This paper proposes a conceptual and analytical framework of states' legitimacy-seeking to comprehensively investigate the motivation behind China's climate and environment policy. While previous research has largely overlooked political factors that underlie China's climate policy, this paper argues that these factors are crucial in understanding China's policy changes, which are evident at both domestic and international levels. By examining sources such as government documents, leaders' speeches and authoritative literature, this study contends that China's climate change initiatives are part of a broader effort to enhance domestic and international legitimacy. The issue of climate change has become highly politicised in China under the leadership of President Xi Jinping, and it serves as a crucial test of the ruling party and the state's capacity to govern effectively. China has established three rounds of low-carbon pilot city initiatives. However, a gap exists between policy making and successful implementation, and the effects on greenhouse gas (GHG) emission reduction were found to be different among pilots. This paper considers the question of how low-carbon policies in cities can be implemented effectively and how policy combinations are adopted for GHG emissions reduction. It uses a mixed research approach, including Qualitative Comparative Analysis (QCA) and field investigation in Pilot Y (situated in the southwest China). The results show that, first, financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition. This means that the absence of financial support or monitoring systems could lead to increased GHG emissions, while the presence of political leadership always promotes the reduction of GHG emissions but may not be sufficient on its own to achieve them. Second, the target responsibility system (TRS) – a system used by higher government levels to assess the policy implementation of lower government levels – and human resource mechanisms cannot effectively lead to the promotion of GHG emissions reduction. Finally, in the absence of TRS and human resource mechanisms, environmental information disclosure (EID) was found to effectively promote low-carbon urban development by encouraging public participation. This paper reveals the complexity of the implementation of low-carbon policies in cities, identifies the link between city-level and national action, and enriches the theoretical explanation of governance and low-carbon policy implementation gaps in China. The impact of climate change on asphalt pavement infrastructure has become increasingly apparent. This paper investigated how climate change impacts the selection of asphalt binder for freeway pavement in China. The climate data predicted by the Global Climate Model were employed to select the appropriate performance grade for asphalt binder. The predicted air temperature converted pavement temperature, and performance grade distribution of the country was analysed. It is suggested that the performance grade of asphalt binder for freeways' pavement should be determined based on ten years' predicted climate data. This study concluded the following four major findings. Firstly, the selection of the appropriate asphalt binder performance grade needs to take into account the effects of future climate change. Secondly, the change in the standard deviation of temperature has a greater impact on the change in asphalt performance grade, as compared to the change in average air temperature. Thirdly, climate change affects the low-temperature performance grade more than the high-temperature performance grade in China. Finally, by 2050s, 15.2% of freeway asphalt pavement needs to upgrade high-temperature performance grade limit, and 17.3% of freeway asphalt pavement needs to upgrade to low-temperature performance grade limit. The politics of international finance for coal power plants have intensified since the 2015 Paris climate agreement was negotiated. Over the past few years, Japan and South Korea have signaled their intent not to fund new coal projects overseas, leaving China and its Belt and Road Initiative as the 'financier of last resort.' In September 2021, China too announced its intent to stop providing finance for overseas coal projects. What accounts for their decision to cease financing overseas coal projects despite prominent differences in political systems, degree of internationalization of their financial systems, and economic size? Drawing on datasets of coal projects and financing supplemented by case material and interviews, this paper explores the dynamics of coal export finance and how the combination of international reputational pressures and declining demand for coal finance diminished the domestic support for incumbent coal exporters in all three countries. Rapid urbanization and climate change are two grand challenges faced by many cities in pursuing sustainable urban development. While ecosystem-based adaptation practices are increasingly recognized and adopted across the world as an important urban development strategy, their effective implementation in diverse biophysical conditions and development contexts is of interest, requiring scientific research and learning. This paper presents the case of China in implementing an ecosystem-based approach – sponge city development – to address the water-related challenges of urbanization and climate change. It draws on the literature to synthesize understanding of the interaction between the urban landscape, urban development, and ecosystem services, and proposes mainstreaming an ecosystem service framework in spatial planning and performance evaluation to guide ecosystem-based adaption practices. Focusing on China's practice, the paper develops a five-step procedure for operationalizing and mainstreaming ecosystem services so as to improve policy implementation for sponge city development. This paper aims to provide a practical perspective to help enhance ecosystem-based adaptation in urban development to better address the challenges of urbanization and climate change. Cities are increasingly looking into ecosystem-based adaptation, as an integrated part of urban development, to increase resilience to climate change and to promote urban sustainability. China's experience with implementing a national initiative called sponge city development contributes to learning and an understanding of ecosystem-based adaptation practices to address urbanization and climate change challenges. Existing literature shows the need and potential for an ecosystem service framework to guide spatial planning and performance evaluation for ecosystem-based adaptation. China is in a unique position to mainstream an ecosystem service framework in sponge city development to improve current practice and to promote climate-resilient and ecosystem-integrated urban development. A five-step empirical procedure outlines a systematic approach for mainstreaming ecosystem services, contributing to the literature and policy practice to build urban resilience and sustainability in the face of urbanization and climate change. The United States (U.S.) and China are key to meeting the goals of the Paris Agreement and reaching carbon neutrality by around mid-century. Despite differences, carbon neutrality will be met more rapidly if the two countries coordinate and facilitate synergies in carbon-neutral technologies and policy development and implementation. Building on long-term pathway models in the U.S. and China, current emissions trends and sources, and a policy analysis, this paper puts forward a novel framework for U.S.