This paper critically examines parents' and service providers' reception of the Pre-primary Education Voucher Scheme (PEVS), which was designed to enhance the quality of early childhood education in Hong Kong. The PEVS was a universal voucher policy that was designed to harness market forces and increase direct governmental control of quality in a private education market wherein pre-academic training and competition are emphasized. This paper presents the results of a survey of 413 parents and 215 service providers. Findings indicated that despite the government's efforts in promoting quality as 'child-centeredness' and the efforts of preschools in meeting the quality standards, parents remained relatively neutral about the policy's influence on preschool quality. However, all parents appreciated the financial benefits they accrued from the PEVS, and more socially-advantaged families allocated the additional disposable income on extra educational activities and programs for their children. Findings suggest the implementation of the PEVS in a fully private market might unexpectedly exacerbate inequity in educational opportunities. The enrolment size of the preschool was also found to be a determinant of respondents' views of the PEVS. This paper reports significant findings from an exploratory investigation of factors influencing kindergarten teachers' perceptions of holistic early childhood education (HECE) following the release of a recent policy document relating to Early Childhood Education by the Hong Kong Special Administrative Region. A comprehensive four-page survey questionnaire was completed by 165 teachers, in 22 Kindergartens across three Districts in Hong Kong. The questionnaire sought responses on demographics (including spiritual well-being); six aspects of ECE detailed in the HKSAR document; teachers' expectations of HECE; and their perceptions of parental involvement in their young children's development. This paper examines the early childhood context of Hong Kong (HK) which is characterised by an entirely privatised system. The level of knowledge a child possesses in early childhood can be a determining factor in their admission into desirable kindergartens or primary schools. Given HK’s privatised early childhood education system, the quality of a child’s learning is directly tied to the education services their parents provide independently or can afford financially. The study reported in this paper adopts a narrative inquiry approach to an under-researched area of early childhood education, namely the voices of parents within home learning environments and how the lengths they go to provide their children with a quality education. Classroom discipline is a topic of international interest and teachers are bombarded with advice regarding how to and why they should manage children’s behaviour in their classrooms. This paper draws on data related to classroom discipline gathered from a detailed classroom observation schedule, teacher interviews, and field notes with four purposively selected kindergarten teachers working in Hong Kong with children aged 5–6 years. The findings of this qualitative case study show that the teachers were concerned about disciplining children to ensure good behaviour. They expected all children to follow the rules and used characteristic discipline strategies such as stating expectations and ‘praising the opposite’ to maintain good behaviour. Transition from home to kindergarten is the first and major ecological transition in children's educational lives in Hong Kong. In this transition, children cross a cultural boundary from home to kindergarten and start to learn about 'school' as a place to learn and about themselves as 'pupils' in kindergarten. The conceptual framework of this paper is developed from sociocultural theory and select literature on rites of passage and pupil career. Descriptive data were mainly collected from participant observations, semi-structured interviews, photovoice and review of documents. This paper seeks to question what impact education vouchers have on the process of school choice. The context examined in the paper is the Pre-primary Education Voucher Scheme (‘Voucher Scheme’) introduced in 2007 in Hong Kong. Using a Straussian grounded theory method, data collected from 40 parent interviews are coded, analysed and developed into categories. The paper analytically situates the findings within a model, derived from the data, which is based on two properties:orientationandtime.Orientationdifferentiates and emphasises the significance of choice factors in relation to the school versus the family, andtimeis related to focus on the present versus the future. A long-neglected sector in education, early childhood education (ECE) in Hong Kong has generated much attention in recent years following the government's heavy promotion as laying the foundation for lifelong learning and all-round development. Enhancing 'teacher professionalism' by raising qualifications and remuneration is seen as a vehicle to achieve quality ECE. While the once lowly perceived occupation is now 'in fashion' among college applicants, little is known about how prospective teachers view ECE teachers' professionalism in Hong Kong. This study explored the views of 175 Hong Kong pre-service ECE teachers from 7 teacher education institutions using self-administered, open-ended survey questionnaires. The results showed that the