The Paper River is a classroom simulation designed to examine a negative externality generated by a productive process that elicits a Coasian solution. Previous experiments designed by Hazlett (1995), Nugent (1993, 1997), and Bergstrom and Miller (1997, 179–99) focus on how pollution emission rights can be efficiently allocated by the market through property rights. Although these experiments touch on property rights in demonstrating how emission rights are a more efficient means of reducing pollution than government imposed limits, they do not address Coase's Theorem directly. Classroom experiments that demonstrate Coase's Theorem include those by Delemeester and Neral (1995, 115–19) and Stodder (1996). In these activities, students imagine they are either the creator or recipient of a hypothetical externality. Although this approach is useful for conveying Coase's Theorem, it does not give students the opportunity to generate and experience the externality directly. In the Paper River, students create and experience an externality first hand and then conceptualize a correction procedure that is consistent with Coase's Theorem. The unique nature of this simulation allows students to be involved directly in the externality. In addition, it simulates an actual environmental problem, which will enable students to identify more easily other examples of externalities that affect our society, such as endangered species, destruction of the rainforests, and preservation of natural habitats. Poverty Reduction Strategy Papers (PRSPs) are a central instrument in international development cooperation and of key importance in guiding donors' policies towards southern recipients. However, many aspects of the PRSP have been criticised by a variety of development stakeholders. A checklist of 85 questions has been developed to analyse the inclusion of aspects of sustainable development in PRSPs and to point to sustainability challenges and opportunities. It thus facilitates targeted advice and quality improvements. The checklist was applied to a selection of 12 PRSPs of developing countries. The results reveal an insufficient integration of the ecosystem services concept, of biodiversity and of climate issues. Property rights, gender issues, water and energy are as a rule well elaborated. PRSPs show significant variation in the integration of environmental sustainability issues. Sustainability assessments can contribute to significant improvements between first and second generation PRSPs provided the assessments are supported by a strong institutional framework and a dedicated political commitment towards sustainability. Background: Data entry at the point of collection using mobile electronic devices may make data-handling processes more efficient and cost-effective, but there is little literature to document and quantify gains, especially for longitudinal surveillance systems. Objective: To examine the potential of mobile electronic devices compared with paper-based tools in health data collection. Methods: Using data from 961 households from the Rufiji Household and Demographic Survey in Tanzania, the quality and costs of data collected on paper forms and electronic devices were compared. We also documented, using qualitative approaches, field workers, whom we called ‘enumerators’, and households’ members on the use of both methods. Existing administrative records were combined with logistics expenditure measured directly from comparison households to approximate annual costs per 1,000 households surveyed. Results: Errors were detected in 17% (166) of households for the paper records and 2% (15) for the electronic records (p < 0.001). There were differences in the types of errors (p = 0.03). Of the errors occurring, a higher proportion were due to accuracy in paper surveys (79%, 95% CI: 72%, 86%) compared with electronic surveys (58%, 95% CI: 29%, 87%). Errors in electronic surveys were more likely to be related to completeness (32%, 95% CI 12%, 56%) than in paper surveys (11%, 95% CI: 7%, 17%).The median duration of the interviews (‘enumeration’), per household was 9.4 minutes (90% central range 6.4, 12.2) for paper and 8.3 (6.1, 12.0) for electronic surveys (p = 0.001). Surveys using electronic tools, compared with paper-based tools, were less costly by 28% for recurrent and 19% for total costs. Although there were technical problems with electronic devices, there was good acceptance of both methods by enumerators and members of the community. In the 1940s and 1950s, institutionalist economists rapidly lost their influence over American economics. In parallel, a new mainstream emerged, and the institutionalists were extremely dissatisfied with the path taken by the economic science. We analyze the opinions and feelings about this context to shed light on the institutionalists’ understanding of the new mainstream economics. We construct a historical account of the institutionalists’ dissatisfaction with post-war economics based on archival material from the personal papers of Allan Gruchy, John Gambs, John Blair, and Clarence Ayres. In the period analyzed, the economists, who would later found the Association for Evolutionary Economics, acted as dissenters rather than institutionalists. The article discusses some changes in the World Bank's Educational Policy Paper. According to the author, the 1974 and 1980 Educational Sector papers of the World Bank show some major shifts of emphasis in its attitude towards educational development in less developed countries. Some changes include: emphasis on the internal functioning of educational institutions; support on software faculties such as economics and management and recognition of the difficulties associated with manpower forecasting. Lastly, the paper suggests the development of educational policies geared towards a balanced educational system, where all school levels and all kinds of curricula have their place.