-China coordination on carbon neutrality. The analysis reveals similar technology and policy pathways, policy gaps, and shared milestones for decarbonization in 2030, 2040, and 2050-2060. The main technological pathways focus on reductions in energy demand and non-energy-related CO2 emissions, decarbonization of electricity and fuels, and increases in electrification rates and CO2 sequestration. Given existing domestic policies and opportunities for further action, areas for coordination on carbon neutrality include common policy milestones; dialogue and technical exchange; research, development, and demonstration (RD&D); and international climate leadership. Despite escalated tensions between the U.S. and China, and challenges for climate cooperation, coordination between both countries on carbon neutrality is both possible and necessary. Carbon neutrality will be met more swiftly if the U.S. and China coordinate and facilitate synergies in carbon-neutral technologies and policy. This paper presents an integrated study on the effects of human activity, climate change and crustal movement on the changes of the middle reaches of the Tarim River in China. Remote sensing images and rainfall data from 38 stations from 1970 to 2021 were used for the research. The precise point positioning (PPP) approach was applied to ascertain the crustal movement of the study area using 256 Global Positioning System (GPS) station data of the recent 20 years. The results show that in the past 50 years the studied reaches of the river has moved north at maximum 2940 m or 57.9 m on average, and human activity may have played a dominant role in this change though extreme events of climate may have also taken a part in it. However, before the Anthropocene, its northeast migration is likely associated with crustal movement as the basin bottom inclines to northeast. [ABSTRACT FROM AUTHOR]

Energy efficiency policies can help to reduce energy use and mitigate the effects of climate change. This paper examines the U.S. and Chinese economies by applying HEM to both. Key sectors absorbing more energy from other sectors by purchasing intermediate products from them and, simultaneously, transferring more energy by selling products to the rest of the sectors are identified. This provides insights for decision-making on appropriate energy efficiency policies. Advanced Very High Resolution Radiometer (AVHRR) onboard National Oceanic and Atmospheric Administration (NOAA) satellites can provide over 40 years of global remote sensing observations, which can be used to retrieve long-term aerosol optical depth (AOD). This is of great significance to the study of global climate change. In this paper, we proposed an algorithm to jointly calculate AOD and land surface properties from AVHRR observations. With assumptions that AOD doesn't vary in adjacent space and earth surface property doesn't vary in two days, the algorithm considered non-Lambertian surface reflection based on the shape of bidirectional reflectance distribution function (BRDF shape) and obtained AOD and surface property by optimal estimation (OE) method. The algorithm has been applied to NOAA-7, 9, 11, 14, 16, 18, and 19 satellites and AVHRR-retrieved AOD with 5 × 10 km over China (15°–60° N, 70°–140°E) has been obtained from 1982 to 2016. Comparisons of AVHRR-retrieved AOD against AErosol RObotic NETwork (AERONET) (in and around China) and China Aerosol Remote Sensing Network (CARSNET) AOD show good consistency with 62.62% points within the uncertainty of Δτ = ± (0.05 + 0.25τ) and root-mean-square error (RMSE) of 0.26. Further comparison of the monthly mean AOD of multiple AOD datasets in the 'Beijing', 'Dalanzadgad', 'NCU_Taiwan' and 'Kanpur' stations shows that the results of the algorithm are stable. The yearly averaged AOD data also has similar agreements with MERRA-2 (The Modern-Era Retrospective analysis for Research and Applications, Version 2) and AVHRRDB data (AVHRR 'Deep Blue' aerosol data set). The multi-year mean correlation coefficient is 0.70 and 0.61 and the percentages within the uncertainty are 80.01% and 67.29% compared with MERRA-2 AOD and AVHRRDB AOD respectively. This paper examined the economic impacts of China's emissions trading system (ETS), implemented in 2013, in terms of gross domestic product (GDP) and per capita GDP. The methodology drew on a difference-in-differences (DID) method using dynamic panel data for 30 provincial regions. The estimation results show that implementing an ETS policy has statistically significant negative effects on economic growth. When considering the additional control variables, these effects are still statistically significant. Furthermore, these negative impacts increase over time with respect to both GDP and per capita GDP. The counterfactual tests confirm the robustness of our DID estimation results. The specific influence mechanism of China's ETS policy was finally discussed. Our findings provide a quantitative decision-making support for popularizing ETS policy in China. Based on our DID model, empirical investigations of the ETS policy, especially concerning economic growth in other regions would produce prolific contributions to the literature. There has been increasing interest in whether low carbon cities developed under Chinese institutional arrangements can facilitate a transformative change. Unlike their western counterparts, Chinese low carbon cities are mainly developed through a top-down approach characterized by strong regulatory influences and centrally-led pilots. Inspired by insights from institutional theory, this paper assessed the progress that has been made in Chinese low carbon cities through understanding urban actors' willingness and capacity to pursue more radical changes. Based on semi-structured interviews and documentary analysis, it is found that due to the low recognition of the intrinsic value of carbon reduction, low carbon transition was largely represented as a practical discussion around national binding targets and local economic development. Following this, it is suggested that any attempt to speed up urban low carbon transition should consider strengthening incentive structures for cultural or paradigm change. [ABSTRACT FROM AUTHOR]

