Should developed and developing countries reduce emissions in complete harmony? To answer this question, we develop a simple North–South model of trade in which homogeneous firms in the South produce intermediate goods, heterogeneous firms in the North produce and export final goods, and pollution travels across countries. Using our framework, we first analytically show that without international policy coordination, Northern environmental policies may or may not deliver an employment double dividend (EDD) in the North but has no effect on the aggregate employment and emissions in the South. In contrast, Southern environmental policies never deliver an EDD in both countries. With international policy coordination, common environmental policies may or may not deliver an EDD in both countries. Whether the Northern, Southern, and common environmental policy improve welfare is uncertain across all cases with or without international policy coordination. We then numerically show that, to maximize world welfare, the North must impose much stricter environmental regulations than the South. In a baseline scenario, unless both countries initially regulate to some extent, international policy coordination is ineffective. When people suffer more badly from pollution as it accumulates, however, it can be effective. This is more likely in the presence of transboundary pollution. [ABSTRACT FROM AUTHOR]

Using firm-level patent data from 1978 to 2015, I examine the impact of market-based environmental policies on innovation in energy storage. My results highlight the role of environmental taxes, feed-in tariffs for solar energy and tradable certificates for CO 2 emission to promote firms' patenting activity, whereas renewable energy certificates and energy efficiency certificates discourage it. This article considers an N-firm oligopoly with abating and non-abating firms and analyses a dynamic setting in which the environmental regulator sets the tax rate to incentivise firms to undertake emission-reduction actions according to different hypotheses (fixed rule and optimal rule). The behaviour of the public authority sharply affects the firm's (individual) incentive to move towards the abatement activity over time. This changes the number of (non)abating firms on the market and the corresponding social welfare outcomes. The article eventually shows that the environmental policy may cause oscillations resulting in a coexistence of the two types of firms in the long term and pinpoints the welfare outcomes emerging in the model. We propose a model for exploring the feasibility and effectiveness of a green transition from dirty to clean technologies. It relies on an evolutionary framework for the technology selection that accounts for the environmental domain dynamics, in terms of pollution evolution. A regulator charges an environmental tax to the producers, and the agents can choose between the less profitable clean technology and the more profitable dirty one, which, however, is taxed to a greater extent with respect to the clean one. The environmental tax depends endogenously on the level of pollution, which rises because of the producers' emissions. The pollution stock also naturally decays, and can be abated by involving the resources collected from the taxation. We analytically study the resulting two-dimensional model from both statically and dynamically, to understand under what conditions the green transition can take place and results in an improvement for the environmental quality. We show that excessive over-taxation of the dirty technology may be not beneficial, as steady state pollution level can increase above a certain taxation threshold and multiple steady states can emerge. Moreover, dynamics can result in persistent endogenous oscillations that systematically lead to a significant increase in pollution levels. The transformation and upgrading of China's manufacturing industry is supported by smart and green manufacturing, which have great potential to empower the nation's green development. This study examines the impact of the Made in China 2025 industrial policy on urban green economic growth. This study applies the super-slacks-based measure model to measure cities' green economic growth, using the double machine learning model, which overcomes the limitations of the linear setting of traditional causal inference models and maintains estimation accuracy under high-dimensional control variables, to conduct an empirical analysis based on panel data of 281 Chinese cities from 2006 to 2021. The results reveal that the Made in China 2025 strategy significantly drives urban green economic growth, and this finding holds after a series of robustness tests. A mechanism analysis indicates that the Made in China 2025 strategy promotes green economic growth through green technology progress, optimizing energy consumption structure, upgrading industrial structure, and strengthening environmental supervision. In addition, the policy has a stronger driving effect for cities with high manufacturing concentration, industrial intelligence, and digital finance development. This study investigates the impact of geopolitical risk (GPR) on consumption-based carbon (CCO2) emissions as well as the moderating role of environmental policy stringency (EPS) on the above relationship. Based on data collected from 27 countries from 1990 to 2020, the basic results from the sample of the study indicate that GPR accelerates CCO2 emissions. Quantile regression results reveal that the effect of GPR is more pronounced in countries with higher CCO2 emissions. Moreover, EPS weakens the escalating effect of GPR on CCO2 emissions. The robust test results validate the findings reported in the basic regression model. The heterogeneity test indicates that the impact of GPR on CCO2 emissions is greater in developing countries compared in developed countries. The study also proposes these policy implications based on the findings: (1) countries should ensure a stable political environment, establish a robust legal system and promote energy transition; and (2) the scope of environmental taxes should be expanded where different tax rates should be imposed in order to be useful in reducing CCO2 emissions. This study is intended to expose the connectedness of green financing and other green policies like renewable energy and technological progress towards identifying the best practice to achieve climate goal cum sustainable environmental development for China within the period 1985–2021. Amid the increased utilization of fossil fuels in China's economic activities and its position as the highest carbon emitting country in the world, China is considered a financial stable economy with access to renewable energy source such as hydroelectric power. For effective research into the objective of this study, the study builds on mechanism of the green finance—renewable—technology and emission nexus with the help of linear dynamics of ARDL bound and VECM granger causality methods. Empirical results from both approaches have given insight to the selected objectives of this study. According to ARDL dynamics: (i) the coefficients of linear (1.802) and non-linear(− 1.860) (i.e. square term) of financial development are positively and negatively connected to the carbon emissions. This confirms the presence of inverted U-shape relationship between the financial development and carbon emissions. (ii) the relationship between hydroelectric power representing renewable energy and CO2 is negative—(− 0.19) and significant at 1% level. This results depicts the reduction power of hydroelectric power on CO2, (iii) also, a negative (− 0.000982) linkage between number of patent application representing technological innovation and environmental development through carbon emissions responses is established. Also, findings from VECM granger causality approach back the findings from ARDL through a nexus between the variables of interest (finance, hydroelectric power, and technology and carbon emissions). This paper explains the importance of environmental care for the growth and development of the global world and how One Belt One Road Initiative (OBOR) can help to connect Asia, Europe, and Africa for economic cooperation and long-term sustainability. Paper, based on bibliometric analysis and utilizing Web of Science Core Collection database for calculation, summarizes total OBOR publications in terms of quantity, citations, regions, disciplines, institutes and explains about the most productive countries. Results reveal that total OBOR papers indexed in Web of Science was found 2508 where there were 1335 articles and 854 proceedings papers marking 87.3% of total OBOR research. We find the most productive direction of environmental science and global climate change and work related to environmental policies. Results show that China has contributed 73.3% (1755 publications) to global OBOR publication and have received 69.3% of all citations to "One Belt One Road" publications. Highest average citation level was from Canada, Portugal, and Spain while China's average citations were quite low though very close to average world level. Internationally collaborated publications had more citations than the publications prepared by authors of one country. This paper analyzes strategic environmental policy when polluting firms engage in overlapping ownership arrangements (OOAs) under differentiated duopoly with quantity competition. Specifically, we focus on two pollution control instruments: emission taxes and standards. The key findings are as follows: (i) Compared to the case without ownership, the optimal environmental tax rate and absolute standard are higher (lower) when the polluting firms' products are complements (substitutes). (ii) Both the tax and standard policies are equally efficient in their effects on the firms' output and abatement decisions, consumer surplus, environmental quality, and social welfare, regardless of whether the differentiated products are complements or substitutes. (iii) If the government sets equity share and emission tax (or standard) simultaneously to maximize social welfare, the optimal equity share may exceed 50% for OOA firms producing two complements and is inversely related to the degree of product complementarity. Our results have welfare implications for the choice of environmental regulation between taxes and standards, when equity share is exogenous, or when the government determines an optimal mix of equity share and emission tax (or standard). This study investigates the impact of macroprudential policies on ecological footprint (EF) in the top 11 largest countries. This study uses country-level panel data from these countries, covering the period from 1992 to 2020. Findings indicate that macroprudential policies alleviates ecological footprint in the sample. Macroprudential policies primarily reduce the ecological footprint before medium quantile (50%) while the environmental benefits of the policies end in the later quantiles. Moreover, environmental policy stringency (EPS) amplifies the positive influence of macroprudential policies on environmental sustainability. Estimate results stay the same with basic regression results in the post-global financial crisis (GFC) period while the impact is positive in the pre-GFC period. Finally, other robust tests validate the findings reported in basic regression model. This study suggests that governments should customize various types of macroprudential policies while also considering environmental concerns. This study explores the concept of representation from the perspectives of environmental nonprofits. While nonprofits often serve as intermediaries between the public and government, the mechanisms through which they understand and advocate for the needs of their constituents remain underexplored, particularly in the environmental policy field where justice issues often arise. This article organizes the representation literature around three dimensions or key questions: How do organizations define their constituents? How do organizations connect with constituents? And, what authority do constituent preferences carry? Answers to these questions are derived from interviews with 22 environmental nonprofits engaged in state-level energy policy in three US states: Colorado, New Mexico, and Oklahoma. Results demonstrate the utility of the three dimensions in describing the range of responses relevant to the subject organizations, along with key themes and trends among this subgroup of environmental nonprofits. The large-scale loss of ecosystem assets around the world, and the resultant reduction in the provision of nature's benefits to people, underscores the urgent need for better metrics of ecological performance as well as their integration into decision-making. Gross ecosystem product (GEP) is a measure of the aggregate monetary value of final ecosystem-related goods and services in a specific area and for a given accounting period. GEP accounting captures the use of many ecosystem services in production processes across the economy, which are then valued in terms of their benefits to society. GEP has five key elements that make it transparent, trackable, and readily understandable: (1) a focus on nature's contributions to people; (2) the measurement of ecosystem assets as stocks and ecosystem services as flows; (3) the quantification of ecosystem service use; (4) an understanding of ecosystem service supply chains through value realization; and (5) the disaggregation of benefits across groups. Correspondingly, a series of innovative policies based on GEP have been designed and implemented in China. This study examines spatially dynamic diffusion processes of local policy adoption among municipal governments. Using city-level climate action plans (CAPs) adopted in the Southern California region during 2000-2018 as a study frame, our analysis unpacks spatial variations in the effects of geographic neighbors and regional leaders on local policy diffusion processes. We first argue that both factors will spur CAP diffusion among city governments. We then develop a novel hypothesis of a spatial moderating effect between these two influences. Specifically, we theorize that adjacent neighboring diffusion effects will be less prominent in the areas with