Frank Costello's long career represents a series of illuminating encounters with the development of Australian planning, design practice and education. His career stretched from the 1920s to the 1970s, first in Sydney and subsequently in Brisbane where he was the senior architect-planner at Brisbane City Council between 1941 and 1952. He also worked for a decade in the Queensland Department of Works. He had a parallel career as an educator, commencing part-time at Sydney Technical College in 1937 and from the mid-1940s at what is now the Queensland University of Technology where the final phase of his career came as a senior lecturer in architecture with special responsibility for town planning. Post-war Brisbane gave him the opportunity to put into practice much of the modernist ‘organic’ theory that he had accumulated from his extensive studies and travels abroad. This paper recounts Costello's life and times as a journeyman planner whose life stories and professional philosophy is illuminatingly representative of the evolution of mainstream Australian planning values and the limits to practice. This paper investigates the work of media discourses on education policy in public debates over the Queensland school curriculum. It draws on theories of discourse, theories that have recently influenced the field of policy sociology, to outline a conceptualization of policy and media texts as discourses in the public sphere. In so doing, it notes the significant contribution such public discourses on education make to the policy process. The paper employs critical discourse analysis to investigate the discursive constructions of curriculum during one particular policy initiative. The analysis focuses on newspaper debates over the inclusion of a subject called Health and Physical Education (HPE) in the Queensland secondary school curriculum. The paper shows how educational policy issues were discursively constituted and contested through the construction of public discourses on education policy. In particular, it demonstrates how such public discourses worked to construct authoritative voices on educational policy. Domestic and family violence (DFV) is a serious, worldwide public health concern and the literature suggests that women who have experienced violence identify health care providers as the professionals they would most trust with disclosure of abuse. Social work is well positioned to respond to women presenting in hospitals after experiencing DFV and in advocating for systems and policy initiatives to support health staff in becoming adequately trained and supported to detect and respond appropriately. This paper reports on research that surveyed health staff in two hospitals in Queensland, Australia, to identify what DFV training they had received, whether this training increased their knowledge, skills and confidence to address DFV and what services they would access to support women presenting with DFV. The results showed that the respondents were an experienced staff group who had worked in the health sector for 10–20 years but despite having access to State-based training, the majority of them had not completed any in-house training and only 12% had received face-to-face training, and when they did undertake training, it was usually only a two-hour session. Seventy-five per cent of respondents would refer to their hospital-based social worker and 40% would make referrals to other support services, primarily social work. IMPLICATIONS Hospitals need to prioritise, commit to, and resource appropriate and regular training to better equip health staff to identify and respond to DFV. Training needs to build the knowledge and skills of staff members to address their confidence to intervene and offer support. Social work can provide an important role in advocating and developing training and procedures to sustain health staff members' capacity to respond appropriately to DFV. [ABSTRACT FROM AUTHOR]

This paper analyses sociologically the current form of school-based secondary assessment, in Queensland which is criterion-referenced to Year 10 and a hybrid criterion/norm referenced form at the end of Year 12. Habermas' arguments are used to suggest that this. assessment pattern will give the state potentially greater 'steering capacity' over education by 'rationalising' it-the 'scientisation of schooling'. This form of assessment fits within the accountability discourse of the economically parsimonious 1980 while meeting selection demands. However, the approach does meet some educational demands. This paper examines collaborative researcher-practitioner knowledge work around assessment data in culturally diverse, low socio-economic school communities in Queensland, Australia. Specifically, the paper draws on interview accounts about the work of a cohort of school-based researchers who acted as mediators bridging knowledge flows between a local university and a cluster of schools. We draw on the concept of recontextualisation to explore the processes of knowledge mediation in dialogues around student assessment data to design instructional innovations. We argue that critical policy studies need to explore the complex ways in which neoliberal education policies are enacted in local sites. Moreover, we suggest that an analysis of collaborative knowledge work designed to improve student learning outcomes in low socio-economic school communities necessitates attention to the principles regulating knowledge flows across boundaries. In addition, it necessitates attention to the ways in which mediators navigate dilemmatic spaces, anxieties and affects/feelings in order to generate innovative learning designs in the current global context of high-stakes national testing and accountability regimes. A departmental review of education curricula in Queensland, Australia has found that minimal or no learning about sexuality education takes place. Its public schools and teachers are able to avoid or not fulfil their obligations regarding the