Separating the individual effects of climate variability and human activities on streamflow is more important than just knowing their combined effects. In this paper, using a scenario-based hydrological simulation approach, the streamflow changes caused by climate variability and two different types of human activities (i.e. land-use change and large reservoirs operations) as well as the contribution rates of these three factors over 272 sub-basins in the Yangtze river basin were quantified and compared among 5 different periods (i.e. 1988–1992 (P1), 1993–1997 (P2), 1998–2002 (P3), 2003–2007 (P4) and 2008–2012 (P5)). Results demonstrate that, at the annual scale, climate variability played a leading role in the change in outflow of most sub-basins. With regard to the seasonal variations in discharge at Datong station, climate factors played a predominant role during P1-P2 and P2-P3. Since the Three Gorges Reservoir began operating in 2003, the discharge was enhanced by reservoirs in January-May and reduced by reservoirs in July-December. Reservoir and climate factors codetermined seasonal streamflow change during P3-P4 and P4-P5. Land-use change made the smallest contribution to seasonal discharge fluctuations. There has been a growing focus on uncertainty as a distinct concept in the risk literature. This paper is concerned with how those involved in the design and implementation of climate change policy conceptualize risk and uncertainty. Based on interviews with policy and industry elites in Australia, China and the UK, it finds that participants did not distinguish between "risk" and "uncertainty" in their conceptualization of climate threats. For the majority of them, politics was the most significant source of risk and uncertainty in climate policy, but delegation of otherwise political decisions to the market was seen as the best solution. The conclusion suggests that the conceptual distinction between risk and uncertainty is less important, for policy and industry elites, than the need to develop mechanisms that account for both persistent scientific uncertainties as well as interpretive and moral ambiguities in climate policy design and implementation. Climate change poses a potential risk to coastal infrastructure, thus threatening the economics or even the safety of human beings. Thus, a better understanding of the attitude of port organizations toward climate adaptation and mitigation is essential. This paper addresses this research gap by investigating 18 port organizations in China. The questions include the impediments and the impact of context, systems, and other factors on the implementation of adaptation strategies. The results indicate that port organizations are generally aware of climate change impacts and agree that some further steps are needed. However, policy support serves as a key factor in implementing adaptation plans. Though there has been an increased focus on climate change in Hong Kong's educational policy and curriculum over the last decade, little is known about the impact of curricular implementation on young people's environmental and climate change-related views, attitudes, awareness, or behaviors. This paper examines the state of climate change education in Hong Kong based on findings from a multi-pronged investigation. The main research questions addressed are: (1) what are Hong Kong secondary students’ understandings of and attitudes towards climate change issues? and (2) is there any significant difference between students studying in local and international schools in Hong Kong? The paper provides a content analysis of climate change curriculum in local and international schools. It reports on a large-scale survey of international and local school students’ environmental attitudes, and on qualitative interviews of their awareness and behaviors related to climate change. Lakes are important to the healthy functioning of the urban ecosystem. The urban lakes in Wuhan, China, which is known as 'city of hundreds of lakes', are facing substantial threats mainly due to rapid urbanization. This paper focused on detecting the spatial and temporal change of urban lakes in Wuhan, using a long time series of Landsat and HJ-1A remotely sensed data from 1987 to 2016. The permanent disappearance and seasonal fluctuation of 28 main urban lakes were analysed, and their relationships with climatic change and human activities were discussed. The results show that most lakes in Wuhan had shrunk over the past 30 years resulting in a permanent change from water to land. The shrinkage was also most apparent in the central region of the city. Seasonal fluctuations of lake area were evident for most lakes but the relative important driving variable of lake area change varied between sub-periods of time for different lakes. The explanatory power of impervious surface to five-year permanent water change is 91.75%, suggesting that urbanization – as increasing impervious surface – had led to the shrinkage of urban lakes in Wuhan. A reduction in the CO2 emission intensity (ton per gross domestic product) from a base year to a target year with different rates of reduction in each individual year can yield different cumulative CO2 emissions over time, which could have different effects on the climate. In this paper, an indicator is proposed to measure the extent to which the cumulative CO2 emissions are generated by a specific reduction trajectory of CO2 emission intensity, especially for emerging economies with a relatively higher economic growth rate. The proposed indicator is important for less-developed countries and regions in which economic growth is heavily reliant on energy and in which significant potential exists for improvement of energy efficiency. The indicator is applied to evaluate the CO2 emission reduction performance in China's 12th Five-Year Plan period, and the result is not encouraging, especially when the likely gap between the energy conservation goals and temperature goals is further examined. Governing and managing water sustainably is a critical issue globally. Given its rapid economic development and the effects of global climate change, China faces serious water challenges including water shortages and pollution. The Chinese government has long been considering governance reforms which will improve water and river management. Conscious of the negative effects of fragmented institutions and the lack of incentives to support environmentally-sustainable management, China has recently established and implemented the 'He-Zhang' system - a network of River Chiefs and River Keepers across the country and at all administrative levels. The impacts of China's intensified efforts to engage in regional and global environmental governance is widely noted and debated. With rapidly increasing economic and political influence, China has been gradually changing its attitude and strategy in negotiations over some of the most challenging cross-border environmental crises. In this paper, we examine two cases of multinational environmental negotiations, where China exhibited leadership potential and efforts, namely the climate change regime and Mekong river governance system. Our analysis focuses both on the leadership activities around institutional, moral, and financial contributions to the governance regime, and on the efforts for China to take up exemplary actions at domestic level. We argue that in both cases, China exhibited both determination and commitment to shape the course and outcome of the negotiations, whilst applying two clearly different strategies. In the case of climate change, China is using its entrepreneur power to facilitate the deals and portray itself as the moral leader of the climate change course, while in the Mekong river case, financial and institutional inputs are the major instruments for Chinese to assume the leadership role. Yet in both cases, China exhibited a notable shift from an un-cooperative and coercive veto power to a more constructive player in the multinational environmental negotiations. In December 2015, China joined 190 plus nations at Paris in committing to the goal of limiting the rise in global average temperature to ‘well below’ 2°C. Carbon budget analysis indicates that goal will require not only that the European Union and US reduce their emissions by greater than 80% by 2050, but that China at least comes close to doing so as well, if any budget is to be left over for the rest of the world (RoW). Given that RoW emissions are, and will come