China has established three rounds of low-carbon pilot city initiatives. However, a gap exists between policy making and successful implementation, and the effects on greenhouse gas (GHG) emission reduction were found to be different among pilots. This paper considers the question of how low-carbon policies in cities can be implemented effectively and how policy combinations are adopted for GHG emissions reduction. It uses a mixed research approach, including Qualitative Comparative Analysis (QCA) and field investigation in Pilot Y (situated in the southwest China). The results show that, first, financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition. This means that the absence of financial support or monitoring systems could lead to increased GHG emissions, while the presence of political leadership always promotes the reduction of GHG emissions but may not be sufficient on its own to achieve them. Second, the target responsibility system (TRS) – a system used by higher government levels to assess the policy implementation of lower government levels – and human resource mechanisms cannot effectively lead to the promotion of GHG emissions reduction. Finally, in the absence of TRS and human resource mechanisms, environmental information disclosure (EID) was found to effectively promote low-carbon urban development by encouraging public participation. This paper reveals the complexity of the implementation of low-carbon policies in cities, identifies the link between city-level and national action, and enriches the theoretical explanation of governance and low-carbon policy implementation gaps in China. Key policy insights China's low-carbon pilot city project is critical for reducing GHG emissions, however, the effects of the low-carbon pilot city programmes varied greatly. Financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition to achieve cities' GHG emissions reduction goals. Local low-carbon development is limited and not put into practice at the city level in China, in part because of the absence of financial support and limited political attention. Based on the β-convergence method, this paper studies whether there is innovation convergence in Chinese cities as a whole, and analyzes the reasons why cities within urban agglomerations show significant innovation convergence. We find that:(i) Empirical regression based on β convergence theory indicates that there is significant innovation convergence at the city level in China. The analysis based on σ convergence theory also supports this result. (ii) The speed of innovation convergence of cities within urban agglomerations is significantly higher than that of cities outside urban agglomerations. (iii) Human capital spillover and market interaction can significantly affect the level of urban innovation growth, which is the main reason for the innovation convergence difference inside and outside the urban agglomeration. China's higher education expansion policy implemented in 1999 has substantially increased higher education opportunities. This paper investigates whether rural students do benefit more from the expansion policy and achieve educational equity between urban and rural areas. Based on the four waves of nationwide micro survey data, collected in 2000, 2005, 2010 and 2015, we find that the expansion policy increases the rural-urban gap in higher education participation in the short- and medium-term, but reduces the educational inequality in the long-term. However, when we examine the impact of the expansion policy on access to elite higher education, the results show that the expansion policy is not conducive to reducing the rural-urban gap in elite higher education participation. Therefore, to achieve educational equity between rural and urban areas, compensation policies should be designed to benefit rural students. [ABSTRACT FROM AUTHOR]

This paper investigates how land redevelopment is associated with a city's potential to attract migrants. Based on empirical analysis conducted by using over one million records of land transaction data between 2008 and 2018 in Chinese cities, we observe that cities with a larger ratio of redevelopment land in the total area of land supply on average have attracted more of the migrant population. Moreover, a high proportion of redevelopment area for public services and infrastructure in the total land redevelopment area can further attract migrants. We also find a larger effect of land redevelopment in attracting migrant inflows in less developed regions than developed regions. These findings suggest the advantages of intensive urban strategy ('compact urban') compared with extensive urban strategy ('urban sprawl') in attracting migrant population. Shanghai, like other large Chinese cities, has multiple business districts. This paper examines the construction of one of its largest, at Hongqiao in the west of the city. Its specific focus lies in the central role played by one state-owned company, Shenhong, in the financing and construction first of the Hongqiao transport hub and then of the business district that jointly make up this new development pole. The paper examines in detail Shenhong as an organization as well as the tasks it has undertaken and the funding difficulties it has confronted. It argues that Shenhong is representative of the seldom discussed state-owned urban investment and development companies that have led the urbanization of China. Finally, it anchors these companies into theoretical debates, arguing that their ubiquitous involvement in China's property-led process of urban transformation combined with their ambivalence as state companies operating along similar lines to private enterprises means that they can be seen as central players in a form of state corporatist urbanism. This paper examines whether human capital levels diverged across Chinese cities between 1990 and 2010. By employing a series of instruments for the initial human capital share, consistent positive feedback between current human capital levels on the subsequent growth of human capital in the 2000s is found. The findings are also robust to alternative instrumental variables. Further evidence suggests that a city's industry structure does not explain the positive feedbacks, but rather urban amenities appear to be the primary causal factor. To mitigate large provincial inequality in development, China should mitigate growing differentials in human capital by improving local urban amenities. [ABSTRACT FROM AUTHOR]

