Nations worldwide are committing to international environmental agreements and defining aspirational goals aligned with their sustainable development priorities and responsibilities. The post-2020 Global Biodiversity Framework is an example of such aspirations. Under this framework, nations aim to expand protected areas or create new ones as one way to integrate conservation and climate change agendas. However, implementing those high-level agreements does not necessarily align with local realities and dynamics. In this paper we examined the operational challenges experienced by protected areas actors to adapt conservation strategies to climate change. Based on interviews at the local level and a policy analysis, we identify adaptation narratives and explore potential mismatches in their implementation at the national and local level (protected areas) in three countries: Australia, Colombia, and South Africa. We assess how local visions and interpretations of adaptation align with high-level policies and how existing institutional arrangements facilitate or constrain the implementation of adaptation and, therefore, aspirations for long-term sustainability. We found that adaptation narratives at the local level are framed by common ideas and identities based on local relations within a territory. At the same time, existing governance arrangements and political contexts determine the feasibility of adaptation. The primary mismatches are high-level political and economic interests denoting different interpretations about the territory and of local realities, including the readiness, technical, and resource capacity of protected areas actors to implement adaptation. Place-based adaptation provides a common ground for scaling adaptation. However, scaling adaptation requires enabling institutional contexts, clear rules and policies to facilitate deliberations and coordinated responses across different actors and sectors, while guiding the uptake and integration of local needs and realities within national agendas. Climate change has increased the variability of river inflows in the Murray–Darling Basin, threatening the viability of irrigated agriculture, food processing industries and ecological condition of wetlands. With increasing water scarcity, decision-makers and communities face heightened contestation over scarce water resources and trade-offs and adaptation have become increasingly necessary. We used a social-ecological systems approach to identify thresholds of change in the Goulburn–Broken Catchment, a major food-producing region, to reveal options for adaptation to climate change. We developed systems models whereby feedbacks are identified between sub-systems of cultural paradigms, policies, human well-being and environmental condition. Models were constructed using data from semi-structured interviews with managers and decision-makers, industry reports and the scientific literature. We found environmental thresholds are fixed, but whether they are exceeded is socially determined. Environmental condition can be maintained by relaxing constraints on volumes of water released into the highly regulated river system and easing rules on the distribution of water among users in the dairy and horticulture industries. Socio-economic thresholds were more flexible. Industries have adapted to water scarcity through irrigation efficiency measures, inter-industry relationships for water-sharing and feed substitutes in dairy production. However, industry interdependence indicates potential for maladaption, whereas investment in adaptation and diversification offers more sustainable options. Current policy and management disconnects between water for the environment and water for food production reveal opportunities for co-benefits between environmental and socio-economic domains. As the impacts of climate change and water demands from irrigation continue to increase in the Murray–Darling Basin, water for the environment is becoming more scarce and the ecological conditions of many wetlands is poor. With water scarcity, conservation triage is becoming an increasingly relevant management option for environmental watering of wetlands. However, triage is controversial; being considered contrary to current conservation objectives and practices. We assessed environmental watering at two Ramsar wetlands, Macquarie Marshes and Gunbower Forest, based on international environmental treaty obligations and domestic policy settings, changes to flow regimes, wetland condition and current management. Triage decision making was found to be in tacit use at Macquarie Marshes, based on 'rules of thumb' and experiential ecohydrological knowledge, whereas formal environmental watering planning formed the basis for triage decision making at Gunbower Forest. We developed a framework for conservation triage of wetlands in the Murray–Darling Basin to stimulate change in the decision context for wetland conservation and adaptation under climate change. Conservation triage entails reframing of relationships between people and nature and values, rules and knowledge used by stakeholders. Rural adaptation encompasses place-based perceptions, behaviors, livelihoods, and traditional ways of life associated with local environments. These perceptions, norms, and practices are disturbed by coupled environment-development externalities. This study employs the Vietnamese Mekong floodplains as an exemplary case to illustrate how floods impact agrarian communities and how they have experienced flood alterations driven by hydropower development and climate change in recent years. Drawing on thematic and narrative analyses of qualitative data (focus group discussions and interviews) collected in three agrarian communities in the Vietnamese Mekong floodplains, sources drawn from various news outlets, and academic materials, we argue that disrupted flood environments in the floodplains have triggered affective flood reminiscences, catalysing shifts to incremental and transformative adaptation to achieve resilience. We build a nuanced understanding of how social memory helps to enhance human–environment relationships in response to highly complex hydrological dynamics in the delta. [ABSTRACT FROM AUTHOR]