from, low-income and emerging nations, China’s emission reduction potential is of no small consequence. In this paper, we use the Kaya identity to back out changes in the drivers of CO2 emissions, including gross domestic product (GDP), energy intensity (E/GDP) and the carbon content of energy (C/E), the latter two calculated to be consistent with China’s long-term GDP growth rate forecasts and specified 2050 CO2 emission reduction targets. Our results suggest that even achieving China’s highly optimistic renewable energy targets will be very far from sufficient to reduce China’s CO2 emissions from 9.1 Gt it emitted in 2015 to much below 3 Gt by 2050. Even reducing its emissions to 5 Gt will be challenging, yet this falls far short of what is needed if the world is to meet its ‘well below’ 2°C commitment. Key policy insights Under the Paris Agreement there is great pressure on China to very substantially reduce its emissions by 2050. While China has attached great importance to renewables and nuclear energy development, even achieving the most optimistic targets would not be sufficient to reduce China’s emissions from 9.1 Gt in 2015 to much below 3 Gt by 2050. China’s emission reduction potential falls far short of what is needed if the world is to meet its Paris ‘well below’ 2°C commitment, even if the EU and US reduce their emissions to zero by 2050. Emission cuts consistent with the Paris Agreement will require that China and the world give much greater weight to advancing research and development of scalable low-, zero- and negative-carbon sources and technologies. Cities have increasingly become the focal point for climate change initiatives. However, how cities respond to climate change challenges and through what mechanisms have remained largely unexplored. This paper develops a framework for local governance to examine and explain climate change initiatives in cities. Based on the analysis of 20 climate change initiatives in major cities and a detailed case study of Hong Kong, this paper has two main findings. First, local governments at the city level have an important role to play in climate change policies by embracing some key strategies (such as deliberation and partnership) and values (such as equity and legitimacy) of good governance. Second, by comparing and contrasting the experience in other cities, our case study of Hong Kong provides insights about the barriers that may limit a city's ability to adapt to new forms of governance that would enable it to better respond to climate change. This paper investigates how piloting programmes in China can promote local policy innovations. By using one of the piloting emission trading schemes (ETS) in Guangdong province as a case study, it is argued that the main features of the piloting experiments, particularly in the climate change domain, are largely different from previous local marketization experiments that dominate the reform period of China. Whereas previous experiments are often characterized as bottom-up or indigenous initiatives with strong patronage relations to the pro-reform politicians at central level, the current piloting programmes are often crafted in a top-down fashion that is often misaligned with local market or corporate interests. Hence, local policy innovations are designed, developed and brokered by the local state officers, in order to bridge this central–local interest gap. As a result, successful implementation of these policy innovations largely depends on local political traditions, bureaucratic culture and perceptions of distinctive development needs. This study examines the making of local climate governance in the Chinese setting where central-local inter-governmental relations continue to play critical part in almost every policy domain. Through analysing the climate responses of the three provincial-level governments at the Yangtze River Delta (YRD), the paper argues that the process of “experimentation under hierarchy” is relevant to understanding the evolving of the subnational climate regime in the YRD region. We find the preponderance of the central authorities in initiating national climate strategies and galvanising responses at the local level. Meanwhile, provincial governments have been able to leverage climate plans and actions to achieve their own gains. These findings suggest that any optimism about subnational climate activism in a Chinese setting has to be mixed with caution. In fact, the shadow of hierarchical authority structure lingers and plays important part in the initiation of subnational response and spurring climate responses and innovations from below. In this paper, we provide an overview of local and regional climate change plans in China by scrutinizing planning documents from 16 cities, four autonomous regions, and 22 provinces. We develop and apply an evaluation protocol to understand goals, process, and strategies in these plans. We also conduct interviews with government officials to provide a context for subnational climate change planning. The results indicate that current climate change planning in China is characterized by the ‘top-down’ approach, in which the central governmental incentives play a vital role in shaping provincial and municipal plans. In addition, most plans have the following issues: vague definition of what characterizes a low-carbon city/region; deficiency in the quality of greenhouse gas inventory and reduction targets; insufficient strategies provided to respond to climate change; inadequate stakeholder engagement; and weak horizontal coordination. This paper assesses the role of the BASIC countries — Brazil, South Africa, India, and China — in UN climate change negotiations. The paper explores the formation and evolution of the group, and focuses on how the four major developing countries of China, India, Brazil, and South Africa have coordinated their positions and acted jointly to achieve an agreed outcome with other players in the recent UN Climate Change Conferences in Copenhagen and Cancun, based on an analysis of their country profiles and negotiation positions on a wide range of climate issues. The paper argues that the emergence of the BASIC Group is a reflection of the ongoing power shift from EU–US agreement to BASIC–US compromise in UN climate negotiations since the early 1990s. There is a growing interest in addressing moral aspects in the research and education of socio-scientific issues. This paper investigates students' interpretations of climate change from a moral perspective. The students were 14 years old, studying at Green Schools in the Beijing area, China. The study was based on semi-structured group interviews and the data were analysed from an intentional perspective, which means that both cognitive and situational aspects were taken into consideration in the analysis. Previous research has revealed a close relation between morality and socio-scientific issues and also advocated the need for addressing ethical aspects in science education. However, empirical studies exploring the question of what students' moral reasoning might look like at the individual level have not yet generated enough attention. In this study this is the core focus of interest. The findings show that the students conceptualise the solutions to mitigating climate change in relation to two different stances. That is, they contextualise the problems and solutions by addressing the individual, where the individual is either 