teaching of sexuality education and reproductive health to children and young people. This lacuna in schools' duty of care may significantly compromise the well-being, choices, life skills and opportunities for young people as they mature towards adult citizenship, and may even lead to potentially hazardous situations for them. To redress this deficiency, a new curriculum and supporting documents have been developed by Queensland's curriculum authority. This paper audits both the current Human Relationships Education and the new Sexual and Reproductive Health Education curricula. This paper also analyses the rationale for teaching school students about sexuality, relationships and reproduction as an essential part of Health and Physical Education, in light of significant contemporary sexuality education issues and contexts. This paper documents the relationships between pedagogy and e-assessment in two nursing courses offered at the University of Southern Queensland, Australia. The courses are designed to build the academic, numeracy and technological attributes student nurses need if they are to succeed at the university and in the nursing profession. The paper first outlines the management systems supporting the two courses and how they intersect with the e-learning and e-assessment components of the course design. These pedagogical choices are then reviewed. While there are lessons to be learnt and improvements to be made, preliminary results suggest that students and staff are extremely supportive of the courses. The e-assessment is very positively received with students reporting increased confidence and competency in numeracy, as well as IT, academic, research and communication skills. The present paper is part of a larger study carried out in North Queensland, Australia, between 1999 and 2001. The original study focused on the perceptions of 15 women who each have (or had) a child who was medically, educationally and socio-culturally constituted as having a disability. Qualitative methods were used for research design and to gather data. Poststructural and feminist perspectives were added to provide additional methods of data analysis. The primary focus in this paper is the spatiality of inclusive education with/in the discursive site of (special) education. It also considers the binary of regular/special education in relation to the spaces of educational discourse through the perspectives of the mothers, covering a temporal frame of 40 years. The mothers' perceptions provide a historical lens on the changes that occurred in special education in North Queensland over this time, while at the same time offer an insight into the spaces disability occupies in education discourse. This paper examines the differences in school (NAPLAN) outcomes between New South Wales and Queensland. It shows that there are pronounced differences in Year 3 NAPLAN results between these states, though these dissipate when later class years are considered. The reasons for these state effects in school outcomes are explored using an empirical framework grounded in the regression discontinuity literature. There is no systematic evidence of school-specific unobservables that are linearly related to the distance of schools from the New South Wales–Queensland border that account for this state effect. In other words, the lower outcomes of schools in Queensland relative to schools in New South Wales appear to be a pure institutional phenomenon. This conclusion carries over to the various sensitivity tests undertaken based on the partition of the sample by school sector and by distance from the border. Accordingly, the border effects are expected to be eroded by the recent reforms to the school starting age in Queensland and by the national curriculum currently proposed for implementation in Australia. Cherbourg State School is approximately 300 km northwest of Brisbane. It is situated in an Aboriginal community at Cherbourg with approximately 250 students. At the Cherbourg State School, the aim was to generate good academic outcomes for all students from kindergarten to Year 7 and to nurture a strong and positive sense of what it means to be Aboriginal in today's society. In this paper, I will discuss modernism and postmodernism in indigenous studies and how this has impacted on the design and development of the Indigenous Studies Programme at the Cherbourg State School. The programme was designed to provide students with the opportunity to learn about the history of Indigenous people from Indigenous voices and provide an understanding of the impact of invasion and the consequences on the lives of Indigenous people, in the past and present. The stories from the elders and members of their own community provided knowledge that allowed students to challenge Aboriginal identity by taking on existing perceptions so that they could be better processed and understood. In 2009, a nursing education model was locally designed and delivered to support the interest of a group of Aboriginal community members living in a rural and remote town in Queensland, specifically to prepare for entry into further nursing education. Named 'Tjirtamai' by the traditional owners of the area, the program was offered in recognition of the challenges faced by Aboriginal people when they enter nursing education courses and as a way to increase the local number of Aboriginal nurses. This program, while funded by the Government, had unprecedented support and involvement from both the local Aboriginal and wider community. The model offered multiple exit points, assistance with financial and other known challenges for Aboriginal and Torres Strait Islander students, and included contextualised literacy and numeracy. Of the 38 Aboriginal students who enrolled in the course, 26 students completed. Of those students, 18 have since enrolled in a bachelor degree in nursing while another 4 enrolled in a diploma of nursing. This paper provides an overview of the course and its outcomes. The increasing