Scott Morrison's government was consistently accused of taking inadequate climate change action, despite facing sustained domestic and international criticism. However, there has not yet been sustained scholarly attention paid to the relationship between Morrison's championship of the coal industry, the specific masculinity of Morrison's leadership style, and the ways in which climate change was narratively constructed by Scott Morrison as Prime Minister. This research argues that gendered and racialised logics underpinned the climate change policy and rhetoric of the Morrison Government. This is demonstrated through an analysis of three narratives that were consistently articulated by Morrison, demonstrating Morrison's unwavering defence of fossil fuel industries and the specific Australian exceptionalism of his climate inaction. Recent work on the global far right has highlighted its coordination with fossil capital, what Clara Daggett calls "fossil fascism." The far right has embraced climate denial as part of its fantasy of a conspiracy against the white race, while fossil capital has embraced the far right as its most enthusiastic defender in the face of calls for decarbonization. This paper analyzes the political theology of fossil fascism, arguing climate denial is of a piece with the far right's broader denial of historical and contemporary violence. The paper draws on James Baldwin and Georges Bataille to understand climate denial as the will to innocence in face of the scientific fact that combustion of fossil fuels in past acts of racial domination has ongoing climatic effects in the present. This paper explores the implications of the reframing of climate change as a question of the 'end of the fossil fuel age'. This was a common interpretation of the logic of the Paris Agreement in the UNFCCC in December 2015, the implications of the IPCC's fifth assessment report, and in the framing of climate change by the fossil fuel divestment movement. The paper argues that this signifies an important shift in the framing of climate change, away from ones such as 'emissions reduction' or 'decarbonisation', towards more transformational understandings of climate change. It aims to contribute to attempts to repoliticise climate change by focusing on how this frame helps us re-emphasise the political conflicts inherent to climate change politics, ignored by more technocratic visions of 'economic efficiency' or 'transition management'. But at the same time, it seeks to problematise some attempts to recast climate change as political, by emphasising the tension between articulating climate change as a struggle between heroic social movements representing humanity and fossil fuel corporations and their allies in government, and the complexity of the socio-technical systems within which fossil fuels are embedded, which thus complicate the simplifying effects of the 'end of fossil fuels' frame. The reliance on petroleum derivatives and the increasing trend of fuel consumption in the transport sector have brought attention to biofuels as a measure to reduce greenhouse gas (GHG) emissions, enhance energy security and boost economic development. The incentive for utilizing biofuels is their potential to reduce carbon dioxide (CO2) emissions compared to fossil fuels. Biofuels are considered to be carbon-neutral, regarding the direct CO2 emissions associated with their combustion, on the grounds that the carbon dioxide absorbed by the plants through photosynthesis is equivalent to the CO2 released during their combustion. However, a part of the carbon of biofuels may have a fossil origin and therefore, it is responsible for "non-neutral" CO2 emissions. This was recognized by the Intergovernmental Panel on Climate Change (IPCC) in its guidelines for greenhouse gas inventories. Nevertheless, specific guidance of how to estimate fossil CO2 emissions per each type of biofuel, in order to facilitate the work of emission inventory compilers and practitioners, is neither available in the IPCC guidelines nor in the scientific literature. The purpose of this paper is to define a higher tier method to estimate the associated CO2 emissions with the fossil carbon content of biofuels, aiming to cover all possible biofuel types that are mainly used nowadays to replace diesel and gasoline. This paper examines the social-theoretical assumptions and assesses the potential effectiveness of holding carbon-intensive corporations legally accountable for climate change harms. We argue that the structure of private corporations operating in a growth-dependent capitalist social formation is the problem, not concrete companies. Ignoring social structure has practical consequences. Assuming favourable court outcomes in the future – a questionable assumption considering remaining procedural obstacles and the status quo-preserving tendencies of law –, bringing claims against corporations for civil wrongs will remain ineffective as a mitigation strategy because many carbon-intensive corporations can absorb substantial lawsuit-related costs and, even if legal costs push fossil fuel companies out of business, their competitors will step in to extract open reserves. Changing the law, rather than pursuing individual offenders, will necessarily need to provide more systemic recourse to environmental degradation. We recommend a potentially more effective mitigation strategy for which lawyers concerned about climate change could lend knowledge, resources, and time: