Though there has been an increased focus on climate change in Hong Kong's educational policy and curriculum over the last decade, little is known about the impact of curricular implementation on young people's environmental and climate change-related views, attitudes, awareness, or behaviors. This paper examines the state of climate change education in Hong Kong based on findings from a multi-pronged investigation. The main research questions addressed are: (1) what are Hong Kong secondary students’ understandings of and attitudes towards climate change issues? and (2) is there any significant difference between students studying in local and international schools in Hong Kong? The paper provides a content analysis of climate change curriculum in local and international schools. It reports on a large-scale survey of international and local school students’ environmental attitudes, and on qualitative interviews of their awareness and behaviors related to climate change. Harsh levels of social inequality stunt social mobility and progress towards equality of opportunity in Hong Kong. There are also strong connections between levels of social inequality and educational attainment in this “global city”. This paper seeks to contribute to the important body of work on equality studies and attainment research by examining two inter-connected aspects of educational inequality in higher education in Hong Kong: first, the relative shortage of degree places available for local students at local universities, and second, the relatively strong correlation between income and educational attainment across the districts in Hong Kong. It adopts a discursive sociocultural approach in examining, and commenting on, both the context and statistical trajectory of post-secondary education in Hong Kong. The paper also assesses government initiatives that claim to encourage higher levels of post-secondary participation, in particular through the rapid development of self-financed sub-degree programmes. A secondary argument discusses how university rankings criteria have a deleterious effect on the commitment to promote mass higher education, especially in terms of participation rates at publicly-funded full-time degree programmes. In response to the early Education Reform Proposal's recommendation to provide more diverse opportunities for lifelong learning at the senior secondary level and beyond, there has been a considerable expansion in the post-secondary education sector – Professional and Vocational Education (PVE) – in Hong Kong over the past ten years. The curriculum intention underlying these PVE programmes is straightforward: to equip youth with the necessary knowledge and skills to face future work challenges and continue their studies. However, this ideal is being challenged with regard to the extent to which students are ‘culturally literate'. This paper reports 214 Hong Kong PVE students' views about how important it is for people to possess the knowledge and skills for cultural literacy, and how well they think they are performing in relation to the corresponding indicators. Supported by qualitative interviews, the results indicated that the proposed eight constructs are critical to understanding cultural literacy in the Hong Kong PVE context. Also, while students agreed that these sets of knowledge and skills were important, they were not performing them well. A paired samples t-test suggested a significant difference between their perceptions and performance, and large values of Cohen'sdconfirmed the size of the effect was medium to large. Among the measured eight constructs, nurturing students for ‘social and civic responsibility' was found to be critical. The integration of children with disabilities in mainstream early childhood settings is a common practice in many developed and developing countries world-wide. A number of key points have been raised concerning such integration, including the increased attention to civil education about the rights of persons with disabilities, training for teachers, and close communication between the government and the mainstream schools. This paper presents a qualitative study of these critical issues in the context of integrated early childhood centres in Hong Kong. These centres operate under an integration policy inherited from the British colonial period. This policy lies within the larger philosophical context of Confucianism with its commitment to excellence, which makes for an intensely competitive schooling environment. Thus, the story presented in this paper is a collection of multiple perspectives of parents with and without children with disabilities, teachers, and school principals on the topic of integration. Looking at the bigger picture, we argue that rather than simply inheriting a policy that is prone to bureaucratic machinations, the policy must be adopted and owned within the local settings if it is to work properly. Around the world, increasing numbers of students receive after-school private supplementary tutoring. Such tutoring may be provided through informal channels or by companies, and it may be received one-to-one, in small groups or in large classes. The tutoring is commonly called shadow education since its content mimics that of regular schooling. The spread of shadow education is part of a global shift of balance with increased roles for the private sector. Hong Kong is among the societies in which shadow education enrolment rates are particularly high. Much of the shadow education focuses on techniques for performance in external examinations, and is not consistent with the emphases stressed by teachers and the government. This paper focuses on a newly introduced subject called Liberal Studies in which the tensions are especially visible. Although the official curriculum emphasizes creativity and critical thinking, many students have sought large-class tutoring focused on formulae for passing examinations. Interviews exposed the needs that the students felt were not being met in their schooling. The findings illustrate some of the complexities in relationships between the public and private sectors. Drawing upon a project on British transnational education (TNE) programmes offered in Hong Kong, this paper interrogates the capacity development impact of TNE on the students, the Hong Kong Government and the programme providers. It addresses the questions: ‘What capacity is being developed in TNE operations?’ and ‘For whom?’ Our findings reveal multiple capacities at play. As TNE has been traded between British and Hong Kong universities and facilitated by the Hong Kong Government'slaissez-fairedoctrine, as a commodity in the neoliberal trade-in-education regime, students' interests are often sidelined. Social diversity is now commonplace in many communities in today’s globalised world. This diversity can be seen in any classroom of learners, and international studies have shown the complex ways in which disabilities, race, ethnicity, gender and social class can determine a child’s opportunity to succeed or fail in the education system. In Hong Kong, like in many educational contexts around the world, teachers are grappling with increasing diversity amongst their students, including teaching students with special educational needs (SEN) and non-Chinese speaking students (NCS) living in Hong Kong. This paper examines how three primary TEFL (Teaching English as a Foreign Language) teachers are constructing identities as inclusive practitioners as they grapple with enacting the inclusive education policy recently introduced into Hong Kong schools. The data are drawn from a small-scale collaborative reflective inquiry for teacher professional development. Drawing upon a sociocultural and critical framing of identity theory, we trace the three teachers’ identity construction as EFL teachers and inclusive education practitioners. We view the role of discourse, self-positioning and social context as key processes in teacher identity formation. This paper discusses the cultural attraction, ‘soft power’, and importance of cultural proximity to the popularity of the Japanese language in Hong Kong over the last three decades. Exploration of both primary and secondary sources constitutes the main research methodology employed. Email surveys and face-to-face interviews were undertaken to ascertain the nature and degree of the cultural attraction that stimulates local people's interest in learning Japanese language and culture. The paper concludes that Japan's ‘soft power’, i.e., popular culture and cultural products, are the most influential driving forces behind the popularity of Japanese language in Hong Kong. Also, the Japanese cultural proximity to the Chinese is another factor that excites local people's interest in learning Japanese as a foreign language. This paper reports research that evaluated the efficacy of training for education assistants and its impact upon changing practices in a group of private international schools in Hong Kong, China. Two cohorts of education assistants received training through an education institute. The focus was on supporting and fostering inclusive practices in schools. The expectations and perceptions of the education assistants regarding the training was recorded through survey and focus group interviews and discussed alongside international literature in the area of classroom support and inclusive schooling. The paper concludes that the provision of training was successful in meeting education assistants' expectations and in increasing personal confidence and raising self-esteem, but that they face many challenges if their learning is to be applied. The research further reveals that education assistants within Hong Kong schools lack clarity in their role and a narrow understanding of how they may be most appropriately utilised within schools has led to a limiting of their deployment. 'Learning through play' in early childhood education is widely advocated, but studies show that play is not easily enacted in classrooms. The quality of learning through play has been questioned in various countries, especially when learning outcomes are a global concern. This paper examines how one teacher implemented learning through play within a formal and didactic Hong Kong pre-school classroom. Following this real-life adaptation of the play pedagogy, this paper aims to illuminate the practical theories of linking play with learning in the classroom. The findings support the adoption of 'play' in young children's learning and reveal tactful ways in which a teacher can encourage the evolving 'flow' of children's play while simultaneously scaffolding their learning. This paper examines the extent of gender differences, and discusses the role of gender in musical instrument learning. It focuses on the collective instrumental experiences of 1493 Chinese students (774 boys and 719 girls attending grades 7-13) within Western and non-Western musical traditions in Hong Kong. The discussion draws attention to gender differences in the learning of Chinese and Western musical instruments, in musical interest and instrumental learning, and in the reasons why students learn or do not learn musical instruments. The paper argues that, while female and male students exhibit different attitudes towards the types of instruments learnt, significant correlations exist between their interest in music and parental support for their instrumental learning. Gender is brought to the fore by the pedagogical actions of the teacher, the mass media and by parental efforts to reduce gender bias and stereotypes through school, public and family education. This paper discusses the concept of ‘cultural