The recent development of high dikes to support rice production, upland crops, cattle rearing, and commercial aquaculture in the Vietnamese Mekong Delta has significantly diminished wild fish catch and aquatic animals that are important food sources for the poor. Changes to agro-ecological systems in An Giang Province during three periods are reviewed: before 1975, when a network of canals was established; during the Doi Moi policy reforms of the 1980s, when a rice-based farming system based on low or August dikes was introduced; and more recently, when a new farming system based on high dikes replaced the low dike system. This most recent transition occurred in parallel with the introduction of large-scale commercial aquaculture and the market economy. Under pressure from government targets and market forces, most farmers are now using the high dikes, fertilizers, pesticides, and pumping technology to produce three rice crops each year. However, the new production systems have severely reduced the habitat available to inland freshwater wild fish and other aquatic food resources. This has negatively impacted nutrition for many poor families who had depended on wild fish caught in the commons for much of their food and offers lessons for development of other tropical delta regions. This paper proposes a research agenda that would investigate the socioeconomic, nutritional, and water and energy use impacts of the changes in production systems that have occurred in rural communities in the Mekong Delta. Rice intensification programs target poverty reduction and improved food availability in Asia. Vietnam adopted a rice intensification policy aimed at a rice surplus for export by the 1990s. The intensification policy replaced an annual wet season crop with two to three High Yielding Variety (HYV) rice crops a year. These multiple annual crops required changes in hydraulic systems in areas such as the Mekong Delta (MD) with the introduction of low and high dikes for wet season flood control and dry season irrigation. This study examines the impacts of rice intensification and hydraulic changes in the MD between the 1990s and 2000s on rural household food sources, both wild and cultivated. Across study sites representing three flood management regimes, 165 households were sampled for data on household demographics, the collection and consumption of fish, other aquatic animals, wild and cultivated vegetables and fruit, and other food sources. The results indicate that rice intensification programs and dike construction have significantly increased rice production. However, farm household catch, collection and consumption of wild foods has decreased. Household use of wild fish, other aquatic animals, and wild vegetables was reduced significantly over the period. Significant wet and dry season variation in food availability emerged. Poor households experienced most loss. Overall household food security was affected. This study suggests that rice intensification policies aimed at global food security need to balance wider population access to a food staple with the need for rice farming communities to maintain access to high quality wild foods obtained from the fields and waterways of rice farming landscapes. Hydropower dam construction is currently focused in Africa, Asia, and Latin America to increase electricity supplies, yet the negative environmental and social impacts are extensive. The planned development of 88 hydropower dams in the Mekong River Basin by 2030 is used to explore how to quantify the energy versus food supply trade-offs. We estimate the land and water resources needed to replace the protein and lysine from the lost wild fish supply in Cambodia, Laos, Thailand, and Vietnam. Using FAO data, we (1) examine the supply of protein and also lysine, as an example of an essential micronutrients, (2) consider three options for managing loss of wild fish supplies, namely replace with livestock, other fish or crops, and (3) quantify the land use change required in the crop and livestock replacement scenarios. We provide a new index for assessing lysine in food and find that replacing lysine from wild fish requires considerable reallocation of land or of fish exports. The options for replacing protein and lysine through domestic production involve significant resource trade-offs and have social impacts. This method of quantifying the links between hydropower (energy) and food policies at regional and other scales can be used to better inform decisions on sustainable developments across sectors. There is growing recognition of the importance of ecosystem-based approaches for adaptation to climate change-it is a cost-effective measure that has multiple benefits and can overcome many of the drawbacks of more common engineering adaptation options. Viet Nam has a rich biodiversity and is also one of the most vulnerable countries impacted by climate change. Climate change policies have been adopted at national and local levels as well as by sector, making Viet Nam one of the nations to most systematically fulfill their obligation under the United Nations Framework Convention on Climate Change. Consequently, we have used Viet Nam as a case study, to assess the integration of ecosystem-based approach to adaptation to climate change. We found that ecosystem-based adaptation is being implemented in some projects but, overall, is inadequately considered by Viet Nam's climate change policies. Instead, policies predominantly rename infrastructure projects as climate change adaptation and focus on hard solutions for disaster reduction, rather than responding to long-term climate change through ecosystem-based adaptation. Moreover, ecosystem-based adaptation projects have focused on only a few relevant types of ecosystems. Viet Nam should revise its existing climate change policies and sectoral strategies to integrate ecosystem-based adaptation across different scales of governance. As other nations develop adaptation policies at different scales, the lesson from Viet Nam is that engineering measures need to be balanced with ecosystem-based adaptation for more affordable and effective responses to climate change. Climate change and its consequence of sea level rise are major issues for small island developing states (SIDS), as they worsen many other pressures on their people and their environment. Accordingly, articles in this special issue of Regional Environmental Change on SIDS address research gaps in the following thematic areas of the human dimensions of climate change. (1) Islander perceptions of climate change and the information sources on which these are based. (2) Migration to richer countries, which dominates popular media articles, so