number of people with dementia in aged care facilities is reported to have a high burden of care among staff. The Nurse Practitioner role can be beneficial in the provision of dementia care particularly when difficult and aggressive behaviour is being displayed. The model of service described in this paper is designed in such a way to make the outreach team contribute to staff sustainability. Such a service is different to other outreach services and focuses on a number of key deliverables. In practice, the service ensures that recommendations made by the team at the initial assessment are implemented. In addition, they work with the staff in managing the resident's behaviour, train and model suggestions for practice in interventions. Evaluation of the service is a work in progress and will highlight important aspects about the workforce for the improvement of quality of life for residents with dementia. [ABSTRACT FROM AUTHOR]

The article presents the study about the fundamental landscapes for the conceptualization of several interactions between children and the environments where they grow up and live. Accordingly, it discusses the concept on empirical research which is directed in the field of human geography and on how people learn and adapt on their corresponding environments. In addition, the research has employed a qualitative inductive methodology and consisted several interviews with 40 participants across two rural case studies in North Queensland. It highlights the three main outcomes for environmental education including the relevance of experiential learning, the significance of the elders and family in environmental education, and the opportunities for adult place-based environmental education.

Aboriginal and Tortes Strait Islander students have traditionally encountered less academic success than non-Aborigines. While there has been considerable research into school based factors for indigenous academic success, few studies have examined the impact of peers and leisure activities of these youths which are primarily found outside the school. This paper uses the poststructuralist concept of the body to examine how the members of one North Queensland Aboriginal and Tortes Strait Islander subculture derive pleasure through the production of aerosol art similar to African-American and Rastafarian street subcultures. It is argued that schools could incorporate some of the elements of subcultures in the formal curriculum as one way of preventing indigenous students from dropping out of school, thereby increasing their chances of attaining greater academic success. Data infrastructures are suffused with stories of their past, present, and future that govern their use. This article draws on research into 'OneSchool', the state schooling data infrastructure used to manage student data in Queensland, Australia. The political, social, and technical histories of OneSchool's development are shown to govern its current use. In interviews, users from across Queensland's education system shared stories of the ways OneSchool developed to both impede and create problematic truths about students, teachers and systems. The ways in which OneSchool became known as the single point of truth are used to illustrate how the narratives that accompany data infrastructures govern data, those who record the data, and those who are represented within the data. Identifying the governance of stories that travel with data infrastructures facilitates the development of protective and productive data behaviours for educational practitioners globally who are negotiating the discourse of digital educational governance. Educational globalization has seen the convergence of key policy ideas emerging from new human capital theory, new public management theory and new concerns with social cohesion. Such convergence, however, does not imply policy uniformity given the mediating effects of local policymaking. The tensions between the local and global are highlighted through an analysis of how equity issues are addressed within Education Queensland's 2010 Strategy. Clear links have been established between low health literacy (HL) levels and poor health outcomes. One means of improvement may be found in the rapidly growing paid home care workforce, whose direct and frequent contact with aged/disabled care recipients positions them to provide HL support. This study examines Australian homecare worker (HCW) experiences in HL when providing assistance to their care recipients. A self-reported cross-sectional survey collected data from 75 HCWs. They reported concerns about their clients' HL, yet were cautious about providing support in this area. HL levels of the HCWs themselves were unconvincing, and the majority requested targeted education and training. Further research is needed into HL levels of both HCWs and care recipients, client demographics, the types of HL support being requested of HCWs, a more detailed scoping of the HCW role, and the curriculum and pedagogies which may comprise a HL education and training program for HCWs. This study draws from interviews of baby boomers (born between 1946 and 1965) enrolled in a traditional university programme. Interviews focussed on the mental, social and physical benefits of university education, exploring the aspirations of baby boomers as well as the social and academic barriers and costs they encountered. This qualitative phenomenological study investigated the perceptions, understandings and beliefs of 15 baby boomers from South-East Queensland who were returning to or commencing university level education. Informal semi-structured interviews were conducted and thematically analysed to provide a detailed account of the baby boomer students’ university experience. Using an adapted health action process approach, with the health goal being replaced by a learning goal, the results confirm that university study in later life can be beneficial to the individual as well as to the wider community. This research