This paper develops a conceptual framework for the management of used oil that encompasses a tax (deposit) on manufactured oil and sector-specific subsidies (refunds) on producers who purchase recycled oil as an input in production. The framework mirrors the deposit-refund systems implemented in the used oil recycling programs of Italy, Spain, Australia and in the US State of California that favor re-refining uses over re-processing routes that lead to combustion of recycled oil as fuel. Our analysis considers environmental damage to arise jointly from improper disposal of used oil and from air pollution created by combustion of used oil. We demonstrate that the optimal policy involves a tax on manufactured oil and a subsidy of equal value on used oil collection irrespective of the ultimate end-use of used oil as re-refined lubricating oil or fuel oil. While debates about sustainable development tend to focus on national- and international-scale problems, sustainability programs and research generally focus on the regional, county, municipal, or even household level. Less research has focused on evaluating the benefits of pairing two cities (i.e., sister city partnerships) with different needs and capabilities to jointly enhance the potential for sustainable practices between the cities. Given shrinking state and federal budgets and the nascent national climate policy, how might US cities use existing resources to achieve greater levels of sustainability? This paper presents a new data-driven mathematical tool-the partnership assessment for intra-regional sustainability-that city planners can use to explore the prospects for improving sustainability practices by leveraging existing resources and establishing synergistic partnerships with neighboring cities. The efficacy of the tool is assessed through the presentation of a Southern California case study and the results of a psychological survey of Southern California residents. Results indicate that cities of different size and scale would benefit from synergistic sustainability programs that pool the resources and needs of both cities. Sustainability-oriented undertakings employ a multitude of different definitions and understandings of the term sustainable development. Against this background, the question of which sustainability goals to refer to at project level must be posed. This article discusses this question using the example of research on land use issues. It presents a qualitative in-depth empirical analysis of the underlying sustainability understanding of research projects, and identifies crucial characteristics of the ways researchers deal with the respective normative goals. The notions of sustainable development advanced by such projects featured different foci with respect to the overall meaning of the concept and were influenced by diverse actor and stakeholder perspectives. Further, the identified sustainability conceptions were deliberated on to different extents, and also differed with respect to whether they were explicit or contextualized. Most importantly, the projects differed in how they broached the issue of sustainability goals as part of research. The findings were used to develop a set of guidelines that clarifies how research can be related successfully to the societal vision of sustainable development. The guidelines draw conceptually on general requirements for appropriate sustainability conceptions derived from the Brundtland definition. They offer a tool for reflecting on one's assumptions with respect to sustainability goals at any stage of research, which is crucial for advancing the seminal field of sustainability science. The State of California is developing and implementing a new generation of environmental policies to transition to a low-carbon economy and energy system in order to reduce the risks of future damages from global climate change. At the same time, it is increasingly clear that climate change impacts are already occurring and that further effects cannot be completely avoided. Thus, anticipating and planning for emerging and potential future climate change impacts in California must complement the state's greenhouse gas mitigation efforts. These impacts will depend substantially on the future evolution of the state's social structure and economy. To support impact studies, this report describes socioeconomic storylines and key scenario elements for California that are broadly consistent with the global 'A2' and 'B1' storylines in the 2000 Special Report on Emissions Scenarios of the Intergovernmental Panel on Climate Change, including qualitative socioeconomic context as well as quantitative projections of key variables such as population, urbanization patterns, economic growth, and electricity prices. We present a pragmatic approach to assist planners in addressing racial inequities in park access. Utilizing the Los Angeles metropolitan region as an example, we used Thiessen polygons to delineate a service area for each park, and described potential park congestion or ‘pressure’ in each park service area. Results show that Latinos, African-Americans, and low-income groups in general were likely to live close to parks with higher potential park congestion. On the other hand, predominantly White, high-income areas were typically located close to parks with lower potential park congestion levels. The park service area analysis presented here facilitates the identification of areas with greater park need and provides a pragmatic way to redress existing disparities in park access. Built into a set of web-based decision support tools, the approach fosters greater community participation and empowers local stakeholders in the process of park provision. [ABSTRACT FROM AUTHOR]