This article aims to assess multiple issues of resources, staffing, local opinion, data quality, cost, and security while transitioning to electronic data collection (EDC) at a long-running community research site in northern Malawi. Levels of missing and error fields, delay from data collection to availability, and average number of interviews per day were compared between EDC and paper in a complex, repeated annual household survey. Three focus groups with field and data staff with experience using both methods, and in-depth interviews with participants were carried out. Cost for each method were estimated and compared. Missing data was more common on paper questionnaires than on EDC, and a similar number were carried out per day. Fieldworkers generally preferred EDC, but data staff feared for their employment. Most respondents had no strong preference for a method. The cost of the paper system was estimated to be higher than using EDC. The existing infrastructure and technical expertise could be adapted to using EDC, but changes have an impact on data processing jobs as fewer, and better qualified staff are required. EDC is cost-effective, and, for a long-running site, may offer further savings, as devices can be used in multiple studies and perform several other functions. EDC is accepted by fieldworkers and respondents, has good levels of quality and timeliness, and security can be maintained. The Internet provides an additional channel for manufacturers to provide information about and sell their products. The electronic channel has the advantage of reduced search cost and its reach is increasing, but it has limited capability to provide product information. This paper examines how Internet technology affects a monopoly manufacturer's distribution problem in an environment where product information is important for consumers to identify their ideal product. The model suggests that a manufacturer uses the electronic channel in addition to the physical channel when the product information is very valuable and product information is largely about digital attributes, or when the product information is not valuable. The model also suggests that when the manufacturer chooses to sell through both channels, there is an increase in price competition between the two channels such that the manufacturer need not sell through the electronic retailer with the highest reach. Also, when a large proportion of consumers have access to both channels, the manufacturer may sell through only one channel. Formal decision-making methods can be used to help improve the overall sustainability of industries and organisations. Recently, there has been a great proliferation of works aggregating sustainability criteria by using diverse multiple criteria decision-making (MCDM) techniques. A number of review papers summarising these techniques have been published. During the past few years, new approaches for hybrid MCDM (HMCDM) methods have been developed, but they have not yet been completely reviewed. This article aims to fill this gap and to summarise publications related to the application of HMCDM. The current study is limited solely to papers available in the Thomson Reuters Web of Science Core Collection database. The main findings report that HMCDM methods have been increasingly applied for supporting decisions in different domains of sustainability. The most frequently used methods emphasise the advantages of hybrid approaches over individual methods, and we conclude that they can assist decision-makers in handling information such as stakeholders’ preferences, interconnected or contradictory criteria, and uncertain environments. The main contribution of this work is identifying hybrid approaches as improvements for decision-making related to sustainability issues, while also promoting future application of the approaches. The aim of this paper is to discuss how neoliberal policy is changing the way people conceive of the economy and of society. After a brief outline of the main features of neoliberal policies, it argues that neoliberalism does not consist in a mere set of wrong economic theories or in the plain reflection of vested interests. It is a full-fledged view of how society should be organized. The paper then argues that these policies and the ideology that backs them up determine major institutional changes which affect economic, social and polity-related variables but also the general understanding that peo-ple have of the economy and of society. More specifically, it enhances uncertainty about one's future and favors a non-solidaristic view of social relations. These changes tend to prejudge the effectiveness of employment policies and to reinforce the neolib-eral consensus. The conclusion is that it is not possible to conceive of an appropriate macroeconomic policy unless institutional changes are taken into account that trans-cend macroeconomics as such and re-establish the social underpinnings for that policy. Our article seeks to recontextualize Clarence Ayres's The Theory of Economic Progress through a reconsideration of the criticisms of the book and Ayres's personal standpoint on it. We believe that the negative reception of the book conveys the mainstream perspective. Additionally, our article stresses some