'myself' or 'someone else'. The different notions of the individual become crucial as the students' views and considerations for the environment, as well as society, change according to the different contexts. From a moral point of view, the students seem quite unaware of their varying consideration for others, the environment and society. The present paper provides a scientific assessment of the inter-decadal variability of the Asian summer monsoon and its significant effect on precipitation patterns in China. The paper consists of four parts. The first part shows the observed inter-decadal weakening of the Asian summer monsoon since the end of 1970s. The second part describes the impact of the weakening Asian summer monsoon on precipitation in China, which caused the major monsoon rainbelt to shift southward from North China to South China over about 30 years, with a 60-80 oscillation dominating. The third part projects the future change of the Asian summer monsoon in the warmer climate by using IPCC AR4 climate models. It has been found that major monsoon rainfall belts in East Asia will move northward in the 2040s, with summer precipitation in North China increasing considerably and stably. Finally, in the fourth part, the implication of the adaptation to the above climate change and related water management will be discussed including the water transport engineering project from the Yangtze River to the Yellow River and North China. Owing to the influence of global change, land cover and land use have changed significantly over the last decade in the cold and arid regions of China, such as Madoi County which is located in the source area of the Yellow River. In this paper, land-use/cover change and landscape dynamics are investigated using satellite remote sensing (RS) and a geographical information system (GIS). The objectives of this paper are to determine land-use/cover transition rates between different cover types in the Madoi County over 10 years e.g., from 1990 to 2000. Second, the changes of landscape metrics using various indices and models are quantified. The impact factors of LUCC (Land-Use land cover Change) are systematically identified by integrating remote sensing as well as statistical data, including climate, frozen soil, hydrological data and the socio-economic data. Using 30 m×30 m spatial resolution Landsat (Enhanced) Thematic Mapper (TM/ETM+) data in our study area, nine land cover classes can be discriminated. Our results show that Grassland, Marshes and Water Bodies decrease notably, while oppositely, Sands - Gobi and Barren land increase significantly. The number of lakes with an acreage larger than six hectares decreased from 405 in 1990 to 261 in 2000. Numerous small lakes dried out. The area of grassland with a high cover fraction decreased as well, while the surface area of grassland with a medium level of cover fraction increased. The medium cover fraction grassland mainly originates from high cover fraction grassland. The desertification of land is a serious issue. (ii) The inter-transformations between Grasslands, Barren Land, Sands, Gobi, Water Bodies and Marshes are remarkable. The Shannon-Weaver Diversity Index (SWDI), the Evenness Index (EI) and the extent of Landscape Heterogeneity (LH) has improved. Marshes have become more fragmented hence, with less connected patches. (iii) In the recent 30 years, average annual temperature, the power of evaporation and the index of dryness did increase significantly. Moreover, soil moisture content (SMC) decreased and the drought trend accelerated. The degradation of frozen soil has impacted on the decrease of surface water area and induced a drop in groundwater levels. Monitoring LUCC in sensitive regions would not only benefit from a study of vulnerable ecosystems in cold and high altitude regions, but would provide scientifically based decision-making tools for local governments as well. Over the past two decades, China has become a global economic force. However, this economic growth has led to significant increases in carbon-intense energy consumption, with potentially disastrous impacts on the global environment. Fueling this energy explosion is an increased demand for automobiles in China, which has been met by an expanding auto production industry. This paper reviews China's current and projected energy and environmental milieu, with particular emphasis on automobile market development. The paper links China's sustainability potential to its technologies, policies, markets, and automobile industry structure. This paper investigates solar control film as an energy saver in the fast growing hotel sector in southern China. It investigates claims made for this low-cost retrofitted material in hotel rooms, calibrating reductions in solar gain in summer. It provides reliable and independent data about the performance and economic viability of solar control film in real hotel environments. The study found that, by limiting solar gain, the film helps limit tourism's impact on global warming and climate change. The paper also foreshadows new technical glazing developments. This paper provides a comparative overview of urban transport in the world's two most populous countries: China and India. Cities in both countries are suffering from severe and worsening transport problems: air pollution, noise, traffic injuries and fatalities, congestion, parking shortages, energy use, and a lack of mobility for the poor. The urban transport crisis in China and India results from continuing population growth, urbanization, suburban sprawl, rising incomes, and skyrocketing motor vehicle ownership and use. This paper critically assesses government policies in each country and suggests a range of specific improvements. It advocates a slowdown in the massive roadway investment in recent years and a shift in emphasis to expanding and improving public transport, cycling, and walking facilities. While continued growth in motor vehicle use is inevitable, China and India should restrict motor vehicle use in congested city centres and increase taxes, fees, and charges to reflect the enormous social and environmental costs of motor vehicle use. At the same time, much stricter regulations should be imposed on manufacturers to produce cleaner, more energy-efficient, quieter, and safer cars, motorcycles, buses, and trucks. Mitigating the many social and environmental impacts of rising motorization is obviously important for the future well-being of Chinese and Indian cities. It is also crucial for the future of the rest of the world. Unless the problems of motorization in China and India can be effectively dealt with, the world faces sharp increases in greenhouse gases, accelerating climate change, and rapid depletion of a range of non-renewable resources. Since the publication of the third assessment report of The Intergovernmental Panel on Climate Change, vulnerability to climate change has become an important research question. Vulnerability assessment on the urban scale has become a major issue. This paper describes a conceptual framework for modelling vulnerability at the urban scale, the Climate Change Vulnerability Assessment model. The model is applied to Shanghai, a typical geographically vulnerable and rapidly-urbanizing case study area. Using Arc-GIS, a vulnerability map was created for understanding the spatial dynamics of climate change vulnerability in Shanghai. An additional process, combined