pre-service ECE teachers generally described Hong Kong ECE teachers positively and viewed them as professionals. However, they also revealed a sharp dissonance between the participants' own perception and society's perception of the professionalism of ECE teachers due to the different emphases they used to define professionalism when shifting their perspectives. The results reflect a generally pessimistic view of the pre-service teachers on teaching in ECE as a career. The integration of children with disabilities in mainstream early childhood settings is a common practice in many developed and developing countries world-wide. A number of key points have been raised concerning such integration, including the increased attention to civil education about the rights of persons with disabilities, training for teachers, and close communication between the government and the mainstream schools. This paper presents a qualitative study of these critical issues in the context of integrated early childhood centres in Hong Kong. These centres operate under an integration policy inherited from the British colonial period. This policy lies within the larger philosophical context of Confucianism with its commitment to excellence, which makes for an intensely competitive schooling environment. Thus, the story presented in this paper is a collection of multiple perspectives of parents with and without children with disabilities, teachers, and school principals on the topic of integration. Looking at the bigger picture, we argue that rather than simply inheriting a policy that is prone to bureaucratic machinations, the policy must be adopted and owned within the local settings if it is to work properly. This paper discusses the changing concepts of leadership in early childhood education (ECE) in England and Hong Kong during a period of significant education reform. We seek to illustrate the interplay between the impact of the policy agenda and the emerging quality leadership perspectives found in the theoretical literature, by first considering the recent education reform context in both England and Hong Kong, before examining the importance of leadership for quality provision given the constraints and drivers of policy expectation. The paper explores transformational, distributed and authentic models of leadership in the ‘New Leadership’ paradigm and uses these constructions to examine the developing problems and opportunities for quality leadership as expected by the current policy reform agenda and understood by the practitioners. 'Learning through play' in early childhood education is widely advocated, but studies show that play is not easily enacted in classrooms. The quality of learning through play has been questioned in various countries, especially when learning outcomes are a global concern. This paper examines how one teacher implemented learning through play within a formal and didactic Hong Kong pre-school classroom. Following this real-life adaptation of the play pedagogy, this paper aims to illuminate the practical theories of linking play with learning in the classroom. The findings support the adoption of 'play' in young children's learning and reveal tactful ways in which a teacher can encourage the evolving 'flow' of children's play while simultaneously scaffolding their learning. This paper describes the process of school capacity building in Hong Kong's early childhood education at a time when there was a quest for quality education. A local preschool was selected for the study, which took part in a university–school support programme through which consultancy was hired from a university to provide school-based support. An action research approach was chosen in the research design. The process of building capacity was examined in the selected preschool over a year. The findings indicated that the preschool went through a process of capacity building, from thestatus quo ante, through the exploration stage to the initial implementation stage of change. This paper reports the results of a study concerning the expectations for the transition from kindergarten to primary school amongst teachers, parents and children in Hong Kong. It probes the expectations that teachers and parents have about children’s competence in five specific areas of child development thought to be essential for a smooth such transition, as well as children’s competence in these different developmental areas and their performance upon the transition to primary school. The study’s data were obtained through questionnaires, semi-structured interviews and classroom observations, and its results will serve as a reference for evaluation of existing transitional practices and the design of effective transition programmes in the local context. Children’s voices and their observed performance during the transition period indicate that they have varied expectations of the transition. Parents, in contrast, have high expectations for their children’s academic ability and self-discipline. Both primary school teachers and the parents of kindergartners rank pre-academic skills as the most important developmental area, whereas kindergarten teachers rank them as the least important. Most of the adult respondents in this study agree that a stronger connection amongst kindergartens, primary schools and parents would facilitate a smoother transition to primary school. Emphasis on continuing professional development is