of Ayres's thoughts on Western society that were not included in The Theory of Economic Progress but were introduced by him through correspondence around the same time his famous book was written and disseminated. The existence of product complementarities is especially relevant in network-type industries, such as information technology and communications, where systems of complementary components made by different manufacturers have to be assembled. Relying on the characteristics of software markets and drawing on the economic theory of complementarities, this paper investigates how complementarities create value in mergers and acquisitions between software companies. We introduce and empirically validate the software stack as a structure to measure complementarities. In a sample of mergers and acquisitions, in which either the acquirer or the target is a software firm, we find values of abnormal returns consistent with previous results. However, when we use the concept of stack, we find an inverse curvilinear relationship between abnormal returns and the distance between acquirers and targets in various layers of the stack. The importance of trust as a key facilitator of electronic commerce is increasingly being recognized in academic and practitioner communities. However, empirical research in this area has been beset by conflicting conceptualizations of the trust construct, inadequate attention to its underlying dimensions, causes, and effects, and lack of a validated trust scale. This paper addresses these limitations in part by theoretically conceptualizing and empirically validating a scale to measure individual trust in online firms. The proposed scale taps into three key dimensions of trust: trustee's ability, benevolence, and integrity. An iterative testing and refinement procedure using two field surveys of online retailing and online banking users, leads to a final seven-item trust scale that exhibits adequate levels of reliability, convergent validity, discriminant validity, and nomological validity. The article presents a commentary on the paper "Does Advertising Communicate Product Quality To Consumers? Some Evidence From Consumer Reports," by Raymond A. Marquardt and Anthony F. McGann. The commentator notes that the authors provided an examination of recent developments in the price/quality rating issue as well as the relationship of advertising dollars spent to product rating received. The author contends that the researchers failed to produce critical comparisons of certain product categories between previous studies.

The main objective of this paper is to examine the drivers, barriers of financial inclusion, and saving and credit behaviour in Ethiopia. We used the World Bank 2017 Findex database to carry out logit estimations. We found that being educated, richer, a man, and older associated with greater level of financial inclusion with a strong influence of income and education. We found that the existing gender gaps in the financial inclusion is mainly due to women exclusion from the non-financial sector. While younger and poor adults do not access formal accounts due to involuntary exclusion (distance to the nearest financial access point, affordability, and lack of documentation), older and richer individuals are constrained by voluntary barriers (lack of money, family member has account). Women are less likely to save for farm or business and old age security purposes, while educated individuals in the wealthiest 20% quintile save for old age security purposes. The rich and the poor seek formal credit primarily for farm/business and asset purchase. Our work confirms that the determinants, barriers, saving, and credit behaviour are different across individual characteristics. We strongly recommend that policies that aim to foster financial inclusion should target the vulnerable (the poor, young, less educated, and women) population groups. Authorities and policymakers should strive to improve women participation in the formal real sector of the economy, financial institutions should adopt technologies such as mobile banking and mobile money to ensure the accessibility of financial services. We study faculty recruitment issues in a university. We develop a cost minimization model that considers the decision-making process for the university administration by proposing a new approach of selecting tenure and non-tenure track faculty who are expected to achieve the institutional research and teaching goals. We explain the existence of tenure from an economic perspective. We propose a faculty tenure-granting process for a variety of institutions ranging from pure-teaching, teaching emphasis, research emphasis and pure-research institutions. We find that a teaching-emphasis or a pure-teaching institution (a research-emphasis or a pure-research institution) can increase the emphasis on research (teaching) without increasing costs. This paper makes important contributions to the university recruitment strategy by providing a set of guidelines on how to manage teaching and research incentives. History can provide invaluable insights into important issues of the economic and social regulation of utilities, and offer lessons towards future debates. But the history of utility regulation - which speaks