cross‐currents,’ their implicit nature and the potential they have to effect second language literacy learning, teaching and curriculum reform in Hong Kong primary classrooms. Despite the substantive implications for learning, the exploration of cultural influences upon teacher and student thinking and the resultant educational consequences, remains a largely unrecognized area. The central argument in the paper is that cultural differences in attitudes, beliefs and values of cultural groups toward the way first and second languages are acquired needs to be made explicit in order to facilitate second language literacy teaching and learning. This paper examines the development of outdoor education in Hong Kong from its colonial roots to the challenges of its uncertain future. The scene is set by a synopsis of Hong Kong's geography, history, economy, and culture. Next, we trace the history of organised outdoor education from the early 1900s to the present day. This is followed by a critical exploration of issues facing youth adventure education programmes and management development programmes. The paper closes with recommendations to return to "real" outdoor courses in natural environments, to raise the standards of training available to outdoor leaders, and finally, to create a governing body that would facilitate inter-organisational learning, raise standards of programme design and delivery, and help build a body of literature that is specific to experiential learning in Hong Kong. This article is concerned with the politics of lifelong learning policy in post-1997 Hong Kong (HK). The paper is in four parts. Continuing Education, recast as 'lifelong learning', is to be the cornerstone of the post-Handover education reform agenda. The lineaments of a familiar discourse are evident in the Education Commission policy documents. However, to view recent HK education policy just in terms of an apparent convergence with global trends would be to neglect the ways in which the discourse of lifelong learning has been tactically deployed to serve local political agendas. In the second part of this paper, I outline what Scott has called HK's 'disarticulated' political system following its retrocession to China and attempts by an executive-led administration to demonstrate 'performance legitimacy'--through major policy reforms--in the absence of (democratic) political legitimacy. Beijing's designation of HK as a (depoliticized) 'economic' city within greater China must also be taken into account. It is against this political background that the strategic deployment of a 'lifelong learning' discourse needs to be seen. In the third section of this paper, I examine three recent policy episodes to illustrate how lifelong learning discourse has been adopted and has evolved to meet changing circumstances in HK. Finally, I look at the issue of public consultation. The society of Hong Kong objected strongly when the government instructed schools to change their medium of instruction from English to Chinese at the junior secondary level soon after Hong Kong was reunited with the People's Republic of China in 1997. This paper tries to make sense of the objection to this piece of politically correct and pedagogically sound policy. It analyses the situation from Bourdieu's ideas of habitus and various types of capitals. The paper argues that the government's effort to persuade Hong Kong society to accept mother-tongue education on pedagogical grounds alone was to no avail because the English language has not only become a habitus of society; it also serves to distinguish Hong Kong people from mainland Chinese. Computer Literacy is one of the complementary subjects required for all first-year students in Hong Kong Baptist University. This subject covers both general computer knowledge and selected software packages. In addition to lectures, laboratories are arranged for students to gain hands-on experience with software operations. However, no assignment or tutorial is assigned for the part of general computer knowledge. Due to large class size, traditional paper-and-pencil assignment may not be appropriate. Hence, a multimedia web-based assessment system was developed. This system provides assignments on general computer knowledge. Students can access this system via the World Wide Web. This paper compares public–private partnerships (PPPs) in education in post-war Singapore and Hong Kong. After the Second World War the Singapore government shied away from PPPs, while the state in Hong Kong collaborated extensively with the non-state sector in education. Singapore was a small city-state flanked by two Muslim nations, and its post-war regime faced challenges from the Malayan Communist Party. These pressures curbed the state’s involvement with missionary and Chinese bodies in education. Hong Kong, however, was a mono-racial society without any anti-Chinese neighbours, and its authorities were seldom challenged by a militant antagonist. Thus, its government was freer to involve non-state agents in education. This study reveals that PPPs are viable only when suitable non-state partners exist and when the state does not believe that such undertakings would expose the school system to an antagonist. Environmental education has been widely promoted in Hong Kong schools since the 1990s. Teachers have a crucial role in educating students to be well-informed, environmentally aware and responsible green citizens. The environmental literacy and tendencies of teachers are seen as having far-reaching influences on the development of environmental education in Hong Kong. This paper aims to elucidate teachers’ competence in implementing environmental education in schools through their narrative dialogues regarding their engagement in classroom practice and thinking about environmental education. The teachers were selected