China's urbanization in the late twentieth and early twenty-first centuries is a crucial process in transforming the country. Taking advantage of the de facto counts of city population in the last four censuses since 1982, this paper examines the city-size distribution and growth pattern of large cities in China in recent three decades. Combined with earlier data and work on the Mao era, the paper also presents some long-term trends and helps answer an important question: was China successful in controlling the growth of large cities? In addition, the paper analyzes the main features of China's urbanization policy in relation to the political economy and development strategy, and concludes with a discussion of the relevance of this study to the latest urbanization policy and the household registration system or hukou reforms in large cities. Urban land serves as the medium for urban economic and residential activity. The degree of intensive and efficient use of urban land and the coordinated growth of the economy and society are significantly impacted by utilization efficiency. Northwest China's temperature, geography, water, and soil characteristics make less of the region suited for urban development. Thus, it is imperative to investigate Northwest China's urban land use efficiency (ULUE). This study applies the efficiency loss model to highlight the discrepancy between the optimal and actual values of each input-output variable of the ULUE, and uses the Super-SBM model to compute the ULUE of 39 cities. Additionally, the internal driving elements of the ULUE are examined using the Global Malmquist-Luenberger (GML) index. This study discovered that Northwest China had a low ULUE, with a modest upward trend seen between 2004 and 2018. The overall shape of the region was similar to an 'N' curve, with high efficiency values concentrated in the southeast of the region in 2018. When considering the agglomeration impact of urban agglomeration, these results are dependable. Moreover, the efficiency loss model discovered that pollution and wasteful resource usage were the main reasons behind the drop in ULUE in Northwest China. Finally, the GML index and its constituents revealed that the main force behind ULUE's growth in Northwest China is technological developments. This research provides important policy implications for reducing the gap between eastern and western regions, supporting high-quality development in northwest China, and protecting and intensively using urban land. The improvement of traffic location conditions is an important driving force for the development of regional urbanization. Establishing a quantitative correlation model between them is the basic premise for finding out the evolution rules of regional development patterns. Taking China’s Chongqing Municipality as an example, through Regional Traffic Dominance (RTD) modelling, this paper quantitatively analyzed the time-series response relationship between the evolution of RTD and urbanization in the past 10 years. The results show that there is a strong positive correlation between RTD and urbanization. Urban Agglomeration (UA) is regarded as an emerging complex urban system in China. The development of UA demands a reasonable scale structure, which can be investigated by Zipf's law. However, few studies have been conducted to quantify the optimal scale of UA and how its development deviates from the optimal scale. With the continuous urban expansion, the problem of UAs' scale structure has received increasing attention. In this study, we propose a method based on Zipf's law for estimating the theoretical optimal scale of UAs in China and assessing the deviation rate from their optimal scales. Twelve typical UAs in China are selected, and their development is assessed via urban impervious surface data from 2000 to 2018. The results show that the average deviation rate of the investigated UAs decreased from 3.40% in 2000 to 2.32% in 2018, demonstrating that these UAs are on a positive evolution trajectory. Furthermore, according to the development stage, we make recommendations on "large cities vs. medium/small-sized cities and promoting vs. restraining" to each UA based on its size. The conceptual and analytical knowledge, as well as the results from this study, are expected to offer valuable insights and new references for regulating and managing UAs' development in China. Rapid economic development has led to urban sprawl and threatens river systems. In this paper, we used geographic information system (GIS) techniques to examine the effects of urbanisation on the water resources of the Yanggong River watershed in Lijiang City, and analysed the temporal changes in river systems and their impacts on watershed ecosystem functions. The total length of the river systems in the Yanggong River watershed decreased from 786.9 km in 1995 to 674.2 km in 2009 and is predicted to continue to decrease by 35.5 km in the next 11 years according to various data sources. The decrease in river system density started in the Old Town of Lijiang and gradually