of changing, diverse and complex experiences around the world - was, unfortunately, sidelined or marginalised when economists and policymakers enthusiastically embraced the question of how to reform the utilities from the 1970s. This paper provides an overview of the three, overarching, 'waves' of utility regulation from the nineteenth century to the present, documenting how, when and why the ways in which the roles of the state, the market and firms altered over time. It then contextualises and explains the main contributions of each of the papers included in this special issue of Business History, which cover energy, communications, water, transportation and other urban infrastructure regulation, across Western Europe, the United States and Australia. This paper investigates whether there are systematic differences in the capital structure formation of local companies and subsidiaries of multinational companies (MNCs) operating in the Baltic States over the period from 2000 to 2008. The analysis is based on panel data estimation on a sample covering 87,000 company-year observations. We find local companies to be more leveraged than MNCs, mainly explained by use of intra group equity financing, lower investment intensity and higher profit retention of the latter. However, MNCs appear to have had better access to external finance, resulting in their competitive advantage over local companies, especially in periods characterised by significant credit constraints. In contrast, local companies appear to have started to increase their leverage under relaxed credit constraints during the years of economic boom, demonstrating local companies’ greater vulnerability to adverse cyclical effects. Is it possible to apply a Schumpeterian notion of entrepreneurial innovation to the financial sphere? Joseph A. Schumpeter, arguing that innovation could only be proposed by entrepreneurs and take place predominantly in the real sector, seems to propose a foundation for a contemporaray analysis of financial innovations. There is a lack of specific emphasis on the evolution of financial innovations in Schumpeter’s work. The purpose of the paper is to demonstrate that Schumpeter’s analysis of entrepreneurial innovation, which takes place in the real economy, also proposes a theoretical account for understanding the dynamics of financial innovations. Our aim is to propose a comparative study between entrepreneurial innovations and financial innovations. Nevertheless, analyzing financial innovations in the framework of Schumpeter’s economic theory doesn’t mean to legitimize them all. This is also an investigation for diversifying financial innovations according to their impact on the real economy. The managerial functions of planning and control are information-intensive "memory processes," and are inherently temporal. As such, they are a major application domain for temporally oriented information systems (TOIS), which are distinguished by their explicit handling of time and memory. Although TOIS have been studied vigorously in recent years, there has been no attempt to relate them to the temporal concerns pertinent to these managerial processes. This paper systematically examines the structure of, and access to memory in planning and control activities, in an attempt to identify major related design requirements. The examination proceeds as follows: First, a conceptual framework of planning and control is developed. This framework facilitates the examination of memory aspects of these processes, specifically the extent and nature of memory implied by the underlying models and the actual control schemes. The three themes that emerge from this examination are: (1) the fundamental necessity of temporally independent access to data in planning and control applications; (2) the inherent multiplicity of time perspectives upon which the notions of planning and control rest; and (3) the need to develop temporally oriented model management. These themes identify basic temporal functionalities that TOIS need to address. The starting point of this paper is the question of how to explain mainstream economics' great level of acceptance in the face of its poor empirical track record. An explanation is provided in terms of a combination of unification and, most importantly, inference to the best explanation. This paper asks whether the appeal of mainstream economics to inference to the best explanation is justified and as a consequence questions one of the main reasons for the dominance of mainstream economics today. The objective of this paper is to bridge an important gap between academic literature and the lessons of recent financial crises in Latin America. Although standard economic theory holds that banking crises are a singular phenomenon that should be treated in a uniform fashion, the banking crises of Mexico, Argentina, and Uruguay, and the responses of local authorities, convincingly demonstrate that there are in fact two distinct types of banking crisis that require equally distinct resolution measures. Taking into account these historical episodes, this paper presents a conceptual framework that both accommodates the possibility of two types of banking crisis and offers the analytical framework necessary to examine benefits and disadvantages