from a pool of teacher respondents categorized according to their scores for environmental knowledge, attitude and behaviour in a territory-wide survey of Hong Kong primary school teachers. Follow-up interviews with three teachers of varying levels were conducted to explicate their personal stories, focusing on how the teachers’ knowledge–attitude–behaviour associations influence their implementation of environmental education in schools. The teachers’ experiences and perspectives behind their stories provide crucial, specific baseline information, informing the development of more relevant teacher education programmes in environmental education, and subsequently, enhancing environmental education in schools. The feminisation of teaching is an important topic in education and gender studies. Discussions have been enriched by comparative and international studies as well as a gendering perspective in which a complicated view of the role of the state has emerged. In colonial Hong Kong, although the government was limited in its support of teacher training, its strategic control was not ineffective. Through regulating the teaching force, the colonial regime was instrumental in training women to help civilise the young and in creating a dead end job that of a 'primary school teacher'. It also constantly (re)constructed the nature and role of 'Chinese teacher' and 'Chinese women'. By revealing some seldom-explored strategies and disrupting the fixed meanings of 'Chinese teacher', 'Chinese women', and 'primary school teacher', this paper unravels the intervention and (re)invention of the colonial regime in the teaching occupation and probes their implications for a patriarchal society. Background: Hong Kong is currently a Special Administrative Region of the People's Republic of China. It has autonomy over many policy areas, including finance and education. It is a community of seven million people, which has changed its focus and identity significantly over the last 25 years, from predominantly manufacturing to a service and knowledge economy with particular strengths in financial services. Purpose: This paper will consider the market for teacher education places and the market for teachers, and explore the career intention and commitment implications of high numbers of well qualified applicants applying for teaching in the context of reduced work opportunities elsewhere, an increasing higher education focus on intake scores and the challenge, for the teaching profession and the education system, of teaching becoming less secure work. Sources of evidence: Governmental and institutional publications and data, along with research and survey findings, together with comparative literature underpin the reactions to past, present and possible future effects on teacher education in Hong Kong. Main argument: Given its financial focus, Hong Kong would be expected to suffer significantly during the recent financial crisis and that this would impact across all its sectors including Education and Teacher Education. In addition to the financial crisis, other changes have affected teacher education in Hong Kong, including major reforms in curriculum and school and higher education structure and a significantly diminished birth rate reducing posts in teaching, and raising concerns about job security. Conclusions: Hong Kong is a very prudently managed economy with substantial reserves and a commitment to ‘small government’ and the impact has been different from many other systems. Hong Kong is traditionally an examination-oriented culture, a legacy of its Confucian heritage. Since the 1990s, the Hong Kong government has shown its determination to make a change to this deep-rooted examination-oriented culture with assessment for learning highlighted as an important aspect in the reform agenda. Although many initiatives have been put in place, the government has not seen many changes in the assessment practices in schools. Our main concern is to see if cultural studies can intervene more productively in the dominant educational processes, in ways that align with the sustainable interests of its critical project. As cynicism becomes the commonplace 'distinction' of our young graduates, we raise two questions: why should cultural studies be concerned with the spread of cynicism within our own institutional and pedagogic space? And what would be the implications of such critical reflection on our current practices, as scholar and teacher of this critical project? The paper draws on our continual engagement with the curriculum reform of secondary school subjects (Integrated Humanities and Liberal Studies) in Hong Kong, in an attempt to explore the limits and opportunities of education as social practice, as well as the effectivity of cultural studies within the contemporary contexts and crises of education. First we describe how taking part in the specific school reform projects has begun to change the critical and pedagogic orientation of cultural studies we do at the university. Then we discuss the implications of our recent experiments in doing cultural studies in and with the local schools. In all, we want to examine what brings us to our own search for a certain 'politics of hope', by re-thinking and re-mapping cultural studies as a collective, pragmatic programme in the local educational set-up. For, without a constructive pragmatics, the students of cultural studies cannot be expected to work effectively across diverse institutional settings. Thus, criticism and the production of critical knowledge in the contemporary academy would go on to foster a state of cynicism among its graduates and the 'stakeholders' concerned. Cultural studies, we believe, can make itself more useful through concrete ways of mediating its expertise in the complex processes of education. This paper examines the role and