nearby regional innovators, while neighboring effects will be more prominent in the absence of regional policy leadership. To examine this, we first use traditional event history and logistic regression analyses. We then investigate inter-city diffusion dynamics in greater detail with a novel geographically weighted regression (GWR) method that unravels regional variations in local diffusion effects. Our aggregate analysis finds that both geographic neighbors and regional leaders drive the diffusion of local CAP adoptions. The novel application of GWR further shows marked spatial variations within the region, suggesting that neighboring proximity-driven diffusion effects are muted by the influence of regional leaders. By spatially unpacking the effect of geographic proximity and regional leadership in policy diffusion, this study enhances our understanding of dynamic and varied diffusion processes. From a cultural political psychology perspective, Carriere (2022) emphasises the role of the individual and their meaning-making processes in the psychology of policy and politics (including the role of values and power dynamics). I propose a 'complex' semiotic cultural political psychology (SCPP) framework that reflects on and extends Carriere (2022). My complexity perspective involves 'self-organising' relations within persons (a sense of 'I') and within cultures (a sense of 'We') and 'socio-culturally organising' relations between persons (a sense of 'Me') and between cultures (a sense of 'Us'). I apply the SCPP framework to the issue of environmental sustainability policy. I contend there are intra- and inter-personal and intra-and inter-cultural values on the issue/s of environmental sustainability policy. International research supports Carriere's focus on personal ('I am' versus 'We are') values in environmental policy but this effect may be most prevalent in the US context. On social power in personal and cultural sustainability, empirical research points to 'power struggles' and 'vested interests' as the main problems for people. Also, from research it is deduced that (complex) environmental sustainability policy and governance need to empower people (individuals and groups) and avert unintended power dynamics, appreciating the co-occurring cultural nuances at work. It is concluded that my semiotic cultural political psychology reflections on Carriere introduces a potentially integrative 'complexity' perspective to psychological and behavioural science. This study examined villagers' intention of pro-environmental behavior while supporting the Landcare Policy in China. The research team conducted field surveys of villagers from four famous scenic spots of Cili, which is near the world natural heritage site of the Zhangjiajie natural landscape core area. This area has developed rural tourism, many local villagers rely on tourism to obtain their livelihood income. However, the area is now affected by the environmental remediation policy called Landcare Policy. Cultivated land near the tourist area needs to be repaired, which affects the tourism income of some local villagers. Therefore, local villagers are facing a contradiction between tourism development and environmental protection. The study chose the change in local villagers' pro-environmental intention as the research content. Then we adopted an empirically validated norm activation model (NAM) from Schwartz, and merged the NAM with the expectancy theory of Vroom, based on 511 valid responses from the field questionnaire surveys, we aimed to develop a theoretical framework for researchers to understand the change in villagers' pro-environmental behaviors, concerning the balance between rural tourism livelihood benefits and environmental remediation behavior. Structural equation modeling was conducted for each index of the responses, the findings showed that the merged model had 76.46% better predictive accuracy of villagers' pro-environmental intentions than applying Schwartz's NAM independently. This study found that the motivational force of this new theory significantly influences environmental personal norms due to the joint impact of valence, instrumentality, and expectancy. Villagers with a positive pro-environmental behavior intention expect good tourism benefits and environmental living conditions under the impact of the Landcare policy in rural tourism destinations near the famous natural heritage site. The research aims to assess the demographic impact related with the implementation of an environmental policy, which affects food availability in economically and environmentally fragile settings, dependent on few, unstable resources. The paper addresses this topic from a particular perspective, namely the special goat tax issued in Italy in 1927. I focus on the goat breeding because of its ecological footprint and the key role on population’s livelihood in marginal lands. Methodologically, the paper combines quantitative and qualitative sources. The analysis of demographic dynamics in a broad set of Italian mountain municipalities over the period 1911–1971 is matched with a qualitative part, based on a careful reading of the coeval survey on mountain depopulation. Findings of the analysis highlight that the goat tax undermined food security promoted outmigration and shrinkage in municipalities that were more dependent on goat breeding only. In addition, the 1927 law generated power struggles between landowner and local communities and between collective and private properties. Such results show that socially-blind, top-down environmental policies could exacerbate inequalities, food insecurity and power conflicts that threaten the effective implementation of the law. An ecological transition must be combined with social inclusion, constant care to the governance and power relations in order to extend public support and make regulations more effective. Eutrophication of the Baltic Sea is driven by phosphorus and nitrogen. While the anthropogenic point source loads of both nutrients have decreased markedly, further reductions are needed. This is true particularly for phosphorus, as highlighted by its stringent abatement targets in HELCOM's Baltic Sea Action Plan. To meet the targets, more results need to be achieved in non-point source abatement, specifically from agricultural sources. The growing pressure for phosphorus abatement from agriculture may lead to environmentally and economically inefficient outcomes unless we account for the variability in how different forms of phosphorus respond to abatement measures, and how these forms contribute to eutrophication. The precautionary and efficiency improving way to advance policies is to either replace or supplement the Total Phosphorus metric with a metric more accurate in reflecting the biologically available phosphorus. The need to generate objective evidence and reliable information for decision makers to improve environmental policies for a better air quality, led us to evaluate the atmospheric aerosol components in the urban area of Carabayllo, by monitoring PM2.5 and PM10 to determine mass concentration and analyzing PM10 using k0-INAA and ICP–MS for metals