spread to the surrounding areas. Our analysis shows that urbanisation is failing to take into account the impacts on river systems and their functions, which could cause a reduction in the size of the river systems and degradation of watershed ecosystem functions in the Yanggong River watershed of Lijiang City. It is suggested that protecting the natural river network and making full use of the advantages of the distinctive terrain in the Yanggong River watershed could contribute to the sustainability of urban development in Lijiang City. The notion of local (city-level) sustainable development (LSD) is explored against the backdrop of urban dynamics and the international discussions on sustainable development. Urban metabolism is a key concept used in the analysis. Overall, sustainable urban development is seen to have an internal dimension and an external dimension, even though urban jurisdictions may be restricted to the former. Sustainable cities (SCs) and policies for LSD are discussed conceptually and in terms of their operational use, with a focus on urban policies in developing and emerging countries. Examples are given of SCs in China. Cities with strategies related especially to climate change are considered separately and analysed in terms of developed-developing, adaptation or mitigation focus. Again, examples of especially 'low-carbon' cities in China are presented. From these elements, this paper extracts some elements of a (social science) research agenda in urban environmental studies. Chinese cities have experienced unprecedented growth and transformation in the recent decades. Urban expansion into former agricultural land and the incorporation of villages into urbanized areas are commonly observed. This paper focuses on the current city extension of Foshan into the river landscape of the Pearl River Delta. The authors examine a group of water villages that will become part of Foshan's new city centre. A morphological analysis of settlement forms is used in combination with a fluvial morphological analysis of the water system. Through direct observation, select interviews with villagers, mapping and measurements, an international design team developed proposals demonstrating how social and ecological conditions can be incorporated into the design of Foshan's new urban centre, producing a transformation that has roots in the village's essential spatial structure and the functioning of its water system. Urban development relies heavily on labour, while the change in urban housing prices, in turn, has a crucial impact on labour. Therefore, the regulatory policies of housing prices have become a critical content of urban management worldwide for a long time. Based on the theoretical analysis of urban housing prices and labour mobility, we use fixed-effect panel model with the panel data of 281 cities in China from 2002 to 2018. We study the impact of rising urban housing prices on labour and identify the housing price jump as an instrumental variable in solving the endogenous problem. The results are as follows. First, the increase in urban housing prices has a crowding-out effect on labour mobility. Second, there is a moderating effect on different levels of education, urban construction, and income under the impact of urban housing prices on labour mobility. Third, the heterogeneity of the impact is reflected in the housing price-to-income ratios and industrial structures. These conclusions are supposed to have significant enlightenment for controlling the urban housing prices during high-quality economic growth and guiding labour flow more rationally. Based on prefecture-level data from China over the period 1999–2018, our study aims to identify the impact of urban land expansion on economic growth conditional on the spatial population distribution within a city. Controlling the potential path dependence impact of the urban economy with a lagged explanatory variable in the designed model, and primarily based on the generalized method of moments, the empirical results show that it is the relative urban land expansion rather than the net expansion that is disadvantageous to urban economic growth. The interior spatial population distribution, which is primarily measured as the relative proportion of the population residing outside the main urban area, boosts urban economic growth directly as well as promoting it indirectly by alleviating the negative impact of urban relative land expansion. This article examines the impact of the concentration of human capital on individual happiness in Chinese cities. In contrast to findings in the literature based on the US context, we report lower individual happiness for residents living in cities with higher levels of human capital. A further investigation shows that the housing price underpins such negative human capital externalities in well-being. The results are robust to different model specifications. While human capital is often considered the key factor for the economic success of cities, this research informs subnational policy-makers of the potential negative consequence of attracting talent and possible solutions. Urban developments steered by major events have a long history. Already from the second half of the nineteenth century, World Expositions were mobilized as opportunities for urban upgrading. This article highlights the spatial effects of three Chinese major expositions on their host cities in the early twentieth century (1906–1929). It will in particular highlight the impact on urban development and planning, such as the construction of modern public complexes, the promotion of new urban districts, and the catalysis of structural urban transitions. Considering the significant historical, political, and social analogies, we argue in this article that