Critical scholars on power relations and climate change adaptation have highlighted the lack of community participation as a consequence of unbalanced power operations. Evidence about how unequal power relations and subject formation constrain public participation, however, is under-studied. In this paper, we utilised the intersection between community participation and the subjectivities lens to examine how a hierarchical political structure systematically operates to influence community engagement in adaptation and how and why local communities are included or excluded from adaptation as a result of subject-making, using Vietnam as a case study. Using 66 semi-structured interviews and ten focus group discussions involving policymakers, practitioners, local authorities, and communities, we examined how the key respondents stereotyped local roles and capacity in agricultural adaptation activities. Applying content analysis, we found that the general population in Vietnam is often framed as lacking knowledge and capacity to respond to climate impacts. Reflected through a traditional government-led model in two agricultural adaptation projects, the study showed that subtle but pervasive subjectivities and subject-making processes constrain community participation by affecting perceptions and, subsequently, actions of key stakeholders, undermining local roles and capacity in undertaking adaptation. These perpetuate the power imbalance between local communities and government entities. The findings contribute to the prevailing scholarship of climate change adaptation that, under an authoritarian regime, local capacity is undermined not only by powerholders but also by community members as they consent to government decisions. Climate change influences the adaptation responses and mobility patterns of smallholder farmers across multiple scales. This study employed an inductive approach to observe smallholder farmers in An Giang Province in the Vietnamese Mekong Delta to compare the effects of various environmental and climate-related stressors on households with and without contributing migrant household members and on households of different income levels in two rural communes. We looked into the roles that adaptation responses and human mobility patterns play in the daily livelihoods of (translocal) households. We adopted a mixed-methods approach, which involved the administration of a livelihood survey among households in two rural communes (N = 106) and, subsequently, two focus group discussions, unstructured in-depth interviews, and secondary data analysis. We discovered that human mobility, adaptation responses, and climate change are interwoven in a web of complex relationships. No clear differences in effects and climate adaptation responses were discovered between emigrant and nonemigrant households. Hence, paradigms that either portray migration as a failure to adapt or as a form of adaptation in the context of climate change do not adequately explain the findings of this study. Differences between income groups were, however, observed. Relative to other income groups, middle-income farmers were disproportionally affected by climate-related disasters. Additionally, out-migration, aging, upstream hydropower development, and COVID-19 lockdowns posed significant challenges to the livelihoods of smallholder farmers. The compound effects of these multiple stressors indicate that human mobility, climate change and adaptation patterns should be best approached as 'wicked' problems. [ABSTRACT FROM AUTHOR]

Rural adaptation encompasses place-based perceptions, behaviors, livelihoods, and traditional ways of life associated with local environments. These perceptions, norms, and practices are disturbed by coupled environment-development externalities. This study employs the Vietnamese Mekong floodplains as an exemplary case to illustrate how floods impact agrarian communities and how they have experienced flood alterations driven by hydropower development and climate change in recent years. Drawing on thematic and narrative analyses of qualitative data (focus group discussions and interviews) collected in three agrarian communities in the Vietnamese Mekong floodplains, sources drawn from various news outlets, and academic materials, we argue that disrupted flood environments in the floodplains have triggered affective flood reminiscences, catalysing shifts to incremental and transformative adaptation to achieve resilience. We build a nuanced understanding of how social memory helps to enhance human–environment relationships in response to highly complex hydrological dynamics in the delta. [ABSTRACT FROM AUTHOR]

The interplay of climate change, upstream hydropower development, and local water engineering interventions for agricultural production contributes substantially to the transformation of waterscapes and water scarcity in the Vietnamese Mekong Delta. This paper aims to examine how these dynamics are linked to the paradigm shift in water management in An Giang and Ben Tre, the two ecologically distinct provinces that face serious water scarcity in the delta. We used the adaptive management concept to examine how state-led policy directions from food security towards water security enable change in water management that gives priority to water retention. While policy learning is evident, questions remain about how this ad-hoc solution could help address the presently acute water scarcity and water security over the long term. The paper advocates achieving water security should focus not only on diplomatic interventions into upstream climate-development complexities but also local water-livelihood politics. Responding to changing climatic conditions in the Mekong Delta (MKD), Vietnam's national and provincial governments have in recent years placed greater emphasis on aquaculture-oriented farming practices, such as shrimp and rice–shrimp farming, instead of rice monoculture. This study assessed whether the transition to rice–shrimp and extensive shrimp farming has enhanced the livelihood resilience of local farmers in Kiên Giang—a coastal province in the MKD—to climate change. A theoretical framework was developed, which combined the resilience capacities framework with the subjective resilience and Resilience Index Measurement Analysis frameworks. Subsequently, the framework was applied to examine three types of agricultural-based livelihoods: (1) monocrop rice farming; (2) rice–shrimp farming; and (3) extensive shrimp farming. A mixed-methods approach was undertaken consisting of both in-depth and semistructured interviews as well as household surveys (n = 120). The findings demonstrated that rice–shrimp farmers' livelihoods were relatively the most resilient to climate change. On the other hand, rice farmers were generally more able to recover from climate stressors, such as drought and saline intrusion, whereas shrimp farmers, lacking transformative capacity, were the least resilient. This study concluded that the governmental decision to transition Kiên Giang's agricultural sector towards rice–shrimp farming has been relatively successful. [ABSTRACT FROM AUTHOR]
