Cities are facing considerable challenges resulting from imminent climate change impacts. Urban planning to minimise adverse impacts of climate change at the city level can establish a climate-resilient city. Mitigation strategies to reduce CO2 emissions would lead to a climate-friendly city. Integrating climate change adaptation and mitigation into sustainable city planning should not be merely added as a single level of sustainable city planning, but requires a wide range of multi-level cooperation. Lijiang City has experienced climatic change during the last half century, and its CO2 emissions have increased faster than the GDP growth. Nearby glaciers on Yulong Snow Mountain have been retreating and losing mass since the early twentieth century. In this paper, we identify economic sectors that are vulnerable to climate change, including tourism, agriculture and water supply, and propose mitigation and adaptation strategies to cope with climate change in this tourism city. As energy use is the largest source of greenhouse gas (GHG) emissions, renewable energy has enormous CO2 reduction potential. Land use practices, a sectoral approach and public participation are all considered adaptive in climate planning. The proposals outlined are valuable as they provide an understanding of how to implement integrated climate planning and integrate climate change mitigation and adaptation into sustainable city planning. Recent scholarship has argued that effective and credible national climate policy mixes should encompass measures that promote new low-carbon technologies alongside those instruments aimed at constraining and phasing out support for existing polluting industries. The creative and disruptive policy measures in Norway´s climate policy mix are analysed by focusing on both national and international climate mitigation efforts. Norway´s climate policy mix at home has been more ambitious in the transport sector with a growing electric vehicle market than in the energy sector where niche support and disruptive policies have remained weak. Abroad, Norway has been increasingly active in supporting new low-carbon technologies and disrupting the fossil-fuel industry, especially coal. This is explained by the consensus-seeking and oil and gas dominated small-state social-investment political economy in Norway, combined with a forward-looking foreign policy based on norm-setting and multilateralism. This article analyses climate mitigation impact once the Association of Southeast Asian Nations (ASEAN) introduce their respective Intended Nationally Determined Contribution (INDC) using dynamic non-linear computable general equilibrium modelling and 2010 input-output tables. The results indicate that atmospheric concentration of carbon and temperatures under the business as usual (BAU) scenario will fall from 390 PPM and 0.80°C respectively in 2010 to 351PPM and 0.79°C respectively, whereas under the optimal scenario it will fall to 329PPM and 0.71°C respectively in 2060. Cumulative climate damage under BAU and optimal scenarios will remain the same at MYR8.0 Billion, MYR14.3 Billion and MYR 24.8 Billion respectively in 2010, 2015 and 2020 but it will rise after that to MYR579 Billion under the former compared to MYR513 Billion under the latter in 2060.
