The migration of parents or children may bring risks to children's academic performance, but intergenerational effects on the academic performance of migrant workers' children have been underexplored. This study aims to investigate how grandparents' socioeconomic status (G1) and parents' proximal and distal socioeconomic status (G2) influence the academic performance of migrant workers' children (G3) and the corresponding impacts on the academic performance of migrant and left-behind children. The data used in this study were collected from a survey of 2017 migrant workers conducted in 13 districts and cities of 7 provinces of China in 2014. The results of ordered logistic regression models indicate that G1 grandparent socioeconomic status is positively associated with G2 academic performance and education level. Similarly, G2 parental academic performance and education level are positively linked to G3 academic performance. Parental distal academic performance and education level play an important role in G3 academic performance, but grandparents' socioeconomic status is not significantly associated with G3 academic performance while controlling for both G1 and G2 variables. In addition, the influence of grandparents' and parents' socioeconomic status differs between migrant and left-behind children. Grandparent and parental occupation status only have a significant impact on left-behind children. The educational reproduction of migrant workers' children has different logics among migrant and left-behind children. Adult psychosocial difficulties, including psychiatric disorders, are often preceded by childhood psychosocial vulnerabilities, presenting critical windows of opportunity for preventative intervention. The present study aimed to identify longitudinal patterns (representing transitions between profiles) of childhood socio-emotional and cognitive vulnerability in the general population from early to middle childhood, in relation to key risk factors (e.g. parental mental illness and offending). Data were drawn from the New South Wales Child Development Study, which combines intergenerational multi-agency administrative records with cross-sectional assessments using data linkage methods. We analysed data from childhood assessments of socio-emotional and cognitive functioning at two time points (ages 5–6 and 10–11 years) that were linked with administrative data from government departments of health, child protection, and education for 19,087 children and their parents. Latent profile analyses were used to identify socio-emotional and cognitive profiles at each time point, and latent transition analyses were used to determine the probability and potential moderators of transition between profiles at each age. Three developmental profiles were identified in early childhood, reflecting typically developing, emotionally vulnerable, and cognitively vulnerable children, respectively; two profiles were identified in middle childhood, reflecting typically developing and vulnerable children. Child's sex, child protection services contact, parental mental illness, and parental offending influenced children's transitions between different vulnerability profiles, with the strongest effects for parental mental illness and child protection contact. Early detection of vulnerable children and factors promoting resilience are important steps in directing future health and social policy, and service planning for vulnerable children. An individual's, and indeed the nation's, social and economic futures are highly dependent on early childhood development (ECD) outcomes, with poor ECD inhibiting future opportunities. Ecological ECD literature describes family, community and institutions as being key factors in children's wellbeing, with suggestions that community factors may ameliorate impacts of poor ECD. It is therefore important to develop a greater understanding of those modifiable factors that positively, and negatively, affect ECD outcomes so as ECD policy and practice can be designed and implemented effectively. One approach to this analysis is through the identification and analysis of influencing factors identified within off-diagonal communities-that is those communities where children have either developed well in consideration of their high-levels of socio-economic disadvantage, or developed poorly in consideration of their low levels of socio-economic disadvantage. In this paper we describe a new method for the identification of off-diagonal communities. The method provides a clear and transparent approach to community selection, including a range of methods to further interrogate the community selection ensuring a rigorous and considered selection process. This new method, based on population Census and Australian Early Development Census data, provides the first step in identifying community factors likely to facilitate childhood wellbeing. Socio-environmental factors, including the neighbourhoods in which children live and grow, are key determinants of children's developmental outcomes. Thus, it is important to examine and consider the relationships between these factors and the multiple contexts that influence children. Drawing on a broad disciplinary range of existing research, we aimed to develop a conceptual model of neighbourhood effects influencing early childhood development. The neighbourhood effects literature was reviewed with a specific focus on existing models and frameworks. This review was then further expanded through consultation with our