Calls to transform food systems along more ethical and sustainable lines are mounting alongside debates about what constitutes transformative change and strategies needed to achieve it. Civil society organizations (CSOs) have argued that transforming food systems requires transforming the governance of food systems, as dominant “productivist” approaches to governance have narrowly invested in corporate priorities while marginalizing the many small-scale food workers that animate our food system. In this paper, we examine the possibilities and unexpected pathways of food system transformation through the case of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). Mobilized by CSOs, the SSF Guidelines transformed understandings of fisheries sustainability and strategies to achieve it. Moving beyond narrow productivist concerns and capitalist priorities, the SSF Guidelines foreground a diverse range of ethical concerns, economic practices, and values as central to sustainable governance, opening different food system sites, and infrastructural concerns to transformation. Strategically, the SSF Guidelines outline the need to recognize, strengthen, and connect existing “organizational structures” linking fishworkers to invest in (re)building appropriate “infrastructure” for sustainable food systems, especially for women in provisioning, whose organizations, practices, and economic activities have been overlooked. We follow efforts to implement the SSF Guidelines in Tanzania through an initiative to map existing women’s fisheries organizations, an initiative that revealed that these networks are already part of widespread, diverse economies. Mapping served as an inventory of other- and more-than-capitalist practices that enable women’s fishing cooperatives to navigate their interdependency through practices of reciprocity, care, and creativity in seafood systems. Drawing on diverse economies theory and analytic techniques, we argue that food system transformation can be understood as a process “here and now” that can be enacted, in part, by recognizing and amplifying existing social, economic, and political infrastructure for the food system we want. Communities throughout the globe are increasingly being given the responsibility of resource management, making it necessary to understand the factors that lead to success in community-based management (CBM). Here, we assessed whether and how institutional design principles affect the ecological outcomes of CBM schemes for Arapaima sp., an important common-pool fishery resource of the Amazon Basin. We quantified the degree of presence of Ostrom's (Science 325:419–422, 1990) institutional design principles in 83 communities using a systematic survey, and quantitatively linked the design principles to a measure of ecological outcome (arapaima density) in a subset of 39 communities to assess their influence. To understand regional patterns of institutional capacity for CBM, we evaluated the degree of presence of each principle in all 83 communities. The principle scores were positively related to arapaima density in the 39 CBM schemes, explaining about half of the variation. Design principles related to defined boundaries and graduated sanctions exerted the strongest influence on the capacity of CBM to increase arapaima density. The degree to which most principles were present in all 83 communities was generally low, however, with the two most influential principles (defined boundaries and graduated sanctions) being the least present of all. Although the roles of the other principles (management rules, conflict resolution, collective action, and monitoring systems) are probably important, our results indicate that efforts aimed at strengthening the presence of defined boundaries and graduated sanctions in communities hold promise to improve the effectiveness of arapaima CBM regionally. The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this 'fish as food' perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. Ultimately, recognizing and working to enhance the role of fish in alleviating hunger and malnutrition can provide an additional long-term development incentive, beyond revenue generation and biodiversity conservation, for governments, international development organizations, and society more broadly to invest in the sustainability of capture fisheries and aquaculture. One strategy for ecological monitoring of protected areas involves data collection by local resource users instead of external scientists. Growing support for such programs comes from their potential to both reduce costs and influence how resource users perceive and support protected areas, but their effects on participants are only beginning to be understood. We contribute to this growing research area through an in-depth study of how participants, their close kin, and their peers perceived the individual and community-wide effects of an ecological monitoring program. We examined the case of fishers' involvement in ecological monitoring of a marine protected area network in Baja California Sur, Mexico, organized since 2012 by the Mexican non-governmental organization Niparajá. Based on in-depth interviews and participant observation in 2016 and 2017, we found that the most salient effect of the program was personal growth. Participants described becoming "more than a fisher" through newly gained civic and environmental awareness, ecological knowledge, and self-confidence in public speaking skills. Respondents also identified health risks from diving and emotional burdens on participants' families. Overall, other resource users in their communities seem to be supportive through reputational benefits of participants. These effects overlap with but seem more extensive than those documented in other citizen science programs. Environmentality provides a suitable explanation of the processes at play, where the act of monitoring is far more than data collection, intertwining participants' fortunes (for better or worse) with the political fate of the protected area network itself. In the coming decades, accelerating processes of climate change are expected to impact the world's fisheries. These changes will likely exacerbate ongoing challenges in the governance of small-scale fisheries, which play a significant role in supporting livelihoods and food security throughout the world. Among fishers in Mexico, the perceived impacts of climate change on coastal fisheries are increasingly salient. The purpose of this paper is to examine how the realities of climate change and other socio-environmental phenomena are discursively co-produced by fishers and government actors in a distinct type of political arena: the general assemblies of federated fishing cooperatives. Fishing cooperatives in Mexico organize into regional-level federations, which in turn form national-level confederations. Confederations are therefore multi-level, nested organizations for collective action and political representation. Here, we examine the interactions between fishers and federal government officials in the 2016 