seen as an important aspect of educational reform at all levels of education. In recent years, a number of colleges and universities have established partnerships for the professional development of teachers at the elementary and secondary levels. However, there have been few partnerships within the Professional Development School Program (PDS) established in early childhood settings. With a growing awareness of the importance of early childhood education, the governments of Hong Kong and England have both increased investment through providing fee assistance to parents for buying services and providing funding to providers for offering 'free' places, respectively. Alongside the increased funding of early childhood education, a heightened interest in the quality of early years settings has arisen. This paper aims to develop a framework for comparative studies by addressing the similarities and differences in quality improvement of both systems. Three key issues are discussed: relevance of the quality criteria for assessment, interpretations of the quality improvement mechanism and its use in guiding practice, and the influence of contextual factors in terms of stakeholders' views of the quality process. It is argued that these key issues are fundamental to a framework for understanding different sociocultural contexts and dynamics in shaping the quality improvement of early childhood education. Narrative provides meaning and belonging in human lives because every human experience is a lived story, and a storied experience. Rooted in Dewey's thoughts on the past-present-future continuum of experience, Connelly and Clandinin define narrative inquiry as "the study of how humans make meaning of experience by endlessly telling and retelling stories about themselves that both refigure the past and create purpose in the future" (1988, p. 21). In the present paper, I first explore the meanings of early childhood education and depict the general background of early childhood education in Hong Kong. Then, by adopting Schwab's (1973) four commonplaces of subject matter, learner, milieu and teacher as a curriculum framework, I examine curriculum issues in kindergarten with illustrations of my experienced stories about the teaching of an in-service kindergarten teacher in Hong Kong. Finally, based on Schwab's four curriculum commonplaces, I analyze the Reform Proposals for the Education System in Hong Kong as published in September 2000 by the Hong Kong Education Commission with special emphasis on early childhood education and pre-primary teacher education in Hong Kong for the new millennium. As part of the module "Further Studies in Kindergarten Curriculum" in the Certificate in Kindergarten Teacher Education Course conducted by the Hong Kong Institute of Education, teacher-educators made use of semantic webbing to help kindergarten teachers/principals develop reflective and thinking skills regarding subject matter content and teaching curriculum. Semantic webbing/mapping or semantic networking or plot maps may be defined as a strategy in which information is categorically structured in graphic/visual form. However, its use in teacher education is more recent. Kindergarten teachers/principals were interviewed to discern how they developed critical thinking and evaluative skills concerning subject matter content and teaching curriculum through the use of semantic webbing. Interviews of a random sample of participants and analysis of their mind-maps revealed a change in perspectives and attitudes towards subject matter content and teaching curriculum. The present paper examines some of the affective outcomes for both teacher educators and student-teachers resulting from the use of semantic webbing/mapping as a strategy for facilitating reflective and critical thinking skills in four components of the module "Further Studies in Kindergarten Curriculum"; namely, Art, Language, Mathematics/Science, as well as Social Studies. The present paper describes the results of a two-year project aimed at developing a motor performance test instrument for a motor performance award scheme for kindergarten children to be organized by the Hong Kong Childhealth Foundation. The subjects were 1404 K1 to K3 children, aged three years, three months to six years, ten months. A set of tests developed for Hong Kong kindergarten children was administered to measure their gross motor proficiency. Boys were superior to girls on agility and throwing. Girls performed better than boys on static balance. It was found that a marked improvement in agility was found at the age of 5.5 years. After four years of age, children's static balance also improved. As expected, young children's overall gross motor performance improved, and this was seen as being age-related. The modified set of tests for motor performance was found suitable for use in measuring gross motor performance of children participating in the award scheme for Hong Kong kindergarten children. There is an increasing demand from the public and the field to improve the quality of early childhood education in Hong Kong. The Hong Kong Education Commission has recently released an "education blueprint for the 21st century", which presents a set of reform proposals for the education system in Hong Kong. In the document, early childhood education has been acknowledged as the foundation for life-long learning. A key reform proposal is to build a new culture