quantification, ion chromatography for anions and the NIOSH method to determine organic and elemental carbon. The results obtained from mass concentration of PM2.5 and PM10 exceeded the permissible breathing annual average of WHO guidelines of 15 µgm−3 and 45 µgm−3, respectively, which evidence an unhealthy air quality. Likewise, using the model Positive Matrix Factorization five sources of pollutants were defined: metallurgical industry, sea salt, industrial activity, dust and non-exhaust emissions and vehicle emissions. The ecosystem services approach to conservation is becoming central to environmental policy decision making. While many negative biological invasion-driven impacts on ecosystem structure and functioning have been identified, much less was done to evaluate their ecosystem services. In this paper, we focus on the often-overlooked ecosystem services provided by three notable exotic ecosystem engineering bivalves, the zebra mussel, the quagga mussel, and the golden mussel. One of the most significant benefits of invasive bivalves is water filtration, which results in water purification and changes rates of nutrient cycling, thus mitigating the effects of eutrophication. Mussels are widely used as sentinel organisms for the assessment and biomonitoring of contaminants and pathogens and are consumed by many fishes and birds. Benefits of invasive bivalves are particularly relevant in human-modified ecosystems. We summarize the multiple ecosystem services provided by invasive bivalves and recommend including the economically quantifiable services in the assessments of their economic impacts. We also highlight important ecosystem disservices by exotic bivalves, identify data limitations, and future research directions. This assessment should not be interpreted as a rejection of the fact that invasive mussels have negative impacts, but as an attempt to provide additional information for scientists, managers, and policymakers. One topic of growing interest in the debate on intergenerational justice is the duty to respect the freedom of future generations. One consideration in favor of such a duty is that the decisions of present generations will affect the range of decisions that will be available to future people. As a consequence, future generations' freedom to direct their lives may be importantly restricted such that present generations can be seen as taking future people's lives into their hands and disempowering them. This article defends the idea that present generations have an obligation to sustain a certain threshold of freedom for members of present and future generations alike. It argues that we should regard sustainability policies as a way to redistribute freedom across members of different generations. It starts by explaining the centrality of social freedom to the way we conceive of moral persons, then explains how freedom can be understood as an object of redistribution. It then argues that by imposing some risks—such as that of resource depletion or destruction of the ecosystem—on future generations, present generations push future generations' freedom below an acceptable threshold. The paper concludes with examples of how this focus on freedom can offer guidance in selecting and justifying sustainability policies—for example, measures for conserving biodiverse environments—even when it is not clear how they will directly contribute to the well-being of future persons. The anti-fracking movement in Bulgaria, 2011–2013, was a successful grassroots effort to influence national environmental policy. The study draws on discourse theory to explore and describe how citizens interpreted and presented a complex technology and legitimated their participation in the expert and political deliberations on fracking policies. Data were collected from semi-structured interviews with activists and movement documents. Structured and open coding followed by qualitative analyses produced descriptions and explanations of technology discourses. The anti-fracking activists elaborated and engaged in three technology discourses: lateral, literal, and reflexive. Each discourse had specific elements, meaning-making mechanisms, and strategic benefits and implications. The discourses served different epistemological and political purposes at different phases of the movement and were instrumental in its eventual success. The study shows the importance of technological discourses for democratic participation in political decisions that concern the health and livelihood of communities. The technological discourse of issues can be an ostensibly apolitical barrier to citizen participation, rendering decisions arcane and restricted to experts. Therefore, citizens and communities must actively and strategically engage in a discursive politics of knowledge. [ABSTRACT FROM AUTHOR]

This paper examines the influence of democratic institutions on environmental policy stringency and the degree to which it is affected by membership in the Arctic Council. We hypothesize that, relative to countries with no Arctic presence, countries present in the Arctic given their territorial, trade, and touristic interests are more pro-environmentally inclined as they experience the effects of global warming first-hand, and the quality of democratic institutions may reinforce this effect. Our empirical analysis based on global macroeconomic data suggests that countries with democratic institutional environments are associated with more response to Arctic status and more stringent environmental policies. Moreover, the presence of democratic governments in the Arctic increases the stringency of both market- and non-market-based environmental regulations. The suggestive estimated monetary value associated with the impact of democratic institutions in the Arctic is about 101,000 international dollars per capita. These findings underscore that the development of democratic institutions may lead to strong welfare improvements and can be used in the design of international environmental agreements for Arctic area protection. Based on survey data from CSS2017, this article examines the impact of Internet use on environmental pollution perception. The study found that after controlling for a range of demographic, psychological and provincial-level objective variables, three dimensions of Internet use variables have different effects on environmental pollution perception: The respondents' use vs. non-use of the Internet, information-oriented Internet use and commerce-oriented Internet use are significantly positively correlated with their perception of environmental pollution, while socially oriented Internet use, the belief that the Internet is more comprehensive than traditional media and the belief that the Internet can more truthfully reflect public opinion are significantly negatively correlated with their environmental pollution perception. The results of 2SLS and IV Probit estimation confirm that the Internet usage could effectively increase individuals' perception of environmental pollution. Further analysis found that personal annual income plays a moderating role between use/non-use of the Internet and environmental