fossil fuel nationalisation. This paper argues that past research has overlooked how the way problems and solutions are framed contribute to a prevailing gap in the global governance of climate and energy. Empirically, this paper investigates the frames of energy and climate change as expressed in key documents from the International Panel on Climate Change (IPCC) and International Energy Agency (IEA). Partly in contrast to past research, this paper finds (1) that there is a growing similarity in how the IPCC and IEA frame climate and energy; (2) that the IEA has gone from ignoring to acknowledging climate change and the transformation to a low-carbon energy system; and (3) that there is a prevailing difference in emphasis, whereas the IPCC only marginally discuss energy, while the IEA is still mainly talking about energy needs and fossil fuels even if climate change and renewables have entered their agenda. The dynamics of climate change politics have thrown up two fundamental, and entirely contradictory, challenges for political economy in the last 10 years. On the one hand, the new science of 'net zero emissions' has produced a growing recognition that a world without fossil fuels is both absolutely necessary and utterly transformative. On the other hand, civilizational collapse (absolute declines in human populations, collapse of food production systems, collapse of social institutions) is now much more widely recognized as an entirely plausible trajectory for the world within living lifetimes. The stakes in climate politics have thus become radically sharper. This paper argues that IPE has some key theoretical arguments and substantive knowledge that it can contribute to understanding the crucial challenge of pursuing the transformative pathway and that the key challenge for IPE scholars is to deploy their knowledge accordingly. In the context of international climate change obligations, Gulf Arab states have introduced policies to integrate climate policies into economic development and planning, seeking to maximize clean development opportunities yet at the same time to minimize the threats to their rentier economies caused by sudden shifts away from fossil fuels. This paper assesses the challenges and opportunities for climate policy integration in the Gulf states of the United Arab Emirates (UAE) and Oman, examining the interaction between their climate policy and their political–economic regimes. It adopts a novel analytical framework that integrates insights from climate policy integration and the political–economic theory of rentier states. Drawing on semi-structured interviews with key stakeholders and relevant policy documents, it reveals modest progress in integrating climate policy into economic development plans in the UAE but major impediments to climate policy integration in Oman. Both countries face significant shortfalls in climate-related financial and human resource capacities. Climate policy integration efforts have focused on the energy sector with the purpose of protecting rents from oil exports rather than advancing a low-carbon transformation of their economies. This has created structural ambiguity in the climate policy integration advanced in the UAE and Oman. Key policy insights The availability, quality and accessibility of climate-related data are serious challenges for policy makers in the UAE and Oman. Both countries have evolving institutional architectures conducive to climate policy integration. However, these are more symbolic than substantive, lacking clear policy integration strategies across the governments. The UAE and Oman both face significant shortfalls in climate-related financial and human resource capacities. Support for climate policy integration by the ruling elites in the UAE and Oman is significantly shaped by rentier interests: most climate-related initiatives have addressed the energy sector, aiming to protect rents from oil exports by reducing the domestic dependence on fossil fuels. This paper presents the first global database of supply-side climate initiatives seeking to constrain fossil fuel production. There is a clear imperative to keep a large proportion of fossil fuel reserves underground to keep global temperature rise under 2°C above pre-industrial levels. Yet, there is no global overview of supply-side initiatives taken to constrain fossil fuel production, making it difficult to track trends, compare efforts across countries, and assess the effectiveness of different supply-side approaches. The Fossil Fuel Cuts Database presented here identifies 1302 initiatives implemented between 1988 and 2017 in 106 countries across the seven major types of supply-side approaches. Documenting temporal and geographical patterns, we show a rapid growth in the number of supply-side initiatives taken during the past decade and their highly uneven adoption across the world. Most initiatives occurred in countries with low economic dependence on fossil fuel production and limited fossil fuel exports, with the partial exception of Canada and Norway at the national level, and the US at the sub-national level. We discuss policy implications and the need for further research to identify adoption factors, effectiveness, and policy implications. The documentation of a wide range of supply-side initiatives serves as a reminder that constraints on fossil fuel production need to be analysed and considered on a par with demand-side interventions, including in Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). This paper considers key drivers to climate policy development with an emphasis on the role of a jurisdiction's underlying energy resource. The states of Hawaii in the United States and Victoria in Australia provide an insightful comparative case study given their differing energy resources: Hawaii has no native fossil fuel resources but abundant renewable energy options while Victoria has an economy traditionally reliant on cheap, plentiful coal. The Advocacy Coalition Framework is applied to analyze why the two states, despite the different incentives provided by their energy resources, developed similar climate policies in the earlier period of policy response to global warming. Analysis finds the stable parameter of energy resources is counterbalanced by other policy drivers including public opinion, leadership and, in particular, features of policy-making particular to the subnational level that provide a different context for climate policy development to that offered at the national level. There has been considerable research on North–South issues on climate change; however, little work has been done on how the recent discovery of oil in some developing countries could affect North–South relations, the prospects for development for the South, climate change and local socio-environmental issues. Using the theory of inclusive development, the concept of the Right to Development, and their relation to stranded assets, this paper addresses the question: what does inclusive development imply at the national and global level in dealing with oil extraction in the context of climate change? Based on a literature review and a layered case study of Kenya, this paper concludes that (a) Kenyans argue that Kenya has a right to extract and use oil resources and that rich countries should reduce their extraction and use; (b) such a claim could be integrated in an appropriate emissions trading scheme; and that (c) Kenya should also account for the national and local socioecological aspects to reduce potential local conflict, yet the conditions favoring inclusive development are not yet established. However, such an argument may also lead to perverse results. If addressing climate change requires phasing out fossil fuels, this argument may lead to stranded assets inbothdeveloped and developing countries, and may ironically leave developing countries poorer off as stranded assets are possibly more expensive than having stranded resources. Ahead of the Conference of Parties (COP) 24 where countries will first take stock of climate action post Paris, this paper assesses India's progress on its nationally determined contribution (NDC) targets and future energy plans. We find that, although India is well on track to meet its NDC pledges, these targets were extremely modest given previous context. Furthermore, there is considerable uncertainty around India's energy policy post 2030 and if current plans for energy futures materialise, the Paris Agreement's 2 degrees goal will be almost certainly unachievable. India's role in international climate politics has shifted from obstructionism to leadership particularly following the announcement of withdrawal by the United States from the Paris Agreement, but analysis reveals that India's 'hard' actions on the domestic front are inconsistent with its 'soft' actions in the international climate policy arena. Going forward, India is likely to face increasing calls for stronger mitigation action and we suggest that this gap can be bridged by strengthening the links between India's foreign policy ambitions, international climate commitments, and domestic energy realities. Key policy insights India's NDC pledges on carbon intensity and share of non-fossil fuel capacity are relatively modest given domestic context and offer plenty of room to increase ambition of action. India's 'soft' leadership in global climate policy can be matched by 'hard' commitments by bringing NDC pledges in line with domestic policy realities. In order to overcome the negative effects of climate change and ensure a global low-carbon future, decarbonizing the electricity sector has been recognized as an important focus area. Internationally, policymakers use average carbon intensity (in gCO2-e/kWh) in calculating greenhouse gas (GHG) emissions from the electricity system. However, average carbon intensity is a single rate and a fixed quantity; thus, it does not provide any information about the time-varying nature of carbon intensity. The focus of this paper is to show the usefulness of time-varying carbon intensity estimation, which can provide detailed insights into GHG emissions, and help in identifying potential emission cut opportunities from the electricity sector in order to lessen atmospheric pollution. Time-varying carbon intensity estimation (i) reveals temporal variability of carbon intensity, (ii) explores the interplay between generations and emissions, (iii) identifies peak carbon-intensive hours, and (iv) provides evidence for designing appropriate demand-side management strategies with respect to GHG emission reduction. Energy supply is an essential element for development in any country. However, the huge energy demand in future, which depends mainly on fossil fuels, may create an environmental crisis. In this paper, an attempt was made to highlight the shale gas prospect of Pakistan as a solution for its future energy demands. Under the Paris Agreement, 80% of all proven