for quality early childhood education through upgrading professional competence and enhancing quality assurance mechanisms. The present paper provides a general background of existing practices in the preschool years, highlights issues that require attention in order to improve quality, and outlines the reforms introduced by the Education Commission. The implications of these reforms and the associated challenges are then discussed in the areas of quality assurance, curriculum, professional development, parental involvement and financial assistance for the early childhood education sector. Chinese as the medium of instruction (MOI) is used across the curriculum for early childhood education in Hong Kong; however, kindergartens with non-Chinese speaking (NCS) students adopt different MOI, in which English remains an integral part of learning and teaching, to cater to the needs of NCS students and their families. The present study investigated how different modes of MOI adopted in six local kindergartens affected the Chinese language learning of 457 NCS students. Effective Chinese learning of the NCS students in their first year of kindergarten schooling and its relation to their Chinese language proficiency were examined. The preliminary findings showed that the Chinese MOI was relatively effective in enhancing NCS students' learning Chinese in comparison to English and dual-language MOI. Deliberate considerations on different contexts of kindergartens of varying proportions of NCS students for Chinese language learning is essential whilst the choice of MOI remains school-based, particularly in aspects of enhancing NCS students' Chinese language proficiency for their smooth Primary One transition and earlier social integration. Hong Kong, as a capitalist society, has an achievement-driven education system. Visual arts have become a marginalized learning area, especially in early childhood education. Although 'art and creativity' is one of the six learning domains for early childhood education in the kindergarten curriculum guide in Hong Kong, product-oriented and craft-based art activities are commonly practiced in kindergarten classrooms. This study observed 33 classrooms and interviewed 29 teachers for a total of 409 minutes to discuss issues surrounding the early childhood art curriculum in Hong Kong and the difficulties teachers face responding within the context. Through the triangulation of observations, interviews, and documentation analysis, the teachers indicated that they are facing a dilemma regarding teacher-directed and child-centred orientations towards teaching children visual arts. To sustain the 'third space' of early childhood visual arts education, three main areas are considered: (a) introducing visual arts as an alternative narrative in early childhood curriculum, (b) considering that children's creative behaviours are performative, and (c) positioning teacher education in relation to the visual arts. The conflicting education values in Hong Kong kindergartens and primary schools pose various challenges to kindergarten teachers in providing pupils with a smooth transition to primary school which requires collaboration from schools and families. This study explored these challenges as well as the benefits of a professional teacher training programme. In-service teachers (N = 35) and tutors (N = 2) engaged in the module ‘The Social and Emotional Aspects of Teaching and Learning’ participated in this study. The trainees’ weekly reflective journals throughout the 22-week module were subjected to documentation analysis. Group interviews with the in-service teachers and individual interviews with the tutors were conducted on completion of the module. Findings reveal a gap between teacher training and providing pastoral care for pupils through supporting the social and emotional aspects of their families in Hong Kong, and indicated that traditional beliefs associated with the teaching profession should be widened. Meanwhile, counselling knowledge and skills should be contextualised and integrated into teacher training programmes. [ABSTRACT FROM AUTHOR]

This study set out to use phenomenography as a theoretical framework to investigate teaching in classrooms, focusing on how the same content is enacted differently in different teaching activities. We observed teaching activities intended to teach children to recognize Chinese characters in preschools and collected data about the delivery of the teaching activities. A total of 3 categories of teaching activities were identified from the data, which correspondingly reflected 3 ways of seeing the recognition of characters: (A) recognition as matching items, (B) recognition as imitating behaviors, and (C) recognition as constructing meanings. Our results were useful for fostering the professional learning of teachers in practical ways as well as holding the potential to further advance the methodology of phenomenography. The present study aimed at assessing Hong Kong young children’s gains in creativity and their teachers’ application of arts education after a one-year artists-teachers collaborative arts education project that involves various art forms (i.e. drama, visual arts and integrated). Participants included 790 young children, 217 parents and 65 teachers in seven kindergartens and nurseries. Measures included the Test for Creative Thinking–Drawing Production, Story-Telling Test (STT), the subscales of