that scholars from a wide range of disciplines have given their perspectives on it. For many SIDS, however, relocation within that country is much more of an issue, but little studied as yet. (3) Community-based adaptation, a theme which only rarely appears in peer-reviewed journals. (4) National, regional and international policies and the effectiveness of their implementation. (5) Social and cultural issues arising from the above. This paper provides an overview of these and some related themes of importance to SIDS, including ocean acidification and land degradation. Researchers based in the SIDS and regional organisations have an important role in recognising these issues and in developing the local skills base needed to deal with them. Freshwater ecosystems in many parts of the world have been severely affected by past management practices that have altered the volume, timing and quality of water flows and caused a decline in their ecological health. Some of these systems are also experiencing the negative impacts of climate change. Adaptation to climate change and the continual need to address existing ecological damage poses ongoing challenges for freshwater managers. In this paper we propose and discuss a Catchment Assessment Framework (CAF) that is used to evaluate existing and potential freshwater management actions, such as riparian revegetation and habitat connectivity, for their adaptation potential. The CAF was developed as a tool for prioritizing low risk climate change adaptation options in Australian catchment management. The CAF enables catchment managers and technical experts to assess management actions against seven inter-related criteria to provide a holistic assessment: relevance to the catchment; climate change adaptation potential, including potential for maladaptation and benefit under different climate scenarios; ecosystem service benefits; compatibility with other actions; implementation constraints; socio-economic consequences; and a risk assessment. It was developed and applied by assessing nine management options with stakeholders in three catchments within the Murray-Darling Basin in south-eastern Australia. We found that while management options are undertaken as a response to existing degradation, they can be used as building blocks for a climate change adaptation strategy that considers a range of different but complementary measures to better manage climate-related risk. In view of past environmental degradation and anticipated climate change impacts, we assessed the potential for ecosystem-based adaptation in the Murray-Darling Basin, Australia. In a workshop with staff from three Catchment Management Authorities (CMAs) who had jurisdiction over three sub-basins, as well as technical experts, nine adaptation options were identified that ranged from environmental flows, restoring river channel habitat, reoperating infrastructure and controlling invasive species. A Catchment Adaptation Framework was developed and used to assess and compare these adaptation options with each of the CMAs, drawing on interviews with their key stakeholders, to identify the risks, benefits and costs. We found that ecosystem-based adaptation can augment catchment management programs and requires investment in a suite of different but complementary measures to lower risk. Our research found institutional challenges in implementing this approach, including the complexities of multi-agency management, constricting legal requirements, narrow funding arrangements, under-developed institutional capacity, difficulties of implementing catchment-scale programs on private property and the need to adhere to community expectations. These institutional issues are ubiquitous internationally and point to the wider issues of providing sufficient management capacity to support adaptation. Evaluating participatory processes, participatory planning processes especially, can be challenging. Due to their complexity, these processes require a specific approach to evaluation. This paper proposes a framework for evaluating projects that have adopted a participatory planning approach: the monitoring and evaluation of participatory planning processes (MEPPP) framework. The MEPPP framework is applied to one case study, a participatory planning process in the Rwenzori region in Uganda. We suggest that this example can serve as a guideline for researchers and practitioners to set up the monitoring and evaluation of their participatory planning process of interest by following six main phases: (1) description of the case, (2) clarification of the M&E viewpoint(s) and definition of the M&E objective(s), (3) identification of the context, process and outputs/outcomes analytical variables, (4) development of the M&E methods and data collection, (5) data analysis, and (6) sharing of the M&E results. Results of the application of the MEPPP framework in Uganda demonstrate the ability of the framework to tackle the complexity of participatory planning processes. This paper builds on the assumption that an effective approach to support the sustainability of natural resource management initiatives is institutional 'bricolage.' We argue that participatory planning processes can foster institutional bricolage by encouraging stakeholders to make their own arrangements based on the hybridization of old and new institutions. This papers aims at identifying how participatory process facilitators can encourage institutional bricolage. Specifically the paper investigates the specific contextual and procedural drivers of institutional dynamics in two case studies: the Rwenzori region in Uganda and the Fogera woreda in Ethiopia. In both cases, participatory planning processes were implemented. This research has three innovative aspects. First, it establishes a clear distinction between six terms which are useful for identifying, describing, and analyzing institutional dynamics: formal and informal; institutions and organizations; and emergence and change. Secondly, it compares the contrasting institutional dynamics in the two case studies. Thirdly, process-tracing is used to identify contextual and procedural drivers to institutional dynamics. We assume that procedural drivers can be used as 'levers' by facilitators to trigger institutional bricolage. We found that facilitators need to pay particular attention to the institutional context in which the participatory planning process takes place, and especially at existing