pollution perception and between information-oriented Internet use and environmental pollution perception. The above research findings have important policy implications. Governments should strengthen environmental governance, use the platform of the Internet to strengthen government-public communication, and take into account demographic, psychological and regional objective factors when adopting environmental governance policies. The sustainable development goals (SDGs) constitute an ambitious comprehensive global framework including monitoring mechanisms and indicators to evaluate progress towards precise targets of sustainable development. Most European countries have adapted their national sustainability indicator systems to conform to the UN Agenda 2030 for sustainable development, introducing new indicators and monitoring frameworks and governance processes in which these are embedded. What do we know about the political processes and struggles of implementing this important global framework? How does the politics of indicators differ in national contexts? We propose a classification of national indicator systems along dimensions of indicator selection, appraisal landscape, participatory nature, and political communication. We empirically explore these dimensions for four European national sustainability indicator systems through a comparative analysis based on national policy documents, indicator databases, and web portals as well as inputs from workshops and expert interviews. Given the considerable variation with respect to the trajectory of national sustainability indicator systems, we posit that these differences correspond to different national interpretations of sustainability. For this study, to examine optimal environmental policy, pollution intensity is measured to depend positively on an environmental index such as temperature. Great increases in temperature might cause greater damage to an economy even when production processes are unchanged. This presumption implies that optimal environmental policy varies with the environmental index. Pollution intensity increases with an observable index. Findings indicate that, under certain conditions, the degree of internalization of environmental damage by environmental policy decreases at small indexes, but it increases at higher indexes, that is, the internalization degree of the environmental tax has a U-shape with respect to the index. Optimal environmental policy tolerates environmental damage for more consumption of goods at lower pollution intensities, but it depresses production of goods for less environmental damage at higher pollution intensities. Environmental awareness leads policy to become more eco-friendly for higher environmental indexes, although preferences for product differentiation have the opposite influence. This article explores the role of participation by indigenous peoples in Latin America in the political process of Environmental Policy Integration (EPI). Although the benefits of participation have been largely taken for granted, this article shows that participation makes the policy integration process even more complex. By selecting two cases of clean energy infrastructure projects (a wind power plant and a natural gas pipeline) in Mexico, whose policy processes included an indigenous consultation, this article traces the competing problem definitions in public policy debates and the resulting policy frame in relation to sustainable development. The goal is to assess the ways that indigenous consultation functions as a procedural EPI instrument aimed at boosting participation from a public that is largely composed by indigenous communities in the decision-making stage. This article contributes to the existing literature on policy integration in two ways: (1) it explores the role of participation by non-state actors in the policy integration process, especially in highly politicized policy areas such as energy and the environment, and (2) it identifies the limitations of applicability of policy integration literature, particularly in contexts where state–society interactions are radically different compared to Western countries, including Latin American countries inhabited by indigenous groups. Contributing a new South American case study, this paper seeks to advance the research agenda on processes of policy integration by developing a better understanding of how nascent subsystems become integrated into mature ones and the role that changing beliefs of advocacy coalitions play in fostering policy integration. The paper examines environmental policy integration in Uruguay's forestry sector since the 1990s and is based on an inductive qualitative analysis of policy documents, sector reports, parliament hearings and semi-structured interviews with key stakeholders. This demonstrates that environmental policy integration has increased continuously since the 1990s, accelerating particularly during the 2000s. We can derive three insights that specifically address this path of integration: a change in the policy beliefs of the dominant advocacy coalition, international salience of the minority coalition's beliefs and participatory policy processes that foster interactions between opposing coalitions. Despite this, the two advocacy coalitions have crystallized with fundamentally different deep core beliefs about what a sustainable forestry sector should be. While one coalition argues that commercial tree plantations are sufficiently regulated in environmental terms, the other coalition maintains that the way that the pulp industry has developed in Uruguay is fundamentally unsustainable and therefore seeks to change the forestry sector as a whole. Ecosystem macroscopic properties given by Ascendency theoretical framework were compared between two multispecies mass-balanced trophic models of the coastal benthic ecosystem along Mejillones Bay in northern Chile (SE Pacific). The models were constructed with a similar number of components representing system conditions for years 2006 and 2018 using Ecopath with Ecosim (EwE) software. The most relevant change was that the macroalgae (principally Rhodophyta group) increased notably over 12 years. In terms of Ascendency, the larger increase in Total System Throughput (TST) compared to the null increment in the Average Mutual Information would indicate that the benthic ecosystem of Mejillones Bay is moving towards eutrophic conditions. This is consistent with the reduction in the TST cycled, Finn's cycling index, and a two-fold increase in the flow of detritus. Likewise, the Keystone Species Complex seems to be sensitive to changes in the properties of ecosystems, reducing the number of components in cases of deteriorated ecosystem. Based on the results obtained, it is suggested the implementation of management strategies that allow reversing this trend towards eutrophication, such as, to strengthen environmental policies and monitoring programs in order to conserve the benthic communities of Mejillones Bay. The energy demand in Malaysia has shown a dramatic increase over the last few years: with natural gas and coal being the primary contributors. Nevertheless, due