Downbursts are strong downdrafts that originate from thunderstorm clouds and create vigorous radial outflows upon hitting the ground. This study is part of the comprehensive experimental research on downburst outflows produced as large-scale impinging jets in the WindEEE Dome simulator at Western University, Canada. The 2800 tests carried out form the largest database of experimental measurements on downburst winds developed thus far, which is made available to the public in its whole and described in detail in a complementary study. Therefore, the current manuscript merely focuses on the data post-processing outcomes and interpretation of results from a selected subset of measurements. Impinging jets are here simulated as transient phenomena in which velocity time series are characterized by a sudden ramp-up of velocity, followed by the velocity peak, a short statistically stationary region, and the final velocity slowdown, as it is expected to occur in the actual downbursts. A dominant velocity peak that was systematically observed in all velocity records is associated with the radial advection of the primary vortex in the outflow. Depending on the radial distance from the downdraft, the primary vortex was sometimes preceded by a secondary, much smaller, vortex close to the surface. Vertical profiles of mean velocity and turbulence intensity are for the first time characterized through the extent of a downburst-like event in the spatiotemporal domain. Particularly, these profiles rapidly change in relation to the passage of the primary vortex and consequent variation of the surface layer thickness. This study lays out a foundation for an experimental model of non-stationary downburst outflows to come. This paper describes the dataset of measurements collected and published in the context of the comprehensive experimental campaign on downburst-like outflows that was performed at the WindEEE Dome at Western University, Canada. Downbursts are strong downdrafts of air that originate from thunderstorm clouds and create vigorous radial outflows upon hitting the ground. Downbursts are here simulated as transient phenomena produced by large-scale impinging jet. Two jet velocities were adopted in the experiments. The three-component velocity measurements were recorded using 7 Cobra probes mounted on a vertical stiff mast and displaced at 10 radial positions in respect to the downdraft centerline. For every radial position, each experiment with the same initial condition was repeated 20 times to inspect the deterministic features of the signal. Overall, the total of 2800 tests (2 jet velocities × 20 repetitions × 10 radial positions × 7 heights) represent one of the largest experimental campaigns on downburst winds carried out in a wind tunnel facility thus far. Due to the combined effect of the background wind, the translation of the downburst and the radial nature of the downdraft after the touchdown, a peculiar characteristic of a thunderstorm outflow as detected by an anemometer or experienced by a structure is the potential variation of the flow direction. The study of the wind-excited response of structures has habitually neglected this issue because, dealing traditionally with synoptic events, their direction is endowed with a regular pattern. This paper proposes two families of methods to take into account directional changes in the evaluation of the wind-excited response of structures. The first one generalizes the method usually applied to downbursts, which by its nature implicitly assumes a non-directional response. The second one is based on a new directional decomposition strategy of the wind speed that represents a generalization to thunderstorm outflows of what is historically done for synoptic events. The conceptual aspects involved in and the results provided by these methods are critically discussed and compared both to each other and with regard to the traditional non-directional structural analysis of thunderstorm outflows. Starting from the records detected by the monitoring network of the European Projects 'Wind and Ports' and 'Wind, Ports and Sea', this paper proposes a novel strategy for simulating the wind velocity field of thunderstorm outflows. A model of the wind field along a vertical axis is first proposed. Its different ingredients and the inherent sources of randomness are then separated into five groups and a hybrid technique for the simulation of thunderstorm outflows is formulated. This technique is applied to generate artificial time-histories of the aerodynamic wind loading on three real slender vertical test structures whose dynamic response is evaluated by means of a time domain integration of the equations of motion. The results are analysed in a probabilistic frame aiming to inspect the distribution of the maximum value of the response, the role of the aerodynamic admittance, the relevance of the resonant part of the response, and the contribution of higher vibration modes in parallel with the classic analysis of the response of structures to synoptic extra-tropical cyclones. In spite of recent progress in the prognostic numerical simulation of the atmospheric boundary layer, the explicit simulation of turbulent flows in actual complex terrain is generally still very complicated and time consuming for many environmental applications. In an attempt to develop simpler and more efficient application oriented techniques, although less refined, we propose a multi-step procedure for simulating wind fields. Once obtained the necessary meteorological input, the mass-consistent modelling technique is used to perform high-resolution mean wind flow simulations taking into account recent developments in the atmospheric boundary-layer theory. Besides, a procedure based on a generalisation of the local logarithmic law-of-the-wall over complex terrain is used to estimate the effective parameters characterising the simulated wind profiles. Turbulence intensities and spectral properties are then calculated through the estimated effective parameters, in particular through the effective friction velocity parameter. Finally, time series of the instantaneous velocity field are simulated by the Monte Carlo technique. Two applications of the proposed approach are discussed briefly: the first one is related to a coastal area in southern Italy (the Messina Straits), where the construction of the world’s longest central span bridge is being planned; the second one corresponds to the flow in a mountainous area in northern Italy (the Albenga Airport).