institutional gaps or failures. We identified three clusters of procedural levers: the selection and engagement of participants; the legitimacy, knowledge, and ideas of facilitators; and the design of the process, including the scale at which it is developed, the participatory tools used and the management of the diversity of frames. More than a third of humanity lives in regions with less than 1 million liters of fresh water per person per year. Population growth will increase water demand while climate change in arid and semi-arid areas may reduce water availability. The Murray-Darling Basin in Australia is a region where water reform and planning have been used to reduce consumptive extraction to better sustain river ecosystems under climate variability. Using actual data and previously published models that account for climate variability and climate change, the trade-off between water extractions and water essential to the long-term ecological function of river systems is analysed. The findings indicate that better water planning and a more complete understanding of the effects of irrigation on regional climate evapotranspiration could: (1) increase the overall benefits of consumptive and non-consumptive water use; (2) improve riparian environments under climate variability; and (3) be achieved with only small effects on the profits and gross value of food and fiber production. A variety of proposed activities to mitigate greenhouse gas emissions will impact on scarce water resources, which are coming under increasing pressure in many countries due to population growth and shifting weather patterns. However, the integrated analysis of water and carbon impacts has been given limited attention in greenhouse mitigation planning. In this Australian case study, we analyse a suite of 74 mitigation measures ranked as highest priority by one influential analysis, and we find that they have highly variable consequences for water quantity. We find: (1) The largest impacts result from land-based sequestration, which has the potential to intercept large quantities of water and reduce catchment yields, estimated to exceed 100 Mm/MtCO-e of carbon mitigated (100,000 l per tonne CO-e). (2) Moderate impacts result from some renewable power options, including solar thermal power with a water cost estimated at nearly 4 Mm/MtCO-e. However, the water impacts of solar thermal power facilities could be reduced by designing them to use existing power-related water supplies or to use air or salt-water cooling. (3) Wind power, biogas, solar photovoltaics, energy efficiency and operational improvements to existing power sources can reduce water demand through offsetting the water used to cool thermal power generation, with minor savings estimated at 2 Mm/MtCO-e and amounting to nearly 100 Mm of water saved in Australia per annum in 2020. In Australia's Murray-Darling Basin, small-scale engineering works called 'environmental works and measures' have been implemented as a basis for river and other wetland conservation. While implementing these, governments seem to have embraced the beguiling notion that scarce water supplies can be divided further, while conserving the environment and maintaining agricultural production. The difficulties in doing this are expected to increase in the face of extreme climate variability. With this scenario as a backdrop, the $280 million (Monetary values ($) in this paper are in Australian dollars (AUD). At the time of writing AUD $1.00 = ~USD $1.02.) Living Murray and related programmes are assessed to see whether microengineering works to manage the hydrology of wetlands make for effective adaptation to water scarcity and climate change or whether it amounts to an overly narrow adaptation or maladaptation. Some measures were found to be substantially beneficial, such as the construction of fishways. However, under these programmes, only 0.6% of the Basin's wetlands would be inundated and there are significant risks including desiccation of non-target wetlands and further reductions in water allocations for the environment. It is recommended that trade-offs between alternative strategies are assessed as the basis for minimising perverse impacts under changing climatic and hydrological conditions. [ABSTRACT FROM AUTHOR]

The threats of climate change and the trade-offs between extractions and flows are examined for the Colorado, the Murray, the Orange and the Yellow Rivers. In all four basins, and over a long period of time, outflows have greatly reduced as a direct result of increased water extractions. Although climate change will aggravate hydrological impacts on river systems, currently high levels of water extractions remain the principal contributor to reduced system flows. Riparian ecosystems in the 21st century are likely to play a critical role in determining the vulnerability of natural and human systems to climate change, and in influencing the capacity of these systems to adapt. Some authors have suggested that riparian ecosystems are particularly vulnerable to climate change impacts due to their high levels of exposure and sensitivity to climatic stimuli, and their history of degradation. Others have highlighted the probable resilience of riparian ecosystems to climate change as a result of their evolution under high levels of climatic and environmental variability. We synthesize current knowledge of the vulnerability of riparian ecosystems to climate change by assessing the potential exposure, sensitivity, and adaptive capacity of their key components and processes, as well as ecosystem functions, goods and services, to projected global climatic changes. We review key pathways for ecological and human adaptation for the maintenance, restoration and enhancement of riparian ecosystem functions, goods and services and present emerging principles for planned adaptation. Our synthesis suggests that, in the absence of adaptation, riparian ecosystems are likely to be highly vulnerable to climate change impacts. However, given the critical role of riparian ecosystem functions in landscapes, as well as the strong links between riparian ecosystems and human well-being, considerable means, motives and opportunities for strategically planned adaptation to climate change also exist. The need for planned adaptation of and for riparian ecosystems is likely to be strengthened as the importance of many riparian ecosystem functions, goods and services will grow under a changing climate.