fossil fuel reserves become stranded resources and investments already made in such resources turn into stranded assets. Much of the existing literature focuses on equitable burden sharing; only a few articles examine the risks for developing countries that invest in new fossil fuels. Hence, this paper addresses the question: What are the risks of investing in fossil fuels for developing countries? In doing so, it examines Kenya, a prospective fossil fuel producer, and China, an investor in fossil fuels. In terms of short- to long-term risks, ignoring new fossil fuels and investing in renewables is favourable and politically, socially, ecologically and economically more rewarding, not least because latecomers to development run the risk of having to compensate investors when new fossil fuel assets strand prematurely and become unrecoverable. This study identifies the relations between fossil fuel (FF) prices and climate change (CC) by canonical correlation (Cj) analysis of the layer data. The variable set Y includes the oil, natural gas, and coal price returns, whereas variable set (X) comprises green energy index, carbon dioxide (CO2), temperature, and precipitation. This article discusses the application and principle of Cjanalysis in the context of the study variables. In particular, the paper examines the relationship between the CC-related variables, or the “greening of the world” and their influence on the pricings of oil, gas, and coal during the same periods. The significant relations (p< 0.01) were the Cjbetween variable sets X and Y and one set of canonical variates. This paper explores the attitude–behaviour gap from an identity perspective in order to better understand why tourists act sustainably at “home” but not when “away”. The majority of tourism-related CO2emissions stems from transport. Behavioural change is a possible way to reduce those emissions. However, research indicates that instigating behavioural change within tourism is problematic, because of the attitude–behaviour gap. Studies suggest that understanding the role of identity and tourism mobility could explain this gap; this paper researches that idea, using a narrative approach to explore the travel life histories of 24 participants, with a second interview to examine how interviewees viewed their tourism activity in the light of environmental debates and concerns. Data were analysed using thematic and narrative-based dialogic/performance approaches. The paper reveals how a need for personal identity can influence travel behaviour and that identity plays a significant role in travel decisions, sometimes overriding cost and environmental issues. The power of social identity is explored, noting increasingly powerful global VFR networks, along with the search for future selves, the need for personal differentiation and issues of multiple identities. This paper provides a critical overview and analysis of the student-led fossil fuel divestment (FFD) movement and its impact on sustainability discourse and actions within US higher education. Analysing higher education institutes’ (HEIs) divestment press releases and news reports shows how institutional alignment with cultures of sustainability and social justice efforts played key roles in HEIs’ decisions to divest from fossil fuels. Key stated reasons for rejection were: minimal or unknown impact of divestment, risk to the endowment, and fiduciary duty. Participant observation and interviews with protagonists reveal the intricate power structures and vested business interests that influence boardroom divestment decision-making. While some HEIs embrace transformative climate actions, we contend that higher education largely embraces a business-as-usual sustainability framework characterised by a reformist green-economy discourse and a reluctance to move beyond business-interest responses to climate politics. Nonetheless, the FFD movement is pushing HEIs to move from compliance-oriented sustainability behaviour towards a more proactive and highly politicised focus on HEIs’ stance in the modern fossil fuel economy. We offer conceptual approaches and practical directions for reorienting sustainability within HEIs to prioritise the intergenerational equity of its students and recognise climate change as a social justice issue. Fully integrating sustainability into the core business of HEIs requires leadership to address fundamental moral questions of both equity and responsibility for endowment investments. We contend that HEIs must re-evaluate their role in averting catastrophic climate change, and extend their influence in catalysing public climate discourse and actions through a broader range of external channels, approaches, and actors. The Paris Agreement of the UNFCCC aims at ‘holding the increase in the global average temperature to well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C above pre-industrial levels, recognizing that this would significantly reduce the risks and impacts of climate change.’ It is difficult to see how this could be achieved without a significant use of biomass to replace fossil fuels and, in combination with carbon capture and storage, as a sink of carbon dioxide. Biomass also is essentially the only product group that can feed a growing world population, the production of biomass needs to significantly increase globally. This paper assesses the role of photosynthesis in the world's energy supply and the possibilities to engineer the photosynthetic apparatus toward higher efficiency and direct production of photosynthetic fuels. A decarbonization route through this type of technological development could significantly contribute to the transition to a global fossil-free energy system. From the users’ point of view this would be an attractive route, since most of the energy systems, including transformation, distribution and final use, could remain more or less unchanged. Research priorities to improve water-associated global health problems should be derived through a formula reflecting burden of disease and intervention cost-effectiveness. This is far from the case, due to global inequality and also because of institutional lags which mean most populations and policy makers conceptualise the world as a myriad of small groups, rather than one interlinked system. The paper then discusses links between global change, water and health, including aquifer depletion and contamination and climate change associated alterations to rainfall patterns. It calls for greater transparency of the tracking industry, and points out that the risk to water which tracking represents reflects the growing scarcity of fossil fuels. There is a need for scenario methods specifically designed to explore the complex nature of systems innovation, especially since systems innovations are needed to solve the climate change problem and to deal with the finity of fossil fuels. This paper develops sociotechnical scenarios as a method that can complement existing scenario methods in exploring system innovation. Sociotechnical scenarios are not predictions of the future but can help to design more robust transition oriented policies. They can give insight in the various complex processes at work in systems change, in driving forces and promising combinations of technological, societal and institutional change. The fragmented development of energy law and regulation on the one hand and environmental law on the other is militating against the adoption of a sustainable energy system in South Africa. This mirrors the absence of a global regime on energy to align with environmental developments at that level, despite the recognition that energy is central to sustainable development. Since 1996, environmental law in South African has been reformed to embed it in sustainable development, yet such reforms have not been in synergy with developments in energy regulation. This paper argues that one of the key strategies required in building a sustainable energy system is to create regulatory synergy between environmental law and energy law. Renewable energy and relevant environmental law should be facilitating the technology transition from unsustainable fossil based energy (that is behind climate change) towards renewable energy. The Canadian province of British Columbia (BC) is taking significant steps towards climate change mitigation, including a carbon tax on fossil fuels and legislation that mandates greenhouse gas (GHG) reductions within public sector organisations and GHG reduction targets for municipalities. This paper carries out a preliminary scan of the GHG emissions of BC communities using the provincially mandated Community Energy and Emissions Inventory reports. We map trends in energy consumption and emissionsper capitawhile uncovering correlations between these variables and land-use planning, geographic, and demographic variables. These data have shown that: (1) energy consumption in BC is an adequate proxy for GHG emissions; (2) transportation, more than buildings, is a strong driver of overall GHG emissions; (3) building emissions are not likely to be strongly influenced by dwelling type, but density of buildings is crucial; (4) geographic location influences emissions; and (5) population size and age do not appear to influenceper capitaemissions. These findings are particularly important as they suggest that the potentially intransigent factors of income and population size need not be barriers to achieving significant GHG reductions. The policy onus thus falls squarely on transportation planning, land-use, energy conservation, and fuel switching. This in turn highlights the importance of deeper underlying sociocultural and political preferences, which shape the behaviours that have a strong bearing on emissions profiles. More educated people typically care more about the environment and are more willing to support environmental policy than people with less formal education. However, the relationship between education and environmental outcomes at the population level has been less studied. Using international data and panel regression techniques, this paper shows that increases in national investment in education and access to education increase fossil fuel usage and greater access to education increases carbon dioxide emissions per person. Among various matters which make up the earth's crust, the thermal conductivity of coal, oil, and oil-gas, which are formed over a long period of geological time, is extremely low. This is significant to prevent transferring the internal heat of the earth to the thermal insulation of the surface, cooling the surface of the earth, stimulating biological evolution, and maintaining natural ecological balance as well. Fossil energy is thermal insulating layer in the earth's crust. Just like the function of the thermal isolation of subcutaneous fatty tissue under the dermis of human skin, it keeps the internal heat within the organism so it won't be transferred to the