The sustainable management of aquatic ecosystems requires better coordination between policies span-ning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. In the scientific literature, few valuations of biodiversity and ecosystem services following the impacts of toxicity are available, hampered by the lack of ecotoxicological documentation. Here, tributyltin is used to conduct a contingent valuation study as well as cost-benefit analysis (CBA) of measures for improving the environmental status in Swedish coastal waters of the Baltic Sea. Benefits considering different dimensions when assessing environmental status are highlighted and a quantitative environmental assessment framework based on available technology, ecological conditions, and economic valuation methodology is developed. Two scenarios are used in the valuation study: (a) achieving good environmental status by 2020 in accordance with EU legislation (USD 119 household year) and (b) achieving visible improvements by 2100 due to natural degradation (USD 108 household year) during 8 years. Taking into account the fact of global economic integration, this paper improves the RICE model and the MRICES model, and establishes a new integrated assessment model MRICES-2012, which takes Ramsey utility as the standard of fairness. Based on the model, schemes which meet the global emission mitigation targets as well as the interests of developing countries are simulated to assess the international fairness of emission reduction. Therefore, a new feasible scheme is proposed, which can not only reach the Copenhagen Consensus but also ensure interests of every country. Specifically speaking, the US and Japan cut emissions 80% and 70% respectively by 2050 relative to the 1990 level; the EU and other developed countries cut 80% by 2050 relative to 1990 level; high human development countries cut 50% by 2050 relative to 1990 level; all above-mentioned countries start emission reduction from 2020 and keep emission on 2050 level by 2100; China begins emission reduction from 2030 and cuts emission 15% by 2050 and 25% by 2100 relative to 2005 level; medium human development countries keep emission on 2020 level by 2100; low human development countries do not take part in reduction on emission intensity and global emission. Climate change is widely recognised as a ‘wicked’ policy problem. Agreeing and implementing governance responses is proving extremely difficult. Policy makers in many jurisdictions now emphasise their ambition to govern using the best available evidence. One obvious source of such evidence is the evaluations of the performance of existing policies. But to what extent do these evaluations provide insights into the difficult dilemmas that governors typically encounter? We address this question by reviewing the content of 262 evaluation studies of European climate policies in the light of six kinds of dilemma found in the governance literature. We are interested in what these studies say about the performance of European climate policies and in their capacity to inform evidence-based policy-making. We find that the evaluations do arrive at common findings: that climate change is framed as a problem of market and/or state failure; that voluntary measures tend to be ineffective; that market-based instruments tend to be regressive; that EU-level policies have driven climate policies in the latecomer EU Member States; and that lack of monitoring and weak enforcement are major obstacles to effective policy implementation. However, we also conclude that the evidence base these studies represent is surprisingly weak for such a high profile area. There is too little systematic climate policy evaluation work in the EU to support systematic evidence-based policy making. Sixty-four percent of the 56 raptor and owl species that occur in Europe have an unfavorable conservation status. As well as requiring conservation measures in their own right, raptors and owls function as useful sentinels of wider environmental "health," because they are widespread top predators, relatively easy to monitor, and sensitive to environmental changes at a range of geographical scales. At a time of global acknowledgment of an increasing speed of biodiversity loss, and new, forward-looking and related European Union biodiversity policy, there is an urgent need to improve coordination at a pan-European scale of national initiatives that seek to monitor raptor populations. Here we describe current initiatives that make a contribution to this aim, particularly the current "MEROS" program, the results of a questionnaire survey on the current state of national raptor monitoring across 22 BirdLife Partners in Europe, the challenges faced by any enhanced pan-European monitoring scheme for raptors, and some suggested pathways for efficiently tapping expertise to contribute to such an initiative. This paper outlines the importance of the policy context for monitoring with and for raptors, and, conversely, of the importance of such monitoring for policy. It then outlines two key areas of European Union (EU) environmental policy most relevant to monitoring for and with raptors, namely biodiversity policy and pollution policy. For each of the policy areas, the pertinent objectives and actions of the current EU policy are identified, and their relevance for raptor monitoring is discussed. An introduction to articles published within the issue is presented, including one on the European Union (EU) biodiversity policy and chemicals policy and the relevance of these policy areas and raptor monitoring from the perspective of a policy-maker, and another on an overview of the conservation status and trends of raptors and owls in Europe.

The article focuses on the need for the European Union (EU) to revise the directive regulating the cultivation of genetically modified (GM) crops. The idea was raised after EU environment commissioner Stavros Dimas inappropriately overturned the recommendation of his scientific advisers and plans to reject the applications for two GM varieties of insect- and herbicide-resistant maize from Sygenta AG and Pioneer Hi-Bred International Inc. EU countries anticipate that the revision will limit the use of political motives in analyzing applications for GM crops.

The article presents a chart for the European Carbon Index for the months of December 2006 and January 2007. The recent steep fall of carbon emission allowances and the second phase of carbon trading for the period 2008 to 2012 are discussed in the article. The reasons for the downward market trend including lower gas prices, fewer restrictions on carbon emissions reduction credits and other environmental issues are presented.