to declining in fossil fuel reserves coupled with negative environmental impacts, shifting to sustainable renewable energy for meeting the future energy demand is recommended. Since Malaysia is rich with natural resources, utilization of biomass energy (bioenergy/biofuel) as the alternative energy is promising to be further explored. Therefore, this review paper intents to discuss the current scenario of different types of biomass energy in Malaysia along with the up-to-date local biomass energy–related environmental policy (from 2016 onwards). In addition, challenges and barriers for large-scale implementation of the biomass energy in Malaysia are to be discussed. Overall, this review paper is interesting as it can assist in promoting the biomass utilization as energy source, and to ensure the future growth of biomass energy market in the country along with its effective implementation while alleviating poor disposal problem and to create job employment opportunities. For process parameter optimization in high-speed dry hobbing, an optimization decision method is proposed in this study based on the multi-objective whale optimization algorithm (MOWOA). Firstly, according to the characteristics of high-speed dry hobbing, the processing time and processing error models are constructed; considering the carbon quota energy conservation and environmental protection policy, the processing cost model is established. Founded on the above models, the fitness function of the multi-objective optimization model is proposed. Afterward, on the basis of the traditional single-objective whale algorithm, the non-dominant set and crowding calculation method is introduced to establish a multi-objective optimization whale algorithm model. On this basis, the Pareto solution set is obtained. Finally, the actual decision case is compared to verify the effectiveness of the proposed method. Furthermore, the optimization data of MOWOA and several commonly multi-objective algorithms are compared to analyze the characteristics of the optimization solution set, thus verifying the superiority of the process parameter optimization method based on MOWOA. Climate change has considerably dominated science-policy dialogue, public debate, and subsequently environmental policies since the three "Rio Conventions" were born. This has led to practically independent courses of action of climate change mitigation and biodiversity conservation actions, neglecting potential conflicts among outcomes and with missed opportunities for synergistic measures. Transformative governance principles have been proposed to overcome these limitations. Using a transformative governance lens, we use the case of the Norwegian "Climate Cure 2030" for the Land Use, Land-Use Change and Forestry (LULUCF) sector to, first, illustrate the mechanisms that have led to the choice of climate mitigation measures; second, to analyze the potential consequences of these measures on biodiversity and greenhouse gas (GHG) emissions; and, third, to evaluate alternative measures with potential positive outcomes for biodiversity and GHG emissions/removals. The effective conservation and promotion of biodiversity requires its integration into a wide range of sectoral policies. For this to happen, the issue must receive attention across policy sectors. Yet, we know little about how attention to the issue evolves over time and across sectors. Drawing from the literature on environmental policy integration/mainstreaming and policy process theories, we develop competing hypotheses, expecting either increasing or fluctuating attention to the biodiversity issue. We tested the hypotheses using the case of Swiss politics between 1999 and 2018. Applying a combination of computational methods, we analyze the content of a comprehensive collection of policy documents (n ≈ 440,000) attributed to 20 policy sectors. Comparing the sectors, we find that (1) a persistent increase in attention is the exception, (2) if there is an increase in attention, it is likely to be temporary, and (3) the most common pattern is that of invariant attention over time. Biodiversity integration—if it does happen at all—tends to occur in cycles rather than in steady long-term shifts. This implies that the conservation of biodiversity does not follow the cross-sectoral nature of the problem, but is subject to the dynamics of "politics," where actors, because of limited resources, engage with (aspects of) an issue only for a certain amount of time. Air pollution negatively affects individuals' health and human capital accumulation. For example, students' school performance is hampered by air pollution as it decreases cognitive abilities and increases absences. Moreover, low-income students are the most exposed and vulnerable to the negative effects of air pollution as they lack protective resources and suffer from pre-existing health conditions. Here, we inquire how more stringent traffic regulations implemented in Central London from late 2015 affected pollution levels and school absences. First, we observe a substantive decrease in pollution in the area affected by the regulations from 2016 onwards. Secondly, we use a difference in differences approach to estimate the causal effect of the policy on school absences. For all schools combined, findings do not show any substantive improvement in attendance. However, when looking at the heterogeneous effects of the policy, we observe a significant decrease in absences for schools with a high share of students with low socioeconomic status (SES). The importance of cultural ecosystem services (CES) for indigenous peoples is considered a key factor determining the effectiveness of conservation strategies in areas they inhabit. We conducted a study of the CES of the Maniq indigenous community in the rainforest of southern Thailand to determine the degree to which they depend on CES using single and group interviews and field observations. We established the Maniq rely on and engage with 11 CES in their daily lives: rituals, beliefs, myths and stories, aesthetics, spiritual values, language, wisdom, knowledge and transmission, inspirations, social relationships, and recreation. Understanding of the values attributed to these CES is essential for government environmental policies to effectively manage the ecosystem while respecting Maniq local ecological knowledge (LEK) and ethnic and cultural identity. Global environmental and societal changes threaten the cultures of indigenous peoples and local communities (IPLC). Despite the importance of IPLC worldviews and knowledge to sustaining human well-being and biodiversity, risks to these cultural resources are commonly neglected in environmental governance, in part because impacts can be indirect and therefore difficult to evaluate. Here, we investigate the connectivity of values associated with the relationship Ngātiwai (a New Zealand Māori tribe) have with their environment. We show that mapping the architecture of values-environment relationships enables assessment of how deep into culture the impacts of environmental change or policy can cascade. Our results detail how loss of access to key environmental