skin's surface and be lost maintaining body temperature at low temperatures. Coal, oil, oil-gas, and fat belong to the same hydrocarbons, and the functions of their thermal insulation are exactly the same. That is to say, coal, oil, and oil-gas are just like the earth's “subcutaneous fatty tissue” and objectively formed the insulation protection on earth's surface. This paper argues that the human large-scale extraction of fossil energy leads to damage of the earth's crust heat-resistant sealing, increasing terrestrial heat flow, or the heat flow as it is called, transferring the internal heat of the earth to Earth's surface excessively, and causing geotemperature and sea temperature to rise, thus giving rise to global warming. The reason for climate warming is not due to the expansion of greenhouse gases but to the wide exploitation of fossil energy, which destroyed the heat insulation of the earth's crust, making more heat from the interior of the earth be released to the atmosphere. Based on the energy conservation principle, the measurement of the increase of the average global temperature that was caused by the increase of terrestrial heat flow since the Industrial Revolution is consistent with practical data. Ecotourism is a type of tourism that is popularly regarded as an environment- friendly activity. Thus, we tend to think that it has a positive relationship with climate change. However, in Western literature, many studies indicate that ecotourism is not environment-friendly in terms of climate change, and that it actually contributes to global warming substantially owing to the use of airplanes by tourists. In Japanese scholarship, there is no substantial research on this topic. This paper reports on a study in which three methods were used to evaluate the relationship between ecotourism and climate change in the Kyushu region of Japan: content analysis, a mail survey, and participant observation. The results indicate that it is a tenuous positive relationship but a varied negative relationship; that is, the impact depends on the type of ecotourism. The ecotour providers in Kyushu do not have explicit ideas on how ecotourism relates to global warming, and their actual contribution toward a low-carbon society is limited to activities such as consumption of locally produced foods, recycling lunch boxes, and using less fossil fuel during tours. Discussed is the existence of a positive but weak relationship and a variegated negative relationship in Japan together with the negative relationship emphasized in Western literature. The conclusions suggest that Japanese ecotourism's emphasis on revitalization of local communities influenced the formation of a varied negative relationship to a certain degree. Over the past 150 years the amount of CO2 in the atmosphere has been increasing, largely as a result of land-use change and anthropogenic emissions from the burning of fossil fuels. It is estimated that the atmospheric [CO2] will reach 70 Pa by the end of the 21st Century. The most important consequence of this rise in [CO2] is warming the surface temperature of the Earth by 0.4 - 0.6°C per decade throughout the 21st Century. Increasing [CO2] along with associated changes in temperature will most likely alter the structure and function of agro-ecosystems, affecting their productivity and their role as stable sinks to CO2 sequestration. Both CO2 and temperature are key variables affecting plant growth, development and functions. Moreover, because of the future scenario of higher temperature and evaporative demand, drought occurrences will be increased in frequency, intensity, and erratic pattern. The combination of elevated temperatures and the increased incidence of environmental stress will probably constitute the greatest risk caused by climate change to the agro-ecosystems in arid or semiarid areas of the world. The purpose of this paper is to review the exchange of carbon driving the main ecophysiological processes of plants in response to climate change and environmental stresses. Drought and salinity first affect the acquisition of CO2 by increasing stomatal and mesophyll resistances, and only after cause irreversible damages to the biochemical apparatus. Heat stress denatures thylakoid membranes, but this action may be counteracted by the synthesis of many isoprenoids in the chloroplasts from carbon freshly fixed by photosynthesis. There is rising concern about the impact of environmental stress on tree growth with this future scenario of global climate change. Whilst the existence of global climate change is no longer seriously contested and most governments are seeking to adopt appropriate responses, the rate of engagement with these measures is slow. Top-down policies and reliance on market mechanisms are failing to produce the reductions in energy demand and shifts away from fossil fuel reliance that are required. This paper outlines an example of a research programme that seeks to deliver more rapid change. It focuses on the potential for carbon emission reduction in a deprived community in South Yorkshire, UK, and reports on an approach that could be replicated elsewhere. The method includes estimation of baseline energy demand, energy efficiency potential and renewable energy resource assessment as a precursor to action. An innovative community-based energy service company is described and the benefits of a community-based bottom-up approach to carbon reduction are outlined. [ABSTRACT FROM AUTHOR]