cross-disciplinary research collaboration (Kids in Communities Study Collaboration). From this a theoretical model specific to early childhood development was developed. The hypothesised model comprised five interconnected domains: physical, social, service, socio-economic, and governance. A small trial of indicator measurement was conducted and findings were used to make a series of recommendations regarding measures or indicators which might provide useful and effective for neighbourhood effects research. The proposed model provides a useful and novel conceptual framework for classifying neighbourhood effects research. By synthesising disparate but related areas of research, the resultant five domains provide a useful approach to understanding and measuring child development in the context of community and environment, therefore advancing knowledge in this area. Expanding the current neighbourhood effects paradigm to accommodate broader constructs appears critical in considering the multiple environments that may act as key determinants of children's wellbeing and psychosocial outcomes. Australia's research and knowledge base on cultural competency has been slow to develop. To help address this gap, the New South Wales (NSW) Department of Family and Community Services (FaCS) funded a large scale study in this area, which included a detailed literature review. The paper reports on key findings from that review including that collectivist values are at odds with 'child-centred' philosophies of child protection; there is an inherent tension between the right to equal protection from harm and the right for respect in cultural differences in parenting and family functioning ('cultural absolutism' versus 'cultural relativism'); there are factors that uniquely characterise 'the migrant context' (especially lack of awareness of child protection laws and systems, economic disadvantage, and fear of authority); and that cultural competency is separable from cultural awareness and cultural sensitivity, and also different from addressing language barriers. However, in reviewing the literature it became apparent that the specific roles and responsibilities of workers, agencies, and systems were not clearly delineated. Thus this paper also aimed to address this unmet need. Identifying their unique roles and responsibilities can help ensure that the delivery of child protection services are efficiently and effectively mobilised from both the 'top' and 'bottom' to benefit all ethnic minority families. Moreover, any implementation of cultural competency needs to move beyond the emphasis on culture and acknowledge the dimensions of inferiority and oppression to truly promote value for diversity and protect ethnic minority children from the dangers of systematic disadvantage that institutional racism represents. ustralia has always had a very high level of immigration. There were about 1.5 million children 0 to 17 years of age in immigrant families in Australia in 2001. This represented almost 33% of all children. More than a quarter of these children were in families from the most consistent countries of immigrant origin, Ireland and the United Kingdom. Another 17% were in families from other parts of Europe, while 10% were in families from New Zealand, and 3% were in families from other countries in Oceania. Compared with most other OECD countries, there is a dearth of research on children in immigrant families in Australia, and relatively limited administrative data that might allow us to compare immigrant families to other families in the general population. No recent studies track the educational, health, or employment trajectories of children in families in various immigrant groups. Research on children in immigrant families undertaken since the 1970s has been sporadic and fragmentary. None of the flagship studies on child well-being provides specific information about culturally and linguistically diverse children or children in immigrant families. There are no national studies on the involvement of these children with the child welfare, juvenile justice, or out-of-home care systems, and it is therefore not known if they are overrepresented or underrepresented. Studies tend to compare two or three ethnic or language groups, group all immigrants together, or classify immigrant children according to English-speaking or non-English speaking backgrounds. Australians pride themselves on the harmony and the relative lack of racial tension in their society, but hard data on indicators of racial harmony are scarce. We examine the limited evidence base below, and supplement an analysis of census data and data from the Longitudinal Study of Australian Children (LSAC). The findings are rather paradoxical. On the one hand the research confirms the serious disadvantages in well-being that children in certain immigrant groups face, relative to the overall population. The disadvantages include poorer educational outcomes, exposure to racism, the trauma of separation from the cultural and social networks of their countries of origin, challenges to adjusting to the Australian culture and life style, identity problems and less access to services and social support. These issues are heightened among immigrants who have come to Australia with fewer skills and fewer resources, as well as less knowledge of English. On the other hand the wellbeing of migrant children appears to be relatively good compared to the general Australian population and also compared to migrants in other OECD countries.