elements could potentially have extensive direct and cascading impacts on the cultural values of Ngātiwai, including environmental responsibilities. Thus, considering only direct effects of environmental change or policy on cultural resources, or treating IPLC social-ecological relations simplistically, can severely underestimate threats to cultures. Since Weitzman (1974) raised a question on which is the better environmental policy tax or standard under asymmetric information, many authors have proposed alternatives to both tax and standard or emission trading scheme. The policy recommended in this paper is also one of them. The policy tells us that the government can set tax rates at arbitrary levels during the trial runs. The government can extract private information from observable abatement activities of firms in the trial periods. However, the government needs not only tax but also the standard for abatement and the penalty against violating the standard, because the firms may respond strategically to the tax rates set in the trial periods. Those supplemental policy devices can eliminate any strategic incentive by equating the marginal benefit and the marginal cost. As a result, we can attain the first best after the trial periods. While there is a near global consensus about the need to address climate change, most countries are hesitant to employ sufficiently stringent policies in fear of sacrificing economic growth. The objective of this research is to examine the impact of environmental policy on economic growth, using the OECD's Environmental Policy Stringency (EPS) index across 21 OECD countries from 1990 to 2014. An augmented Solow Model with the inclusion of variables to represent human capital, trade openness and the EPS index is used to assess whether policy stringency affects growth with empirical analysis comprised of a pooled mean group estimator, dynamic OLS, fixed effects and pooled OLS to estimate the short and long run effects. The results reveal that policy stringency negatively affects economic growth in the short run but pays dividends of positive growth in the long run. There appears to be a threshold level of the EPS, beyond which the dividend is realized in the long run. Starting from the '90s, Swedish manufacturing output has been constantly growing, while emissions of some major air pollutants have been declining. This paper decomposes manufacturing pollution emissions to identify the forces associated with the abatement. It uses a newly available dataset on actual annual emissions from Swedish manufacturing and creates an index of emission intensities for the major local air pollutants to directly estimate the technique effect for the period 2007–2017. The results suggest that the main driver of the clean-up was improvements in emission intensities, while the composition of output actually moved towards more pollution-intensive goods. In the absence of changes in scale and technique, manufacturing pollution emissions would have increased in a range between 3 (particulate matter) and 20% (non-methane volatile compounds) between 2007 and 2017. Global health, as well as worldwide development regimes, was seriously threatened by the COVID-19 pandemic and Delta variant outbreaks. In addition to pledging to adapt to and mitigate climate change, experts, economists, and policymakers expressed their determination to do so. Green growth and sustainable development have become the focus of policymakers and governments. The progress toward green economic efficiency (GEE), which will benefit the economy, society, and environment, continues. In terms of green growth and development, implementing environmental regulations and policies has been one of the most challenging aspects of the process. China, the world's second-largest economy, has begun its journey to GEE. Nonetheless, the green economy faces many challenges. The objective of the study is to use AHP analysis to analyze environmental regulation and GEE in China. Accordingly, the study identified three alternative approaches to achieve GEE by analyzing four criteria and ten sub-criteria in the context of environmental regulations in China. The analytical hierarchy process (AHP) has been used to rank criteria, sub-criteria, and alternative approaches. According to the model, China's best path to GEE is through resource efficiency and green purchasing strategies. The European Union's 2030 climate and energy package introduced fundamental changes compared to its 2020 predecessor. These changes included a stronger focus on the internal market and an increased emphasis on technology-neutral decarbonization while simultaneously de-emphasizing the renewables target. This article investigates whether changes in domestic policy strategies of leading member states in European climate policy preceded the observed changes in EU policy. Disaggregating strategic change into changes in different elements (goals, objectives, instrumental logic), allows us to go beyond analyzing the relative prioritization of different goals, and to analyze how policy requirements for reaching those goals were dynamically redefined over time. To this end, we introduce a new method, which based on insights from social network analysis, enables us to systematically trace those strategic chances. We find that shifts in national strategies of the investigated member states preceded the shift in EU policy. In particular, countries reframed their understanding of supply security, and pushed for the internal electricity market also as a security measure to balance fluctuating renewables. Hence, the increasing focus on markets and market integration in the European 2030 package echoed the increasingly central role of the internal market for electricity supply security in national strategies. Silver nanoparticles (AgNPs) currently possess widespread applications in many products. Although there is an increase in the evaluation of their potential environmental risks and toxicity, the data available on AgNP safety levels are limited. Studies on the ecotoxicological and environmental risks of AgNPs, then, are still a requirement. In the present study, AgNPs sized at 82.8 nm were synthetized with an aim to assess their effect on some organisms including algae, plants, microcrustaceans, cnidaria, nematodes, aquatic insects, earthworms, and fish embryos. In addition, some ecotoxicity data obtained from the literature were also used. The non-observed-effect concentration (NOEC) was then calculated for each organism using a log-logistic function. Additionally, the stability of AgNPs in contact with the culture media throughout the analyzed period and conditions employed was evaluated in order to ensure their availability for the organisms tested. The AgNPs remained stable, presenting a dispersion rate of less than 20%, except for the A. salina medium, which presented a dispersion of approximately 25% but did not display differences in AgNP size. The predicted no-effect concentration (PNEC) in the aquatic and sediment compartment was estimated to lie in a concentration range from 0.07 to 0.35 µg L−1. A risk quotient (RQ) of 28.6 was derived for the NPs