Channel bandwidth in 3G communication networks is very much limited for video telephony services. Therefore, it is worthwhile to enhance a subjective quality of video contents via ROI based coding. In this paper, An ROI/xROI based rate-control method is proposed, which considers the coding of both the ROI and the extended ROIs (xROI΄s) in non-ROI to meet given target bitrates. In the proposed method, the QP values are increasingly assigned in MB wide inside the non-ROI away from ROI. This reduces the abrupt change in visual quality and the amounts of residual signals along the border between ROI and non-ROI. In this regard, the subjective visual quality is enhanced as well as the proposed rate control has flexibility to control the amounts of the output bitstreams. Experimental results show that the proposed scheme can more effectively achieve the average target bitrates with the better subjective quality than the existing rate control algorithm in H.264|AVC by reducing the variation of the output bitstream amounts. In the future television broadcasting a flood of information from various sources will not always be welcomed by everyone. The need of accessing specific information as required is becoming a necessity. We are interested to make the life of television consumer easier by providing an intelligent television set which can adaptively proposed certain shows to the viewer based on the user historical consumed shows. The method proposed is by utilizing Hidden Markov Model (HMM) to model the user preference of kind of genres the viewer will watch based on recorded genres for several weeks time. Due to the limitation of broadcasting service, in general, TV programs with commercial advertisements are scheduled to be broadcasted by demographics. The uniformly provided commercial can not draw many TV viewers' interest, which is not correspondent to the goal of the commercial. In order to solve the problem, a novel target advertisement technique is proposed in this paper. The target advertisement is a personalized advertisement according to TV viewers' profile such as their age, gender, occupation, etc. However, viewers are usually reluctant to inform their profile to the TV program provider or the advertisement company because their information can be used on some bad purpose by unknown people. Our target advertisement technique estimates a viewer's profile using Normalized Distance Sum and Inner product method. This paper proposes a novel approach for estimating the statistical multimedia user preference by providing weights to multimedia contents with respective to their consumed time. The optimal weights can be obtained by training the statistical system in the sense that the mutual information between old preference and current preference is maximized. The weighting scheme can be done by partitioning a user's consumption history data into smaller sets in a time axis. With developing a mathematical derivation of our learning method, experiments were implemented for predicting the TV genre preference using 2,000 TV viewers' watching history and showed that the performance of our method is better than that of the typical method. Description and adaptation of digital items can be performed in either binary levels or metadata levels, which are the abilities of MPEG-21 Digital Item Adaptation (DIA) tools. BIFS and LASeR are parts of MPEG-4 standard for describing multimedia scenes, which can be written in XML format and then be encoded into binary format for the consumption of MPEG-4 terminals. BIFS is a stable standard, but LASeR is an emerging standard that is newly developed for lightweight applications in constrained terminals. We present a method for automatic adaptation of scenes constructed on BIFS into those constructed on LASeR. We focus on automatic adaptation of real objects' sizes and other conversion rules by employing MPEG-21 DIA tools. The motivation of this paper is to enable a real-time transcoding from BIFS to LASeR so that MPEG-4 content authors can distribute their existing contents to mobile devices without the need of reauthoring according to the new standard, LASeR. Multimedia applications become more dependent on software than hardware. However this dependency reduces the executability of multimedia applications over a various software platforms. Therefore, it is required that a multimedia middleware provides a generic software platform on which necessary set of required Services can be dynamically configured on-the-fly for a given multimedia application. This dynamic configuration can be possible by signaling to the middleware a metadata which contains information about Services for the given multimedia application on a standardized multimedia middleware, which is called MPEG Multimedia Middleware (M3W). In this paper, an open, flexible, and resource-efficient multimedia middleware is designed with a hierarchical model of multimedia Services and metadata schema for supporting a dynamic configuration of the middleware Services so that the necessary set of Services is dynamically configurable in the middleware.