parent-rated creativity, communication and motivational characteristics, and the adapted Scale of Application of Arts in the Classroom. Among the three art forms, children in the visual arts group demonstrated highest gains in verbal creativity as evaluated by the STT. Based on parents’ report, there were significant differences in children’s communication characteristics across the three art forms. Significant differences across art forms were also found in teachers’ confidence in teaching arts to 3–4 years old and their perception of arts for arts sake. Both teachers and students take advantage of the professional and artistic input and guidance of practising artists in arts appreciation and production. Implications and limitations were discussed. This study highlights the importance of mentorship focused on reflective practice during preservice teacher education and early years of teaching. Thoughtful reflection about teaching practices during early years of teaching is critical in preparing teachers for a child-centered curriculum. To successfully distinguish between teacher-directed and child-centered learning experiences, novice teachers require adequate understanding of child development and observations that inform planning and classroom teaching practices. This article discusses an early childhood teacher education program in Hong Kong in light of the need to broaden the scope of inquiry-based, reflective practice in ongoing teacher professional development. Despite the ongoing global financial crisis, there is an increasing deployment of migrant workers across the globe, and in Hong Kong the foreign domestic worker occupies a ubiquitous presence in the lives of many families. Seven domestic workers from Indonesia, the Philippines, and Thailand were interviewed to gain insight into their role in providing education and care for children in Hong Kong. This exploratory study focuses on the educational and care aspects of the work of foreign domestic workers. It considers the nature of their work and their relationship with the mother of the family. Findings reveal the difficulties of maintaining coordinated education and care of children in a culture where the dynamics of the unequal power relations are clearly demarcated. We raise new possibilities for interdisciplinary work to re-theorise the ways in which foreign domestic workers act as educators of young children and we call for new methodologies to enable their potential. This study developed and validated an instrument, the Chinese Early Parental Involvement Scale (CEPIS), that can be widely used in both local and international contexts to assess Chinese parental involvement in early childhood education. The study was carried out in two stages: (1) focus group interviews were conducted with 41 teachers and 35 parents in Hong Kong and Shenzhen. Teachers and parents were found to hold different perceptions of parental involvement. Responses further revealed that Chinese parents practiced more home-based involvement than preschool-based involvement, and that Chinese parents also have layers of responsibilities that limit their level of involvement in children's early development; (2) items of the CEPIS were developed using focus group responses. To validate the scale, 319 parents were asked to complete the new CEPIS. Results from principal-components factor analyses established that the resultant 26-item CEPIS consists of six parental involvement dimensions. Further analyses revealed that parental involvement differed as a function of parents' marital status and employment status. To examine and identify the current inclusive practices in early childhood educational settings in Hong Kong, this qualitative study looks at the support and educational services available for young children with special needs in Hong Kong mainstream preschools as well as the characteristics of early childhood educational settings that support inclusion. Inclusive practices of each of the three preschools involved in the study are presented. The teaching of values has seen renewed interest, as educators, policymakers and parents seek ways of increasing peaceful coexistence for children in a conflict-driven world. Education systems are again reviewing values as part of their core mission. Confucian values form the core of most Asian cultures, penetrating different levels of social life, and also set the standards for most families, communities and political behaviour. The research reported in this study set out to examine young children's expressed views of Confucian values represented in traditional stories of four Chinese festivals. Within this research, Confucian values were centred on five virtues: Ren (benevolence), Yi (righteousness), Li (courteousness), Xiao (filial piety), and Zhi (wisdom). The four selected Chinese festivals were: (1) Chinese New Year, (2) Dragon Boat festival, (3) Chung Yeung festival, and (4) Mid-Autumn festival. Participants included 392 children aged four to five years from 29 kindergartens or nursery schools and 57 pre-service early childhood teachers in Hong Kong. Results showed that the values of Ren (benevolence) and Yi (righteousness) were the most popular responses among local young children, while the value of Li (courteousness) tended to be the least popular category. This longitudinal study examined the relationship between pedagogical continuity in literacy education and early literacy development