has declined somewhat over recent years, it actually lagged behind most OECD countries on this front and remains one of the most energy intense economies in the world (2nd highest in the OECD on our indicator of energy intensity). While there are many factors responsible for this, Canada's particularly energy-intensive industrial structure is certainly relevant, as is the importance of its primary sector relative to most developed nations. This paper summarizes the main elements of four IPY projects that examine the Arctic Atmosphere. All four projects focus on present conditions with a view to anticipating possible climate change. All four investigate the Arctic atmosphere, ocean, ice, and land interfacial surfaces. One project uses computer models to simulate the dynamics of the Arctic atmosphere, storms, and their interactions with the ocean and ice interface. Another project uses statistical methods to infer transports of pollutants as simulated in large-scale global atmospheric and oceanic models verifying results with available observations. A third project focuses on measurements of pollutants at the ice-ocean-atmosphere interface, with reference to model estimates. The fourth project is concerned with multiple, high accuracy measurements at Eureka in the Canadian Archipelago. While these projects are distinctly different, led by different teams and interdisciplinary collaborators, with different technical approaches and methodologies, and differing objectives, they all strive to understand the processes of the Arctic atmosphere and climate, and to lay the basis for projections of future changes. Key findings include: • Decreased sea ice leads to more intense storms, higher winds, reduced surface albedo, increased surface air temperature, and enhanced vertical mixing in the upper ocean. • Arctic warming may affect toxic chemicals by remobilizing persistent organic pollutants and augmenting mercury deposition/retention in the environment. • Changes in sea ice can dramatically change processes in and at the ice surface related to ozone, mercury and bromine oxide and related chemical/physical properties. • Structure and properties of the Arctic atmospheric-troposphere to stratosphere-and tracking of transport of pollution and smoke plumes from mid-latitudes to the poles. Canadian contributions to International Polar Year (IPY) 2007-2008 were designed to improve the understanding of climate change impacts and adaptation and to gain insight into issues surrounding community health and well-being in Canada's arctic. Fifty-two research projects, involving scientists, northern partners and communities, focused on the arctic atmosphere and climate, cryosphere, oceans, sea ice, marine ecosystems, terrestrial ecosystems, wildlife as well as human health and community well-being. Key research findings on these topics are presented in this special issue of Climatic Change. This introductory paper presents an overview of the international and Canadian IPY programs and a summary of Canadian IPY results, including progress made in data management and capacity building. The legacy of IPY in Canada includes expanded international scientific cooperation, meaningful partnerships with northern communities, and more northern residents with research training. This paper explores two issues that have been receiving increasing attention in recent decades, climate change adaptation and natural disaster risk reduction. An examination of the similarities and differences between them reveals important linkages but also significant differences, including the spectrum of threats, time and spatial scales, the importance of local versus global processes, how risks are perceived, and degree of uncertainty. Using a risk perspective to analyze these issues, preferential strategies emerge related to choices of being proactive, reactive, or emphasizing risk management as opposed to the precautionary principle. Plant phenology networks of citizen scientists have a long history and have recently contributed to our understanding of climate change effects on ecosystems. This paper describes the development of the Alberta and Canada PlantWatch programs, which coordinate networks of citizen scientists who track spring development timing for common plants. Tracking spring phenology is highly suited to volunteers and, with effective volunteer management, observers will stay loyal to a phenology program for many years. Over two decades beginning in 1987, Alberta PlantWatch volunteers reported 47,000 records, the majority contributed by observers who participated for more than 9 years. We present a quantitative analysis of factors that determine the quality of this phenological data and explore sources of variation. Our goal is to help those who wish to initiate new observer networks with an analysis of the effectiveness of program protocols including selected plant species and bloom stages. Negotiations on a Canada-US Pacific salmon treaty began in 1908 but the first comprehensive treaty was not achieved until 1985. At that time, catches and landed values in the salmon fishery were near record levels and both countries viewed the agreement as a means of enhancing their individual prosperity. After a short period of co-operation, the 1985 treaty was undermined by arguments over catch sharing and the failure to rebuild some important salmon stocks. A revised treaty, agreed upon in 1999, established conservation of salmon as a priority and included a side-payment, in the form of two endowment funds designed in part to appease Canadian concern over catch imbalances. Major shifts in abundances combined with significant reductions in the value of the fishery were key factors in the negotiations. In this paper, we use the graph model for conflict resolution to examine the stability of the revised salmon treaty. Our assessment suggests that the treaty will be stable if the side-payment is maintained or enhanced even if both countries pursue aggressive fishing strategies. If the side-payment is not maintained, then it is likely that all groups will attempt to maximize their catch and Canada will seek a renegotiation of the treaty. [ABSTRACT FROM AUTHOR]

This paper presents examples of environmental changes in the Canadian Rockies in the context of a 1.5 deg. C increase in mean annual temperatures over the last 100 years. During this period increases in winter temperatures have been more than twice as large as those during spring and summer. Glacier cover has decreased by at least 25% during the present century and glacier fronts have receded to positions lastoccupied ca. 3000 years ago. These two lines of evidence suggest that the climate of the late 20th century is exceptional in the context of the last 1000 to 3000 years. Detailed studies in three closely located upper treeline sites document variable responses of vegetation to climate change that reflect species differences as well as local differences in microclimate and site conditions. Treeline has advanced upslope in response to climate warming, but site and species differences control the rate and nature of the advance. Human impacts on the environment compound the changes due to climate warming. Historic photographs indicate significant changes in the type and density of forest cover due to the absence of significant forest fires within these National Parks during the last 70-80 years. The visual impact of these changes, which partially reflects a policy of fire suppression, is far greater than the impact of changes associated with more direct tourist-related impacts. It is therefore important that monitoring programs examine vegetation changes over the entire landscape rather thanfocusing exclusively on supposedly climate-sensitive sites. [ABSTRACT FROM AUTHOR]