Over the last few years, California has passed some of the strongest climate policies in the USA. These new policies have been motivated in part by increasing concerns over the risk of climate-related impacts and facilitated by the state's existing framework of energy and air quality policies. This paper presents an overview of the evolution of this increased awareness of climate change issues by policy makers brought about by the strong link between climate science and policy in the state. The State Legislature initiated this link in 1988 with the mandate to prepare an assessment of the potential consequences of climate change to California. Further interactions between science and policy has more recently resulted, in summer of 2006, in the passage of Assembly Bill 32, a law that limits future greenhouse gas emissions in California. This paper discusses the important role played by a series of state and regional climate assessments beginning in 1988 and, in particular, the lessons learned from a recently completed study known as the Scenarios Project. All advanced industrialized societies face the problem of air pollution produced by motor vehicles. In spite of striking improvements in internal combustion engine technology, air pollution in most urban areas is still measured at levels determined to be harmful to human health. Throughout the 1990s and beyond, California and France both chose to improve air quality by means of technological innovation, adopting legislation that promoted clean vehicles, prominently among them, electric vehicles (EVs). In California, policymakers chose a technology-forcing approach, setting ambitious goals (e.g., zero emission vehicles), establishing strict deadlines and issuing penalties for non-compliance. The policy process in California called for substantial participation from the public, the media, the academic community and the interest groups affected by the regulation. The automobile and oil industries bitterly contested the regulation, in public and in the courts. In contrast, in France the policy process was non-adversarial, with minimal public participation and negligible debate in academic circles. We argue that California's stringent regulation spurred the development of innovative hybrid and fuel cell vehicles more effectively than the French approach. However, in spite of the differences, both California and France have been unable to put a substantial number of EVs on the road. Our comparison offers some broad lessons about how policy developments within a culture influence both the development of technology and the impact of humans on the environment. The increasing scarcity of water in California and the rising cost of compliance with environmental regulations are motivating some farmers in the San Joaquin Valley to sell their land and water, and discontinue production of irrigated crops. In the summer of 2004, all landowners in the 3,700-ha Broadview Water District decided to sell their land to Westlands Water District. The land sales have been completed and Westlands has acquired Broadview's water supply contract. Farmland in Broadview will no longer be irrigated. We describe what motivated the purchase and sale of land and water in Broadview and discuss the potential gains to participants. We describe also the potential public benefits that include an increase in economic activity and environmental enhancement in the San Joaquin Valley. Farm workers displaced by land retirement in Broadview will find employment in the Westlands Water District. Tenant farmers in Broadview will need to find other land on which to continue farming after the land sales are completed. The challenge they face is caused partly by a regional trend toward greater production of perennial crops that is leaving less land available for annual leases. [ABSTRACT FROM AUTHOR]

The extensive literature on environmental justice has, by now, well defined the essential ingredients of cumulative risk, namely, incompatible land uses and vulnerability. Most problematic is the case when risk is produced by a large aggregation of small sources of air toxics. In this article, we test these notions in an area of Southern California, Southeast Los Angeles (SELA), which has come to be known as Asthmatown. Developing a rapid risk mapping protocol, we scan the neighborhood for small potential sources of air toxics and find, literally, hundreds of small point sources within a 2-mile radius, interspersed with residences. We also map the estimated cancer risks and noncancer hazard indices across the landscape. We find that, indeed, such large aggregations of even small, nondominant sources of air toxics can produce markedly elevated levels of risk. In this study, the risk profiles show additional cancer risks of up to 800 in a million and noncancer hazard indices of up to 200 in SELA due to the agglomeration of small point sources. This is significant (for example, estimates of the average regional point-source-related cancer risk range from 125 to 200 in a million). Most importantly, if we were to talk about the risk contour as if they were geological structures, we would observe not only a handful of distinct peaks, but a general “mountain range” running all throughout the study area, which underscores the ubiquity of risk in SELA. Just as cumulative risk has deeply embedded itself into the fabric of the place, so, too, must intervention seek to embed strategies into the institutions and practices of SELA. This has implications for advocacy, as seen in a recently initiated participatory action research project aimed at building health research capacities into the community in keeping with an ethic of care. The San Francisco Estuary Regional Monitoring Program (RMP) for Trace Substances is an innovative partnership among a regulatory agency, more than 70 regulated entities, and an independent scientific organization. The institutional arrangement behind the RMP has made the regulatory system increasingly responsive to emerging management needs, particularly with regard to the development of total maximum daily loads and ecosystem impairment assessment. Through multi-agency partnerships within and outside the RMP institutional structure, major information gaps for several pollutants of concern have been narrowed, resulting in a successful consensus-based regulatory approach to managing copper and nickel mass inputs into the Estuary. Short-term research efforts, based upon monitoring results, helped identify the most cost-effective control and remediation options for various bioaccumulative substances. Additionally, adaptive changes to the monitoring program documented the existence of widespread aquatic toxicity in the Estuary that is apparently due to pesticide runoff from agricultural and urban areas. One of the most important contributions of this collaborative monitoring program is the deliberate and systematic adjustment of management and research questions that serve to influence and add relevance to the overall research agenda related to San Francisco Estuary ecosystem assessment.
