This paper investigates the representation of social values and their ontogenetic development in English as a foreign language textbooks in Hong Kong. Adopting a social semiotic approach, it considers social values in textbooks as semantic categories which are constructed by complex semiotic discursive resources, and develops an explicit framework to model what values are selected and how the values are constructed. Analysis of 19 textbooks from Primary 1 to Secondary 4–6 shows that the social values change from the personal domain (e.g. good hygiene and healthy lifestyle), through the interpersonal domain (e.g. politeness and respect), to the altruistic concern for all mankind. The result also suggests that the textbooks are more concerned with the didactic education of good citizens than with cultivating children's critical thinking. English teaching and learning has taken an interesting shift in Hong Kong schools with the implementation of the New Senior Secondary (NSS) curriculum under the ‘334’ education reform. Situating the paper within the broader considerations of the intersection of Cultural Studies and English teaching, this paper examines the challenges and prospects of teaching the new Language Arts elective calledLearning English through Popular Culturemodule. It is argued that while the module endeavours to connect and motivate Hong Kong students to learn English through popular culture materials, the official curriculum and schemes of work, however, narrowly articulate the teaching of popular culture texts conceived as ‘text-types’. Such a formulaic approach to using popular culture in the classroom is limiting and locks students into a procedural way of ‘thinking’ and ‘doing’ popular cultural texts. The paper concludes by offering some ways forward that might deliver what is otherwise a revolutionary and innovative curriculum. Beyond the specific case of Hong Kong, the curriculum challenge discussed is instructive for other education systems and curriculum scholars looking to develop new pedagogies from the intersecting disciplines of Cultural Studies and English teaching. A word, even when considered monosemic, generally has a cluster of meanings, depending on the mental representation of the referent by the speaker/writer or listener/reader. The variation is even more noticeable across cultures. This paper investigates the different ways in which cultural knowledge helps in the interpretation of English lexical items. After a brief review of the traditional World Englishes structural perspective, the paper analyses the various ways in which the schema helps in the construction of lexical meaning: it helps to decode the denotative meaning of some words with possible multiple interpretations; to perceive the referential boundaries; to understand the connotative meaning; to modulate meaning, demoting some features and promoting others; to understand the physical elements which contribute to the mental representation of some words; to perceive the bodily movements and other paralinguistic elements which contribute to the construction of the meaning of some words; to perceive the salience of a word within a cultural community; to perceive and predict collocates; to perceive cultural assumptions; to perceive political politeness and taboos; to distinguish transactional language from interactional language, and so on. The management of change has long been recognised to be a complex and challenging process. The literature has revealed few success stories and many examples of curriculum innovations being adopted haif-heartedly or not at all. Set against the increasing world globalisation of which education is a part, the cultural aspects of innovations are being increasingly discussed in recent years. This paper focuses on the cultural dimensions of a major curriculum reform in Hong Kong, the Target-Oriented Curriculum (TOC) initiative. The main principles of TOC and its early implementation are discussed. A number of the main features of TOC are analysed with particular reference to their cultural appropriateness for the Hong Kong context. The thesis underlying the paper is that cultural issues need to be more carefully considered in the policy and adoption stages of the innovation process. In English Language teaching, it may be necessary to reflect more deeply on the suitability of the export of Western-based learner-centred, communicative or task-based approaches to other milieux where such approaches may not be commensurate with the local cultural context. In recent years, school-based assessment (SBA) has been incorporated into the English Language subject of a traditional high-stakes public examination, the Hong Kong Certificate of Education Examination. As reactions from various stakeholder groups have been mixed, it was necessary to review this new practice. This paper reports on a study of 33 English language teachers who have been frontline SBA assessors. The study aimed to better understand (1) teacher-assessors’ perceptions of the English SBA, (2) their professional development needs in relation to implementing SBA, (3) their perceptions of how students could benefit from SBA and (4) the pressing issues arising from the SBA implementation. The study found that, while many participants agreed that SBA could be beneficial to students’ English learning, there was much room for improvement in all four aspects investigated. This paper reports on the results of a qualitative study that explored the experiences of one group of pre-service English language teachers in Hong Kong as they undertook an action research project as part of their undergraduate teacher training programme. Grounded in a theory of teacher identity construction as both practice and discourse, the paper examines how participation in an action research project by one group of pre-service English language teachers in Hong Kong shaped their experiences of becoming teachers. The study indicates that as teacher researchers, the trainee teachers contested previously held perceptions about their engagement in teaching, their images of teachers and teaching, as well as their alignment with some aspects of contemporary educational discourse. In the spring of 2005, students and alumni of the Chinese University of Hong Kong staged an adamant protest against University directives which they perceived would result in a significant increase in the number of courses taught in English. They denounced the administration of selling out on the founding mission of the University, for which, as stated in its Ordinance, the principal medium of teaching would be Chinese. The University, on the