expositions were adopted under the influence of foreign examples as a model of planning interventions to prompt the modernization of the host cities in China. However, while there was an important transfer of spatial concepts and models, we contend that Chinese authorities played a leading role in importing and exploiting these expositions as strategic instruments. They did so by actively and consciously mobilizing multiple urban actors such as social elites, but also civil society leaders and merchants. This study provides evidence that city government participation in global governance networks is explicable by the larger power hierarchy of cities in the global economy. Extant research on city government participation in global governance networks, or “transnational municipal networks (TMNs)” such as United Cities Local Governments, has largely ignored the relevance of research showing city-level connectivity to corporate and other economic networks among world cities. In this latter tradition of research, the level of a city’s connectivity to such economic networks is understood as commensurate with the hierarchical power it holds in the global economy. Using a sample of UK and Chinese cities, this study shows that patterns of participation in a range of TMNs are explained by varied measures of city-level connectivity to economic networks. Interpreted through structuration theory, findings suggest that city participation in global governance is shaped and stratified by city-level hierarchical power within the global economy. With the pursuit for global competitiveness and economic growth, Chinese cities have recorded massive urban land expansion. This article examines the effects of development policies and economic restructuring on urban land expansion in China through a case study of Nanjing, representing the rapidly growing and globalizing coastal cities in China. Wei investigate the development process and changing contents of government policies, and analyze development zones and key projects as privileged, trait making, and even path-breaking elements of the development process. We highlight the transition and paradox of the Chinese state in the urban development process, and the broad contexts underlying urban land expansion in Chinese cities. We see urban expansion in China as a process largely responding to top-down policy change and economic transition initiated by the central government. We hold that the role of the state has to be analyzed to understand urban transformation and land expansion, moving beyond local factors of accessibility and feasibility. Development-zone and project fevers, and lagging administrative reforms, however, have made Chinese cities heavy with debt and led to wasteful development, corruption, and social unrest in China. Economic and population growth increasingly threaten the sustainable development of world heritage sites. Given the lack of emphasis on the notion of sustainable development for cultural (and, to a lesser extent, natural) diversity in planning development in and around such sites, the notions of sustainability and heritage need to be combined in a conceptual perspective. The need for such an integrated approach and possibilities for it are explored in this Special Issue, with a focus on Lijiang City (China), a famous tourist city with UNESCO world heritage status due to rich cultural and natural diversity. The city is experiencing rapid development, characterised by human population growth, natural/cultural attractions and socio-economic pressure. Tourism development in Lijiang City has resulted in urbanisation, which alters the existing landscapes and threatens the integrity of the world heritage. Tourism development as currently practiced is unfavourable to the health of the industry in the long term. This self-contradictory mechanism explains the major conflict between short-term destructive development and sustainable development in Lijiang City. By reviewing 15 studies, this Special Issue highlights the economic, tourism and ecological challenges in sustainable development of Lijiang City and its surrounding area, and suggests a variety of solutions, including green spaces, digital technology in heritage protection, climate-sensitive land resource planning, etc. This preliminary work will provide a useful focus for sustainable development studies and assessment of performance of Lijiang City to both researchers and administrators, and will contribute to sustainable development of world heritage areas in China and elsewhere. Literature on China's urban development discusses the nature and role of the local state. A set of concepts have been proposed, such as the “entrepreneurial state” (ES) and “local developmental state,” and an ongoing debate attempts to ascertain whether the state is “entrepreneurial” in nature. This article uses a newly emerged urban phenomenon, chuangyi chanye jiju qu (CCJQs) or “creative industry clusters,” in which the central government is not involved, to explore the nature of local governments, their role in urban development, and the ways in which they perform this role. Both qualitative and quantitative research methods are used. The findings of this research reveal a strong revenue-oriented nature of local governments, highlighting the “entrepreneurial state” as an important dimension in their character: they transform spontaneously emerged urban cultural spaces into a new mechanism generating revenues for both urban growth and their own economic benefit. Local governments promote CCJQ development with place promotion strategies, and they are directly involved in CCJQ-related businesses as market players rather than as independent bodies that effectively control and regulate the CCJQ market through policies and regulations.