with the weighting coefficients, produced different vulnerable areas. Based on the vulnerability map, we located several high risk areas. Global flood management is a major issue for most cities which have to deal with worsening factors such as climate change and fast urban growth. Computer models have been used to model and understand urban flooding on a local scale in cities (25–50 km2). It has been practically impossible to model bigger cities in one go in sufficiently high resolution due to the heavy computations involved. The present paper describes a new modelling approach for urban flooding which allows modelling on large city scale (1000 km2) while keeping sufficient resolution, e.g. 5 m or 10 m grid. The multicell approach is applied for the city of Beijing for July 21st, 2012 flood event. Model results are compared to testimonials from the 2012 event. Comparison to traditional 2D urban flood computations shows that the multicell approach is much faster than standard detailed models while keeping a suitable level of precision. Amid growing alarm over the rising atmospheric concentration of greenhouse gases, increasing attention is being given to ‘geo-engineering’ technologies that could counteract some of the impacts of global warming by either reducing absorption of solar energy (solar radiation management (SRM)) or removing carbon dioxide from the atmosphere. Geo-engineering has the potential to dramatically alter the dynamics of global climate change negotiations because it might cool the climate without constraining fossil fuel use. Some scholars have expressed concern that certain states may be tempted to act unilaterally. This paper assesses the approach that China is likely to adopt towards governance of SRM and the implications this holds for broader international climate negotiations. We survey Chinese public discourse, examine the policy factors that will influence China's position, and assess the likelihood of certain future scenarios. While Chinese climate scientists are keenly aware of the potential benefits of geo-engineering as well as its risks, we find that no significant constituency is currently promoting unilateral implementation of SRM. China will probably play a broadly cooperative role in negotiations toward a multilaterally governed geo-engineering programme but will seek to promote a distinctive developing world perspective that reflects concerns over sovereignty, Western imperialism and maintenance of a strict interpretation of the norm of common but differentiated responsibility. Mobility has been argued to be the single factor explaining why some pastoralists do relatively well during extreme climatic events, while others do not, because mobility works by taking advantage of the spatial and temporal structure of resource failure by moving away from scarcity towards abundance. In spite of this, a common governmental management strategy is to resettle pastoral populations and thereby significantly reduce mobility. By revealing the underlying logic of mobility for Tibetan pastoralists, this paper questions official policy that aims at privatizing communally owned rangelands since it reduces pastoral flexibility and access to key resources. This is especially pertinent in the face of climate change. While little is known as to the specifics of how climate change will affect nomadic pastoralists, environmental variability is likely to increase. Consequently, policies resulting in decreased mobility may exacerbate the negative effects of climate change because of a positive feedback between climate and negative density dependence. This paper investigates hydrological responses to climate change in the Luan River basin in North China. The average outputs of IPCC AR4 multi-models under different scenarios (SRES-A2, A1B and B1) are used to drive the SWAT model after calibration to simulate hydrological processes during 2011–2099. Results show increasing trends for precipitation, temperature and runoff under all scenarios, while compared to the baseline, the annual runoff decreases except for a slight increase during the 2080s under the A2 and A1B scenarios; meanwhile, the runoff in spring, autumn and winter decreases except for a slight increase during the 2080s under A2. Climate change, over abstraction, pollution and questionable engineering-based paradigms are contributing to a state of crisis in water governance. This paper reports on preliminary research in Lake Baiyangdian catchment, China, which has the potential to realise more systemic and adaptive forms of water governance through development and use of a method that reframes water catchment management in the form of social learning. A cross-disciplinary research group worked together with multiple-department managers and stakeholder representatives within a purposefully designed ‘learning system’ to create an insipient social learning platform. The results demonstrate the potential to reframe water catchment management in Lake Baiyangdian so as to better address the questions: who should manage the water catchment and what in the catchment should be the focus of managing? Cities are facing considerable challenges resulting from imminent climate change impacts. Urban planning to minimise adverse impacts of climate change at the city level can establish a climate-resilient city. Mitigation strategies to reduce CO2 emissions would lead to a climate-friendly city. Integrating climate change adaptation and mitigation into sustainable city planning should not be merely added as a single level of sustainable city planning, but requires a wide range of multi-level cooperation. Lijiang City has experienced climatic change during the last half century, and its CO2 emissions have increased faster than the GDP growth. Nearby glaciers on Yulong Snow Mountain have been retreating and losing mass since the early twentieth century. In this paper, we identify economic sectors that are vulnerable to climate change, including tourism, agriculture and water supply, and propose mitigation and adaptation strategies to cope with climate change in this tourism city. As energy use is the largest source of greenhouse gas (GHG) emissions, renewable energy has enormous CO2 reduction potential. Land use practices, a sectoral approach and public participation are all considered adaptive in climate planning. The proposals outlined are valuable as they provide an understanding of how to implement integrated climate planning and integrate climate change mitigation and adaptation into sustainable city planning. Climate change and human activities have changed a number of characteristics of river flow in the northwest of China. Numerous problems such as water resource shortage, drying up of rivers, water pollution are the direct consequences of these changes. In this paper, we used the example of Yulin city in northwest China to assess the spatio-temporal characteristics and driving forces of annual river flow changes. Our research was based on the long-term time series of hydrological data from 1956 to 2005, to analyse annual flow in four main rivers (Kuye River, Tuwei River, Wuding River and Jialu River). The river flow depends upon the runoff characteristics of the river catchment, therefore we used variation ratio, variation index, unevenness, Runoff-Concentration Degree (RCD) and Runoff-Concentration Period (RCP) to determine the change in runoff characteristics of the four main rivers flows of the Yulin