other hand, defended its policy in the name of 'internationalization' and the need to stay ahead in the midst of severe competition at home and abroad. This paper examines this language controversy against the wider context of English hegemony and the rise of academic capitalism, two forces which are inextricably linked for the non-Western societies in a post-colonial era. I will try to show that the controversy was ultimately a struggle over the meaning of university education, between what I would call the instrumentalists and the humanists in this age of globalization. I end the paper with a pessimistic note, saying that it is the former who have gained an upper hand, and that the scope and parameters of the language debate are heavily restricted. In this paper, we report on an inquiry exploring the experiences of 10 mainland Chinese student teachers of English so as to understand why they came to Hong Kong for a teacher education programme. The study revealed that these students were largely attracted to teaching in Hong Kong because of its extrinsic benefits such as professional stability, the prestige associated with the English language teaching profession and the opportunities to acquire valued skills transferable to other professions including English competence. Facing challenges as non-local students, they were also uncertain of becoming teachers in the new context. As 'elite' Chinese students were often unwilling to become teachers, we found it strategic to attract a large number of talented non-local students to the teaching profession and retain them. We conclude the paper with recommendations for various stakeholders to support these non-local students' adaptation and development as committed and competent teachers in local schools. This paper provides a case study of the use of language objectives within a newly developed English language teacher education programme in Hong Kong. The programme development team decided to adopt a content-based language teaching approach to support students' second language development through content learning. The teacher education programme (the content) prepares Chinese-speaking students to become secondary level English teachers. Because of students' level of English language proficiency upon entry, the programme must provide substantial support for students' English language development in addition to their learning of subject content knowledge and ELT pedagogy. There is also a government-stipulated proficiency level for all qualified English language teachers, which essentially becomes the language syllabus for the programme. The language objectives serve as a medium for mapping the language syllabus on the content curriculum. There are reasons to believe that the approach adopted has been successful in supporting students' language and content learning. This paper describes the programme development and implementation process and the problems and constraints met. This study examines Hong Kong major stakeholders’ (secondary students, university students, teachers and professionals) perceptions of language variation, English language teaching (ELT) and language use in their everyday communication via a large-scale questionnaire survey (N = 1893). Based on principal components analysis of the questionnaire statements, 10 factors were identified that corresponded with the stakeholders’ knowledge and recognition of inner-circle vis-à-vis outer-/expanding-circle English varieties, real-life English use (e.g. exposure to language variation in contexts, interlocutor identity and difficulties in English communication), preferences of English varieties, perceptions of English teaching/learning and local cultural identity. Although the findings indicate an overall Anglophone-centric attitude among the participants, particularly in terms of the choice of teaching model, they also reveal differences in the participants’ views and experience of language use depending on their education level, age and occupational background. One important discovery is the potential effect of one's academic ability on his or her perceptions of English varieties and learning. By comparing the responses of the various participant groups based on the sociolinguistic setting in Hong Kong, the paper discusses the implications of these findings for contemporary ELT and directions for future attitudinal research. This paper argues against the notion that Chinese students do not volunteer to participate in tutorial discussion. Participation in tutorial discussion by Chinese students is, to a large extent, influenced by their traditional Chinese concepts of learning. Some traditional Chinese concepts of learning that may influence students' perception and participation in tutorial discussion include education and self-realisation, learning and effort, respect for superiors, and communication preference. Interview data obtained from a group of Chinese tertiary students in Hong Kong has shed some light on the subtle relationship between the traditional Chinese concepts of learning and students' behaviour in tutorial discussion. The students believed that their rate of participation was dependent on their efforts in preparing for tutorial discussion, acquaintance with group members and tutor guidance. They were willing to use English to express their ideas if they were well prepared. With these three factors in mind, some pedagogies are suggested for teachers. This paper reports on a qualitative study that investigated the lived experiences of a group of pre-service English language teachers during a teaching practicum in Hong Kong. Multiple, in-depth interviews with student teachers were conducted during a 6-week practicum to understand the students’ experiences of becoming teachers. A contribution of this study is to use the analytic lens of teacher identity to understand the challenges, one group of pre-service teachers confronted as they positioned themselves, and were positioned by others, as particular types of teachers during their practicum. The results of this study suggest that a critical perspective, grounded in an identity-theoretic understanding of pre-service teachers’ practicum experiences, is needed to reveal and then overcome antagonistic relations that might threaten the identity work of trainee teachers. Endorsing calls to rethink the practicum, the types of support that might be offered to pre-service teachers are critically examined and suggestions for the ways in which stakeholders, such as teacher educators and school-based supporting teachers, can best facilitate the identity work of pre-service teachers undertaking a teaching