by comparing Chinese children in Hong Kong and Shenzhen. Stratified random sampling was used to select 24 preschool and Primary 1 classes in four communities catering to middle-class families in each city. The 24 teachers were interviewed about their teaching methods and views on pedagogical continuity in individual sessions. Further, their teaching activities were videotaped over a period of a week. Their students (n = 758) completed a Chinese literacy attainment test at the beginning and at the end of the same academic year. Analyses indicated that Hong Kong students outperformed their Shenzhen counterparts in Chinese literacy attainment, at both preschool and primary levels, concurrently and longitudinally. This suggests that the holistic approach followed in Hong Kong might have a more positive impact on children's literacy development than the approach followed in Shenzhen. The Hong Kong government has sought to encourage environmental education (EE) in schools. However, little is known about how government and private initiatives impact at the level of the kindergarten. This article, based on a small-scale study, investigates what is happening in Hong Kong kindergartens in EE. The findings show that there have been positive changes in EE in Hong Kong kindergartens in the last decade: more hands-on environmental activities and resourcefulness of teachers in sourcing teaching materials. Teachers and parents were found to have positive attitudes. However, teachers had to tackle the following issues: the overloaded school curriculum and isolated environmental learning experience, teacher's insecurity and inadequate knowledge of EE, weakness of government support in terms of formal teacher training programmes and funding on EE. Research Findings: Hong Kong launched the new mechanism of the Quality Assurance Inspection (QAI) in 2000 to enforce accountability and school improvement in the sector of early childhood education. The QAI comprises 3 stages: school self-evaluation, external inspection, and release of the QAI report to the public. To understand the roles of self-evaluation and external inspection and their interactions, we analyzed all 80 QAI reports released by the government from 2004 to 2007 and interviewed the principals and teachers of 3 kindergartens that had been ranked excellent, good, and satisfactory on Learning and Teaching performance in the QAI. The results indicated that (a) school performance on self-evaluation was significantly and positively correlated with Learning and Teaching performance but negatively correlated with the number of problems found in the QAI, (b) all kindergartens reported 4 types of challenges brought about by the external inspection (i.e., uncertainty, personnel, workload, and psychological burdens), and (c) the QAI was a facilitative and productive process for school self-evaluation and quality improvement. Research Findings: Assessment and accountability have been given prominent attention in the field of education in recent decades. Educators have been debating what assessment is, how it is practiced in school, and how it is used for accountability purposes. A case study was conducted of the assessment practices in a Hong Kong preschool to understand the issues of assessment and accountability. This study investigates changes in assessment practices and explores implications for assessment and accountability. This research adopted various qualitative data collection methods, including interviews, site observations, collection of documents, and review of personal notes. The findings showed that there was a paradigm shift of assessment practice from an outcome-oriented approach to a process-oriented approach. Results revealed 4 major changes in the new assessment approach that involved the choice of assessment tools, the planning procedures, data collection methods, and new assessment activities. The major changes were built on the idea of assessment for learning and the strength of school capacity supporting self-improvement. The development of a culture of collaboration and professional learning communities helped to enhance teacher development and build school capacity. Practice or Policy: This study urges the improvement of process-oriented assessment, school capacity, and the use of assessment data to understand the impacts of the new accountability system. The study supports a more balanced approach of combining school internal capacity and external systems to uphold school accountability and advocates the use of process-oriented assessment in early childhood education. A Chinese script is represented by Chinese characters and each character is a square-shaped configuration with condensed strokes. Children in Hong Kong are explicitly taught to write at a very young age. They are guided to draw vertical and horizontal lines at age three, and are required to write simple characters with few strokes at age four. When children are ready for formal schooling at age six, many of them can write around 50-60 characters. Typical writing lessons consist of penmanship drills and assigned character copying tasks, but in some preschools teachers have begun to change the writing curriculum and make a distinction between emergent literacy and conventional literacy. Early writings are marked by scribbles, drawings and invented spellings, and these are regarded as signs of active exploration for children to understand the writing