position of continuing education in the lifelong learning society of Hong Kong. The first section describes the basic components of Hong Kong's lifelong learning system, which is composed of two interconnected sub-systems—namely, conventional education and continuing education—integrated under a common qualifications framework. The second section illustrates the contribution of the Federation for Continuing Education in Tertiary Institutions, an organisational alliance formed among key continuing education providers to assure quality in the sector; enhance communication among government, industries and the professional bodies; map strategies for developing human capital; and widen access to higher education by providing high-quality continuing education programs. In the final section, the HKU SPACE case study highlights 'sharing of quality education resources with overseas collaborators', 'achieving self-financing status through economies of scale', and the 'provision of flexible, multiple-level, well articulated and quality education services' as key features of the Hong Kong model of continuing education. Following the resumption of Chinese sovereignty in 1997, the Hong Kong Government has introduced a new national education project which aims at building nationalism and patriotism. With an active involvement of the state and civil society in promoting national education in recent years, there have been certain drastic changes in the school system - reforms in the curriculum with more weight to national identity and China's topics, more nationalistic or patriotic extra-curricular activities and rituals, and more training for teachers to conduct national education. Informed by a Gramscian notion of hegemony, this paper analyses the advent of and struggles over the national education policy and illustrates the collaboration and contests among various groups in the nation-building project - with the controversies over display of the national flag and liberal studies curriculum as examples. This study examined the views of teaching as a career choice held by Hong Kong students in their final year of upper secondary school (Secondary Seven). Significant differences were found between students' interest in teaching and demographic characteristics such as gender, religious beliefs, household income and parents' education levels, as well as their public examination scores and streams of study. Three attractive and three deterrent factors were identified among the reasons influencing students' choice of teaching as a career, respectively. Among 20 listed occupations, teaching was ranked relatively high by the students both as the occupation they ‘most wanted’ and ‘most respected’. The paper discusses the implications of these findings and draws conclusions which may be helpful to teacher education providers and policy makers on measures to recruit prospective students to initial teacher education. The paper reports a study for determining a suitable process for converting traditional surface science courses into case-based learning ones in two universities in Hong Kong. In this preparative study, a set of baseline data was collected on the current level of students’ conceptual understanding and also students’ perceptions about the traditional courses. The student data (from 38 students) came from examination results, the Study Process Questionnaire, a course-end survey and a focus group meeting; teachers also kept reflective journals. This set of baseline data revealed factors that both support and inhibit case-based learning. On the one hand, students demonstrate a motivation to be able to solve practical problems in this field; on the other hand, they show an unwillingness to take up a personal responsibility for learning. Will our Christian colleges in Asia serve as possible venues for the cultivation of communication and understandings among people of different cultures? This is the issue addressed in this paper and the author attempts to give a report of the work of Chung Chi College overall, with special reference to her distinctive contribution as a Christian college in Hong Kong, China, and its Asian contexts. As a Christian college, Chung Chi College has found herself serving not only as a light to the gentiles but also as ‘a bridge’ between the Eastern and Western cultures, between Christianity and other religious traditions. A brief review of the social and educational context of Hong Kong shows that the publication of the General guidelines on moral education in schools in 1981, by the Hong Kong Education Department, marked a milestone in the development of moral education. The Guidelines explicitly asserted moral education as one function of schooling, whilst also formally recognizing the home and the community as two main influences. This paper narrates how three moral sources of influence - namely Confucian-parental, Christian-religious and liberal-civic - have shaped the development of moral education in Hong Kong from 1973 to 2003. It then examines in more detail: parental influence at home - the Confucian moral source in Chinese family; schooling influenced by religious sources - taking Christian schools as an example; and the Independent Commission Against Corruption as an official agency for moral education - a liberal source calling for civic morality. In conclusion, the post-colonial emergence of nationalistic influence in the recently constituted Chinese Special Administrative Region, advocating national identity as the new core value, is traced and the implications for future moral education in Hong Kong are considered. This paper directly tests for differences in returns to education between the employed and self-employed in Hong Kong. Using a step-function, we find significantly smaller returns for the self-employed, suggesting that in the highly competitive