practicum are offered. This report introduces a way of engaging preservice teachers in experiential learning activities to enrich their pedagogical content knowledge and skills. The framework suggested can be applied to instruction in a wide range of disciplines in different contexts. It calls on teacher educators to work on similar experiential learning initiatives to equip novice teachers with the necessary pedagogies and competence for their future careers. University instructors' classroom assessments play a central role in and inevitably influence their teaching and their students' learning. This paper reports on a comparative interview study conducted in a range of three ESL/EFL university contexts in Canada, Hong Kong and China. Six major aspects of ESL/EFL classroom assessment practices were explored: instructors' assessment planning for the courses they taught, the relative weight given to course work and tests in their instruction, the type of assessment methods (selection vs. supply methods) that they used, the purposes each assessment was used for, the source of each method used, and when they used each method. University instructors were also asked to indicate what they saw as the advantages and disadvantages of the methods they used, and whether they took into account prior student knowledge when making decisions about what assessment methods to use. The findings contribute to a better understanding of ESL/EFL university instructors' classroom assessment practices at the tertiary level in a range of three ESL/EFL university teaching contexts. Studies of language issues in postcolonial Hong Kong are abundant. While the majority is concerned with the language policy and medium of instruction, there seems to be insufficient discussion on the subject matter of our English lessons, which, this paper argues, are ideology-ridden. Following the tradition of critical discourse analysis and ideological studies (see van Dijk, 2005; Luke, 1994), this study attempted to explore how a habitual form of communication, teacher talk in this case, was utilized as a vehicle for young children to "[learn] the taken-for-granted aspects of lived reality" (Hasan, 1996, p. 137), and what attributed to the creation, transmission and maintenance of this dominant culture/ideology in the society, resulting in narrowly-defined subject matter for the young children in the classrooms observed. The study started with a description of lexicosyntactic items in the teacher talk via a corpus approach, and moved to an interpretation/explanation of the linguistic texts in the light of the overall sociopolitical and cultural context in Hong Kong where the teacher talk was situated. The advantages and disadvantages of ability grouping for student achievement are strongly contested, with studies presenting different results. However, much of this research has focused on class-level or subject-level ability grouping. Relatively less research has focused on school-level ability grouping. More importantly, the role of teacher support has often been neglected in the ability grouping literature. The aim of this study was to shed light on the under-investigated area of school-level ability grouping, with teacher support examined as a crucial theoretical mechanism. We examined whether teacher support plays a mediating and/or moderating role in terms of how school-level ability grouping is related to student achievement in English and mathematics. The participants were 554 Hong Kong secondary students from the high- (Band 1), medium- (Band 2), and low- (Band 3) ability groups. The results indicate that students from high-ability groups enjoyed greater levels of teacher support, which partly explains their higher levels of achievement. This finding supports a mediation mechanism. Moreover, the results also provide support for a moderation mechanism. When students in low-ability groups received high levels of teacher support, they were able to achieve as much as students in the high-ability groups, in English but not for math. In September 1998, the Education Department of the fledgling Hong Kong Special Administrative Region implemented a controversial medium-of-instruction policy which compelled around three-quarters of the territory's hitherto English-medium secondary schools to switch to Chinese-medium teaching in Forms 1-3 (years 7-9). Only 112 schools were permitted to remain English-medium, but only on the condition that their content-area teachers make consistent use of English as the language of classroom instruction and interaction rather than, as had been the case in the last two decades of colonial rule, a mixture of Cantonese and English. This article presents the findings of a study which sought to determine the extent to which the post-colonial government's language policy has been translated into classroom practice in the reformed Chinese and English streams since 1998. The findings were derived from a questionnaire survey of a sample of undergraduates from the first two cohorts to complete their studies in the reformed Chinese and English streams, together with semi-structured interviews with students and teachers currently studying and teaching in the two streams. The paper focuses on the development of teacher thinking, specifically L2 teachers' subject-matter cognitions, i.e. their Teacher Language Awareness (TLA) (see e.g. Andrews 2001, 2003). The study examines the evolving TLA, as it relates to grammar, of three teachers, each a graduate with more than 10 years' experience of teaching English in Hong Kong secondary schools. All three teachers took part in a previous TLA study conducted in 1996-97 (see Andrews, 1999a), when they were in their early years of teaching and had received no professional training. In the present study, these three teachers' TLA and cognitions about grammar were investigated once more (in 2004). The aim of this follow-up study was to tell the story of each teacher's evolving TLA and grammar-related cognitions. In both phases of the research a mixed methods approach was adopted. Data from the two studies suggested that the teachers' TLA and grammar-related cognitions had altered very little. Their underlying beliefs about grammar pedagogy and the role of explicit grammar teaching, and their knowledge about grammar (as measured by a test of LA) seemed largely unchanged. This paper examines the out-of-class English language learning activities of student teachers in Hong Kong, using questionnaires, interviews and learner diaries. The study Found that while many of the students devoted considerable time to studying and practising English outside the