system. The present study introduces the learning experience of a four-year-old girl who was encouraged by her teacher and parents to be an emergent writer. Her writings went through several stages of development within a year, and her spontaneous experiments with writing in the initial stage contributed significantly to her becoming a fairly independent and confident writer. This article discusses the sources, processes and impact of the quality assurance policy implemented in Hong Kong preschools. Regarded as a sort of policy alignment between the subsystems of pre-primary, primary and secondary education, the introduction of a quality assurance policy has been directly and indirectly transforming the settlements in the preschool context. The first section of this article examines the main shift in policy direction shaped by the global movement of supranational organizations and the local agenda of educational reform after 1997. The historical review of the changing parameters in the preschool field is provided in the second section as a backdrop for later discussion. The third section analyses how the local governance of education is subtly transforming the settlements in the preschool field. The fourth section discusses how the quality assurance policy is mediated with school-level realities. It is argued that the top-down approach adopted by policy-makers should be critically re-examined in the policy process in order to ensure the quality of preschool education. [ABSTRACT FROM AUTHOR]

This article reports findings from a qualitative interview study that examined the provision of integrated kindergarten education for children with disabilities from the perspectives of general education teachers implementing integrated kindergarten programs. Analysis of interviews with eight informants led to the identification of two broad generalizations: the interviewed teachers emphasized teaching academics to children without disabilities, but they focused on social development at the exclusion of academic instruction for children with disabilities; and, according to the teachers, instruction was academic and skill-oriented in the integrated kindergarten programs. Research procedures are described and data supporting the findings are presented. Ways to improve program quality are discussed in terms of three major components: the Hong Kong government should include early childhood education within the compulsory education system, and enforce the formally recommended approach of developmental appropriateness; teacher education institutions should prepare prospective teachers to work in school settings where program goals may be contradictory with the ideology of inclusion; and educational researchers should monitor program quality in integrated childcare centers by conducting further research. This study investigated the challenges and opportunities associated with the introduction of information and communication technologies (ICT) into the early childhood curriculum in Hong Kong kindergartens. Thirty-one principals completed questionnaires before they implemented a new curriculum initiative plan that involved the integrating of ICT into children's learning activities. They completed the same questionnaire and were interviewed within 1 month after they had implemented the curriculum. Findings indicated that the main problems were as follows: the low level of teachers' ICT competence, hardware and software problems, the lack of resources and technical support, and parental level of ICT competence. In-service training was regarded as the pivotal solution to these problems. The 5 levels of ICT transformation of the educational and learning processes (Mooij & Smeets, 2001) were evident in the participating schools. Most of the principals admitted that they were just "technology learners" (Yee, 1999), with regard to their information technology leadership. The present study adopted a qualitative approach through in-depth individual and focus group interviews to study the attitudes of the early childhood teachers in Hong Kong. The goal of the study is to reveal the lived experience of real people in real contexts. The first part of the study looks at how satisfaction/dissatisfaction of early childhood teachers was experienced by teachers and the principal, in the process of a top-down curriculum implementation at a local kindergarten in Hong Kong. Building on the findings of this case study, the need for pedagogical skill and knowledge to enhance the job satisfaction of early childhood teachers was addressed. By means of an action research, thirty student teachers at the In-serve Qualified Kindergarten Teacher Education Course were involved in learning ways of understanding and implementing an art project. The ability to help children learn was reported by the student-teachers as the main source of satisfaction when implementing a revitalized process for a more child-centred approach in art projects for children. However, the opinions towards the bottom-up scenario on innovative learning and teaching approach were diverse. The lack of positive supporting context at the organizational level was identified to be the main obstacle to teachers' improvement and satisfaction. Besides the professional/pedagogical development of the teachers, the attitude of the administrators/principals and parents were vital factors in promoting the satisfaction of early childhood teachers in Hong Kong.