labor market of Hong Kong education plays a signaling role. Academics are increasingly expected to be research productive. An impressive research output requires the ability to communicate in sophisticated written English in order to ensure that a publication is of an acceptable standard. In response to the demands for advanced writing skills to maintain high standards in research publications, a pilot online writing network of information (OWN) has been developed to provide academics in the School of Nursing at the Hong Kong Polytechnic University with research writing support in English. In this paper the OWN database is introduced with an explanation of the theoretical foundations and the needs analysis that shaped each link. Then, with data from two questionnaires completed by the users and interview of four users, I present a user evaluation of OWN. The questionnaires suggest that users see certain links as more useful in providing individualised writing support, while the interviewees most appreciate the complete privacy in which support could be sought. Through this description and user evaluation, I argue that academics could benefit from English language support when writing for publication, and computer technology may offer both flexibility and privacy. There is an increasing demand from the public and the field to improve the quality of early childhood education in Hong Kong. The Hong Kong Education Commission has recently released an "education blueprint for the 21st century", which presents a set of reform proposals for the education system in Hong Kong. In the document, early childhood education has been acknowledged as the foundation for life-long learning. A key reform proposal is to build a new culture for quality early childhood education through upgrading professional competence and enhancing quality assurance mechanisms. The present paper provides a general background of existing practices in the preschool years, highlights issues that require attention in order to improve quality, and outlines the reforms introduced by the Education Commission. The implications of these reforms and the associated challenges are then discussed in the areas of quality assurance, curriculum, professional development, parental involvement and financial assistance for the early childhood education sector. Personal and social education has become an important area of development in education in Hong Kong. Given that much of the literature on personal and social education is Anglo-American or European, what is the influence on the largely Chinese settings in Hong Kong? This paper will examine some of the debates of what constitutes personal and social education. The significance of competing contexts in the development of personal and social education will be analysed in detail. Comparisons will be made between Western and Chinese (especially Confucian) views on personal and social education. This paper firstly identifies the major legacies inherited by the post-colonial government in Hong Kong, with reference to the key features of access, control and curriculum. Subsequently we examine the state's attempts to reconcile the tension between its quest for legitimacy and for stability. Two dimensions of education, namely the process of educational policy making and the nature of citizenship promoted through the school curriculum, are analysed in terms of the conceptions of civic participation and identity promoted and implemented by the state. This paper looks at the developmental needs of teachers in relation to facilitating the personal and social development of students. It goes on to describe a module, 'Personal and Social Education', offered to all pre-service teachers in the Hong Kong Institute of Education which aims at equipping trainee teachers to carry out the guidance role of a teacher in the context of Hong Kong, particularly in the role of a class teacher. ABSTRACT As with colonial transition elsewhere, the language patterns in Hong Kong have changed with the return of sovereignty to China. Biglossia (whereby Hong Kong Cantonese and English predominate) is shifting to triglossia, as Putonghua, the official language of the People's Republic of China, has become increasingly important. This paper focuses on the impact of colonial transition and in particular the emergence of Putonghua and on the language subjects in the primary and secondary school curricula in Hong Kong. It argues that, whilst the rationale for promoting Putonghua is logical, tensions are evident in the school curricula, most notably in two areas. Firstly, the curricula were already heavily biased in favour of language subjects and, secondly, the necessary teaching expertise for Putonghua is not readily available. [ABSTRACT FROM AUTHOR]

Evidence for the use of a patient-centred model for interviewing is well established in the West. There is much less evidence for the application of the model in other cultural settings. This paper describes the impact of a communication skills (CS) course for doctors (n = 32) working in government outpatient clinics in Hong Kong. Emphasis is placed on the cultural relevance of the patient-centred interview (PCI) and educational techniques. Knowledge scores increased immediately after the course and again 8 weeks later (p < 0.001). Participants held favourable attitudes at the outset of the course and these were largely maintained. Qualitative data suggests that the doctors' competence in CS increased. The PCI model was perceived as relevant to the practices of these doctors. Barriers preventing the implementation of this approach related to organizational rather than cultural factors. The educational strategies were well received, suggesting that adult Chinese learners are not dissimilar to their Western counterparts in approaches to learning. [ABSTRACT FROM AUTHOR]