tested in relation to a maximum AgNP predicted environmental concentration (PEC) estimate. Since an RQ value superior to 1 indicates an occurrence of risk and, consequently, the need for management measures to be implemented, the present data, in conjunction with the expected increase in AgNP use, reinforce the importance of the establishment of AgNP safety levels that can contribute to AgNP risk assessment studies. Natural environments are recognized as complex heterogeneous structures thus requiring numerous multi-scale observations to yield a comprehensive description. To monitor the current state and identify negative impacts of human activity, fast and precise instruments are in urgent need. This work provides an automated approach to the assessment of spatial variability of water quality using guideline values on the example of 1526 water samples comprising 21 parameters at 448 unique locations across the New Moscow region (Russia). We apply multi-task Gaussian process regression (GPR) to model the measured water properties across the territory, considering not only the spatial but inter-parameter correlations. GPR is enhanced with a Spectral Mixture Kernel to facilitate a hyper-parameter selection and optimization. We use a 5-fold cross-validation scheme along with R 2 -score to validate the results and select the best model for simultaneous prediction of water properties across the area. Finally, we develop a novel Probabilistic Substance Quality Index (PSQI) that combines probabilistic model predictions with the regulatory standards on the example of the epidemiological rules and hygienic regulations established in Russia. Moreover, we provide an interactive map of experimental results at 100 m2 resolution. The proposed approach contributes significantly to the development of flexible tools in environment quality monitoring, being scalable to different standard systems, number of observation points, and region of interest. It has a strong potential for adaption to environmental and policy changes and non-unified assessment conditions, and may be integrated into support-decision systems for the rapid estimation of water quality spatial distribution. European forest policymaking is shaped by progressing European integration, yet with notable ideological divisions and diverging interests among countries. This paper focuses on the coalitional politics of key environmental forest issues: biodiversity conservation, timber legality, and climate protection policy. Combining the Advocacy Coalition Framework and the Shifting Coalition Theory, and informed by more than 186 key informant interviews and 73 policy documents spanning a 20-year timeframe, we examine the evolution of coalitional forest politics in Europe. We find that the basic line-up has remained stable: an environmental coalition supporting EU environmental forest policy integration and a forest sector coalition mostly opposing it. Still, strategic alliances across these coalitions have occurred for specific policy issues which have resulted in a gradual establishment of an EU environmental forest policy. Why do some communities see fewer greenhouse gas emissions than others? This study examines the intervening role of environmental NGOs in Japanese urban emissions between 2005 and 2017. We draw from all 1741 Japanese municipalities, testing the effect of grassroots NGOs on emissions, and demonstrating different pathways to reducing emissions through the cases of three environmental organizations. While past studies have examined the role of social ties in environmental governance outcomes like emission reduction efforts, the direct roles of grassroots organizations have not yet been explored in a mixed methods design. We find that cities with more local grassroots organizations and multi-level organizations tend to see fewer emissions over time, a compelling endorsement of civil society efforts to avert climate change. Being one of the primary soft-voluntary environmental policy instruments, ISO 14001 has been studied from a number of diverse perspectives and disciplines. Nevertheless, it is only few assessments that have attempted to shed light on variations in the diffusion ISO 14001 certification among countries in terms of national factors and macroeconomic conditions that may stimulate relevant implementation patterns. We employ a 1999–2017 annual time-series that yields a panel dataset of 33 countries, out of which 27 are OECD countries, complemented by the BRIICS. Applying the appropriate static and dynamic econometric specifications, the EKC hypothesis is not rejected in all the cases in static and dynamic specifications. Although the Multiple Streams Framework (MSF) is frequently used to explain agenda setting and decision making across a variety of policy domains, it has been criticized for failing to contribute to theoretically rigorous and empirically falsifiable policy scholarship. This study argues that by explicitly attending to the institutional context in which a policy process occurs—a previously under-articulated aspect of the MSF—scholars can better develop and test theory about the framework's components under delimited conditions. This approach is demonstrated through the development and analysis of a case study of transnational policymaking in the Colorado River Delta. By attending to how key MSF variables interact with features of the process's collaborative institutional context, this study identifies case-specific drivers of policy change and develops broader theory about the mechanisms by which these factors may influence policymaking in similar institutional settings. The spatially hierarchical stream hydrogeomorphology classification presented by Cox et al. ([3]), based on 42 Irish headwater streams, is simple to apply and may be applicable across northern and western Europe with similar climate - landscape conditions. This study examines Taiwan's ecological footprint (EF) and its Overshoot Day from 2000 to 2018. The latest EF calculation method is used to determine the conversion rates and equivalent factors of bioproductive lands in each year to establish a database of Taiwan's EF in that period. The results reveal that Taiwan's EF was 7.69 gha/person in 2000, dropping steadily to 6.46 gha/person in 2018. Taiwan's carbon footprint accounted for about 61% of Taiwan's total EF, slightly higher than the world average (60%). The carbon footprint as a proportion of the total EF has been increasing annually. This study adopts social communication tools, such as the overshoot day and the earth clock, to promote sustainable development goals and climate change policy initiatives. Global Footprint Network (GFN) updates the overshoot day of each country in its database yearly, based on each country's EF and biocapacity. Since Taiwan is not included in GFN, this study adopts the same method and finds out that Taiwan's Overshoot Day in 2018 was March 14th, meaning that on March 14th, 2018, Taiwan exhausted all of the biological resources that its bioproductive lands can regenerate in the year. If the global population lived like Taiwanese, four Earths would be required to provide the resources used.