general assembly of one confederation, which represents 25 federations with 338 cooperatives. The general assembly of the confederation serves as a political space for open democratic participation among members and, in this case, discussions between fishers and government representatives. The discourses employed by fishers and government actors reveal tensions about the role of the state, the purpose of scientific knowledge in resource management, and the nature of the cooperative small-scale fishing sector. Insights from this case are used to advance discussions about the value of examining discursive practices to gain insights about fisheries policy, through a critical discussion of the Institutional Analysis and Development (IAD) framework. We theorize discursive practices as part of politicized performances that coalitions of actors use to express policy preferences and weave together governance narratives, which are useful for understanding positions and broader debates at the national level. Marine protected areas (MPAs) are increasingly being used globally to conserve marine resources. However, whether many MPAs are being effectively and equitably managed, and how MPA management influences substantive outcomes remain unknown. We developed a global database of management and fish population data (433 and 218 MPAs, respectively) to assess: MPA management processes; the effects of MPAs on fish populations; and relationships between management processes and ecological effects. Here we report that many MPAs failed to meet thresholds for effective and equitable management processes, with widespread shortfalls in staff and financial resources. Although 71% of MPAs positively influenced fish populations, these conservation impacts were highly variable. Staff and budget capacity were the strongest predictors of conservation impact: MPAs with adequate staff capacity had ecological effects 2.9 times greater than MPAs with inadequate capacity. Thus, continued global expansion of MPAs without adequate investment in human and financial capacity is likely to lead to sub-optimal conservation outcomes. [ABSTRACT FROM AUTHOR]

Eelgrass ( Zostera marina) population estimates show a decreasing trend worldwide in the second half of the twentieth century. Mexico lacks long-term time series to determine trends for major eelgrass populations and has made no conservation efforts. Therefore, we present the first report on the historic presence of this annual coastal ecosystem in two wetlands of the Gulf of California (GC), the Infiernillo Channel (CIF, largest Z. marina population inside GC) and Concepcion Bay (BCP, the only eelgrass population along GC's west coast), combining field surveys (1999-2010), aerial photography (2000-2010), satellite imagery (1972-2005), and published reports (1994-2007). Three parameters were used as indicators of conservation status: shoot density, seed banks, and aerial coverage. Average shoot density in the CIF (741 shoots m) was 3.8 times higher than in BCP (194 shoots m), and average seed bank density was similar in both wetlands (17,442 seeds m vs. 17,000 seeds m). Opportunistic seagrass Ruppia maritima was observed in both wetlands, with higher abundance in summer when Z. marina disappears due to high water temperatures. Eelgrass coverage was three orders of magnitude greater in the CIF (9725 ha) than in BCP (3 ha). The striking difference between these wetlands is the lack of environmental protection for BCP and the protection of the CIF by the Seri indigenous community, which increases human pressure in the former, putting it at high risk of disappearing. Conservation of eelgrass meadows is not only necessary to preserve their ecosystem services but to insure the survival of migratory populations (Pacific brant goose, Branta bernicla), endangered species (Black turtle, Chelonia mydas), and fisheries-related species. The ecosystem services concept is used to make explicit the diverse benefits ecosystems provide to people, with the goal of improving assessment and, ultimately, decision-making. Alongside material benefits such as natural resources (e.g., clean water, timber), this concept includes-through the 'cultural' category of ecosystem services-diverse non-material benefits that people obtain through interactions with ecosystems (e.g., spiritual inspiration, cultural identity, recreation). Despite the longstanding focus of ecosystem services research on measurement, most cultural ecosystem services have defined measurement and inclusion alongside other more 'material' services. This gap in measurement of cultural ecosystem services is a product of several perceived problems, some of which are not real problems and some of which can be mitigated or even solved without undue difficulty. Because of the fractured nature of the literature, these problems continue to plague the discussion of cultural services. In this paper we discuss several such problems, which although they have been addressed singly, have not been brought together in a single discussion. There is a need for a single, accessible treatment of the importance and feasibility of integrating cultural ecosystem services alongside others. [ABSTRACT FROM AUTHOR]

Addressing global fisheries overexploitation requires better understanding of how small-scale fishing communities in developing countries limit access to fishing grounds. We analyze the performance of a system based on individual licenses and a common property-rights regime in their ability to generate incentives for self-governance and conservation of fishery resources. Using a qualitative before-after-control-impact approach, we compare two neighbouring fishing communities in the Gulf of California, Mexico. Both were initially governed by the same permit system, are situated in the same ecosystem, use similar harvesting technology, and have overharvested similar species. One community changed to a common property-right regime, enabling the emergence of access controls and avoiding overexploitation of benthic resources, while the other community, still relies on the permit system. Analyzing different pathways by which social–ecological systems can loose resilience and enter trajectories of collapse constitutes an important aspect of our quest towards understanding resource sustainability. This paper’s goal was to better understand the effect of a particular class of disturbance—the accumulative effects of routine stressors—in the context of marine social–ecological systems. To that effect, we built a system dynamics model using empirically collected institutional and biological field data of an artisanal fishery in the Gulf of California, Mexico. Among our findings, we identified different scenarios under which even very small endogenous changes in the relationship between ecological and institutional variables can send a seemingly resilient system into a trajectory of collapse. We discuss why these types of disturbances are so difficult to prevent and be identified by the users of the resource, as well as potential strategies to address these challenges.
