The voluntary-based initiative Covenant of Mayors (CoM) focused on the active role of local authorities and increased its targets by 2016, through the Sustainable Energy and Climate Action Plans (SECAPs) in terms of GHG reduction from 20% to 40% by 2030. In actual fact, the SECAP, intended as an urban planning tool, has the potential to improve the resilience of the EU Municipalities to climate-change, developing adaptation/mitigation actions and increasing the 'environmental awareness' of the involved actors. From a planning point of view, we affirm that the CoM started a new season of urban planning in Europe that covers the planning demand in the domain of implementing sustainable territorial development objectives. It unlocks the current ineffective planning systems and represents a remarkable practice promoting feasible framework projects for public and private investments. This paper proposes a methodological proposal to exploit this spread of SECAPs in the EU, including the systemic strategic planning approach in the process of SECAP design and ensuring an integrated vision of city development over the list of actions per sector required by the Global CoM procedures. Many European planning schools recently celebrated their 50th anniversary: a sign that planning education became a distinct and established discipline in Europe. Simultaneously, political regimes, paradigms, cultures, and economies continue fuelling mixed connotations within the planning sector. Additionally, growing wicked problems in built areas emphasize an even greater need for well-trained planners. These challenges span climate crises, wars, authoritarian regimes, socio-political instability, and constantly changing global geopolitics. The increasingly complex demands on planners are highly pertinent for Young Academics (YA). They require political, regulatory, and technical knowledge to navigate the profession. To support them and represent their voices in planning debates, the YA network (YAN) of AESOP was established in 2003. We, the current Coordination Team, use this paper to voice our take on the question of what planning challenges dominate and what can be done to prepare YAs better for the future. Building on plenty discussions within the YAN, literature, and AESOP's activities at large, we propose: A challenge compilation for the profession, a list of core capacities, and a framework for future education. Transport and mobility systems need to be transformed to meet climate change goals and reduce negative environmental and social effects. Despite EU policies having targeted such problems for more than three decades, transitions have been slow and geographically uneven. For effective change to happen, transport and mobility research needs fresh perspectives and better integration of knowledge from the Social Sciences and Humanities. Based on a Horizon Scanning approach, which allowed for a great deal of openness and variety in scholarly viewpoints, this paper presents a novel research agenda consisting of 8 themes and 100 research questions that may contribute to achieving environmentally sustainable mobility transitions within Europe. This research agenda highlights the need to not only support technological solutions for low-carbon mobility, but the importance of transformative policies that include new processes of knowledge production, civic participation and epistemic justice. This paper aims to improve understanding of how EU citizens' left-right political positions and ideological polarization on climate change affect their views on both agriculture and diet in the context of climate change policy. It uses the methods of survey research and quantitative analyses of the data (principal components and regression analysis). The work combines the Farm- and Fork-related branches of Eurobarometer 93.2 (2020) and focuses on citizens' responses to a more climate-friendly agriculture and their ideas about 'eating a healthy and sustainable diet'. The analysis revealed different degrees of citizen support for a more climate-friendly agriculture and climate-friendly dietary options (including meat reduction). Citizens' left-right political position correlated negatively with support for a more climate-friendly agriculture and support for climate-friendly dietary options, but only in the Northwestern European countries. In these countries, the expected positive correlations between level of education and pro-environmental variables were found, but these correlations were not observed among the right-leaning participants. However, the positive correlation between support for a more climate-friendly agriculture and support for climate-friendly dietary options was less strongly affected by left-right political positions. Hence, public opinion is moving in the direction of EU climate policy over time; however, citizens did not fully acknowledge the priority of meat reduction in this context. Political and ideological polarization has seriously interfered with attempts to promote a more climate-friendly agriculture (Farm) and changes in dietary thinking including meat reduction (Fork). To promote these changes, more work must be done on the role of cultural identities in relation to climate issues. Yet, EU citizens showed an increasing support for more climate-friendly agriculture, which correlated positively with support for climate-friendly dietary options across the left-right political spectrum. Science-based information regarding climate risks and/or loyalty to local farmers may play a role in shaping these opinions. The priority of meat reduction needs considerably more attention to achieve the EU's climate objectives. For citizens, both nutritional (health) and environmental (i.e. climate change, as well as species decline and farm animal welfare) reasons can be strong motivating factors to consider meat reduction. Previous research has shown that we believe more in the reality of climate change when we experience warmer-than-usual temperatures. This reflects a psychological process in which easily accessible information from personal