classroom, much of this time was spent on more receptive activities such as Listening and reading, rather than speaking. Students had a tendency to locus on private rather than public activities which did not involve face-to-face contact. Two students' out-of-class learning activities and their feelings towards using in English are examined in more detail. It is suggested that the reasons for their avoidance involved both individual and social/political factors, principally the implications attached to using English and the fear of negative judgement. However, it is pointed out that despite their negative feelings about using English in public, these were successful English learners who actively sought opportunities to use English in their private domain. It is suggested that the private domain may be a valuable setting for out-of-class language learning, since it is both less threatening to identity and is also easier for the student to control. This paper considers issues in customising descriptions of English grammar in the context of creating an electronic database for secondary school teachers in Hong Kong. In developing the database, we have aimed to incorporate insights from functional grammar and corpus linguistics while keeping the information accessible and relevant to teachers familiar only with traditional approaches to grammar. This has involved exploiting the advantages of hypertext, explicitly foregrounding pedagogical concerns and developing a metalanguage that will allow discussion of areas such as transitivity and theme without alienating the teacher-users. We illustrate the kinds of compromises that are necessary in order to match the linguistic information to the needs and existing knowledge of the teacher-users. [ABSTRACT FROM AUTHOR]

The English language curricula in Hong Kong and mainland China place emphasis on 'culture learning'. This study seeks to examine cultural depictions in two series of primary English language textbooks published in mainland China and Hong Kong. The study adopted Kachru's three-circle model and Moran's 4P framework (referring to products, practices, perspectives and persons) to investigate the breadth and depth of cultural presentation. The findings indicate that both series encompass content on the local culture as well as on foreign cultures. While the mainland textbooks focus on British culture in the inner circle through the cultural aspects of products and persons, insufficient attention is paid to other foreign cultures and the cultural aspect of perspectives. In contrast, Hong Kong textbooks include a wider range of foreign cultures and a more balanced presentation of various cultural aspects. The research explores Hong Kong students' dispositions towards higher education and employment in relation to understandings of their schooling experiences in English Medium of Instruction (EMI) schools in Hong Kong. The research draws upon Bourdieu's theory of practice, Appadurai's notion of the 'capacity to aspire', and Taylor's concept of 'social imaginary', to help make sense of students' aspirations for the future. Data included observation notes and interview transcripts with members of six focus groups across three distinctive schools in Hong Kong. Analytically, the research shows how aspirational dispositions and logics formed through specific configurations of the broader cultural and social milieu of Hong Kong, middle-class familial practices, non-elite EMI schooling experiences, and the place of English in Hong Kong, were complicit in fostering a sense of ambivalence about the future for these students. This study investigates the development of reading in young Chinese learners of English in Hong Kong by comparing the effects of a guided reading intervention to an alternative treatment based on reading from e-books and a no-treatment control group. The key features of the guided reading intervention included: instruction on reading strategies and opportunities for interaction for negotiation of meaning with peers. The e-book reading focused on reading stories from CD-ROMs with embedded instructional features including opportunities to hear the stories and engage in routine word and text games but without any interaction with peers or any guidance from a teacher. Two hundred and five children, aged 9–10 years, from six primary schools in Hong Kong were stratified for gender and reading proficiency in English and randomly assigned to one of the three groups: the guided reading group, the e-book reading group and the no-treatment control group. The treatments were delivered as additional reading sessions on top of normal classroom instruction. Pre- and post-intervention tests revealed that children in the guided reading group significantly improved their reading comprehension and reading accuracy scores compared to the no-treatment control group. The children in the e-book reading group did not improve significantly compared to the no-treatment group in reading comprehension although there was significant improvement in reading accuracy. However, there was no significant difference between the children in the guided reading group and the e-book reading group ineither reading comprehension or reading accuracy scores. Research conducted in the 1980s and 1990s pointed to a widening gap on Hong Kong university campuses between institutional language policy, which stipulated the use of English, and classroom practice, which often involved the use of Cantonese to explain and discuss English written materials. This article presents the findings of a multidimensional study which sought to uncover patterns of in-class and out-of-class language use at one officially English-medium institution between 2000 and 2010 and to identify the challenges that its mainly Cantonese-speaking undergraduates experience when listening to and speaking English for academic purposes. The findings were derived from two campus-wide questionnaire surveys and an interview-based longitudinal study of the student experience of English-medium higher education. The findings indicate that the gap between policy and practice has closed noticeably in the past decade in consequence of the increasing internationalisation of the student body and institutional initiatives to enforce the medium-of-instruction policy. While there is a closer, though not watertight, alignment between policy and practice in lectures and seminars, the evidence suggests that students have little need or desire to speak English outside the classroom, apart from situations in which international students or non-Cantonese-speaking students from mainland China are present.