can inform policy-making by emphasising the importance of lifelong learning and healthy ageing for the baby boomer generation. The results highlight the value of higher education creating a supportive environment for baby boomer students which, in addition to educational achievements, can assist participants in maintaining good health and making informed health care decisions in the future. As in many countries, such as Germany, Turkey, the United States and Japan the history/culture wars of the past two decades have increased public interest in what is taught in schools. This has resulted in rigorous debates in the general community, encouraged and sustained through regular media coverage. Partly as a response to this, History has been designated as a separate subject in the first wave of planning and implementation of the Australian National Curriculum. Two of the reasons for this include first, to recognise the importance of teaching historical skills as a distinct subject; and second there is an ongoing bipartisan political interest in privileging history disciplinary knowledge and content to ensure that national history narratives are taught to students. To contribute meaningfully towards the development and implementation of a National Curriculum, it is important to understand past curriculum constructions, so that the disciplinary knowledge and content of history remains independent, and not subsumed within current (or future) political trends. Based on examples of national history from the Queensland Social Studies syllabus and government endorsed sourcebooks in the lead-up to the 1988 Bicentennial of British colonisation of the Australian continent, this article examines the influence and role of multiculturalism in History teaching in primary schools. Particular attention is paid to Indigenous representations and British heritages, as an example of two groups that have often been represented as binaries to each other throughout Australian history. An analysis of the curriculum materials illuminates the differences between multiculturalism and history—highlighting how the two are merged at the expense of accurate historical knowledge and concepts, particularly in the area of national history. This study will demonstrate that as a result of the infiltration of multiculturalism into history content within the Social Studies curriculum, historical knowledge becomes silenced in the school curriculum – resulting in vague and sometimes historically inaccurate information being presented to students; and the privileging of certain types of multiculturalism. Teachers' thinking about four conceptions of teaching (i.e., apprenticeship-developmental, nurturing, social reform, and transmission) were captured using the Teaching Perspectives Inventory (TPI). New Zealand and Queensland have very similar teaching-related policies and practices but differences around assessment policies and practices are expected to influence teachers' conceptions of teaching. Results from two surveys (New Zealand primary (n = 241) and Queensland primary (n = 784) and secondary (n = 614) teachers) found acceptably fitting models. TPI models were not invariant between primary and secondary teachers in Queensland while the models for primary teachers in Queensland and New Zealand were partially invariant. There were only small differences in mean perspectives scores, except for transmission, which elicited large differences. [ABSTRACT FROM AUTHOR]

MATLAB is a sophisticated software tool for numerical analysis and visualization. The University of Queensland hits adopted Matlab as its official teaching package across large first year mathematics courses. In the past, the package has met severe resistance from students who have not appreciated their computational experience. Several main factors contribute: first, the software is numerical rather than symbolic, providing a departure from the thinking patterns presented in lectures and tutorials. Second, many students cannot see a direct connection between the laboratory exercises and core course material from lectures. Third, the students find hurdles to entry as commands often return incomprehensible error messages and don't execute, and programs are difficult to write and debug. Overall, the details of the mathematics are lost in trying to negotiate the software. After considerable effort in tuning, it appears that a sequence of innovations has captured student support and added considerable value to both the computational and traditional learning process. A global recognition of students' rights requires school organizations to recognize, value and provide for diversity. The move towards more inclusive schooling in Queensland, Australia, requires schools to address professional development on two levels: reculturing of the school to reflect inclusive beliefs and values; and enhancement of teacher skills and knowledge to better address the learning needs of all students. The recently developed Index for Inclusion 2000) is one resource that can facilitate the process of professional development and facilitate change in school culture, policy and teaching practice. The process used incorporates a critical friend and peer mentoring model within an action research framework, which together provide benefits for all involved in the professional development process. A mentor education programme incorporating both teacher mentor professional development and preservice teacher practicum preparation is described and evaluated. Over 100 mentor-student pairs were involved in the programme initiated by the Queensland University of Technology. Evaluation results confirm the need for and value of such programmes in supporting student learning during field experience. The need for deeper consideration of the philosophy underlying collaboration between university and school supervisors, as well as the need for administrative procedures which support students undertaking field experience in remote school sites, are raised.