weather experiences is used as a heuristic to form climate opinions. This paper replicates and extends upon a research design and results of Egan and Mullin to provide the first systematic European study of the Local Warming Effect. Based on data from 12 European countries, the analysis shows that when objective temperatures increase by two standard deviations (5 °C) relative to normal temperatures, climate opinions are strengthened by around 0.5–1.0 percentage points – comparable to the effect of a full step to the left on a 0–10 political ideology scale. Regional bioeconomies promote sustainable, regional economies under the auspices of EU green growth policies. Combining prospects of rural rejuvenation, sustainability and innovation, they are employed to address climate change, societal challenges, and often benefit from substantial public funds. Yet, despite public finance's key role for bio-based transitions and (regional) bioeconomies, it has received little academic attention. Framed by conceptualisations on greening finance and (sustainable) policy narratives, this paper evaluates the public finance processes of three spatially variegated regional bioeconomy developments in Europe (Finland, Sweden, Spain). It provides empirical accounts from the case study sites and contrasts their public finance narratives with sustainable bioeconomy policy trajectories employed in EU policy promotion and benchmarking. This critical questioning of the current representations of regional bioeconomies in public finance narratives portrays a problematic mismatch between the dominant selective economic features and wider EU policy aims, particularly in relation to sustainability. Accompanied by the neglect of decisive local features in these benchmarking narratives, they promote a sustainably and spatially unreflective path forward for bioeconomy policy learning and development. The concept of territoriality and its relationship to the focus and substance of spatial planning is the subject of much interest at the present time and this paper seeks to contribute to the debate by stepping into the sea. The first part of the paper establishes a framework for considering the spatial planning implications of changing conceptions of territoriality, outlining key sources of territorial innovation and their implications in terms of the development of new units and styles of governance, new challenges for planning practice, and the potential for feedback informing the development of planning theory. The application of the framework is then illustrated in the second part of the paper with reference to the emerging field of maritime spatial planning and in particular to the pioneering work that is being undertaken in Europe. This work is testing established notions of territoriality by highlighting the strong and growing connections between the land and the sea. Here some of the key implications for future spatial planning practice are identified. These indicate that there is a growing recognition of the need for innovation in the territorial units of governance in maritime regions and in the themes, processes and methods of spatial planning in these areas. This paper critically analyses the voluntary agreement of the European Automobile Manufacturers Association (ACEA) which is intended to ensure a significant reduction of average CO 2 emissions from new passenger cars. It concludes that the voluntary agreement is far from being an adequate solution in terms of both ecological effectiveness and economic cost-efficiency. Therefore, the paper proposes to replace the voluntary agreement by an emission trading scheme which directly places car makers under obligation. This switch in policy should be accompanied by further phased increases in the ecotax levied on fuels and a vehicle taxation system that places greater focus on CO 2 emission. [ABSTRACT FROM AUTHOR]

Global climate change will affect road networks during this century. The effects will be different in various parts of the world due to differences in local climate change and in the structure and properties of roads. In this paper, climate change projections are presented for climate variables that are most likely to affect the long-term performance of road networks in Europe. We apply four regional climate simulations up to the year 2100 using two plausible future emission scenarios. The results show that the changing climate will require significant adaptation measures in the near future in order to maintain the operability of the European road network. Climate change is anticipated to affect European agriculture, including the risk of emerging or re-emerging feed and food hazards. Indirectly, climate change may influence such hazards (e.g. the occurrence of mycotoxins) due to geographic shifts in the distribution of major cereal cropping systems and the consequences this may have for crop rotations. This paper analyses the impact of climate on cropping shares of maize, oat and wheat on a 50-km square grid across Europe (45–65°N) and provides model-based estimates of the changes in cropping shares in response to changes in temperature and precipitation as projected for the time period around 2040 by two regional climate models (RCM) with a moderate and a strong climate change signal, respectively. The projected cropping shares are based on the output from the two RCMs and on algorithms derived for the relation between meteorological data and observed cropping shares of maize, oat and wheat. The observed cropping shares show a south-to-north gradient, where maize had its maximum at 45–55°N, oat had its maximum at 55–65°N, and wheat was more evenly distributed along the latitudes in Europe. Under the projected climate changes, there was a general increase in maize cropping shares, whereas for oat no areas showed distinct increases. For wheat, the projected changes indicated a tendency towards higher cropping shares in the northern parts and lower cropping shares in the southern parts of the study area. The present modelling approach represents a simplification of factors determining