of different resolution strategies when applied to distinct types of crisis. This paper considers the unevenness of the 2007-08 crisis by examining the literature of England's North-South divide. From the 1980s this longstanding divide was exacerbated as a result of promoting London as a global financial hub, so when the crisis hit many expected some regional economic convergence as redundancies spread throughout the financial sector. This has, however, not taken place and previous patterns of uneven development have rather been reinforced. Attempts have been made to explain this deepening of established geographical patterns as the result of different regions' degrees of economic resilience, but this approach is, however, problematic because it naturalizes crises, downscales responsibility and neglects politics. Inspired by Martin Jones's concept of the 'spatial selectivity of the state', the paper will rather argue that to understand the uneven geography of the economic crisis, one has to look beyond localized resilience to how the state's austerity policies have displaced the crisis's impacts away from its origins in a London-centred financial sector. Institutionalism was the dominant approach to public finance prior to WWII, after which it was eclipsed by Pigouvianism and Keynesianism. This transition defined the career of Wisconsin’s Harold M. Groves (1897–1969). Groves was a notable public finance economist, leading textbook author, and drafter of significant tax and labor legislation. He represented the culmination of a multigenerational institutionalist tradition. In this paper, I examine Groves and postwar public finance as a test case for the legacy of Wisconsin institutionalism. To that end, I consider Groves’s contributions to postwar tax policy, his interactions with Henry C. Simons and Richard M. Musgrave, and his view on Keynesian public finance. I identify some Wisconsin institutionalist contributions to modern public finance and offer an explanation for the postwar decline in institutional public finance. [ABSTRACT FROM PUBLISHER]

Earthquakes have caused more than 50,000 lives and $4,000 million economic losses over a period of 20 years in Iran. Having accurate risk assessment and effective future plans can significantly reduce these losses. In this paper, two key parameters, which are effective in both human and economic loss reduction, have been defined, one of which is the number of saved lives before and after taking mitigation measures and the other one is the household expense ratio related to the cost of earthquake mitigation measures. For this reason, Shiraz city, located in the southwest of Iran, has been selected for evaluation. Detailed building taxonomy is performed, and for seismic vulnerability evaluation, vulnerability curves exclusively derived for Iranian buildings are used. Multi-objective genetic algorithm optimization method is conducted to find a balance between the costs of seismic mitigation measures and number of casualties. This balance proposes the extent of mitigation actions which is representative of a specific layer of risk and is identified as a set of Pareto Front for all types of buildings. The optimal risk layer can play a vital role in shaping management policies for decision-makers in order to reduce the inherent risk of country. [ABSTRACT FROM AUTHOR]

This paper represents an attempt to follow-up on Kenneth Arrow's long-neglected identification of a ‘logical gap’ in the perfectly competitive foundation of the neoclassical framework. Attention is initially focused on establishing the fact that this logical gap exists and that it leaves the orthodox paradigm without an endogenous account of the manner in prices are determined. The presence of this logical gap implies, in other words, that neoclassical economics fails to provide our discipline with a theory of value. Given this fact, the second, considerably longer part of this paper establishes the broad outlines of a framework in which this logical gap is not present and that is capable, therefore, of providing our discipline with a legitimate theory of value. This paper provides an external account of the demise of the `old' Marxist educational theory flowing from social reproductionism/resistance theory. Five developments are explored in terms of how they have undercut the 'old' educational Marxism, hyper-academicism, dislocations/disfuncions between theory and practice, the postmodern challenge; the new liberal `Left' challenge, and, the `death of Marxism' syndrome. The first two elements from the basis of some important `lessons' for the revitalisation of Marxist perspectives on education. It is also argued that, although the five bends and developments have posed a serious challenge fir the `old' Marxist educational theory, nevertheless, it will probably circulate for some time-given revival revisits, and as a source of easy critisism for anti-Marxists Finally, there has been a recent flowering of new approaches to theorising education from a Marxist perspective, which this paper maps out. This paper is an account of the institutional mechanisms that have influenced business history in the early to late Middle Ages in the city of Coventry. The paper discusses socio-cultural, political, religious, and