city. We tested the tendency of runoff by the Mann-Kendall non-parameter statistical method to obtain the temporal evolution law. At the same time, Kriging spatial interpolation and GIS were used to derive the spatial evolution law. The dates of climate change (precipitation) and human activities were also used to calculate the driving forces for annual runoff changes of the rivers’ catchments. Through the accumulation curves and multi-recursive techniques, we built the correlation between precipitation and runoff. The driving factors for annual runoff change were then calculated by using the runoff coefficient method. Results showed that the distribution of annual runoff was uneven and had a small accumulation in July and August, especially in Kuye River, and there seemed to be a significant reducing trend in annual runoff. Isolines and the thematic map of Mann-Kendall tests U(R) revealed that the Tuwei River's catchment is the most affected catchment, with annual runoff substantially changed. At the 5% significance level, precipitation did not significantly drop compared with annual runoff. We also found that precipitation is not the only factor responsible for the decreased annual runoff. Therefore we included human activities affect in this case study by using the past 25 years land use, water conservancy and urbanisation data. We discriminated the impacts of climate change and human activities on the surface runoff by multi-recursive analysis method and runoff coefficient method. The results showed that human activities are the direct cause for the changes of river runoff. The results of the study also revealed that the Wuding and Jialu rivers had the most and the least changes in the runoff respectively; this phenomenon should be seriously considered for future water resources planning and management. The clean development mechanism (CDM) could play an important role in the power generation sector of developing countries and emerging economies by providing additional revenue to support the diffusion of renewable energy sources (RES). This paper investigates the contribution of the CDM to deployment of renewable electricity projects in China and India, and highlights the main potentialities and limitations of this mechanism for their support. The outcome of our analysis shows many differences and similarities in the way and scale of CDM projects for renewable electricity generation have been implemented in the two countries. In both cases, the CDM has made a contribution to greening investments in the power generation sector, which is still largely dominated by subcritical coal-fuelled power plants. Nonetheless, some major problems still remain and they are mainly related to the distribution of projects across different technologies and to the environmental integrity of the mechanism. In view of the likely revision of the CDM in the post-Kyoto period, we find that the differentiation of the credit generation rate of different project categories could bring some level of improvement without significantly altering the current system functionality. The notion of local (city-level) sustainable development (LSD) is explored against the backdrop of urban dynamics and the international discussions on sustainable development. Urban metabolism is a key concept used in the analysis. Overall, sustainable urban development is seen to have an internal dimension and an external dimension, even though urban jurisdictions may be restricted to the former. Sustainable cities (SCs) and policies for LSD are discussed conceptually and in terms of their operational use, with a focus on urban policies in developing and emerging countries. Examples are given of SCs in China. Cities with strategies related especially to climate change are considered separately and analysed in terms of developed-developing, adaptation or mitigation focus. Again, examples of especially 'low-carbon' cities in China are presented. From these elements, this paper extracts some elements of a (social science) research agenda in urban environmental studies. With an increasing population and rapid development of the economy and society of the Yellow River Basin region, the Yellow River is at crisis point. The discrepancy between supply and demand of water resources is a key issue. In 2000-2006, the mean annual discharge of the Yellow River entering the delta was 13.2 billion m3, a reduction of 18.6 billion m3 compared with the 1980s, and 9 billion m3 less than in the 1990s. The water requirements of various sectors are increasing. Large amounts of water essential to maintain the health of the delta ecosystem have been diverted for other users. The lower river channel is shrinking and the threat of flooding is becoming severe. Moreover, water pollution is increasing to a serious level; the river mouth ecosystem is subject to degradation. Due to overall decreased flow into the delta, and almost no flow into the delta for much of the year except in wet periods, biodiversity is threatened and there has been degradation of the ecological environment. In view of the water scarcity and variation in water supply, particularly in the context of climate change, measures need to be taken to realise sustainable water use in the Yellow River Delta region. In view of the lack of a complete index system for sustainable utilisation of regional water resources in China, this paper examines the major countermeasures for sustainable water use in the region. A rational adjustment mechanism for water prices is needed. Adjustment of agricultural infrastructure and water saving need to be directed by water prices, and thus the reasonable exploitation of groundwater must also be directed by water prices. Participation of the public is to be encouraged, with the development of a water user association that will become involved in formulating water rights, water allocation and water prices. This study aims to assess CO2 levels in China, based on the dry air column-averaged mixing ratios of CO2 measured by the Scanning Imaging Absorption spectrometer for Atmospheric CartograpHY (SCIAMACHY) instrument on board ENVISAT and emission inventories. A land cover and statistical data set, the Regional emission inventory in Asia (REAS), was also used in this study. The results show that the spatial variations of the CO2 concentration in the whole of China are obvious, and with clear seasonal fluctuation during 2003-2005. The monthly averaged variability of CO2 over China fluctuates, with the peak occurring in April to May and the trough occurring in August to October. The largest peak-to-trough amplitude was about 16 ppm in this period. The spatial and temporal variations of CO2 had a strong correlation with anthropogenic CO2 emissions and regional terrestrial ecosystem, as well as local meteorological conditions. This paper illustrates that satellite data are promising for obtaining a comprehensive understanding of the variations of atmospheric CO2 concentrations and of CO2 emissions to the atmosphere. Part one will argue that the climate change discourse has all the hallmarks of a new metanarrative. However, the emergence of this metanarrative was in contradiction to neoliberal theory of the environment. Therefore, in an effort to reconcile the two metanarratives, an economic discourse emerged that conceptualised climate change with the neoliberal market model. The economic merging of climate change and the market discourses proved politically