the distribution of cereal crops, and also some uncertainties in the data basis were apparent. A promising way of future model improvement could be through a systematic analysis and inclusion of other variables, such as key soil properties and socio-economic conditions, influencing the comparative advantages of specific crops. An appropriate hydrological regime within a wetland is essential to maintain its goods and services. This regime is related to the source of the water, which differs for particular kinds of wetlands. This paper presents an overview of the ecosystem services of European wetlands, based on a representative sample of 102 protected wetlands larger than 5000 ha, and the implications of hydrological alterations caused by future climate and socio-economic changes. Six major ecosystem services of wetlands were assessed namely: biodiversity in terms of plants and animals, biomass production, nutrient removal, carbon storage and fish production. Data showed that, on average, four services were present in each wetland. The impact of climate change, water management and land-use change was examined under different future scenarios. Major potential changes in hydrological regime (i.e. precipitation, groundwater recharge and river flow) were quantified up to the 2050s using simulated runoff and river flow data of the WaterGAP model driven by the climate input of two different general circulation models (GCMs), IPCM4 and MIMR. Thresholds of hydrological change that would endanger each ecosystem service were identified. The impacts of future scenarios were distributed across Europe with potential threats to ecosystem services of European wetlands resulting in the loss of between 26 and 46% of all identified ecosystem services in 2050. The models and scenarios suggest that the most significant loss of ecosystem services is likely to occur in Central Europe (Hungary, Germany, France, Belarus, Poland). In general, the most fragile services (the largest number lost) are projected to be those connected to the surface water dynamics—mostly the services of wetland birds and fish spawning. Ecosystem services dependent on groundwater dynamics and water balance changes are seemingly more buffered against the expected hydrological stress. Editor D. The aim of this paper is to introduce the innovative technology created within the framework of PRE-FOREST project, funded by the European Commission under the CRAFT 6th Framework Research Programme. PRE-FOREST was an innovative research project in the field of forest planting stock material, enhancing co-operation between research foundations and small and medium-sized enterprises. Among the project's objectives were the introduction of a new technology based on precultivation (in mini-plugs) of forest regeneration material in a cost-efficient and environmental friendly production unit, not affected by outdoor climate; the development of a new, adapted to mini-plugs, grading technology and replug robot; the integration of these technologies into a functional prototype unit capable of large-scale forest regeneration material production; and the introduction of this production system at strategic locations in Europe. The system has been developed for year-round production and function in the same way, independently of climatic variations in different parts of Europe. To obtain these objectives the study focused on the interaction among production technology, mini-plug container design and rooting media, to develop cultivation protocols for forest reproductive materials of special economic and ecological importance for each participating country. Many studies consider substitution of aircraft services with high-speed train (HST) services on short-haul routes desirable for environmental reasons. This paper empirically examined this perception by evaluating local air pollution (LAP) and climate change impacts from a flight and an HST service between London and Paris. Comparing the emissions, the impact, and the cost of damage from the aircraft journey with the HST journey, it was found that substituting an aircraft seat with an HST seat is beneficial. These benefits are likely to occur on all routes on which aircraft and HST substitution is likely to take place. While a substantial part of the population in Europe seems well informed about the phenomenon of climate change, uncertainty seems to prevail in terms of its seriousness, its consequences for society and action that needs to be taken in order to prevent ‘dangerous interference with the climate system’. Many people seem to believe that there is no scientific consensus about climate change and that individual behavioural change is irrelevant in the face of uncertainty. Such a ‘psychology of denial’ seems particularly strong in the context of air travel, the fastest growing transport sector. This paper seeks to understand this phenomenon by analysing the discourses surrounding air travel. Four major industry discourses are identified: air travel is energy efficient and accounts only for marginal emissions of CO2; air travel is economically and socially too important to be restricted; fuel use is constantly minimized and new technology will solve the problem, and air travel is treated unfairly in comparison to other means of transport. The validity of these claims is evaluated based on data and material presented in the scientific literature. Results show that there are substantial gaps between the discourses and the reality of aviation's environmental performance, which might partially explain the controversial understanding of air travel and its environmental consequences among the public. The first deep permafrost boreholes (>10 m) ever drilled in Scandinavia for climatic studies constitute part of a transect of deep mountain permafrost boreholes through the mountains of Europe established under the EU PACE (Permafrost and Climate in Europe) Project. In Scandinavia, PACE boreholes are located at Juvvasshøe, southern Norway, Tarfalaryggen in northern Sweden, and northernmost in the transect at Janssonhaugen, western Svalbard.