historical influences on the city's major trades during the era and incorporates analysis of governance structures in the form of Coventry's famous guilds which were instrumental in shaping the trajectory of one of England's foremost cities during the chronicled era. Through this examination we seek to complement and contribute to business history literature that is increasingly intrigued by business and economic activities pre-dating the industrial and manufacturing era, thus enriching discussion about business and institutional dynamics in the pre-modern era. With a low breast cancer incidence and low population density, Greenland is geographically and organisationally challenged in implementing a cost effective breast cancer screening programme where a large proportion of the Greenlandic women will have to travel far to attend. The aim of this paper is to evaluate the cost effectiveness and cost utility of different strategies for implementing population-based breast cancer screening in Greenland. Two strategies were evaluated: Centralised screening in the capital Nuuk and decentralised screening in the five municipal regions of Greenland. A cost effectiveness and cost utility analysis were performed from a societal perspective to estimate the costs per years of life saved and per QALY gained. Two accommodation models for the women's attendance were examined; accommodation in ordinary hotels or in patient hotels. The least costly accommodation model was the hotel model compared with the patient hotel model, regardless of screening strategy. The decentralised strategy was more cost effective compared with the centralised strategy, resulting in 0.5 million DKK per years of life saved (YLS) and 4.1 million DKK per quality-adjusted life year (QALY) gained within the hotel model. These ratios are significantly higher compared with findings from other countries. The sensitivity analysis showed a substantial gap between the most and least favourable model assumptions. The investigated strategies were all estimated to be extremely costly, mostly due to high transportation and accommodation costs and loss of productivity, and none would be accepted as cost-effective per YLS/QALY gained within a conventional threshold level. This paper presents the main findings from an empirical research project, whose aim was to answer the following research questions: (1)Did men and women entrepreneurs ask for new bank loans during the crisis? (2) Did they obtain required bank loans at the same conditions? (3) Which variables, other than gender, influence access to bank credit? Data show that firms were very cautious in access to finance during the crisis and female-led firms asked for bank loans more rarely than male-led ones. In the empirical literature there is a prevalent view that real exchange rates tend to converge towards levels predicted by the Purchasing Power Parity (PPP) only in the long-run and that short-run deviations from the PPP relationship are frequently sizable. The progressing of European monetary integration and the forming of monetary union spurred the interest of researchers to assess the relevance of the PPP theory in the case of the single European currency. Our paper therefore examines this exchange rate theory by testing a dataset of monthly real exchange rates for a sample of 11 eurozone members with respect to different benchmark currencies. Because of the documented drawbacks of linear specifications in examining this exchange rate theory, we utilise a nonlinear unit root test based on the ESTAR model proposed by Kapetanios, Shin, and Snell (2003). The results of unit root tests for the US dollar-based real exchange rate series as well as for Japanese yen-based series suggest that the PPP proposition does not hold in the case of eurozone countries. The absence of real exchange rates’ nonlinear reversion reported in this study thus confirms the thesis of Wu and Lin (2011) regarding the PPP relationship since the inception of the euro. The paper discusses strategies and findings from an explorative R&D project: a transition theory-inspired research and development effort to green the tourism trade by niche formation. The paper analyses part of this transition effort in mobilizing organic farmers to become involved as niche agents, where we focus on experience-economic design for gaining economic benefits and cultural learning. The paper builds on 4 years of R&D efforts striving for experience-oriented innovations in the tourism trade by strategic formation of an environmental tourism niche on a regional arena in Denmark. This is done along the tourism chain from tour operators abroad, incoming bureaus, national and regional tourism organizations to local eco-destinations, such as organic farmers. From our R&D project and experience economy literature, we identify the key elements in an instructive organic experience. To do this, we reflect upon designing or staging eco-experiences in a way that may enhance learning, and we identify other positive outcomes that can motivate others to go in the same direction. Finally, we reflect on the results and challenges in forming the niche strategy within tourism, and for the organic farmers to improve the experience economy and carry out the green experience concepts.