unsustainable, as was evident at the Copenhagen Climate Change Summit. Part two places the contradictions between the climate change-come-neoliberal metanarrative into a global political context, arguing that neoliberalism has so marginalised many developing countries that their sovereignty is in question, with a state of exception always in play. As such, they are highly vulnerable to any global climate change solution imposed by the corporate market on them. Lastly, the paper will argue that China is unique in its response to climate change. It is a rapidly developing state with a unique history of modernisation that places it in a position to use non-market means to address climate change. What limits the Chinese state from doing so is the political instability that this would cause to the Chinese Communist Party's legitimacy built on socialist-capitalist modernisation and by the vested interests tied to economic growth. Land-use change in oases of arid zones play a significant role in the sustainable development and stability of oases. This paper presents a typical case of successful efforts to mitigate land-use change, its drivers and effects on the oasis eco-environment at Keriya Oasis in the western arid zone of China using remotely-sensed data, official statistics, and data collected by field investigation. Mathematical models were developed to quantify important elements related to land-use change, including net change and total change. The results indicate that: (1) approximately 17% of land-use types of Keriya Oasis changed between 1991 and 2002; (2) socioeconomic development, climate change, and economic polices contributed to land-use change in the oasis; (3) inappropriate human activities were the main cause of land-use change and eco-environmental degradation in the oasis; and (4) the stability of the oasis is threatened by land-use change and unexpected eco-environmental changes in the oasis and oasis-desert ecotone. The study suggests irrational human activity in arid zones, and that caution should be exercised to maintain stability and sustainable development of oases. [ABSTRACT FROM AUTHOR]

This study examines attitudes to tourism and climate change among residents of Hong Kong and evaluates their willingness to voluntarily modify travel behaviours to reduce environmental impacts. Previous studies on environmental behavioural change identified a significant gap between awareness and action, with some studies even suggesting that the most aware individuals are unlikely to change their behaviours. Similar findings were noted in this study. Cluster analysis identified four cohorts of tourists, ranging from the regular international tourist to the least travel active. The regular international tourist group was most aware of global warming and climate change, but least willing to alter its travel behaviour. By contrast, less travel active tourists seem most willing to travel less. The paper concludes that government intervention may be required to create meaningful behavioural change in travel patterns. In this paper, we quantified vegetation variations in the Qaidam Basin from 1982 to 2003 by using growing-season NDVI sequences, which were defined as the summation of monthly NDVI values from May to September, and were calculated pixel-by-pixel from a successive 8-km NDVI dataset. We adopt linear regressions to examine the trends in growing-season NDVI and the trends in climate (temperature, precipitation and sunshine duration) during this period in an attempt to depict their temporal and spatial variability. Our results indicate that climate in the Qaidam Basin has homogeneously warmed at a rate of about 0.6°C/decade during the study period, with significant trends in monthly mean temperatures in April-September. However, there were no statistically significant trends observed in precipitation and sunshine duration. We found positive growing-season NDVI trends in 31.6% of the vegetated lands in 1982-2003 and in 24.1% over the first half period, 1982-1992. In addition, few areas were shown to have negative trends during these periods. In 1993-2003, however, the percentage of land with a positive trend decreased to 13.1%, and the percentage of vegetated land with a negative trend increased to 10.2%. Growing-season NDVI trends show both temporal and spatial variability. Areas with negative trends are distributed mostly at lower elevations and near oasis boundaries, and areas with positive trends at higher elevations. Using correlation analyses we estimated the relationship between growing-season NDVI and the climatic factors with the consideration of duration and lagging effects. The results suggest that growing-season NDVI trends are more correlated to temperature increases in growing-season months when compared to variations in precipitation and sunshine duration; however increased precipitation amounts within May-August can also facilitate vegetation growth in some of this arid basin. However, we found no significant correlations between growing-season NDVI and temperature in the non-trend areas, which account for the majority of the vegetated land. We suggest that the variability in vegetation responses to the observed warming climates results from the differences in background thermal condition and moisture availability, which depend on elevation and other factors, such as hydrological conditions. Under the pressures of climate change, many countries are trying to adapt to a low-carbon economy. In this paper, we review the development pattern of the low-carbon economy of major countries and its impact on the world economy. We then argue that economic development and abatement of greenhouse gas (GHG) emissions in China should be balanced. The challenges that China faces should also be considered carefully. It is necessary for China to find an approach to solve the issues of climate change, which should include new technologies and establishing incentive mechanisms and reform-oriented policies. These guidelines can adjust the structure of the economy and energy use, improve energy efficiency, promote the development of alternative and renewable energy, enhance the potential of carbon sinks, and develop advanced technology to perfect a 'Clean Development Mechanism' and sustainable development through international cooperation. Cement is a low-cost construction material whose manufacture generates significant carbon dioxide emissions. As these emissions enter a carbon-constrained world, they may ultimately have a significant impact on the industry's financial performance. Consequently, the cement industry is developing a response to climate change management and the connected political process. Ten of the world's leading cement-producing corporations, representing more than one-third of global cement production, published a joint Agenda for Action in 2002 to address sustainability issues for the industry, including climate change. Other issues identified are emissions reduction, use of fuels and raw materials, employee health and safety, local impacts on land and communities, and internal business processes. Examining the rationale for, and the effects of, proactive climate initiatives in the cement sector, this paper elaborates on the conditions for the spread of cement-related climate action to China, where more than one-third of global cement production occurs, 80% of which involves inefficient kilns using outdated, highly polluting technology.
